Mr. D. G. Shepstone. Mr. Shepstone declared that it was useless carrying on social welfare work unless family life was fostered so that the family could be dealt with as a unit. Durban hostels and locations at present provide 8,353 beds and 791 for casuals. 664 houses are available at the various locatious. But this is a drop in the ocean when one considers the large numbors of Natives in the city to be provided for. The Corporation has planed a scheme for Blackhurst Estate and Lamont Location which would provide an additional 1284 houses and 6200 beds. So that ultimately the Corporation would have available 9952 houses, 14553 beds for Native males. The completion of the scheme had unfortunately been held up at the outbreak of the war due largely to almost the entire engineering staff going on active service. Mr. Shepstone described the recreational facilities offered and enumerated numerous other services which were being provided. The registration of court service was Valuable as court evidence when unscrupulous employers were being dealt with, The New Bantu Social Centre at Beatrice Street was built at a cost of £i0,000 and would shortly be opened by Colonel Deneys Reitz, Minister of Native Affairs. It will be among the finest in the Union. The “Prisoners Friend” was started as an adventure of faith.

    4. WATER RESOURCES 4.1 Introduction In order for Umgeni Water to fulfil its function as a regional bulk water service provider, it requires a secure and sustainable supply of raw water. The reconciliation between water resource availability and water demands is therefore of primary importance to the organisation and forms an integral part of its infrastructure planning process. Understanding what water resources are available to the organisation both currently and in the future, and what impacts affect the level of assurance from these resources, is key to achieving the balance between supply and demand and in maintaining the assured level of supply required by the customers. The natural climate is the principal determinant of surface water runoff and groundwater. This section describes the climate as experienced within Umgeni Water’s operational area, as well as the possible impacts of climate change on surface water runoff in the Mgeni System. This section also describes the status quo of the water resources, both surface and groundwater, within Umgeni Water’s operational area, and mentions future development plans that are significant to the organisation. The water resources are grouped in logical regions as shown in Figure 4.1.     National Water Resource Strategy First Edition, September 2004 _____________________________________________________________________________________________ FOREWORD The National Water Policy (1997) and the National Water Act (1998) are founded on Government’s vision of a transformed society in South Africa, in which every person has the opportunity to lead a dignified and healthy life and to participate in productive economic activity. The First Edition of the National Water Resource Strategy (NWRS) describes how the water resources of South Africa will be protected, used, developed, conserved, managed and controlled in accordance with the requirements of the policy and law. The central objective of managing water resources is to ensure that water is used to support equitable and sustainable social and economic transformation and development. Because water is essential for human life the first priority is to ensure that water resources management supports the provision of water services - potable water and safe sanitation - to all people, but especially to the poor and previously disadvantaged. But water can do much more than that: water can enable people to make a living. The NWRS seeks to identify opportunities where water can be made available for productive livelihoods, and also the support and assistance needed to use the water effectively. Water is of course central to all economic activity. The NWRS provides a platform for the essential collaboration and co-operation among all departments in all spheres of government involved in economic development. It is an important input to the evolving National Spatial Development Framework, helping to provide a better understanding of the contribution that water can make to development in all departments’ areas of activity.

    KZN BIRDS NO 57 Iron Lady survives two hail storms in 12 days THIS female Amur Falcon was one of hundreds of falcons rescued after a hail storm struck their roost in Mooi River in March. She was ringed and released after treatment at a wildlife rehabilitation centre in Howick, but was caught up in another storm at Newcastle barely 12 days later. The picture on the left, showing Amur Falcons arriving at the Mooi River roost , was taken on 4 March 2019, just five days before the storm hit the town (article on page 2). Another falcon, Survivor Queen, which was ringed by Rina Pretorius after surviving the Newcastle storm, was trapped by two boys in a jungle in India.
