This Report presents the results of the field survey of the operating railway line between Shenfield and Southminster. A companion Report is published for the two now-discontinued railway branches from Witham to Maldon, and from Woodham Ferrers to Maldon. Fieldwork was carried out between April and August 2007. The purpose of the Survey was to detail what survives of the structures of these lines and their accompanying works including buildings, bridges, embankments, cuttings and subsiduary constructions, to review the statutory designations and to suggest possible further usage for the lines. INTRODUCTION. Much of the track line and adjacent land of the two discontinued lines is in private or corporate ownership and is publicly accessible only where it is crossed by public roads and paths. Small parts have been developed by Local Councils as “Trails” as a public amenity. There are two Nature Reserves. Where building development has been permitted on the former track, some recognition of the former alignment is still recognisable by the line of streets, footpaths and land/property boundaries.

It has also been recognised that there are many historic buildings which, although they may not meet the criteria for national listing, possess local value because of their architectural and historic interest. Maldon District Council is developing Parish Lists of Local Heritage Assets to identify and celebrate these locally important buildings. Inclusion on a ‘local list’ does not of itself bring any additional consent requirements over and above the existing requirement for planning permission, but it does mean that a building’s heritage significance will be a material consideration in the planning process. The following criteria have been developed to help identify those buildings which merit inclusion on the Parish Lists of Local Heritage Assets. As with the national lists the word ‘building’ can apply to any type of permanent structure. 1. Age and integrity a. All buildings which retain a significant degree of pre-1840 architectural character in terms of form, materials and stylistic detailing or for which there is realistic potential for restoration of that character. b. 1840-1880 buildings that are reasonably complete and of good local architectural and historic interest c. 1880-1945 buildings that are substantially complete and of very good local architectural and historic interest d. The Parish Council believe that vehicles are travelling too fast through the village and residents are feeling intimidated as they go about their normal business. Essex County Council (ECC) Policy states that mean speeds must be below 24mph for a 20mph speed limit to be introduced. Three speed surveys on the roads within Southminster have been undertaken, all have met the ECC criteria for a 20mph speed limit. The mean speeds were 22.6mph on B1018 High Street, 22.4mph on Burnham Road and 19.2mph on B1021 North Street. The Department for Transport has published a policy on speed limits in Circular 01/2013. The Council has an adopted Essex Speed Management Strategy. The need to change speed limits can arise for many reasons, including changes in traffic flows and volumes, changes to the topography of an area (e.g. if new development takes place) and changes to policy and practice or a change in patterns of traffic incidents. ECC therefore keeps speed limits under review. Where Officers consider that the speed limits on the length of highway should be changed, the proposal is advertised in the press and by site notices. In addition specific consultation is undertaken with the police, other local authorities and the County Councillor(s) for the local Division. Those consultees are asked to respond to the consultation and indicate whether or not they support the proposal.

Thames Estuary to Essex. 1 (RCAF) SQUADRON INTELLIGENCE REPORT 11 Hurricanes of No.1 Canadian (F) Squadron took off at 11.45 hours from North Weald to intercept enemy bombers. The squadron was in single line astern when Squadron Leader McNab sighted a large formation of Do215s at 14,000 feet to starboard. The order of attack was Blue, Yellow, Red and Green Sections. While leading the squadron up to 16,000 feet to commence attack he noticed a large formation of enemy fighters about five miles to starboard in combat. He ordered the sections into echelon starboard and himself attacked left rear aircraft with a long burst of fire during which his aircraft was hit. He gave another short burst and broke away. When flattening after dive, he saw the e/a he had attacked pass him in vertical dive. His cockpit was filled with smoke. However, it was possible to follow E/A through cloud to see it crash into ground about four miles from Duxford. Believing himself to be on fire, he brought his aircraft down at Duxford where he crash landed. Damage to 26 AUGUST Hurricane believed Cat.1 and no injury to pilot. Yellow Section leader F/O Briese, not hearing orders, carried out beam attack with deflection with no noticeable result. Yellow 2, F/O Desloges, whose aircraft started to smoke after his attack, came through clouds and crash landed in field near Great Wilbraham.
