INTRODUCTION

The Executive Committee Meeting of the 26th IMT-GT Joint Business Council was held on 4th December 2008 at The Gurney Resort Hotel & Residence Penang, Malaysia. The meeting was attended by 250 participants from Indonesia, Malaysia and Thailand.

1. OPENING REMARKS BY CHAIRMAN AND CO-CHAIRMEN

Indonesia

Chairman of JBC Indonesia, Mr. Shalahuddin Alfata thanked JBC Malaysia for their warm welcome. He hope the IMT-GT coorperation will be useful to create new venture. He also hopes that the communication and cooperation between the three countries will be stronger and closer.

Thailand

Chairman of JBC Thailand, Mr. Thanarak Phong-Phatra thanked to Dato’ Hj. Faudzi Naim b. Hj. Noh for his hospitality. He said luckily the Thailand delegation still come to Penang, inspite there are bad condition in their country.

Malaysia

Dato’ Hj. Faudzi Naim b. Hj. Noh, Chairman of JBC Malaysia thanked Indonesia and Thailand delegates for coming. He hope the 26th IMT-GT JBC will be able to create history by formulating real action plan and capacity building program, institution, profesionalism, includes capacity building of IMT-GT members.

2. ELECTION OF CHAIRMAN AND CO-CHAIRMAN

Malaysia and Thailand proposed that Dato’ Hj. Faudzi Naim b. Hj. Noh Chairman of JBC Malaysia, to be Chairman of the 26th JBC Executive Committee Meeting.

Mr. Shalahuddin Alfata proposed that the Chairman of JBC Indonesia,

and Chairman of JBC Thailand, Mr. Thanarak Phong Patra be appointed as Co-Chairmen.

3. APPOINTMENT OF DRAFTING COMMITTEE

The following persons were appointed as members of the drafting committee:

8. REVIEW & ADOPTION OF THE AGENDA FOR THE CONCURRENT JBC WORKING GROUP MEETINGS

YBhg. Dato’ Hj. Faudzi Naim b. Hj. Noh said that there is no review for the concurrent JBC working. For Working Group meetings some agenda was adopted as follows:

9. MATTERS FOR JBC EXCO ENDORSEMENT

9.1 Past Projects

9.1.1 IMT-GT Celebration Year 2009 Mr. Thanarak Phong-Phatra proposed for the programmme to be led by Thailand and coordination of this programme should start as soon as possible.

9.1.2 IMT-GT Business Opportunity Directory Dato’ Hj. Faudzi Naim b. Hj. Noh lets the Spektra Kinta Bhd to presented the BOD program. Spektra Kinta Resources Sdn Bhd of Malaysia, as the official publisher of the Business Opportunity Directory later presented the 15 minute- presentation proposal. The full presentation is attached as Annex 3

The chairman invite all delegates to promote their bussiness on BOD

9.1.3 IMT-GT Tour Packages The Meeting agreed for further delebration to be made in details in the WG.

9.1.4 Double Tracking Railway Line (Padang Besar – Bangkok). JBC Thailand already proposed the Government to establish

9.1.5 IMT-GT Airlines The presentation of firefly is not presented during this meeting.

9.1.6 IMT-GT Business Travel Card The matter will be discuss in WG Tourism.

9.1.7 Enterprise Asia EXPO in Pekanbaru, Riau DPMM Event Sdn. Bhd. to present Enterprise Asia EXPO will be held from 29 January to 1 February 2009. It will be arranged by Malay Chamber of Commerce Malaysia (MCCM), Riau Chamber and commerce, and Riau Promotion and Investment Board. Full presentation is attached as Annex 4.

9.1.8 IMT-GT Plaza – Sabang Mr. Shalahuddin Alfata informed the meeting that the IMT-GT plaza in Subang is still renovation and will be completed in January 2009. The Trading Fair will be held in February 2009 and the IMT-GT Plaza can be open in January 2009. Trading in Sabang has advantage because of its Free Trade Zone status.

9..2. New Initiative / Proposal / Presentation

Dato’ Hj. Faudzi Naim b. Hj. Noh invite Datuk Najmudeen Kader to inform on the new flight program in IMT-GT area, this program is supported by the governor of Aceh and will support IMT-GT lingkage. Najmon Sdn Bhd want to set up Aceh Airlines and it will service around IMT-GT area.

Dato’ Hj. Faudzi Naim b. Hj. Noh said it would be discuss in Working Group Infrastructure and Transportation.

10. REVIEW AND ADOPTION OF THE AGENDA FOR THE 25th JBC PLENARY

The agenda was adopted with some changes as Attachment 4.

12. CLOSING REMARKS BY CHAIRMAN & CO-CHAIRMEN

Malaysia

Dato’ Hj. Faudzi Naim b. Hj. Noh expressed his gratitude to the JBC Indonesia and JBC Thailand. For him, JBC is still very much relevance and promising many opportunities for businesses to grow. He has also said that Penang is getting a good momentum and need the support from the Thailand and Indonesia JBC to ensure successfulness.

Thailand

• Mr. Khun Thanarak Phong-Phatra expressed his appreciation and sincere thanks to JBC Indonesia for hosting the 25th IMT-GT JBC Meeting. Thailand said that now IMT-GT wa 16th years old and it must be going forward.

Indonesia

Mr. Shalahuddin Alfata, chairman of JBC Indonesia thanked to JBC Malaysia and expressed his gratitude for warm hospitality from the host. He said that Penang is good place for trading.

INTRODUCTION

The Working Group on Trade & Investment of the 26th JBC was held at The Gurney Resort Hotel & Residences, Penang, Malaysia on 5thth December 2008. The meeting was attended by 35 delegates from Malaysia, Indonesia, and Thailand. The Working Group was chaired by YBhg. Dato’ Haji Faudzi Naim Haji Noh from JBC Malaysia.

1. OPENING REMARKS BY CHAIRMAN AND CO‐CHAIRMEN

Ybhg. Dato’ Hj. Faudzi Naim Hj. Noh, Chairman from Malaysia welcomed all participants to the working group session and thanked the delegates especially from JBC Indonesia and Thailand for coming here to participate in JBC Meeting despites of several problem and turmoil happened in their countries. This arena is actually the place for the delegates to sell themselves and their products to the counterparts from the three countries.

Ir. Nasruddin Daud, Co‐Chairman from Indonesia welcomed all delegates to Indonesia.

The Co‐Chairman, Mr. Sirisak Wangthammang of Thailand welcomed all participants to the working group.

5. ADOPTION OF THE REPORT OF THE WORKING GROUP ON TRADE & INVESTMENT, THE 25TH JBC MEETING, 11TH July 2008, HATYAI, THAILAND

The report was adopted without any amendments.

6. REVIEW OF THE PAST PROJECTS

• IMT‐GT Plaza

i. Establishment of IMT‐GT Plaza in Sabang Island by Sabang Development Board

The meeting has been updated that the JBC Indonesia will hold the Trade Fair in Sabang prior to construction of the IMT‐GT Plaza in the first Place. This is to conduct the viability test of the proposal. The Trade is expected to be done in the near future.

ii. Establishment of IMT‐GT Plaza in Port Dickson dan Port Klang.

iii. JBC Malaysia is promoting to all states Government to support the concept and working together to set up plaza in every capital city of the nation.

iv. JBC Malaysia also working hard preparing the traders.

• Ro‐Ro Ferry from Sabang to Malaysia

‐ No update on this issue.

• Barter Trade Network

The Chairman informed that the first study was initiated by Malaysia. The 2nd study will be carried by Thailand funded by ADB. The work group proposed to change term ‘barter’ to ‘coastal’ which has a more acceptable and familiar.

The work group identified 13 ports to be included in the network. The Chairman mentioned that should be similar standard and make the three countries regulated and to adopt in the areas below: 1. Minimum port/jetty 2. Minimum boat 3. Minimum port/jetty facilities

This is to make sure operations of the network run smooth and make it easier for logistics of goods.

7. MATTERS ARISING:

(7.1) Progress Report and Update: • Indonesia (1) Sumatera Utara Expo, Indonesia on 18th‐21st December, 2008. The expo will be held in Balai Kartini Jakarta.

(2) Pekan Raya Sumatera Utara on March – April 2009. Organised by Government of North Sumatera

(3) Medan will hold Fair trade called Syariah Parade on 29th – 30th December 2008. (4) Acheh – Sabang Fair will held in March 2009

• Malaysia

IMT‐ GT TV and Radio Broadcasting ‐ Seek government facilitation and endorsement ‐ Taskforce Meeting to be arrange with EPU of Malaysia before the SOM Meeting

Business Opportunity Directory (BOD) - The consultant from Malaysia said that the publication will be published on the April 2009. The companies from the three countries are welcomed to promote their details inside directory. The due date is on the 15th of January 2009. Request JBC chairmen try to get sponsorhip and advertisement from the three countries. Targeted 5k companies. The 10k copies will be given free to JBC either

to sell (the money is JBC’s) or coplimentary copies, airlines, MIDA and other agencies.

• Thailand ‐ Thailand 2nd IMT‐GT Plaza at Songkhla province got approval by the governor. By using the Exhibition Center of Southern Industrial Promotion. The government has allocated 4.9M Baht for renovation works. It is expected to be open on Oct 2009.

‐ The 3rd Plaza allocated by provincial government of Phatthalung and have the land ready. The plaza is expected to open on early 2010.

(7.2) New Initiative/Proposal/Presentation:

ƒ Malaysia Presentation was by Waja Exhibition Service. The company intends to do the trade and investment fairs throughout the IMT‐GT. They hope to get the endorsement from the WG in order to proceed with the project. At the same time the floor has given some input on how to make this proposal a successful one. However, the detail of the proposed project will be done afterward.

The chairman suggests that they do a further study based on several sectors such as agriculture, tourism, trade investment and so forth. They have to have a strong counterpart from the other two countries, Indonesia and Thailand.

Indonesia will help to tidy up the proposal. The counterpart from Thailand will also be asked later.

Indonesia Mr Artur Batubara said coastal study to be continued and really need the help from ADB to facilitate the study on the arising matters.

There will be a consortium from Belawan to study on this matters and really hope the assistant from the Malaysian counterpart to facilita te.

Thailand IMT‐GT Halal Food and service & Trade Fair will be held at Hatyai ,Songkhla province on 2009 Thailand will organized Trade Mission to Aceh & Medan during April 2009

(7.3) New Policy Matters There was no new policy.

(7.4) New Issues There were no new issues.

8. OTHER MATTER There were no other matter.

9. CLOSING REMARKS

The Co‐Chairman, Mr. Sirisak Wangthammang of Thailand thanked all participants especially counterpart from Malaysia for organizing the 26th JBC Meeting.

Ir. Nasruddin Daud, Co‐Chairman from Indonesia also thanked all delegates as well.

INTRODUCTION

The Working Group on Infrastructure and Transportation was held at Board Room II, Gurney Resort Hotel & Residences, Penang, Malaysia, on 11th July 2008. Dato’ Mohd Karim Abdullah Omar headed the Malaysian delegation cum the Chairman of the Meeting with 25 participants; Mr. Khairul Mahalli headed the Indonesian delegations with 23 participants, and Ms. Piyaporn Wichitsin headed the Thai delegation with 10 participants.

1. OPENING REMARKS BY CHAIRPERSON

Dato’ Mohd Karim Abdullah Omar as a Chairperson of the Working Group warmly welcomed the participants to Penang, Malaysia. He noted that it was a great honour and pleasure for him to chair the meeting. He further added, the current economic turmoil has given great effect to the business entities and hope that all the participants could facilitate business arrangement between the three countries.

Ms Piyaporn in her opening remark said that it is nice to see everybody in the meeting again.

Mr Khairul Mahalli in his opening remark says that we must be optimist with the economic situation nowadays rather than holding the pessimistic approach.

4. ADOPTION OF THE AGENDA

The meeting agreed to adopt the Agenda.

5. ADOPTION OF THE REPORT OF THE WORKING GROUP ON INFRASTRUCTURE AND TRANSPORTATION, THE 26th IMT‐GT MEETING, 5TH December 2008 PENANG, MALAYSIA

The meeting agreed to adopt the repot with amendment on the proposed double railway tracking line from Bangkok to Padang Besar.

6. REVIEW OF THE PAST PROJECTS/ NEW INITIATIVES

The WG agreed to resimplify the categories of the sectors as follows:

6.1 Sea

6.1.1 Starting 15th December 2008, Belawan port is authorized by government of Indonesia based on Permen No. 44 th 2008. The products that can be imported/exported to/from Indonesia such as electronics goods, textiles, foods and dairy products will be centralized to Belawan, Medan, Tanjung Periok Jakarta, Tanjung Perak Surabaya, and Makassar Seaport.

Indonesia suggested every working group concern to appeal to the Indonesian Government to reconsider the rule no 44 Th 2008, in order to help the small traders.

6.1.2 Datuk Yackop has updated that, Melaka Government, has given endorsement for the Roro Ferry Services to be operated From Kuala Linggi River. However, the operators face a certain problems to proceed the project in term of TOR.

Dato Yackop has been given responsibility to work out with Indonesian and Thailand Government on the matters.

6.1.3 Sea Transport – Ro Ro Ferry Task Force a. Improvemnet of Belawan Port b. Rehabilitation of Acheh Port Lokhsemawee, Sabang, Meulaboh Kruing Raya. c. Upgrading Dumai Port Ro Ro Terminal (completed)

6.1.4. Asa Niaga – Passenger Terminal in Port Klang. 6.1.5. Improvement of Tamelang Port – completed in 2007. 6.1.6. Improvement of Kantang Port

6.2 Air

6.2.1 IMT‐GT Chartered Service The endorsement given to Asmara Air Services in operating Chartered Services in IMT‐GT is still valid according to the JBC endorsement in 2006. The Chartered Services has still waiting for the approval of the AOC (Airline Operating Certificate) from the authority.

6.2.2 IMT‐GT Airlines a) The working group was informed that the discussion between JBC and Firefly is on‐going. Firefly has requested to be recognized as IMT‐GT Airlines. During 15th Senior Official Meeting (SOM) in Palembang, the meeting welcomed the idea of Firefly. However, SOM requested further details to be deliberated with JBC for endorsement purposes.

b) Thailand delegate suggested the Firefly to fly from Medan – Hadyai and also Medan – Phuket as well.

6.3 Road/Land

6.3.1 Development project of Ban Prokop – Durian Burung has been completed in Malaysian border. However, the CIQ for the Thailand still to be budgeted in 2009.

6.3.2. Development of Bukit Kota – Bukota

6.3.3. Development of Kota Putra is going on but in slow progress.

6.3.4. A new feasibility study is suggested to be conducted for the project of Inland Port – Rantau Panjang.

6.4 Regional Energy Hub

6.4.1. The Meeting noted the importance of this topic and was informed by the Chairperson that the Government Working Group on Infrastructure and Transportation is waiting for the National Secretariat’s decision on this matter. It was earlier informed that the Working Group has requested for energy matters to be discussed in its own forum.

6.4.2. The meeting has also been informed of the Master Plan study on : ‐ Trans Asean Gas Pipeline ‐ Asean Power Grid Project in Asean Committee

6.4.3. The meeting has been also urged to identify other source of energy such gas‐coal‐hydro on biodiesel (A Task force is suggested to be formed).

7.1 Progress Reports and Updates

Malaysia

7.1.1 Update on Redevelopment of Sultan Azlan Shah Airport in Ipoh, Perak

Chairperson informed the Meeting that the Government is not yet determining either to renovate the existing airport or to develop a new one in Ipoh.

7.1.2 Update on Harbor City Development by ASA Niaga Sdn Bhd

The project is on‐going as schedule. The Meeting was informed that the development of the Harbor has reached 70% completion.

7.1.3 Independent Power Producer (Mini Hydro) in Padang, West Sumatera

Kumpulan Darul Ehsan Berhad (KDEB) offered other companies to take over the project as they have changed the interest into water based project. However, Indonesia JBC informed that as the matter has been dormant for too long, thus, they have decided to drop the project from the IMT‐GT JBC project initiative.

7.1.4 Inland Clearance Depot (ICD) by Nothern Inland Port Sdn Bhd

The Meeting was informed that the earthwork has been completed by the developer. However, the physical development is not known yet. Indonesia

7.1.5 Update on Tanjung Buton Development Project

a. The delegates informed that the Indonesian government has allocated 50 million for the project and they are expecting another 100 billion to complete the project next year. Siak government has given 40 billion for the project.

Interested parties are welcomed to participate in the completion of the project onwards.

Thailand

7.1.6 The Development of Trang Port Trang province has three ports: 1. Kantang port ‐ completed

2. Ban Nakluea Port ‐ environmental impact assessment (EIA) report was submitted to the ministry of Natural Resources and Environment of Thailand.

7.2.1 Indonesian delegate has proposed Tanjung Balai – Kuala Namo Highway.

7.2.2 Seaport Transportation proposed from Riau, Indonesia to Malaysia and Thailand.

7.2.3 Belawan Port to facilitate a dermaga IKD with a length of 300m which comprised of 7500sq.m.

Thailand

7.2.4. Trang Ports is looking at possibilities to expand their network by establishing close collaboration and developing new services routes from Kantang Port – Penang Port ‐ Belawan Port – Sabang Port.

7.2.5. The project has already on‐going as per below: Belawan – Trang : Development of SOP. MOU to be signed at the 27th JBC meeting.

7.3 New Initiatives

Thailand: Several initiatives have outlined by the Thailand delegates as follows:

7.3.1 Trang – JBC Malaysia (Dato’ Yaakob): Ship provision under a contract arrangement expecting to be ready in 6 months.

7.3.2 Planning Twin Project by Penang Port and AMGECO Group ‐ Ranong – Kantang – Penang – Japan ‐ Ranong – Kantang – Penang ‐ Medan

7.4 New Policy Matters

7.4.1 Thailand proposed Padang Besar (Malaysia) Inland Container Depot improvement into 24 hours large scale container yard.

7.4.2 Liberalizing of Airport (Open Sky Policy) Malaysia proposed to all the players in the airline business to adopt a new sky policy to create new opportunities for the players.

8. OTHER MATTERS

Several feasibility studies have carried out by ADB as follows: 1. Economic Connectivity Corridors; Songkhla – Penang – Medan – Straits of Malacca; Border Agriculture Medan Dumai Palembang; Malacca Dumai (still going on). 2. Port Development & Maritime Trade (waiting comment from relevant government). 3. IMT‐GT Logistic Study. 4. Asean Highway Route 25 (between Banda Acheh –Palembang) – waiting for the budget. 5. INTRODUCTION

The meeting on Halal Products and Services of the 26th JBC was held in Gurney Resort Hotel & Residences, Penang, Malaysia on 5th December 2008. A total of 27 delegates attended the session. The working group was chaired by Dr. Akkharawit Kanjana‐ Opas from Thailand.

1. OPENING REMARKS BY HEADS OF DELEGATES

Dr. Akkharawit Kanjana‐Opas from Thailand as Chairman of the working group welcomed all participants to the session. He introduced Mrs. Azizah Mohamed as the Co‐chairman from Malaysia and Mr. Mimpin Setepu as the Co‐chairman from Indonesia. He emphasized the essence of working together to solve the problem and issues as well as to recognize the potential benefits among all stakeholders within the IMT‐GT region. The Chairman encouraged the meeting to propose any issues or matters of the Halal products and services so that they could be finalized in the plenary meeting. He also informed the IMT‐GT would celebrate its anniversary in which Halal working group will be one of the major issues to be agreed upon and strongly pushed forward.

Mrs. Azizah Mohamed, as Co‐chairman, from Malaysia welcomed all participants to the working group. She wished the meeting will run smoothly.

Mr. Mimpin Setepu, from Indonesia, as Co‐chairman, from Indonesia also welcomed all participants to the working group. He also wished the meeting would bring mutual benefits for all participants.

Indonesia

Mr. Mimpin Setepu explained that the procedure of halal industry in Indonesia is taking time for the preparation and establishment. Nevertheless, Mr. Setepu explained that it is progressing gradually and with the supports from IMT‐GT JBC, this matter can move quickly with the right direction.

Malaysia

Mrs. Azizah Mohamed explained about role and responsibility of the newly established organization called HDC that in September 2006, which is owned by the government of Malaysia. HDC has been appointed to coordinate the overall development of halal industry in Malaysia. This includes halal certification and halal training. She also pointed out that there is an urgent need to increase halal awareness with in the IMT‐GT region. Mrs. Azizah Mohamed explained that HDC was established because the industry was segmented and not well coordinated.

Standards and Guidelines on Halal Logistics and Halal Parks are being prepared by HDC. It is now at its final stage of drafting. HDC will provide updates on the development once it is available as this will help in developing the Halal Hub in Penang in order to facilitate trade among IMT‐GT member countries.

Thailand

Dr. Akkharawit Kanjana‐Opas explained that there is a need to build same guidelines between IMT‐GT countries especially in efforts to link and uniting the connection of halal networks. Prince of Songkla University has established the Southern Science Park in various provinces in the south including Pattani province where the Halal Park is the main focus. This will help to support the development of the entrepreneurs, startups and SMEs for the halal products and services. Prince of Songkla University has also established the Halal Science Center which is responsible for the testing, certifying and training for halal prducts and services in the region. This center is also linked to the Halal Science Center at Chulalongkorn University in Bangkok. He also raised a

question to his counterpart Mrs. Azizah Mohamed whether the standard compliance used in halal industry is mandatory or compulsory. Mrs. Azizah Mohamed explained that at the moment it is on a voluntary basis.

New Initiative

Chairman IMT‐GT Thailand Mr. Thanarak Phong‐Phatra proposed to the meeting to form a Joint Task Force that must be set up separately. Dr. Akkharawit Kanjana‐Opas also added that further discussion should be done as soon as possible with the assistance of IMT‐GT JBC Malaysia as a coordinator.

Malaysia

One of the delegates, Mr. Mizal Saizulikram of JBC Malaysia invited all stakeholders to discuss more in related issues of Halal products and services such as research, logistics, and supply chain. Mr. Mizal proposed regular meeting for discussion of the task force/working group and workshop or forum. He mentioned that during the JBC Business Forum in Medan, it was agreed that all countries work towards the following :‐

i. Developing the Halal Park in Sumatra ii. To capitalize on existing facilities in Penang Port

This task force/meeting, workshop or forum should be held in the cities of IMT‐GT region such as Hat Yai, Medan, or Penang before March 2009. He also suggested that in the next meeting, the taskforce team should be officially appointed as the national focal point of halal products and services and the taskforce team should be chaired by the chairperson of the IMT‐GT JBC Halal product and services working group.

The WG agreed that a joint task force of the IMT‐GT member countries should be formed in order to support the concept of Regional Halal Hub as outlined as flagship projects in roadmap. This meeting was also informed on the establishment of the International Halal Hubs in Penang which can strongly promote the halal related industy within the IMT‐GT region. Mr. Ghazali from Penang Port Sdn. Bhd. Informed the meeting that they are prepared to accommodate this need which will later be dependent upon the Guidelines which will be finalized by HDC. Penang Port Sdn. Bhd. as well as Prince of Songkla University will act as facilitators for this task force. The membership will comprise of stakeholders from both the regulatory body and industry from Thailand, Indonesia and Malaysia.

All chairpersons emphasized the understanding of all participants that IMT‐GT member countries are not competing but it is meant to unite the three countries. All 3 countries can collaborate and complement each other in many ways to provide halal products and services to the world. This is aimed to bring prosperity and wealth to the region. Therefore, the knowledge sharing and capacity building must be taken seriously and done effectively by all members.

INTRODUCTION

The Working Group on Human Resources Development of the 26th IMT‐GT JBC Meeting was held in Function Hall I, The Gurney Resort Hotel & Residences Penang, Malaysia. The Meeting was attended by 31 delegates from Indonesia, Malaysia and Thailand. The Working Group was chaired by Mr. Viator Butar Butar from Indonesia, Co‐chairpersons: Mr. Chatchai Ratanachai of Thailand and Ms. Maryam Abdullah of Malaysia.

1. OPENING REMARKS BY CHAIRMAN AND CO‐CHAIRPERSONS

Indonesia

Mr. Viator Butar Butar of Indonesia firstly introduced himself and his association with IMT‐GT JBC Indonesia. He then expressed his gratitude to the organizing committee of JBC Malaysia for hosting the meetings. After welcoming all participants of the working group he expressed his hope of a fruitful meeting and invited all participants to actively response to the meeting’s agenda.

Ms. Maryam Abdullah welcomed all delegates to the IMT‐GT Working Group on Human Resources Development Meeting. She highlighted the significance of UNINET in the Working Group on Human Resources Development agenda. She also expressed her hope of a productive and fruitful meeting to bring about improvement in the human resources development in the sub‐region of IMT‐GT.

Thailand

Mr. Chatchai Ratanachai said this was his first chairpersonship in the IMT‐GT Working Group on Human Resources Development Meeting. He would like to follow up and update from the previous and other working groups. He expressed good cooperation and sincerely hoped for the continuous cooperation in the future.

6. REVIEW OF THE PAST PROJECTS/NEW INITIATIVES

6.1. IMT‐GT Youth Camp

The IMT‐GT Youth Camp cannot be held this year due to unavoidable circumstances. Ms. Maryam of Malaysia informed the meeting that IMT GT Youth Camp will be held next year in conjunction with 16th SOM‐MM in Melaka.

6. 2. Mutual Recognition Arrangement (MRA)

The meeting spent time to discuss on this topic and agreed that this matter was strategic but complicated. Mr. Viator Butar Butar informed the meeting that there has been some development in the discussion of MRA in the government side. The 2nd Meeting of Working Group on

Human Resources Development (Government Side) in Phuket has agreed to organize a number of programs focused on Standard Harmonization and Competency Standard among the countries involved in IMT GT in 2009. The Working Group has identified five sectors including shippings, agricultures, health (include nursing), tourism (include hotels and restaurants), and constructions. Those programs have been endorsed by the 15th SOM‐MM in Palembang, South Sumatera, Indonesia.

6. 3. Joint International Conference on HRD

Mr. Chatchai Ratanachai said that the joint international conference on HRD in PSU Thailand has been cancelled due to small number of participants.

Mr. Viator Butar Butar informed that JBC Indonesia is planning an International Conference on Labour Mobility in the Sub‐Region on July 2009, in Pekanbaru, in collaboration with the Provincial Government and the University of Riau.

6. 4. New International Convention Center

Thailand offered a new International Convention Center in Prince of Songkla University (PSUICC) in Songkhla. Mr. Chatchai Ratanachai said PSUICC is not only for PSU, but its objective is to boost up the business activities in Southern Thailand.

7. MATTERS ARISING

7.1 Progress Report and Update

Indonesia

The Chairman, Mr. Viator Butar Butar informed the meeting that there were complaints regarding Visa arrangements for students from North Sumatera to take up on‐the‐job trainings in automotive industry in Malaysia.

Ms. Junaina Johan of the Ministry of Home Affairs said that she was unaware of the problems and she will bring up the matters to the relevant departments. She requested an official complaint from JBC Indonesia.

Malaysia

Ms. Maryam said that UNINET is important to JBC. She said that JBC should work together with UNINET members. She also emphasized the need to broaden the link with other universities. She requested the meeting to contact and encourage USU as the UNINET secretariat to take positive actions for revitalizing the secretariat or handover the secretariat to another university.

Thailand

Mr. Chatchai added that the JBC Indonesia should formally contact USU to call for the meeting. He added that Mrs. Norpisah Mat Isa from USM agreed to call for the meeting within 3 months if there is no response from USU.

Ms. Maryam informed the meeting about the Language Training Programme between Universiti Teknologi MARA and Walailak University, Nakhon Sri Thammarat and the Cultural Exchange Programme between Universiti Teknologi MARA and Universitas Andalas, Padang. She also added that activities between universities within IMT‐GT have been carried out regularly.

The Chairman said that the issue on UNINET has been raised not just within the JBC but also in the government side meeting for Human Resources Development.

He also expressed his hope that JBC and Government side Working Groups on Human Resources Development should synchronize all projects and proposals.

Mr. Zulkifli from Kelantan State Development Entrepreneurship Center proposed WG HRD to design a specific logo for IMT‐GT halal products to brand and promote IMT‐GT products to the world.

The meeting suggested any changes to IMT‐GT logo should be proposed and discussed at the plenary session.

Thailand Dr. Chatchai Ratanachai, thanked all delegates and emphasised on the importance of linkages between this WG and UNINET. He also thanked all participants for their comments.

Ms. Maryam said that she has been with IMT‐GT since 2004 and appreciates the warm relations that has been fostered between the three countries. She expressed her hope that in the future, activities between private sector and government sector should be better synchronized in order to benefit the peoples of the IMT‐GT.

Mr. Viator Butar Butar expressed his gratitude to all participants for their comments and his appreciation to the organizing committee for the excellent hospitality.

INTRODUCTION

The Working Group on Tourism of the 26th JBC meeting was held at Gurney Hotel, Pulau Pinang, Malaysia, and was attended by 37 participants. The Working Group was chaired by Mr. Sumitr Kanjanampa from Thailand, and co‐chaired by Bapak Artur Batubara from Indonesia and Dr. Nor Ain Othman from Malaysia.

1. OPENING REMARKS BY CHAIRMAN

Mr. Sumitr Kanjanampa, Chairman expressed his gratitude to JBC Malaysia for the facilities and hospitality for this 26th IMT‐GT JBC meeting in Pulau Pinang. He gives a brief welcome to all delegates and participants before inviting Co‐ Chairperson from Malaysia to deliver her opening remarks.

Dr. Nor Ain Othman welcomed all delegates and hope the delegates enjoy the beaches in Penang.

Bapak Artur Batubara, thanked the Chairman and the Co‐Chairperson and mentioned Penang as his personal favorite spot. Furthermore under Mr Sumtr Kanjanampa’s leadership, Mr. Artur wished that this most dynamic working group to be filled with interactions and provides better result than previous meetings.

5. REVIEW OF THE PAST PROJECTS/ NEW INITIATIVES

5. 1 Visit IMT‐GT Year 2009

The Chairman informed that the Tourism and Sport Minister of Thailand agreed to continue the Visit IMT‐GT 2008 until year 2009 to be called Celebration Year 2009. Allocation of the budget has been allocated by Thailand.

The meeting agreed that 14 events is allocated for each country and the final list of the major events from Malaysia and Indonesia will be submitted to the Chairman. The printing of the brochures will be completed in January 2009.

5.2 Homestay

Ms. Roslina from Malaysia explained that Kembara Dunia T&T had homestay program in Penang, , Langkawi and Malacca. They would like to have active counterparts within Indonesia and Thailand as the programs were set up regionally.

Indonesia agreed that IMT‐GT needs a pattern of activities so that they may be able to set up the same pattern.

Thailand reported that there were homestay programs established in Thailand. Although not many in Southern part, there are some eco tourism homestays in Songkhla Province, located in Koh Yor Island.

The meeting agree to organize a familiarization trip for members of tourism working group from Thailand and Indonesian to experience homestay program in Malaysia. Puan Roslina is the focal person for this program as appointed in the 24th meeting.

5.3 Medical Tourism Malaysia reported that on the 2nd meeting on Tourism, which were also the first Tourism Working Group, the term “medical tourism” is requested to be changed to “health tourism” due to the psychological

effect of the term. The proposal was agreed during the SOM at Palembang and the next meeting will be organized in Thailand.

5.4 Spa & Health Training and Facility

Thailand reported that it is considered as a hub for the Spa & Health Training.

The last meeting appointed Dr. Parichart Visuthismajarn as the contact person for the Spa & Health Training.

5.5 IMT‐GT 3‐Star Hotel Directory

Malaysia and Indonesia has already submitted the list to the Tourism Authority of Thailand after the 2nd Tourism Meeting. The Chairman informed that this project has been undertaken by the government.

5.6 IMT‐GT Tour Packages

Indonesia apologized on the cancellation of the meeting that should have been taken place in Batam on October 2008. Indonesia requires to finalize the Regional Travel Pattern proposed by the government. The tour packages meeting between the three countries is scheduled to be held before the Summit Meeting in March 2009.

Malaysia reported that Puan Roslina had already proposed short haul travel packages, and flyers had been distributed to members of the floor.

Indonesia informed that the State Tourism will visit Medan and invited all members from Malaysia and Thailand to participate in the meeting and program with the outbound travel agencies.

Ministry of Tourism Malaysia reported that there has already been a meeting between tour operators to organize the tour packages for the IMT‐GT regions.

5.7 IMT‐GT Privilege Card

The full design of the IMT‐GT privilege card will be submitted for approval next March, when Thailand hosts next IMT‐GT meeting.

6.2 New Projects/Proposals

Malaysia

Tourism and Hospitality Training Program in Aceh

Malaysia proposed to establish Tourism and Hospitality Training Program in Aceh. The objectives are : - To train Aceh’s people with related skills to prepare them before entering T&H industry. - To fulfill the need for educated and well‐trained employees in T&H industry in Aceh. - To assist Aceh in developing into a center of Islamic tourism destination (Banda Wisata Islami Indonesia) - To develop collaboration and long term relationship between UiTM, IMT‐GT JBC and Aceh government.

The funding will be supported by Manpower and Citizen Mobilization Board in Aceh. The project is in initial stage of discussion and hopefully will start in 2009.

Indonesia is optimistic because Aceh government is supportive towards the plan.

6.3 New Initiatives.

Feasibility Study of Halal Tourism and Hospitality

Malaysia also presented a research plan regarding the feasibility of halal tourism and hospitality. The objectives of this study are : - To identify the economic, social and cultural benefits from the Halal Tourism activities. - To determine current activities and opportunities of Halal Tourism within IMT‐GT region. - To identify the existing level of travel and tour operation. - To evaluate the existing hotel operation and foodservice businesses in Halal Tourism industry compliance. - To determine the potential target market for the Halal Tourism Industry within the IMT‐GT region.

- To recommend planning strategies and actions plan in the development of tourism and hospitality products and services for the implementation of Halal Tourism Industry.

Puan Roslina from Malaysia made remark about the immense number of Islamic population within IMT‐GT member countries. Furthermore, the halal tourism and hospitality industry will include style of living and places of interests which also have been proven to be attracting Europeans, while Middle Eastern tourists.

Indonesia supported the idea of conducting studies due to the potential of muslim markets and proposed IMT‐GT to approach ADB for funding.

Malaysia also invited member countries of IMT‐GT to participate in the study.

Thailand

Supported by Ministry of Tourism and Sports, Thailand will hold ASEAN and IMT‐GT Family Rally during March 1‐3, 2009 in surounding area of Songkhla Lake Lagoon. The host country will prepare 10 cars for each ASEAN member countries.

Indonesia

Fire Fly has just recently opened new flight routes from Subang to Pekan Baru, Subang to Medan, and Penang to Banda Aceh.

Malaysia commented whether Fire Fly could give discounted flight fares so that the IMT‐GT Tour Packages more sellable due to their low price.

8.0 CLOSING REMARKS

The Chairman expressed his thanks to all participants for their contribution and active participation in this Working Group meeting. Progress is hoped to be achieved and he bids success to all participants.

The Co‐Chairman from Indonesia tahanked the Chairman for his leadership and hopes that the agendas will be followed‐up and the intreactive session itself will nurture our closeness. The Co‐Chairman also wishes that the fruit of the meeting will boosts tourism in IMT‐GT countries.

The Co‐Chairperson from Malaysia thanked all participants, wished everyone a nice stay in Penang. This has been a fruitful meeting and although there are certain issues that need to be worked on in 2009, everything will be resolved in good spirit of cooperation and good relationship among the three countries.

INTRODUCTION

The meeting of working group on agriculture, agro‐based industry and environment was held at Gurney Resort Hotel, Penang, Malaysia on 5th December 2008. Mr. Shalahuddin Alfata of Indonesia acted as the Chairman of the meeting with the Co‐ Chairmen from JBC Thailand, Mr. Chaiyos Siucharoenkul, and JBC Malaysia, Mr. Amirudin B Tan sri Tajudin. There were 25 participants from Indonesia, Malaysia and Thailand attending to this meeting.

3. OPENING REMARKS BY CHAIRMAN AND CO‐CHAIRMEN

The Chairman expressed his welcome to all delegates to the meeting. He hoped the meeting would be fruitful and invited delegates to response to new initiatives. Then, he invited Co‐Chairmen to have open remarks.

The Co‐Chairman from Thailand, Mr. Chaiyos Siucharoenkul expressed his gratitude and thanked Malaysia for warm welcome. He expressed the hope of enhancement to strengthen more cooperation.

INTRODUCTION

The 25th IMT‐GT Plenary Session was held on 5th December 2008 at Guney Hotel & Residences, Penang, Malaysia. The meeting was attended by 150 delegates from the private and public sectors of IMT‐GT member countries.

1. OPENING REMARKS BY HEADS OF DELEGATIONS

Mr. Shalahuddin Al‐Fatta, Vice Chairman of JBC Indonesia expressed his sincere appreciation to the State , Penang Malay Chamber of Commerce, JBC Malaysia and everyone who directly or indirectly involve in the organizing of the 25th JBC Meeting. He congratulated JBC Malaysia for successfully organizing this Meeting with cooperation of so many agencies and associations. He was delighted with the progress made in the discussion and he hopes the year to come will bring more success to JBC of the three countries.

Thailand

Mr. Thanarak Phongpatra, Chairman of JBC Thailand thanked to State Government of Penang, Penang Malay Chamber of Commerce, JBC Malaysia for its warm welcome and excellent arrangement of the Meeting. He said that he is happy with the way the JBC is heading particularly after listening to overall Working Groups discussions this Morning. a) REPORT OF THE WORKING GROUP ON TRADE AND INVESTMENT

• IMT‐GT Plaza

ii. Establishment of IMT‐GT Plaza in Sabang Island by Sabang Development Board

The meeting has been updated that the JBC Indonesia will hold the Trade Fair in Sabang prior to construction of the IMT‐GT Plaza in the first Place. This is to conduct the viability test of the proposal. The Trade is expected to be done in the near future.

v. Establishment of IMT‐GT Plaza in Port Dickson dan Port Klang.

JBC Malaysia is promoting to all states Government to support the concept and working together to set up plaza in every capital city of the nation.

JBC Malaysia also working hard preparing the traders.

• Barter Trade Network

The Chairman informed that the first study was initiated by Malaysia. The 2nd study will be carried by Thailand funded by ADB. The work group proposed to change term ‘barter’ to ‘coastal’ which has a more acceptable and familiar.

The work group identified 13 ports to be included in the network. The Chairman mentioned that should be similar standard and make the three countries regulated and to adopt in the areas below : 4. Minimum port/jetty 5. Minimum boat 6. Minimum port/jetty facilities

This is to make sure operations of the network run smooth and make it easier for logistics of goods.

Progress Report and Update: • Indonesia (1) Sumatera Utara Expo, Indonesia on 18th‐21st December, 2008. The expo will be held in Balai Kartini Jakarta.

(2) Pekan Raya Sumatera Utara on March – April 2009. Organize by Government of North Sumatera

(3) Medan will hold Trade Fair called Syariah Parade on 29th – 30th December 2008.

(4) Acheh – Sabang Fair will be held in March 2009

• Malaysia

IMT‐ GT TV and Radio Broadcasting

‐ Seek government facilitation and endorsement ‐ Meeting will be arrange with EPU of Malaysia before the SOM Meeting

Business Opportunity Directory (BOD) - The consultant from Malaysia said that the publication will be published on the April 2009. The companies from the three countries are welcomed to promote their details inside directory. The due date is on the 15th of January 2009. Request JBC chairmen try to get sponsorhip and advertisement from the three countries. Targeted 5k companies. The 10k copies will be given free to JBC either to sell (the money is JBC’s) or coplimentary copies, airlines, MIDA and other agencies.

• Thailand ‐ Thailand 2nd IMT‐GT Plaza at Songkhla province got approval by the governor. By using the Exhibition Center of Southern Industrial Promotion. The government has allocated 4.9M Baht for renovation works. It is expected to be open on Oct 2009.

‐ The 3rd Plaza allocated by provincial government of Phatthalung and have the land ready. The plaza is expected to open on early 2010.

New Initiative/Proposal/Presentation:

ƒ Malaysia Presentation made by Waja Exhibition Service. The company intends to do the trade and investment fairs throughout the IMT‐GT. They hope to get the endorsement from the WG in order to proceed with the project. At the same time the participants has given some input on how to make this proposal a successful one. However, the detail of the proposed project will be done afterward.

The chairman suggests that they do a further study based on several sectors such as agriculture, tourism, trade investment and so forth. They have to have a strong counterpart from the other two countries, Indonesia and Thailand.

Indonesia will help to tidy up the proposal. The counterpart from Thailand will also be asked later.

Indonesia Mr Artur Batubara said coastal study to be continued and really need the help from ADB to facilitate the study on the arising matters.

There will be a consortium from Belawan to study on this matters and really hope the assistant from the Malaysian counterpart to facilita te.

Thailand IMT‐GT Halal Food and service & Trade Fair will be held at Hatyai ,Songkhla province on 2009 Thailand will organized Trade Mission to Aceh & Medan during April 2009 b) REPORT OF THE WORKING GROUP INFRASTRUCTURE AND TRANSPORTATION

The WG agreed to re‐simplify the categories of the sectors as follows:

6.1 Sea

6.1.1 Starting 15th December 2008, Belawan port is authorized by government of Indonesia based on Permen No. 44 th 2008. The products that can be import/export to/from Indonesia such as electronics goods, textiles, foods and dairy products will be centralized to Belawan, Medan, Tanjung Periok Jakarta, Tanjung Perak Surabaya, and Makassar Seaport.

Indonesia suggested every working group concern to appeal to the Indonesian Government to reconsider the rule no 44 Th 2008, in order to help the small traders.

6.1.2 Datuk Yackop has updated that, Melaka Government, has given endorsement for the Roro Ferry Services to be operated From Kuala Linggi River. However, the operators face a certain problems to proceed with the project in term of TOR.

Dato Yackop has been given responsibility to work out with Indonesian and Thailand Government on the matters.

6.1.4 Sea Transport – Ro Ro Ferry Task Force d. Improvemnet of Belawan Port e. Rehabilitation of Acheh Port Lokhsemawee, Sabang, Meulaboh Kruing Raya. f. Upgrading Dumai Port Ro Ro Terminal (completed)

6.1.7. Asa Niaga – Passenger Terminal in Port Klang. 6.1.8. Improvement of Tamelang Port – completed in 2007.

6.1.9. Improvement of Kantang Port

6.2 Air

6.2.1 IMT‐GT Chartered Service The endorsement given to Asmara Air Services in operating Chartered Services in IMT‐GT is still valid according to the JBC endorsement in 2006. The Chartered Services has still waiting for the approval of the AOC (Airline Operating Certificate) from the authority.

6.2.2 IMT‐GT Airlines a) The working group was informed that the discussion between JBC and Firefly is on‐going. Firefly has requested to be recognized as IMT‐GT Airlines. During 15th Senior Official Meeting (SOM) in Palembang, the meeting welcomed the idea of Firefly. However, SOM requested further details to be deliberated with JBC for endorsement purposes.

b) Thailand delegate suggested the Firefly to fly from Medan – Hadyai and also Medan – Phuket as well.

6.3 Road/Land

6.3.1 Development project of Ban Prokop – Durian Burung has been completed in Malaysian border. However, the CIQ for the Thailand still to be budgeted in 2009.

6.3.2. Development of Bukit Kota – Bukota

6.3.3. Development of Kota Putra is going on but in slow progress.

6.3.4. A new feasibility study is suggested to be conducted for the project of Inland Port – Rantau Panjang.

6.4 Regional Energy Hub

6.4.3. The Meeting noted the importance of this topic and was informed by the Chairperson that the Government Working Group on Infrastructure and Transportation is waiting for the National Secretariat’s decision on this matter. It was earlier informed that the Working Group has requested for energy matters to be discussed in its own forum.

6.4.4. The meeting has also been informed of the Master Plan study on : ‐ Trans Asean Gas Pipeline ‐ Asean Power Grid Project in Asean Committee

6.4.3. The meeting has been also urged to identify other source of energy such gas‐coal‐hydro on biodiesel (A Task force is suggested to be formed).

7.1 Progress Reports and Updates

7.1.1 Update on Redevelopment of Sultan Azlan Shah Airport in Ipoh, Perak

Chairperson informed the Meeting that the Government is not yet determining either to renovate the existing airport or to develop a new one in Ipoh.

7.1.2 Update on Harbor City Development by ASA Niaga Sdn Bhd

The project is on‐going as schedule. The Meeting was informed that the development of the Harbor has reached 70% completion.

7.1.3 Independent Power Producer (Mini Hydro) in Padang, West Sumatera

Kumpulan Darul Ehsan Berhad (KDEB) offered other companies to take over the project as they have changed the interest into water based project. However, Indonesia JBC informed that as the matter has been dormant for too long, thus, they have decided to drop the project from the IMT‐GT JBC project initiative.

7.1.4 Inland Clearance Depot (ICD) by Nothern Inland Port Sdn Bhd

The Meeting was informed that the earthwork has been completed by the developer. However, the physical development is not known yet. Indonesia

7.1.5 Update on Tanjung Buton Development Project

b. The delegates informed that the Indonesian government has allocated 50 million for the project and they are expecting another 100 billion to complete the project next year. Siak government has given 40 billion for the project.

Any interested bodies are welcomed to participate in the completion of the project onwards. Thailand

7.1.6 The Development of Trang Port Trang province has three ports: 1. Kantang port ‐ completed

2. Ban Nakluea Port ‐ environmental impact assessment (EIA) report was submitted to the ministry of Natural Resources and Environment of Thailand.

7.2.3 Belawan Port to facilitate a dermaga IKD with a length of 300m which comprised of 7500sq.m.

7.2.6. Trang Ports is looking at possibilities to expand their network by establishing close collaboration and developing new services routes from Kantang Port – Penang Port ‐ Belawan Port – Sabang Port.

7.2.7. The project has already on‐going as per below: Belawan – Trang : Development of SOP. MOU to be signed at the 27th JBC meeting.

7.3 New Initiatives

Thailand: Several initiatives have outlined by the Thailand delegates as follows:

7.3.4 Planning Twin Project by Penang Port and AMGECO Group ‐ Ranong – Kantang – Penang – Japan ‐ Ranong – Kantang – Penang ‐ Medan

7.4 New Policy Matters

7.4.1 Thailand proposed Padang Besar (Malaysia) Inland Container Depot improvement into 24 hours large scale container yard.

7.4.2 Liberalizing of Airport (Open Sky Policy) Malaysia proposed to all the players in the airline business to adopt a new sky policy to create new opportunities for the players.

Several feasibility studies have carried out by ADB as follows: 6. Economic Connectivity Corridors; Songkhla – Penang – Medan – Straits of Malacca; Border Agriculture Medan Dumai Palembang; Malacca Dumai (still going on). 7. Port Development & Maritime Trade (waiting comment from relevant government). 8. IMT‐GT Logistic Study. 9. Asean Highway Route 25 (between Banda Acheh –Palembang) – waiting for the budget. 10. Development of Mainland Trans Sumatera Railway ‐ Banda Acheh – Medan – Dumai is on‐going.

In order to focus on the Sea Transportation issues that was raised, the Meeting has agreed to establish a Taskforce on Sea Transport to look seriously into the matters and made recommendations to the JBC for its solutions. The Taskforce is headed by Mr. Khairul Mahali and the secretariat of the Taskforce is under KADIN Medan in Indonesia.

26th JBC Plenary Decisions/ Comments/ Directions.

The Chairman has added one project to be listed in this Working Group which is Cooperation in Developing Hybrid Paddy Seed in IMT‐GT area with Hubei Provinces in China. The Chairman added that the company, Puncak Kaji Sdn. Bhd. has signed an MOU with the Hubei Provincial Seed Company, Malaysian Agriculture Research and Development Institute (MARDI) and KADIN Serdang Berdagai in North Sumatera, Indonesia to develop and transferring technology in Hybrid Paddy in the Region.

The Meeting agrees on the establishment of Taskforce on Rubber wood which is chaired by Thailand.

d) REPORT OF THE WORKING GROUP ON TOURISM

5. 1 Visit IMT‐GT Year 2009

The Chairman informed that the Tourism and Sport Minister of Thailand agreed to continue the Visit IMT‐GT 2008 until year 2009 to be called Celebration Year 2009. Allocation of the budget has been allocated by Thailand.

The meeting agreed that 14 events is allocated for each country and the final list of the major events from Malaysia and Indonesia will be submitted to the Chairman. The printing of the brochures will be completed in January 2009.

5.2 Homestay

Ms. Roslina from Malaysia explained that Kembara Dunia T&T had homestay program in Penang, Kuala Lumpur, Langkawi and Malacca. They would like to have active counterparts within Indonesia and Thailand as the programs were set up regionally.

Indonesia agreed that IMT‐GT needs a pattern of activities so that they may be able to set up the same pattern.

Thailand reported that there were homestay programs established in Thailand. Although not many in Southern part, there are some eco tourism homestays in Songkhla Province, located in Koh Yor Island.

The meeting agree to organize a familiarization trip for members of tourism working group from Thailand and Indonesian to experience homestay program in Malaysia. Puan Roslina is the focal person for this program as appointed in the 24th meeting.

5.3 Medical Tourism Malaysia reported that on the 2nd meeting on Tourism, which were also the first Tourism Working Group, the term “medical tourism” is requested to be changed to “health tourism” due to the psychological effect of the term. The proposal was agreed during the SOM at Palembang and the next meeting will be organized in Thailand.

5.4 Spa & Health Training and Facility

Thailand reported that it is considered as a hub for the Spa & Health Training.

The last meeting appointed Dr. Parichart Visuthismajarn as the contact person for the Spa & Health Training.

5.5 IMT‐GT 3‐Star Hotel Directory

Malaysia and Indonesia has already submitted the list to the Tourism Authority of Thailand after the 2nd Tourism Meeting. The Chairman informed that this project has been undertaken by the government.

5.6 IMT‐GT Tour Packages

Indonesia apologized on the cancellation of the meeting that should have been taken place in Batam on October 2008. Indonesia requires to finalize the Regional Travel Pattern proposed by the government. The tour packages meeting between the three countries is scheduled to be held before the Summit Meeting in March 2009.

Malaysia reported that Puan Roslina had already proposed short haul travel packages, and flyers had been distributed to members of the floor.

Indonesia informed that the Selangor State Tourism will visit Medan and invited all members from Malaysia and Thailand to participate in the meeting and program with the outbound travel agencies.

Ministry of Tourism Malaysia reported that there has already been a meeting between tour operators to organize the tour packages for the IMT‐GT regions.

5.7 IMT‐GT Privilege Card

The full design of the IMT‐GT privilege card will be submitted for approval next March, when Thailand hosts next IMT‐GT meeting.

6. MATTERS ARISING

6.2 New Projects/Proposals

Malaysia

Tourism and Hospitality Training Program in Aceh

Malaysia proposed to establish Tourism and Hospitality Training Program in Aceh. The objectives are : - To train Aceh’s people with related skills to prepare them before entering T&H industry. - To fulfill the need for educated and well‐trained employees in T&H industry in Aceh. - To assist Aceh in developing into a center of Islamic tourism destination (Banda Wisata Islami Indonesia)

- To develop collaboration and long term relationship between UiTM, IMT‐GT JBC and Aceh government.

The funding will be supported by Manpower and Citizen Mobilization Board in Aceh. The project is in initial stage of discussion and hopefully will start in 2009.

Indonesia is optimistic because Aceh government is supportive towards the plan.

6.3 New Initiatives.

Malaysia

Feasibility Study of Halal Tourism and Hospitality

Malaysia also presented a research plan regarding the feasibility of halal tourism and hospitality. The objectives of this study are : - To identify the economic, social and cultural benefits from the Halal Tourism activities. - To determine current activities and opportunities of Halal Tourism within IMT‐GT region. - To identify the existing level of travel and tour operation. - To evaluate the existing hotel operation and foodservice businesses in Halal Tourism industry compliance. - To determine the potential target market for the Halal Tourism Industry within the IMT‐GT region. - To recommend planning strategies and actions plan in the development of tourism and hospitality products and services for the implementation of Halal Tourism Industry.

Puan Roslina from Malaysia made remark about the immense number of Islamic population within IMT‐GT member countries. Furthermore, the halal tourism and hospitality industry will include style of living and places of interests which also have been proven to be attracting Europeans, while Middle Eastern tourists.

Indonesia supported the idea of conducting studies due to the potential of muslim markets and proposed IMT‐GT to approach ADB for funding.

Malaysia also invited member countries of IMT‐GT to participate in the study.

7.0 OTHER MATTERS

Thailand

Supported by Ministry of Tourism and Sports, Thailand will hold ASEAN and IMT‐GT Family Rally during March 1‐3, 2009 in surounding area of Songkhla Lake Lagoon. The host country will prepare 10 cars for each ASEAN member countries.

Indonesia

Fire Fly has just recently opened new flight routes from Subang to Pekan Baru, Subang to Medan, and Penang to Banda Aceh.

Malaysia commented whether Fire Fly could give discounted flight fares so that the IMT‐GT Tour Packages more sellable due to their low price.

26th JBC Plenary Decisions/ Comments/ Directions.

The Meeting has discussed at length on the Visit IMT‐GT Year 2008 effectiveness and has decided for a special meeting to be organized in Hadyai, Thailand to discuss in details. The review meeting shall help the JBC to made decision in organizing IMT‐GT Celebration Year 2009 programme.

e) REPORT OF THE WORKING GROUP ON HUMAN RESOURCES DEVELOPMENT

6.1. IMT‐GT Youth Camp

The IMT‐GT Youth Camp cannot be held this year due to unavoidable circumstances. Ms. Maryam of Malaysia informed the meeting that IMT GT Youth Camp will be held next year in conjunction with 16th SOM‐MM in Melaka.

6. 2 Mutual Recognition Arrangement (MRA)

The meeting spent time to discuss on this topic and agreed that this matter was strategic but complicated. Mr. Viator Butar Butar informed the meeting that there has been some development in the discussion of MRA in the government side. The 2nd Meeting of Working Group on Human Resources Development (Government Side) in Phuket has agreed to organize a number of programs focused on Standard Harmonization and Competency Standard among the countries involved in IMT GT in 2009. The Working Group has identified five sectors including shippings, agricultures, health (include nursing), tourism (include hotels and restaurants), and constructions. Those programs have been endorsed by the 15th SOM‐MM in Palembang, South Sumatera, Indonesia.

6. 3. Joint International Conference on HRD

Mr. Chatchai Ratanachai said that the joint international conference on HRD in PSU Thailand has been cancelled due to small number of participants.

Mr. Viator Butar Butar informed that JBC Indonesia is planning an International Conference on Labour Mobility in the Sub‐Region on July 2009, in Pekanbaru, in collaboration with the Provincial Government and the University of Riau.

6. 4. New International Convention Center

Thailand offered a new International Convention Center in Prince of Songkla University (PSUICC) in Songkhla. Mr. Chatchai Ratanachai said PSUICC is not only for PSU, but its objective is to boost up the business activities in Southern Thailand.

7.6 Progress Report and Update

Indonesia

The Chairman, Mr. Viator Butar Butar informed the meeting that there were complaints regarding Visa arrangements for students from North Sumatera to take up on‐the‐job trainings in automotive industry in Malaysia.

Ms. Junaina Johan of the Ministry of Home Affairs said that she was unaware of the problems and she will bring up the matters to the relevant departments. She requested an official complaint from JBC Indonesia.

Malaysia

Ms. Maryam said that UNINET is important to JBC. She said that JBC should work together with UNINET members. She also emphasized the need to broaden the link with other universities. She requested the meeting to contact and encourage USU as the UNINET secretariat to take positive actions for revitalizing the secretariat or handover the secretariat to another university.

Thailand

Mr. Chatchai added that the JBC Indonesia should formally contact USU to call for the meeting. He added that Mrs. Norpisah Mat Isa from USM agreed to call for the meeting within 3 months if there is no response from USU.

7.7 New Initiative

Ms. Maryam informed the meeting about the Language Training Programme between Universiti Teknologi MARA and Walailak University, Nakhon Sri Thammarat and the Cultural Exchange Programme between Universiti Teknologi MARA and Universitas Andalas, Padang. She also added that activities between universities within IMT‐GT have been carried out regularly.

The Chairman said that the issue on UNINET has been raised not just within the JBC but also in the government side meeting for Human Resources Development.

He also expressed his hope that JBC and Government side Working Groups on Human Resources Development should synchronize all projects and proposals.

Mr. Zulkifli from Kelantan State Development Entrepreneurship Center proposed WG HRD to design a specific logo for IMT‐GT halal products to brand and promote IMT‐GT products to the world.

The meeting suggested any changes to IMT‐GT logo should be proposed and discussed at the plenary session.

26th JBC Plenary Decisions/ Comments/ Directions.

The Meeting has agreed to include International Conference on Labour Mobility in IMT‐GT Region to be included in the Calendar of Events. The Meeting also agreed for the Working Group to update the JBC Secretariat on any Trainings or Programme being conduct in the Government Working Group.

f) REPORT OF THE WORKING GROUP ON HALAL PRODUCTS AND SERVICES

The following new projects/ proposals/ presentations were presented:

Indonesia

Mr. Mimpin Setepu explained that the procedure of halal industry in Indonesia is taking time for the preparation and establishment. Nevertheless, Mr. Setepu explained that it is progressing gradually and with the supports from IMT‐GT JBC, this matter can move quickly with the right direction.

Malaysia

Mrs. Azizah Mohamed explained about role and responsibility of the newly established organization called HDC that in September 2006, which is owned by the government of Malaysia. HDC has been appointed to coordinate the overall development of halal industry in Malaysia. This includes halal certification and halal training. She also pointed out that there is an urgent need to increase halal awareness with in the IMT‐GT region. Mrs. Azizah Mohamed explained that HDC was established because the industry was segmented and not well coordinated.

Standards and Guidelines on Halal Logistics and Halal Parks are being prepared by HDC. It is now at its final stage of drafting. HDC will provide updates on the development once it is available as this will help in developing the Halal Hub in Penang in order to facilitate trade among IMT‐GT member countries.

Thailand

Dr. Akkharawit Kanjana‐Opas explained that there is a need to build same guidelines between IMT‐GT countries especially in efforts to link and uniting the connection of halal networks. Prince of Songkla University has established the Southern Science Park in various provinces in the south including Pattani province where the Halal Park is the main focus. This will help to support the development of the entrepreneurs, startups and SMEs for the halal products and services. Prince of Songkla University has also established the Halal Science Center which is responsible for the testing, certifying and training for halal prducts and services in the region. This center is also linked to the Halal Science Center at Chulalongkorn University in Bangkok. He also raised a question to his counterpart Mrs. Azizah Mohamed whether the standard compliance used in halal industry is mandatory or compulsory. Mrs. Azizah Mohamed explained that at the moment it is on a voluntary basis.

New Initiative

Thailand

Chairman IMT‐GT Thailand Mr. Thanarak Phong‐Phatra proposed to the meeting to form a Joint Task Force that must be set up separately. Dr. Akkharawit Kanjana‐Opas also added that further discussion should be done as soon as possible with the assistance of IMT‐GT JBC Malaysia as a coordinator.

Malaysia

One of the delegates, Mr. Mizal Saizulikram of JBC Malaysia invited all stakeholders to discuss more in related issues of Halal products and services such as research, logistics, and supply chain. Mr. Mizal proposed regular meeting for discussion of the task force/working group and workshop or forum. He mentioned that during the JBC Business Forum in Medan, it was agreed that all countries work towards the following :‐

iii. Developing the Halal Park in Sumatra iv. To capitalize on existing facilities in Penang Port

This task force/meeting, workshop or forum should be held in the cities of IMT‐GT region such as Hat Yai, Medan, or Penang before March 2009. He also suggested that in the next meeting, the taskforce team should be officially appointed as the national focal point of halal products and services and the taskforce team should be chaired by the chairperson of the IMT‐GT JBC Halal product and services working group.

The WG agreed that a joint task force of the IMT‐GT member countries should be formed in order to support the concept of Regional Halal Hub as outlined as flagship projects in roadmap. This meeting was also informed on the establishment of the International Halal Hubs in Penang which can strongly promote the halal related industy within the IMT‐GT region. Mr. Ghazali from Penang Port Sdn. Bhd. Informed the meeting that they are prepared to accommodate this need which will later be dependent upon the Guidelines which will be finalized by HDC. Penang Port Sdn. Bhd. as well as Prince of Songkla University will act as facilitators for this task force. The membership will comprise of stakeholders from both the regulatory body and industry from Thailand, Indonesia and Malaysia. Indonesia

Mr. Mimpin Setepu suggested that the taskforce members should include representatives from both regulatory bodies and business communities.

OTHER MATTERS

All chairpersons emphasized the understanding of all participants that IMT‐GT member countries are not competing but it is meant to unite the three countries. All 3 countries can collaborate and complement each other in many ways to provide halal products and services to the world. This is aimed to bring prosperity and wealth to the region. Therefore, the knowledge sharing and capacity building must be taken seriously and done effectively by all members.

26th JBC Plenary Decisions/ Comments/ Directions.

The Meeting decided for the 1st Taskforce of IMT‐GT Halal Products and Services to be held in Prince of Songkhla University (PSU), Hadyai, Thailand before the next 27th JBC Meeting.

The Secretariat of this Taskforce is PSU.

8. OTHER MATTERS

Following a successful discussion with Bener Meriah District in Aceh Province, EF Technologies Sdn Bhd and the Agriculture Department of Bener Meriah has agreed to sign a Memorandum of Understanding during this Meeting. The signing ceremony was witnessed by the three Chairman and Co‐Chairman.

1. DATE AND VENUE OF THE 26TH IMT‐GT JBC MEETING

The Meeting proposed to organize the next 27th IMT‐GT Joint Business council Meeting in 3 places namely Suratthani, Phuket and Hadyai. JBC Thailand will confirm this matter in January 2009. The date of the Meeting is early March 2009.
