However, storage lengths and channelization were not analyzed in detail for the preferred alternative, as they were developed to fit within the environmental and operational effects evaluated in the SDEIS. Further analysis was requested to address the channelization and storage lengths as originally defined in the preferred alternative. What issues are we trying to resolve? As part of the design refinements associated with ESSB 6392, the project team sought confirmation that the number of lanes shown in the preferred alternative was necessary based on traffic forecasts and operations. In comment letters on the SDEIS, the Seattle City Council and Mayor expressed a desire for WSDOT to reduce the width of the corridor and associated roadways wherever possible in order to limit environmental impacts of the project. These comments echo those heard from many community members as well, asking that the project team eliminate any unneeded lanes. Specific areas studied included: • Reducing the westbound off-ramp to a single lane. • Reducing the number of turn lanes needed at the intersections of 24th Avenue and East Lake Washington Boulevard, and Montlake Boulevard and Lake Washington Boulevard. • Reducing the number of lanes on Montlake Boulevard through the interchange. -

UNBUNDLING EMPLOYMENT: FLEXIBLE BENEFITS FOR THE GIG ECONOMY Seth C. Oranburg∗ ABSTRACT Federal labor law requires employers to give employees a rigid bundle of benefits, including the right to unionize, unemployment insurance, worker’s compensation insurance, health insurance, family medical leave, and more. These benefits are not free—benefits cost about one-third of wages—and someone must pay for them. Which of these benefits are worth their cost? This Article takes a theoretical approach to that problem and proposes a flexible benefits solution. Labor law developed under a traditional model of work: long-term employees depended on a single employer to engage in goods- producing work. Few people work that way today. Instead, modern workers are increasingly using multiple technology platforms (such as Uber, Lyft, TaskRabbit, Amazon Flex, DoorDash, Handy, Moonlighting, FLEXABLE, PeoplePerHour, Rover, Snagajob, TaskEasy, Upwork, and many more) to provide short-term service- producing work. Labor laws are a bad fit for this “gig economy.” New legal paradigms are needed. The rigid labor law classification of all workers as either “employees” (who get the entire bundle of benefits) or “independent contractors” (who get none) has led to many lawsuits attempting to redefine who is an “employee” in the gig economy. This issue grows larger as more than one-fifth of the workforce is now categorized as an independent contractor. Its history dates back almost 5000 years. It is situated at a strategic juncture in the Middle East region of South West Asia. Evidence of man’s presence as far back as the Lower Palaeolithic period on the Iranian plateau has been found in the Kerman Shah Valley. And time and again in the course of this long history, Iran has found itself invaded and occupied by foreign powers. Some reference to Iranian history is therefore indispensable for a proper understanding of its subsequent development. The first major civilisation in what is now Iran was that of the Elamites, who might have settled in South Western Iran as early as 3000 B.C. In 1500 B.C. Aryan tribes began migrating to Iran from the Volga River north of the Caspian Sea and from Central Asia. Eventually two major tribes of Aryans, the Persian and Medes, settled in Iran. One group settled in the North West and founded the kingdom of Media. The other group lived in South Iran in an area that the Greeks later called Persis—from which the name Persia is derived. -

Pollution prevention, or P2, means reducing or eliminating waste at the source by modifying production processes, promoting the use of non- toxic or less-toxic substances, implementing conservation techniques, and re-using materials rather than putting them into the waste stream. Truett Cathy, founder and chairman of Chick-fil-A, Inc., spoke on decisions as the theme of his address as the graduation speaker to the University’s 9 a.m. and noon ceremonies. “It’s a do-it-yourself world, and life is made up of decisions,” said the Southern Crescent’s outstanding example of do-it-yourself success. “Make good decisions, because you’re at a point in your lives where you’re going to make important decisions.” Cathy specifically identified three basic decisions that everyone needs to make, noting that they were “the three M’s…” who your master is going to be, what is your mission, and who you are going to marry. The Future of Work in the Sharing Economy What is the “sharing economy?” No official definition Generally organized around a technology platform that facilitates the exchange of goods, assets, and services between individuals across a varied and dynamic collection of sectors. Related terms include “collaborative economy,” “gig economy,” “on-demand economy,” “collaborative consumption,” or “peer-to-peer economy.” There are differences among these ideas, but substantial overlap in concept. Examples of companies that facilitate exchange of property or space: Airbnb (rent out a room or a house) RelayRides and Getaround (rent out a car) Liquid (rent a bike) Examples of companies that facilitate exchanges of labor: Uber and Lyft (get a ride or share a ride) Taskrabbit (on-demand labor for a wide variety of tasks) Handy (house cleaning and home repair) Instacart (on-demand grocery-shopping services) In 2013, the highest generating sectors within the sharing economy were peer-to-peer finance (money lending and crowd funding), exchange of space, transportation, services, and goods.1 Common Characteristics of Platforms Technology: The owner of the item or the laborer typically is connected directly to the consumer, either through the Internet or commonly through smartphone applications.
