Introduction After years of inaction on the issue of exclusionary zoning, the New Jersey Legislature enacted the Fair Housing Act in July of 1985.1 Previously, exclusionary municipal zoning ordinances were monitored exclusively by the courts pursuant to litigation challenging these ordinances.
