ANNUAL REPORT

CREATION

The Legislative Service Office was created by an Act of the Forty-First Legislature, Chapter 113, Session Laws of Wyoming 1971. It commenced operations on March 1, 1971. The Office provides research and bill drafting services for legislative standing or interim committees and for individual legislators, including pre-filing and distribution of proposed legislation prior to legislative sessions; revision and recompilation of the laws of Wyoming; preparation of copy and contracting for the printing and publishing of all revisions, compilations, session laws, journals and digests; and accounting for all legislative expenditures, supplies and properties. In addition, members of the office staff prepare administrative rule reviews and reports for the Management Council, conduct program evaluations of executive agencies under the direction of the Management Audit Committee, and conduct fiscal studies and budget analysis for the Joint Appropriations Committee and other legislative committees.

Policies, rules and regulations governing general operations of the Office and its relationship to legislative standing committees and individual legislators are made by a Management Council composed of thirteen legislators – six members from each house and one member elected at large.

The Director is employed by and subject to the direction of the Management Council. The Director with the approval of the Management Council employs LSO employees.

MEETING PAYMENTS BY LEGISLATOR INTERIM MEETINGS

The following apply to the information contained in this list:

1. This list contains mileage, per diem and salary payments to legislators for participation in official legislative interim work. Official legislative interim work consists of meetings of interim and select committees of the legislature, plus other authorized legislative meetings. Legislators are also compensated ½ salary for preparation for each day an interim committee meets. In addition, legislators are compensated ½ salary for travel to and/or from an interim committee meeting. Travel salary is not paid for travel occurring on a day the member receives salary for the committee meeting.

2. Note that the number of meetings attended by a legislator is primarily a function of two factors: the number of committees to which that legislator has been appointed and the number of meetings during an interim that a committee meets. Some legislators are appointed to several committees while some may serve on only one committee. Due to the scope of committee workload during an interim, some committees may meet only for a day or two while others meet several times.

3. The Management Council at the conclusion of each session approves interim committee study topics and budgets for meetings. Committees may not exceed those budgets without Council approval.

4. Salary and per diem payments for interim meetings held in a legislator’s hometown or of short duration, e.g. a short video teleconference meeting, may be at a reduced level in accordance with Management Council policy as reflected in the Travel Regulations Handbook.

5. This list does not contain payments to legislators for salary, per diem and mileage related to general, budget or special sessions of the Legislature. Legislators, who live outside Cheyenne, receive payment for round trip mileage to and from the session plus per diem for travel days to and from the session. All legislators receive salary and per diem for each day from convening to adjournment of each session. Legislators living outside Cheyenne are entitled to be reimbursed for mileage for one trip each week should they travel home.

OUT OF STATE MEETINGS EXPENDITURES OF LEGISLATORS

The following apply to the information contained in this list:

1. This list contains travel and per diem payments (actual expenses) to legislators for out of state travel on official legislative business. The Legislature participates in several organizations such as the National Conference of State Legislatures (NCSL), The Energy Council, the Council of State Governments (CSG), the Western Legislative Conference, the Education Commission of the States and the State Legislative Leaders Foundation (SLLF). The presiding officers appoint legislators to committees of these organizations. Any legislator may attend without prior approval a maximum of two out of state meetings per year subject to availability of budget. Travel in excess of the two authorized meetings requires Management Council approval.

2. Most out of state travel involves legislators who have been appointed to committees of organizations in which the Legislature participates.

3. The Management Council must approve any out of state travel to a meeting outside the continental United States (lower 48) by a vote of 2/3 of council members.

4. Legislators receive reimbursement for actual expenses associated with authorized out of state travel, subject to limitations contained in Management Council travel policies. Legislators receive no salary when engaged in authorized out of state travel.

INTERIM MONTHLY SALARIES 28-5-101 (e)(i)

During the interim members of the legislature are paid the following amounts:

Full statutory salary for 6 days per month for the Speaker of the House and the President of the Senate, 4 days per month for floor leaders and committee chairmen and 2 days per month for all other members of the legislature for each month the legislature is not in session.

CONSTITUENT SERVICE ALLOWANCE REIMBURSEMENT TO LEGISLATORS

1. W.S. 28-5-106 provides each member of the legislature will receive a constituent service allowance of $750 per calendar quarter.

2. The purpose of the allowance is to defray expenses incurred by the member in providing services to and on behalf of their constituents.
