AGENDA ITEM NO. 6(d) North Allerdale Partnership – Community Board 9 August 2007 Community Steward – Progress Report This report provides an opportunity to report progress with the Community Steward trial in the North Allerdale Area and seek feedback from Community Board representatives on the added value provided by the post to date. The Community Steward, Joe Wattleworth commenced in the agreed 4 Parish areas of Silloth, Holme East Waver, Holme Abbey and Holme Low on 2 July 2007. During this first four week period substantial efforts have been made to ensure engagement by stakeholders from the area. To this end Joe has met with the following:- Community Police Silloth Mayor Parish Council Clerks Countryside Ranger County Councillors Capita Inspector Cumbria Fire & Rescue We have also raised the profile of the post through incorporation of an article in the July edition of the “Solway Buzz”. Welfare accommodation has been sourced at the Fire Station in Silloth and the steward will join the community police team for their regular first Monday of the month public session. As anticipated we have had minimal public engagement during the first four weeks of the trial and a substantial element of the work has been identified by the Steward himself. There have however been a number of successes through better local engagement. The above stakeholders have all positively engaged and some such as the Police and Countryside Ranger have been extremely positive regarding the concept and feel there are major opportunities for joined up working. We have provided a breakdown of work to date in both a tabular and pie chart format in the attached Appendix 1. This breaks down the time spent against the following four headings: a) Source – The means by which the work has been identified b) Parish – Broken down against the four Parish areas thereby identifying time spent in each c) Worktype – Broken down against the four main activity areas of Inspection, Eyes & Ears, Jobbing and Building Pride. d) Solution – The outcome achieved What do the statistics tell us To date the vast majority of issues (51%) have been identified by the steward with (30%) identified by the local capita inspector. It has been surprising how little (19%) has been identified by other sources such as the public and local councillors but this may be due to the newness of the initiative We have tried to offer reasonably equal time to each parish. Early indications are that the volume of work is likely to reduce with the passage of time suggesting one steward may, after the initial activity, be able to cover more than four parishes. What is however notable is that as the steward is noticed more local people are approaching him to both do jobs and offer information particularly about buried gullies which has resulted in a number of long standing drainage problems being resolved. Recent publicity in the Solway Buzz will potentially generate more requests from the local community. The distribution of work has, as initially expected, been mainly jobbing with 65% of time on this activity. The remainder have been Inspection 15%, building pride 18% with very little eyes and ears 2%. It is worthy of note that Age Concern have recently expressed an interest in the work of the steward and see a role to quickly attend to potential and actual hazards which can effect the mobility of older people. It is pleasing to note that the vast majority of repairs have been permanent with 23% referred on to others for resolution. The majority of issues have been highways related. We have also included within Appendix 2 details extracted from the maintained log giving a flavour of some of the issues raised and dealt with.
