GENERAL INTRODUCTION DESCRIPTION OF THE COLLECTION

PROVENANCE The material is presented in the order given in the contents list. It covers the period 1945 to 2013. As

far as possible the arrangement of the Collection follows the original order imposed by Lord Hylton.

The material was donated by Lord Hylton in two instalments in 2014 and 2016. The Collection includes a small amount of personal and biographical material but comprises mainly

correspondence, reports, working notes and briefing papers covering a range of topics associated with

C.84 2006-2007. This section contains correspondence, reports, notes, newspaper cuttings, speeches and briefing

papers relating to Lord Hylton’s interest in asylum and refugees. In the 1980s Lord Hylton became a

friend and supporter of the Medical Foundation for Victims of Torture. He was a signatory of Charter 87 for Refugees and has played an active role in parliamentary debate and in the formulation of governmental policy on immigration and asylum for decades.

The material covers topics including immigration removal centres, employment of refugees, prosecution of asylum seekers, treatment of unaccompanied children, migration, deportation and the long-term impact of detention on women and families. It documents Lord Hylton’s involvement with various charitable organisations and local campaigning groups as well as the UK Border Agency (UKBA) and the Home Office.

Divided into a main general series with several smaller, accompanying, subject-specific series, the material dates from 1987 to 2011. The arrangement preserves as far as possible the filing system used by Lord Hylton.

Co-founded and co-ordinated by Dr Louise Pirouet, Tom Unwin and Antonia Hunt, Charter 87 aimed to influence UK D.16 1999. policy and practice at a time when legislation relating to asylum seekers and refugees was becoming increasingly restrictive. As a campaigning group, Charter 87 also helped individual refugees and contributed to a better general understanding of refugee-related issues. Lord Hylton served on the All-Party Parliamentary Group on Penal Affairs and contributed to various G.1 1982-1985. other crossbench initiatives relating to the management of the UK’s prison system. Material presented in this section covers a range of topics including prison buildings and construction, the treatment of G.2 1986. prisoners, sentencing and prison terms, the employment of offenders, parole procedures, women detainees and childcare arrangements, purposeful activity, suicides and prisoner mental health. In addition, Lord Hylton took an interest in the personal circumstances of a number of prisoners.
