An additional charge is made to the standard Council Tax Charge for these properties. The largest part of the bill is accounted for by Lincolnshire County Council which has increased its rate, by 3.5% which includes a 2% uplift to support the costs of social care. This means that at Band D you will be paying £45.18 more this year than last year. At Band D this is a charge of £1,337.58. The Lincolnshire Police & Crime Commissioner has increased the rate for policing by 4.14% which makes its charge at Band D £251.37, up £9.99 over the year. North Kesteven District Council has increased its charge by 3.01%, which is a progressive incremental rise enabling investment in services. This makes the Band D charge £169.65, up £4.95 a year - less than 10p per week. The Council maintains one of the lowest district charges in the country. At Bands A to C, which account for three-quarters of homes in North Kesteven, this again gives an annual increase of £3.30 in the NK share at band A, £3.85 at Band B and £4.40 at Band C, or between six and eight pence more per week to receive the services provided by the District Council. In addition, in most places, parish and town councils impose extra charges for their expenses. These have changed by variable amounts so, depending on where you live you will be paying more or even fractionally less than you did last year for the services they provide. Flood Defence The Environment Agency is responsible for protecting people and property against flooding from sea and rivers. The majority of its funding comes from the Department for Environment, Food and Rural Affairs (Defra), but Lincolnshire County Council is also making a contribution of £0.641m for 2020/21 (£0.636m for 2019/20).

The Secretary of State made an offer to adult social care authorities. (“Adult social care authorities” are local authorities which have functions under Part 1 of the Care Act 2014, namely county councils in , district councils for an area in England for which there is no county council, borough councils, the Common Council of the City of London and the Council of the Isles of Scilly.)

The offer was the option of an adult social care authority being able to charge an additional “precept” on its council tax without holding a referendum, to assist the authority in meeting its expenditure on adult social care from the financial year 2016-17. It was originally made in respect of the financial years up to and including 2019-20. If the Secretary of State chooses to renew this offer in respect of a particular financial year, this is subject to the approval of the House of Commons.
