Deputy Simon Coveney asked the Minister for Communications, Energy and Natural Resources when he will produce a timetable for the announced plan to provide next generation broadband to secondary schools; the way he plans to roll out this plan; if he will go to tender to employ a single company to do it; the amount allocated to broadband for schools in budget 2009; and if he will make a statement on the matter. The European Parliament: Towards a Uniform Procedure for Direct Elections
sasse · brew · georgel · hand · huber · van den berghe When in September 1976 the Member States of the European Communities agreed on the arrangements for the first dire« elections to the European Parliament, duly held in 1979, they also reaffirmed that the Parliament itself should draw up a proposal for a uniform pro• european cedure for future direct elections. At the European University Institute, Florence, a team of professors and research students from the departments of Law and Politics set parliament to work on the problems and possibilities of a uniform procedure. Before presenting concise principles for a uni• form system many related topics are analyzed: What is meant by 'uniformity' in this context? Within their national Ufe, what electoral sys• towards tems do the Nine use and how do they relate to the general classification and characteristics of such systems? How did the Member States approach the problems of direct elections in a uniform 1979 and how do the procedures they then adopted compare with each other in detail? What sort of systems have been used by Greece, Portugal and Spain? A long appendix explores the comparison with the United procedure States experience. The final proposals are based on three guiding principles: for direct — that the Council Act of September 1976 is the essential foundation, — that uniformity need not be absolute in matters of detail, — that, within the area represented by each elections Member State, the system should be propor• tional in character. Professor Christoph Sasse, who originally in• spired and directed this project, died in an acci• dent in 1979. -

GENERAL SCHEME Of the ELECTORAL REFORM BILL 2020 An Act to establish an independent Electoral Commission; to make provision for the preparation and maintenance of the Register of Political Parties; to provide a framework to support voter education and voter turnout at elections and referendums; to make provision for the review of constituencies for the election of members to the Dáil and the European Parliament; to make provision for the review of local authority election boundaries; to make provision for the oversight of the modernised register of electors; to provide a framework for the regulation of online political advertising during election periods by the Electoral Commission; to provide a policy research and advisory function to the Electoral Commission; to modernise the arrangements for the registration of electors, including the introduction of continuous registration; to provide for a central national register database; to provide for anonymous registration in certain limited cases; to provide for the early registration of persons under 18; to provide for the disclosure of specified information in connection with online political advertising; to provide for the power to assess compliance with the framework for the regulation of online political advertising and the power to apply dissuasive sanctions for non-compliance; to provide for the extension of postal voter categories to include special voters; to allow for polling to take place on more than one day at a Dáil election and at a referendum where Covid-19 restrictions are in place; and provide for matters connected therewith. i ARRANGEMENT OF SECTIONS PART 1 PRELIMINARY AND GENERAL Section 1. The Origins of Canada's Electoral System and the Constitutional Considerations of Electoral Reform J.W.J. Bowden1 1. INTRODUCTION In the federal general election of 2015, the Liberals and the New Democrats both ran on electoral reform and pledged that it would be the last time that Canadians cast their ballots under a single-member plurality (SMP) electoral system. Justin Trudeau led the Liberal Party to a parliamentary majority on a platform of replacing SMP with a new electoral system to be determined later. As Prime Minister, Trudeau instructed the Minister of Democratic Institutions on November 4, 2015 to ``Bring forward a proposal to establish a special parliamentary committee to consult on electoral reform, including preferential ballots, proportional representation, mandatory voting and online voting.º2 The Trudeau government included an additional, concrete and unambiguous pledge on electoral reform in the Speech from the Throne on December 4, 2015. To make sure that every vote counts, the Government will undertake consultations on electoral reform, and will take action to ensure that 2015 will be the last federal election conducted under the first-past- the-post voting system.3 However, the general federal election of 2015 was not the last to have been conducted under SMP because the Trudeau government rejected the report of the Special Committee on Electoral Reform and formally abandoned electoral reform in December 2016. While it is unlikely that the current government will revive the initiative, electoral reform has become a salient political issue federally and provincially since the early 2000s and will remain so. Another government and parliament could one day re-consider electoral reform, and the same historical and constitutional considerations will likewise remain. -

Just over two years after the passage of an Act which redesigned the constituencies, the commission recommended that most of these (24 out of 43) be reshaped, as well as proposing small adjustments to the distribution of Dáil deputies.1 The revision process had lasted for six months, under the direction of a five- member commission (chaired by Mr Justice Iarfhlaith O’Neill, nominated by the Chief Justice, and with the clerks of the Dáil and the Seanad, the Ombudsman, and the Secretary General of the Department of the Environment as its other ex officio members). The commission had considered 327 submissions from interested organisations and members of the public (though most of these were short, standardised complaints about the Acknowledgement.
