STATEMENT OF LICENSING POLICY 2021-2026 1 2 Trafford Council Statement of Licensing Policy 2021-2026 Foreword by Cllr Mike Freeman Executive Member for COVID-19 Recovery and Reform “Trafford Council has developed a licensing policy that supports COVID-19 recovery, that helps promote responsible business and the Trafford Corporate Plan for successful and thriving town centres and creating a sense of pride in our borough. With a strong focus on the four licensing objectives of prevention of crime and disorder, public safety, prevention of public nuisance, and the protection of children from harm. Licensing is a key function of Place; to help reduce Anti-Social Behaviour and encourage safe events through Multi-Agency and Safety Advisory Group meetings. Trafford is home to some of the major and iconic venues in Greater Manchester, a detailed, well consulted and thorough policy is absolutely necessary to put elected members in the best possible position as decision makers. The policy removes red tape concerning previous special measures on cumulative impact for Sale & Altrincham which should help assist the COVID-19 recovery of our town centres. The policy also sees the adoption of new Counter Terrorism conditions inspired by Martyn’s Law – Martyn Hett was one of the 22 people who died in the 2017 Manchester Arena attack, and his mother has since lobbied government for stronger security measures. Further measures concerning public safety include new guidance for White Collar Boxing events. For the licensing objective of protection of children from harm, guidance is www.trafford.gov.uk 3 included on measures to combat Child Sexual Exploitation in this policy review, along with a training booklet which is available for use by Designated Premises Supervisors as part of their staff training program – overtly raising the profile of an important and sensitive safeguarding issue. New measures are now available to help tackle nuisance street drinking, including promotion of a scheme to reduce the strength of cans or bottles of beer and cider available in off licences to less than 6.0% ABV, which could have a positive impact on Public Health. This policy also details how it is expected that applications outside of the hours 10AM-10PM must sufficiently demonstrate, and subsequently comply with measures to promote the licensing objectives. A pool of conditions is now included to assist new applicants, along with the option for an additional service for a Pre-Application Consultation with Licensing Officers being made available to
