E. 19 (Environmental Protection Act) for approval of: existing sewage Works for the treatment and subsurface disposal of domestic sewage rated at a total maximum design capacity of 60,400 L/day, serving the existing year- round Larose Forest Mobile Home Park consisting of thirty nine (39) year-round mobile homes, located in the City of Clarence-Rockland, United Counties of Prescott and Russell, consisting of the following; PROPOSED WORKS upgrades to the existing subsurface disposal system serving two (2) existing year- round 2-bedroom mobile homes (Units 15 and 16), located between Lots 15 and 16, having a Rated Capacity of 2,200 L/d, consisting of the following: two (2) existing two-compartment concrete septic tanks, each septic tank having a minimum working capacity of 3,860 L, collecting raw sewage from one (1) year-round 2-bedroom mobile home and complete with one (1) effluent filter (OBC approved) installed on the outlet pipe, both septic tanks discharging by gravity to a pumping station; one (1) 0.915 m diameter precast concrete pumping station having a minimum working capacity of 290 L, collecting effluent from two (2) existing septic tanks, housing one (1) on-demand timed controlled submersible effluent pump capable of handling 19.3 L/s at a total dynamic head (TDH) of 0.8 m, complete with a watertight access riser, a ventilation system and liquid level float switches, including a high liquid level audible and visual alarm system, discharging via a forcemain delivering eight (8) cycles per day of an approximate volume of 290 L/cycle within a maximum fifteen (15) minute period for a total flow of 2,200 L/day via a distribution box to an absorption trench leaching bed; one (1) 13.5 m wide and 18.8 m wide partially raised absorption trench leaching bed located in the central portion of Lots 15 and 16, having a Rated Capacity of 2,200 L/day and a contact area of 220 m 2 , consisting of six (6) runs of 14.75 m long and 0.28 m deep absorption trenches for a total length of 88.5 m of 75 mm diameter perforated distribution pipe installed in clear stone trenches, spaced 1.6 m apart from centre to centre, so that the bottom of the absorption trenches is at least 900 mm at all points above the high groundwater table, rock or soil with a percolation time more than 50 min/cm, constructed within imported sand fill having a percolation time of approximately 8 min/cm, all in accordance with the OBC requirements; all other controls, electrical equipment, instrumentation, piping, valves and appurtenances essential for the proper operation of the aforementioned subsurface disposal system; EXISTING WORKS year-round operated twenty seven (27) existing individual/shared septic systems, servicing thirty nine (39) permanent mobile homes, located in the Larose Forest Mobile Home Park located at the above address, consisting of the following: one (1) existing subsurface disposal system operated under a use permit No. CLA-65-348-74 issued by the Eastern Ontario Health Unit, serving two (2) existing year-round 3-bedroom mobile homes (Units 3 and 4), located between Lots 3 and 4, having a Rated Capacity of 3,200 L/d, consisting of the following: • two (2) two-compartment concrete septic tanks, each septic tank having a minimum working capacity of 3,860 L, collecting raw sewage from one (1) year- round 3-bedroom mobile home and complete with one (1) effluent filter (OBC approved) installed on the outlet pipe, both septic tanks discharging by gravity to a dosing chamber/pumping station; • one (1) dosing chamber/pumping station collecting effluent from two (2) existing septic tanks, housing one (1) on-demand timed controlled submersible effluent pump, complete with a watertight access riser and liquid level float switches, including a high liquid level audible and visual alarm system, discharging via a forcemain and a distribution box to an absorption trench leaching bed; • one (1) partially raised absorption trench leaching bed, located in the central portion of Lots 3 and 4, having a Rated Capacity of 3,200 L/day, consisting of eight (8) runs of 15 m long absorption trenches for a total length of 120 m of 75 mm diameter perforated distribution pipe installed in clear stone trenches, spaced 1.6 m apart from centre to centre, so that the bottom of the absorption trenches is at least 900 mm at all points above the high groundwater table, rock or soil with a percolation time more than 50 min/cm, constructed within imported sand fill having a percolation time of approximately 8 min/cm, all in accordance with the OBC requirements; one (1) existing subsurface disposal system servicing Units 11 & 12 (each lot is a 2-bedroom mobile home), consisting of the following: • two (2) 3860 L septic tanks, servicing Unit 11 and Unit 12 respectively, each tank equipped with one (1) effluent filter at the outlet path of the tank; • one (1) dosing chamber receiving sewage from the two (2) existing septic tanks, equipped with alternating duplex pumps each rated at 50 L/m and 0.4 hp, completed with floats, timers and alarm, discharging effluent via a 38 mm diameter forcemain to a leaching bed described below; • one (1) Partially Raised Leaching Bed with a total loading area of 347.88 m2, located between Units 11 & 12 at approximately the same location of a decommissioned old septic bed that had been operated under a use permit No. CLA-65-383-74 issued by the Eastern Ontario Unit. The bed is installed with 6 runs of 75 mm diameter distribution pipes, each run of 14.7 m long for a total length of approximately 88 m, and constructed with imported sand with a percolation time of approximately 8 min/cm; one (1) existing subsurface disposal system operated under a use permit No. CLA-65-342-74 issued by the Eastern Ontario Health Unit, servicing Units 1 & 2 each is a 3-bedroom mobile home, including one (1) 3860 L septic tank, and one (1) septic bed consisting of 8 runs of distribution pipes, each run of 15 m long for a total length of approximately 122 m, the bed constructed with imported soil with a percolation time of no more than 15 min/cm; one (1) existing subsurface disposal system operated under a use permit No. CLA-65-344-74 issued by the Eastern Ontario Health Unit, servicing Units 5 & 6 each is a 3-bedroom mobile home, including one (1) 3860 L septic tank, and one (1) septic bed consisting of 8 runs of distribution pipes, each run of 15 m long for a total length of approximately 122 m, the bed constructed with imported soil with a percolation time of no more than 15 min/cm; one (1) existing subsurface disposal system operated under a use permit No. CLA-65-367-74 issued by the Eastern Ontario Health Unit, servicing Units 7 & 8 each is a 3-bedroom mobile home, including one (1) 3860 L septic tank, and one (1) septic bed consisting of 8 runs of distribution pipes, each run of 15 m long for a total length of approximately 122 m, the bed constructed with imported sand; one (1) existing subsurface disposal system operated under a use permit No. CLA-65-380-74 issued by the Eastern Ontario Health Unit, servicing Units 9 & 10 each is a 3-bedroom mobile home, including one (1) 3860 L septic tank, and one (1) septic bed consisting of 8 runs of distribution pipes, each run of 15 m long for a total length of approximately 122 m, the bed constructed with imported sand; one (1) existing subsurface disposal system operated under a use permit No. CLA-65-384-74 issued by the Eastern Ontario Health Unit, servicing Units 13 & 14 each is a 3-bedroom mobile home, including one (1) 3860 L septic tank, and one (1) septic bed consisting of 8 runs of distribution pipes, each run of 15 m long for a total length of approximately 122 m, the bed constructed with imported soil with a percolation time of no more than 15 min/cm; one (1) existing subsurface disposal system operated under a use permit No. CLA-65-368-74 issued by the Eastern Ontario Health Unit, servicing Units 17 & 18 each is a 3-bedroom mobile home, including one (1) 3860 L septic tank, and one (1) septic bed consisting of 8 runs of distribution pipes, each run of 15 m long for a total length of approximately 122 m, the bed constructed with imported sand; one (1) existing subsurface disposal system operated under a use permit No. CLA-65-369-74 issued by the Eastern Ontario Health Unit, servicing Units 19 & 20 each is a 3-bedroom mobile home, including one (1) 3860 L septic tank, and one (1) septic bed consisting of 8 runs of distribution pipes, each run of 15 m long for a total length of approximately 122 m, the bed constructed with imported soil; one (1) existing subsurface disposal system operated under a use permit No.
