This Order may be cited as the Traffic (Parking and Waiting) Order. Interpretation. 2. In this Order, unless the context otherwise requires– “private hiring car” means a public service vehicle which does not ply for hire in a public place; “traffic sign” means a traffic sign as defined in section 83 of the Act; “vehicle” includes animal drawn vehicles, motor vehicles, bicycles, tricycles, hand carts and all other contrivances, the primary purpose of which is the conveyance of goods or persons; “waiting” means the stopping of the vehicle with the driver thereof remaining at the controls and able to drive it away immediately. General Prohibition of Parking. Prohibition of parking. 3. (1) No person shall park a vehicle at any place where parking is prohibited by any traffic sign except, in the case of goods vehicles, for such time as is reasonably necessary for the loading or unloading of merchandise. (1A) No person shall park a vehicle upon any footpath. (2) A person shall not be deemed to have parked a vehicle if the driver thereof remains at the controls of the vehicle and is able to drive it away immediately. Saving for medical practitioners. 4. Paragraph 3 shall not apply to a medical practitioner when attending patients, provided that he is exhibiting on his windscreen a permit in the form set out in Schedule 1, or to an ambulance whilst on duty. RR. 5 to 6 Revoked Taxi stands. 7. Time limits in Car Parks. 8. No person shall park a motor vehicle in any car park for a continuous period exceeding 24 hours. Parking for essential services vehicles. Parking space for official Police cars. 9. The area demarcated in yellow paint on the east side of Irish Town from its junction with Market Lane to outside No. 89 Irish Town is reserved for the parking of official Police cars and no person shall wait with or park any vehicle in that area without permission of the Commissioner of Police. Parking for official Post Office vehicles. 9A. The area demarcated in yellow paint on the east side of Irish Town from outside 89 Irish Town to outside 97 Irish Town is reserved for the parking of official Post Office Vehicles and no person shall wait or park any vehicle in that area without permission of the Director of Postal Services. Parking space for official Fire Service vehicles. 10. The area demarcated in yellow paint on the north side of the City Fire Service Station at Red Sands Road shall be reserved for the parking of Official Fire Service vehicles and no person shall wait or park any vehicle in such area without the permission of the Chief Fire Officer. Parking space for official vehicles of the Gibraltar Health Authority and ambulances. 11. The area demarcated in yellow paint at Hospital Ramp and the South Side of Harbour Views Road by the Hospital shall be reserved for the parking of official vehicles of the Gibraltar Health Authority and ambulances and no person shall wait or park any vehicle in such area without the permission of the General Manager of the Gibraltar Health Authority. Parking space for official Prison vehicles. 12.     NOISE MAPPING AND PUBLIC CONSULTATION UNDER THE EUROPEAN NOISE DIRECTIVE (END) The European Council Directive relating to the assessment and management of environmental noise is intended to provide a common approach across the European Union to avoid, prevent and reduce, on a prioritised basis, the harmful effects of exposure to environmental noise from transportation and industrial sources. This Directive commonly known as the European Noise Directive (END) was transposed into local law by the Environmental (Assessment and Management of Noise) Regulations 2006. It is a requirement of the Directive for Member States to produce strategic noise maps for the following:- 1) Agglomerations with more than 250000 inhabitants. 2) Major roads with more than 3000000 vehicle passages a year. 3) Major railways with more than 60000 train passages per year; and 4) Major airports with more than 50000 movements per year. Locally the Directive only applies to noise from major roads, and therefore this consultation is specifically on noise from major roads. Traffic flow studies have identified that seven major roads namely, Queensway, Winston Churchill Avenue, Devils Tower Road, Line Wall Road, Europa Road, Glacis Road and Rosia Road each exceed 3000000 vehicles passage a year. Strategic noise maps for these roads have already been produced. These give details of the daytime and nighttime noise levels along these roads. These maps are used to assess the number of people potentially annoyed and sleep disturbed and form the basis for the preparation of an Action Plan to manage noise issues from traffic on these roads. What are noise maps? Noise maps are maps designed for the assessment of noise exposure in a given area or for overall predications of noise for such an area.

    8th April 2016 1 EXECUTIVE SUMMARY The Gibraltar Heritage Trust, in collaboration with The Environmental Safety Group and Gibraltar Ornithological and Natural History Society, is proposing a new Planning Scheme to address the preservation of Gibraltar’s iconic Views and Vistas – our Scenic Heritage. Attention is drawn to the need for a holistic Landscape Management Plan which would necessitate a professionally conducted character assessment of the whole landscape of Gibraltar, with resultant mapping and geolocation of areas of scenic heritage (see reference to Geospatial Information Systems – GIS within document). Statements of significance would be allocated to each designated zone and/or monument. The Views and Vistas to be preserved would be designated and operated via the planning process. A working model is outlined, citing the ‘St. Paul’s Heights’ policy in force in the City of London since 1938; the principles of which have been widely adopted in other metropolitan areas within the United Kingdom. Similar models are in use in other developed countries. A case study of the Moorish Castle is presented using the cited model, by way of illustration and example, together with relevant photographic evidence given at Appendix A.     The Extra street information: Gibraltar’s Tuckey’s Lane: It obtained its name from an 18th century property owner who owned a building in the corner of Main Street. In Spanish it is known as ‘Callejon del Jarro’ meaning beer mug on account of there being a wine merchant in that street. College Lane: In the 18th century this lane was known as ‘Jenkins’ Lane’, after the Naval Victualler who had his house here, and was renamed College in the 19th century because there was a school here. It was called ‘Callejon de Risso’ in Spanish. Giro’s Passage: In Spanish times it was known as ‘Callejuela de Zurita’. of Gibraltar’s Street Names New Passage: Used to be known as ‘Calle Peligro’ as it was notorious History for its brothels until they were closed down by Sir Horace Smith- Find out about the urban streetscape Dorrien in 1922. I truly believe that making these important changes to the way we move around the Rock are the future if we want to safeguard the environment, encourage a healthier lifestyle and enjoy the benefits of greater traffic flow. Work in this area started some time ago when Gibraltar introduced the free bus service to encourage users to leave their own vehicles at home, thereby decongesting our roads and reducing the effects of pollution. I am happy to see there has been a steady increase in users of this service. We will continue this work with the imminent introduction of Redibikes, our bicycle hire scheme, giving users another option of sustainable transport that provides added health benefits. The Government is determined to reduce the impact of transport operations on the environment. With this in mind, we will move towards procuring more electric and hybrid vehicles for Government departments, where possible.
