GOVERNMENT NOTIFICATIONS. H 1573/36 General Clerical Examination, October, 1936. Date of Examination. 1. A competitive examination for candidates wishing to enter the General Clerical Service will he held in Colombo, Kandy, Galle, and Jaffna, on October 24, 1936. Places for Competition. 2. The number of places in Class II. assigned,ff)r general competition will be notified later. It is expected that there will be about 30 places. Appointments in."Class III. will be offered, as vacancies occur, to those who are not selected for Class II., but who are sefefeted for admission to Class III. The names of successful candidates will be published in the Government Gazette, and they will be given appointments as suitable vacancies occur. Applications. 3. Applications for admission to the examination must be addressed to the Director of Education on forms which may be obtained from his office up to August 10, 1936. 4. Applications must reach the Director*bf Education not later than 2 P.M. on August 17, 1936. Any applications received after that hour will be rejected. 5. The Director of Education will return those applications which are approved to the candidates concerned. Such applications will constitute the candidates' tickets of admission to the examination. Candi­ dates presenting themselves for examination must produce to the officer appointed to supervise the examination their forms of application approved by the Director of Education. A candidate not producing such form will be refused admittance to the examination.

Eligibility. 6. The examination will be confined to British subjects whose families are permanently resident in Ceylon. 7. Candidates other than those eligible under regulation 10 must furnish proof when forwarding their applications that they have previously passed at least— (a) The Cambridge Senior or the London Matriculation or the Senior School Certificate (English) Examination ; or (b) The Pinal Examination for the Commercial Certificate of the Ceylon Technical College : or (c) The Cambridge Junior or the Junior School Certificate (English), Examination and either Examination of either (i.) the Higher Commercial Certificate Examination of the London Chamber of Commerce, or (ii.) the Commercial Certificate Examination of the London Chamber of Commerce. Their applications must also boar a duly cancelled stamp of Rs. 10. 8. (i.) A certificate of the registration of the candidate's birth showing him to be not less than IS nor more than 22 years of age on August 1, 1936, and a certificate of good character signed by a responsible person, to the satisfaction of the Director of Education, must be attached to the form of application. (ii.) Certificates of birth issued for the purposes of the Code for Assisted Schools will not be accepted for this examination. (iii.) Affidavits will in no circumstances be accepted as substitutes for birth certificates. (iv.) In the case of candidates who submit certificates of registration in the register of past births, the certificates will only be accepted after consideration of the evidence by which the dates of birth were established. If the name appearing in the birth register differs, either by alteration or addition, from the name by which a candidate is known, (a) the parent or guardian, in the case of a candidate under the age of 21 years, should, before obtaining a certificate, apply to the Registrar-General or his Assistant for such alteration in the manner set forth in section 21 of Ordinance No. 1 of 1895, and (6) in the case of a candidate over the age of 21 years, he should produce evidence to the satisfaction of tiie Director of Education that the certificate of birth forwarded applies to him. (v.) If the candidate has been educated at a Government or Assisted School, a certificate must be from the Principal of the last Government or Assisted School which he has attended ; otherwise it may be from the candidate's teacher or schoolmaster by preference, or a member of the Public Service, a Justice of the Peace, Minister of Religion, Advocate, Proctor, or Notary, or, generally speaking, some person whose name is known and to whom reference can be readily made. 9. Clerks who are paid directly from " Personal Emoluments " Votes in the Government Estimates (other than members of the Customs, Postal, Survey, Harbour Engineer's, or Railway Departments, Draughts­ men and Stenographers), if within the age prescribed in these regulations wiii be admitted without fee, but they must have passed the examination or examinations prescribed by Regulation 7 above. 10. Clerks in Class III. of the General Clerical Service and clerks selected for appointment to Class III. of the General Clerical Service on the results of a General Clerical Service Examination and subsequently appointed to semi-Government Dejiartments by arrangement with the Deputy Chief Secretary, are eligible for examination irrespective of age and without fee, although they may not have passed the examination or examinations prescribed by regulation 7 above, provided they have completed three years' service before the date of the examination and provided their service has been throughout satisfactory. Their applications (in the same form) for admission to the examination must be forwarded to the Director of Education through the Heads of their Departments. 11. Clerks of the description given in Regulation 10 who fail to secure places in Class If. in the general competition will be allowed to compete amongst themselves for seven out of every thirty of the appointments offered for competition.

Withdrawals and Refunds. 12. (a) If a candidate is rejected owing to his not satisfying the conditions for admission to the exami­ nation a refund will be made of 3/5 the value of stamps affixed to his entry. (b) (i.) Except in cases referred to in Regulation 12 (a) no refund will be made, but if notice of a candi­ date's withdrawal is received in the Education Office, Colombo, by October 10, 1936, a voucher will be issued. This voucher will entitle the candidate to enter once more for the same examination, without fee, provided that the examination is held within a year and that the Regulations are complied with in other respects. (ii.) Candidates who withdraw on account of illness will receive vouchers as in (i.) provided the notice of withdrawal is received in the Education Office, Colombo, before the examination commences, and is accom­ panied by the approved application form and a medical certificate from a qualified Medical Officer. Leave to Government Officers to attend Examination. 13. Heads of Departments are required to grant to officers of their Departments, whose applications have been returned to them annrnveapproved by the Director of Education, leave to present themselves at the examination. Subjects. 14. The subjects for examination are as follows :— (1) English Language and Composition. Marks. A one and half hour paper which will include an essay, a precis and questions to test the correct use of the English Language .. 150 (2) General Paper. A two hour paper in three sections as follows :— (a) 20 minutes. A test of accuracy with figures including Tots and^l additions of various kinds .. .. '' L 150 (b) 50 minutes. A test of general intelligence .. .. [ (c) 50 minutes. A test of general and local knowledge .. J (3) Viva Voce Test ...... 75 15. The examination is held in two parts. The written examination is first held and oh the results of it candidates are selected competitively to attend the Viva Voce. The number to be called for the Viva Voce examination will be fixed by the Deputy Chief Secretary in consultation with the Director of Education. In all written papers marks will be deducted for bad writing and mistakes in spelling. Candidates whose writing is illegible are liable to be disqualified. The Viva Voce examination will be held in Colombo. Medical Examination. 16. REGULATION made by the Governor by virtue of the powers vested in him by section 27 of the Game Protection Ordinance, 1909, and by Article 93 of the Ceylon (State Council) Order in Council, 1931.

REGULATION.

The regulations published in the Gazette of December 17, 1909, as amended by the regulations in the Gazette of November 10, 1922, are hereby further amended in that part thereof which relates to the Northern Province, by the deletion of regulations 3, 4, 5, and 6 and the substitution of the following new regulations 3, 4, 5, 6, 7, and 8 :—

3. (1) Within the limits of the Jaffna Lagoon and Islands, as defined in regulation 2, no person shall— (a) construct any new kandy or permanent kraal ; or (b) use any net of any type or design which has not been used within those limits at any time before the 1st day of January, 1936. Provided, however, that where the Government Agent is satisfied that any new type or design of net is likely to benefit the fishing industry he may by a written permit authorize the use of that type or design of net subject to such terms and conditions as may be specified by him in the permit. (2) Within the aforesaid limits, no person shall use any net of the type known as Silavalai.

4. (1) Within the aforesaid limits, no person shall use any net of the type known as Srakuvalai, which is not in accordance with the standard design set out hereunder or the meshes of which are less than one-half of an inch square.

Provided, however, that any Srakuvalai which does not conform to the requirements of this regulation may, if it is in actual use at the time these regulations come into force, continue to be used until the 31st day of December, 1937.

(2) Within the aforesaid limits—

(i.) all Srakuvalai shall be raised before noon on any.Saturday and shall not be refixed before noon on the Sunday following; , * (ii.) no person shall fix a Srakuvalai on any one spot for more than seven days at a time ; (hi.) no Srakuvalai shall be fixed on any spot which is more than 4 feet deep at low tide ; (iv.) no Srakuvalai shall be so fixed as to cause any obstruction in any of the following small channels in the Jaffna Lagoon :—

(a) Akalakattai, to the west of Kalmunai Government bungalow, (6) Erumailataimunai-aru between Mantivu and Kalmunai shore, (o) Kokkuppalli-aru between Mantivu and Mannitalai, (d) Mugantan-aru to the north of Mantivu.

5. (1) Within that part of the Jaffna Lagoon which lies between the Pannai-Mandaitivu ferry route on the west, and on the east a straight line from the most easterly point of Arialai to the point of Kavutharimunai, no Srakuvalai shall be used after the 15th day of March, 1937, which has not been registered in the manner hereinafter set out : Provided that for the purposes of this regulation there shall not be registered more than one Srakuvalai belonging to the members, other than married children, of any one family forming one household. (2) (i.) For the purposes of the registration of any Srakuvalai which is in use at the time these regulations come into force or which is to be used in the year 1937, in the aforesaid part of the Jaffna Lagoon, information as to the full name and address of the owner or each of the owners of such Srakuvalai shall be furnished in writing to the Government Agent on or before the 31st day of January, 1937. (ii.) Copies of the preliminary register prepared on the basis of the information so furnished, will, in order to facilitate inspection, be sent by the Government Agent on or before the 15th day of February, 1937, to the Parish priest of St. James', Karaiyur, and the Parish priest of Passaiyur, and any person interested may, within the fourteen days next following that date, forward in writing to the Government Agent any claim or objection that he may have to urge for or against the inclusion or omission of any specified Srakuvalai. (iii.) The decision of the Government Agent on any claim or objection so forwarded, shall be final and conclusive for all the purposes of this regulation and the final register shall be certified by the Government Agent on or before the 15th day of March, 1937, and the registered number of each Srakuvalai communicated to the owner or owners thereof as early as may be after that date. (iv.) It shall not be necessary to renew the registration of any Srakuvalai registered in accordance with this regulation. (v.) For the purposes of the registration of any new Srakuvalai which is to be used in the aforesaid part of the Jaffna Lagoon in any year subsequent to the year 1937, the foregoing pa2'agraphs (i.), (ii.), and (iii.) shall have effect as if the corresponding date in that year had been substituted for the date in the year 1937 specified therein. (3) Within the seven days next following the date on which the registered number of a Srakuvalai is communicated to the owner or owners thereof, there shall be affixed to that Srakuvalai by the owner or owners, on that part of it which is known as the lengthwise paddivalai, a block of wood not less than 2 inches square having the registered number carved or painted on it legibly, and the block of wood shall be renewed thereafter as often as may be necessary or the number thereon repainted so as to be at all times clear and legible.

6. Within that part of the Jaffna Lagoon which is bounded —

on the west by a line drawn from the point on the shore of the Anaicoddai village known as Iraddapanaiady-in a direction 195° true bearing for a distance of 4,750 feet up to the stake or post defining this limit ; on the north by the shore between the west and east boundaries ; on the east by a line drawn from the southern-most point of Pannai madam in a direction 215° true bearing for a distance of 1,000 feet up to the stake or post defining this limit, and on the south by a straight line joining the southern extremities of the west and east boundaries no person shall use the fishing contrivance known as Parambu or any other contrivance or type of net which has to be dragged along the bed of the lagoon. 7. No fence, ridge, kandy, or similar fishing appliance shall be erected or maintained in the Vadamaradchi Lagoon— (a) within 25 feet of the centre of the lagoon or within 100 feet of any culvert, or (6) within 100 feet of any natural salt-producing area which may be defined from time to time and indicated by the Government Agent by notice published in the Gazette and exhibited on the spot. 8. No stakes or sticks to which fishing nets may be attached, shall be, or be allowed to remain, fixed across the mouth of the Tondamannar-aru except between the hours of 6 P.M. of one day and 6 A.M. of the day following. Minutes of Proceedings of a General Meeting of the Municipal Council of Galle, held at the Municipal Office on Saturday, June 20, 1936, at 9 a.m., pursuant to notice dated June 15, 1936. Present:—Mr. C. Harrison-Jones, Chairman ; Mr. J. E. Perera ; Dr. H. E. Ekanayaka ; Mr. F. Magdon Ismail; Mr. Thomas Amarasuriya ; Mr. E. M. Karunaratna ; Mr. A. C. Mohammedo ; Mr. W. Dahanayaka ; Mr. A. I. H. A. Wahab ; Mi'. A. Kahaduwa ; and Mr. G. Ross Bell. 1. The Minutes of the Meeting held on May 23, 1936, a copy thereof having been furnished to each Member, were taken as read and confirmed. 2. Three petitions were presented, one each by Messrs. E. M. Karunaratna, W. Dahanayaka, and A. I. H. A. Wahab. 3. Pursuant to notice, Mr. W. Dahanayaka asked the following questions :—(1) (a) How many cases of tuberculosis and how many deaths from it have been reported in each of the months, January to May, this year ? (6) How many of these patients have gone to an Anti-Tuberculosis Institute ? (c) Has the Medical Officer of Health visited each case and given the necessary instructions ? (d) 'What, in brief, are the instructions he gives ? (e) Will the Chairman please get these instructions printed and distributed ? (2) (a) What precautionary steps has this Council taken to minimize the dangers of electrocution since the last fatality eight months ago ? (6) Will the Chairman please take immediate steps to see that instructions on how to act in cases of electrocution are displayed in prominent centres of the town 1 (3) (a) How much did the Qalle Police Band cost the Council last year, and how much will it cost tbi|fe year ? The Chairman replied as follows :—(1) (a) to (e) Owing to the absence of the Medical Officer of Health on sick leave I have not been able to obtain the necessary information. These questions will, therefore, be answered at the next meeting. (2) (a) A thorough overhauling of the overhead mains system has already been started, and is still being carried out. In addition to this, a large number of trees which were found to be overhanging the mains, have been out down, (b) Cards containing printed instructions for the treatment for electric shock are at present affixed to the walls of the transformer kiosks in the town. Action is being taken to have similar cards posted up on all the Municipal notice boards. (3) (a) Rs. 1,200 last year, and Rs. 960 this year, (b) Sixty-four performances were given last year and forty-eight will be given this year, (c) The Superintendent of Police has informed me that the reduced payment has made it impossible for him to continue the moonlight performances, which have accordingly ceased from January 1, 1936. (d) No, but I think it was understood that the reduced grant would naturally result in a reduction of the number of performances, (e) In view of the Superintendent's reply, and as a sum of Rs. 960 only has been voted for the current year, I do not see the necessity for submitting the matter to the Council for re-consideration. The question, however, will be considered agaMlf along with the Budget for 1937. 4. Pursuant to notice, Mr. Thomas Amarasuriya asked the following questions :—(1) Will the Chairman be pleased to state the total amount of assessment rates collected from Ward No. 5 during the last 10 years ? (2) How much has been spent on improvements to this ward during the period in question ? (3) What are the major improvements effected to the said ward during this period ? (4) Will the Chairman be pleased to state on whose valuations the present assessments are based ? (5) When were these valuations made ? (6) Is the Chairman aware that these valuations are irregular now ? (7) Will the Chairman consider the desirability of obtaining the services of the Government Assessor to revise these assessments ? The Chairman replied as follows :—(1) It is not possible to give an accurate answer to this question owing to the extension of the Police limits in 1932 and the re-division of the wards in 1933. But the total approximate amount of assessment rates collected during the last 10 years within the area now known as Ward No. 5 is Rs. 60,000. (2) Approxi­ mately Rs. 117,000 within the area now known as Ward No. 5. (3) A statement giving the information required is tabled. (4) On the valuations of Capt. E. G.Eastman, formerly Municipal Assessor, Colombo, and later Government Assessor. (5) In 1923, 1924, and 1925. (6) This question is not understood. (7) This matter is on the Agenda for consideration to-day. With regard to the reply to question No. 6 Mr. Amarasuriya explained that by " irregular " he meant " not up-to-date." The Chairman stated that in that case the answer to the question would be in the affirmative. 5. The Chairman moved that a supplementary grant of Rs. 320 be made to the Galle Child Welfare Association for the purpose of providing the new Child Welfare Clinic with electric lights and water service.—Carried unanimously. 6. Pursuant to notice, Mr. W. Dahanayaka moved :—(1) That a Special Committee of this Council be appointed to inquire into and report on the infant and maternal mortality in Galle, and that this Committee be empowered to co-opt into it any members of the public as are likely to be of assistance in its deliberations. Mr. J. E. Perera seconded. The Chairman said he did not think the second part of the motion was in order in view of the provisions of section 93 of Ordinance No. 6 of 1910. The mover, therefore, with the permission of Council, amended the motion by deleting therefrom the words " and that this Committee be empowered to co-opt into it any members of the public as are likely to be of assistance in its deliberations," on the understanding that interested members of the public would be invited to be present at the deliberations of the Special Committee. The motion, as amended, was then put to the meeting and carried unanimously.

The Chairman moved Council into Committee to consider the personnel of the Special Committee.

Council in Committee :—• Council in Committee recommended that the Special Committee do consist of the Chairman, Dr. H. E. Ekanayaka, and Messrs. J. E. Perera, W. Dahanayaka, and A. I. H. A. Wahab, with the Chairman as convener and three members to form a quorum. Council resumed, and the Chairman moved that the above recommendation of the Council in Committee be adop ted.-—Carried. (2) This Council do take steps to provide itself with a fitting Town Hall. Mr. E. M. Karunaratna seconded the motion which was supported also by Messrs. J. E. Perera, A. I. H. A. Wahab, P. Magdon Ismail, Thomas Amarasuriya, and G. Ross Bell. After the Chairman had expressed his views on the matter the motion was put to the meeting and carried unanimously. It was further resolved, after consideration in Committee, that the matter be referred in the first instance to the Standing Committees on Municipal Works and Finance and Assessment for consideration and report. (3) In view of the fact that the Police Band costs the Council Rs. 960 a year for one performance a week, the Works Committee do consider the feasibility of substituting for it a wireless set with amplifiers to be owned and maintained by the Council. Mr. A. I. H. A. Wahab seconded.—Carried unanimously. 7. Considered the question of obtaining the services of the Government Valuer for the purpose of revising the present assessments:—The Chairman moved that the services of the Government Valuer be obtained in the course of next year for the purpose of revising the present assessments for adoption in 1938.—Carried. 8. Considered the question of erecting a Traffic Control Box at Kaluwella Junction.—Resolved that a Traffic Control Box be erected at the Kaluwella Junction and that in accordance with the estimate submitted by the Municipal Engineer, a supplemental vote of Rs. 370 be sanctioned for the purpose. 9. To sanction the payment of a sum of Rs. 135 (at the rate of Rs. 7- 50 per working day) to Dr. M. Z. Markar jor acting for the Medical Officer of Health during the latter's absence on sick leave from June 1 to 21.—Sanctioned. 10. The Chairman's Administration Report for the year 1935 :—Mr. J. E. Perera moved that, in terms of section 102 of Ordinance No. 6 of 1910, the Chairman's Administration Report for the year 1935 be submitted to His Excellency the Governor. Mr. Thomas Amarasuriya seconded.—Carried. 11. The following extracts from the Minutes of the Standing Committees were laid before the Council :—

(a) Extracts from the Minutes of the Standing Committee- on Municipal Works of May 30, 1936. (2) Considered applications for water service to the following premises :—(a) 162, Fowl street.—Recommended that the application be allowed for one tap ; (6) 44, Lighthouse street.—Recommended that the application be allowed for one tap ; (c) 91A, Dewatta.—Recommended that the application be allowed for one tap ; (d) 38A, Richmond Hill road.—Recommended that the application be refused ; (e) 46, Elliott road.—Recommended that the application be allowed for one tap. (3) Considered tenders for enlarging the present bus stand at Havelock place.—Recommended the acceptance of the tender of E. D. P. de Silva for Rs. 1,847-50. (6) Considered an estimate of Rs. 260 for repairs and improvements to a portion of the Kaluwella Vegetable Market in order to make it suitable for a branch establishment of the Commissioner for the Development of Agricultural M .rketing.—Recommended that the estimate be passed and that a supplemental vote be sanctioned for the purpose.

(2) Considered the question of leasing a portion of the Kaluwella Vegetable Market to the Commissioner for the Development of Agricultural Marketing for a branch' establishment in Galle.—Recommended the lease of three stalls at a nominal rental of Re. 1 per mensem. (4) Application from Mr. A. Wickremasinghe, Draughtsman, Works Department, to be placed on an incrementa scale of salary.—Recommended that he be placed on'the following scale of salary, viz., Rs. 660—60—960 and that his first increment be paid to him with effect from July 1, 1936. (5) To recommend a supplemental vote of Rs. 1,500 for the purchase of an up-to-date Meter Testing Equipment for the Electricity Department.—Recommended.' (7) Considered the question of increasing the length of overhead service main presently allowed free in the case of new consumers.—Recommended that the length of over-head service main allowed free be increased to 60 feet with effect from July 1,1936, and that a supplemental vote of Rs. 750 be sanctioned for the purpose. (8) To recommend a supplemental vote of Rs. 1,000 under Electricity Head 18, Contingencies.—Recommended.

Resolution.

Resolved that the above recommendations of the Standing Committee be adopted.

(c) Extracts from the Minutes of the Four Standing Committees of June 6, 1936.

(2) Considered the following extract from the Minutes of the Standing Committees on Finance and Assessment and Law and General Subjects of March 7, 1936 :— " Considered the present rates levied in the town under section 115 of Ordinance No. 6 of 1910, with a view to deciding on a correct method of rating from 1937.—Recommended (1) that with effect from the beginning of 1937 a uniform rate of 11 j per cent, be levied throughout the town, (2) that an additional rate of 6 per cent, be levied within the water served area, (3) that suitable street lights be provided in those areas which are at present not lit with electricity." Recommended (1) that Government be requested to amend section 115 of Ordinance No. 6 of 1910, so as to empower the Galle Municipal Council to levy within the area lit with electricity a lighting rate (which it has hitherto been collecting) which should not exceed 5 per cent. ; (2) that if and when the necessary legislation is passed enabling the Council to recover a water rate as well as a lighting rate, the following rates be levied :—(a) A uniform assessment rate of 7 per cent, throughout the town, (6) a water rate of 6 per cent, within the water served area, and (c) a lighting rate of 4| per cent, within the area lit with, electricity ; (3) that the boundaries of the two areas provided with water service and electric lights respectively be defined and determined in due course by resolution of the Council. (3) To approve the following rates of payment to the rat trapping labourers with effect from July 1, 1936.—Fifty cents each per working day and five cents extra for each rat trapped above the minimum number of 150 per month.— Recommended that the proposed new rates of payment be approved with effect from July 1, 1936. (4) To consider Mr. Dahanayaka's motion of March 14, 1936, viz. :—" In view of the fact that Galle is a distributing centre for rice and the Central Government derives considerable revenue from this source, this Council requests the Central Government to bear half the cost of constructing rat-proof granaries in Galle."—Recommended that the site of the Public Hall, coal shed, and cart shed be selected for the purpose of erecting approximately 42 grain stores.

Resolution.

With regard to item No. 4 the Chairman moved that the recommendation of the Four Standing Committees be adopted. Mr. A. C. Mohammedo seconded. Mr. Thomas Amarasuriya moved as an amendment that the selection of a site for the purpose of constructing rat-proof granaries be deferred pending the report of a Town Planning Expert. Mr. W. Dahanayaka seconded, and Messrs. J. E. Perera and E. M. Karunaratna supported the amendment. Mr. A. Kahaduwa opposed the amendment and supported the recommendation of the Four Standing Committees. Mr. F. Magdon Ismail also opposed the amendment, but suggested that consideration of the matter be deferred till the next meeting. The amendment was first put to the meeting and declared lost, five voting for and six against. Mr. Thomas Amarasuriya called for a division which resulted as follows :— For.—Messrs. Thomas Amarasuriya, E. M. Karunaratna, J. E. Perera, W. Dahanayaka, and A. I. H. A. Wahab, Against.—The Chairman, Dr. H. E. Ekanayaka, and Messrs. F. Magdon Ismail, A. C. Mohammedo. A. Kahaduwa, and G. Ross Bell.

Mr. F. Magdon Ismail then moved as a further amendment, that the recommendation of the Four Standing Committees be deferred for consideration at the next meeting. Mr. J. E. Perera seconded.—Carried by 6 votes to 3. The recommendations of the Four Standing Committees with regard to the remaining items were adopted. 12. To fix a date for the next General Meeting of the Council.—Agreed that the next General Meeting of the Council be held on Saturday, July 11, 1936, at 9 A.M. 13.
