The public session of the Property Management Committee meeting was held at 4:34 p.m. in Room 200 at the Aurora Education Centre on Tuesday, October 22, 2019 with the following trustee members present: C. At this time, staff provided updates on information requested by trustees at the September 17, 2019 Property Management Committee meeting.

Staff advised committee members;

• the Active School Travel presentation was shared electronically with trustees, • the list of pilot schools for cooling centres has been shared electronically with trustees, • that the principals of the twelve pilot schools have been contacted, • the designs for the cooling centres have been completed and four out of twelve have proceeded to tender, and • there has been frequent communication with school staff regarding smoking and vaping on Board property.

NON-ROUTINE BOARD REPORTS

Draft Victoria Glen Secondary Plan Application PLAN 19 129512, City of Markham

Manager, Property and System Operations G. Luk provided information regarding the requirement for an elementary school site within the Draft Victoria Glen Secondary Plan, Application Plan 19 129512 in the City of Markham, as outlined in the Board report.

Staff provided clarification regarding the use of draft plan conditions for school sites.

2) That the school site be located as shown in Appendix C; Victoria Glen Demonstration Plan, City of Markham, subject to final site configuration.

3) That the Director of Planning for the City of Markham be advised of this action.

Proposed Development Application ZA/SU 18 181743-002, City of Markham (REVISED)

Manager, Property and System Operations G. Luk provided information regarding the requirement for a partial site within the revised proposed development application ZA/SU 18 181743-002, Berczy Glen Development in the City of Markham, as outlined in the Board Report.

Staff clarified that on January 22, 2019, the Property Management Committee received a report regarding four development applications within the Berczy Glen community. At that time, the York Region District School Board approved the requirement for one elementary school site, one partial elementary school site and one partial secondary schools site within the community. The municipality has since amended the development application which results in the Board requiring an additional partial secondary school site.

INFORMATION ITEMS

Construction Projects: New Elementary and Secondary Schools and Additions to Schools

Senior Manager, Plant Services J. Stoangi highlighted information contained in the Construction Projects Report.

The committee was informed that Viola Desmond Public School in Vaughan opened on October 22, 2019. Staff shared their experience with the school opening and thanked all of the members of the school community who made it possible for the school to be open for student learning.

Proposed Minor Boundary Changes for 2020

Manager, Student Accommodation T. Sprayson provided an overview of the process of changing school boundaries. She also shared minor boundary changes for 2020.

Action Note: The communication process regarding boundary changes will be reviewed. Item Action A copy of the Proposed Minor Boundary Changes for 2020 presentation will be provided to Item trustees.

Property Management Committee Agenda Setting: Overview

Superintendent of Education, School and System Operations T. Dungey highlighted the importance of engaging trustees in the identification of agenda items for Property Management Committee meetings.

To support this process, Senior Manager, Planning and Property Development Services D. Adams provided an overview of items that typically form a Property Management Committee agenda including those which are cyclical, emergent and learning and/or updates about ongoing system initiatives.

At the November 19, 2019 Property Management Committee meeting trustees will be engaged in a process to identify agenda items for meetings in the 2020 Committee year.

Purpose

The purpose of this report is to request approval of the comments that are to be submitted to the City of Vaughan concerning the Board’s requirement for school sites within the proposed development application.

Background

At the November 20, 2018 Property Management Committee, staff brought forward a report to Trustees on the original submission of the subject development application

within the Vaughan Metropolitan Centre with approximately 1,800 residential units. Since that time, the applicant has submitted a revised application with an increase to the number of condominium apartment units.

The planning for the Vaughan Metropolitan Centre (VMC) Secondary Plan area began in 2008 and incorporated into the City of Vaughan’s 2010 Official Plan. The VMC Secondary Plan was adopted by Vaughan Council in September 2010 and is partially approved by the Municipal Board through a series of decisions in 2015, 2016 and 2017. The VMC envisioned a complete community of approximately 23,000 residents units at build- out with 12,000 residential units built by 2031. The Board has designated two elementary school sites to serve future development from this area.

Board staff recently met with the City’s planning staff who advised that an update to the VMC secondary plan will likely occur in 2020 as the phasing of residential development in the VMC has greatly exceeded the original targets. Approximately 4,000 residential units are built and an additional 16,000 units are in various stages of approval or construction, which is 164% of the original 2031 target.

The subject application is within the VMC Secondary Plan.

At the elementary panel, the proposed application is located within the Glen Shields Public School Boundary and currently holding at Blue Willow Public School. Blue Willow Public School is a Junior Kindergarten to Grade 8 school with a capacity of 685 and an enrolment of 640 as of October 31, 2019. Future Attendance Area

The Board has designated two elementary school sites to serve the VMC Secondary Plan. Students will be held in existing schools until there is a student threshold and funding from the Ministry to proceed with a new school.

Secondary

At the secondary panel, the proposed application is located within the Vaughan Secondary School boundary and currently holding at Woodbridge . has a capacity of 756 and two portables on-site bringing the effective capacity to 802, and an enrolment of 514.50 FTE as of October 31, 2019.

Due to the number of future residential units, proximity to Woodbridge College and the lack of space at Maple High School, VMC was designated to hold at Woodbridge College.

Background

The City of Richmond Hill adopted the and Bernard Avenue Key Development Area (Yonge and Bernard KDA) Secondary Plan in November 2017 and since then it has been appealed to the Ontario Municipal Board.

It is envisioned that over time, the four quadrants of the Yonge and Bernard KDA Secondary Plan will be transformed into the third most intensely developed area in Richmond Hill after the Richmond Hill Centre and Yonge and 16th KDA. It is anticipated that this area will evolve into a highly connected, mixed-use urban destination centre, which is pedestrian-oriented and supported by regional transit. At build-out, the area will accommodate approximately 3,000 – 4,700 residential units.

The subject application is within the Yonge and Bernard KDA.

At the elementary panel, the proposed application is located within the Silver Pines Public School Boundary. Silver Pines Public School is a Junior Kindergarten to Grade 8 school with a capacity of 753 and an enrolment of 553 as of October 31, 2019.

Secondary

At the secondary panel, the proposed application is located within the Richmond Hill High School boundary and currently holding at Alexander Mackenzie High School. Richmond Hill High School is currently over capacity and a holding area has been implemented directing all future secondary students from the Yonge and Bernard KDA to Alexander Mackenzie High School. Alexander Mackenzie High School has a capacity of 1,333 and an enrolment of 1,355.00 FTE as of October 31, 2019.

Purpose

The Elementary and Secondary School Projection, Enrolment and Ministry Class Size Compliance report provides information on the elementary and secondary projections, enrolment and class size for the 2019-2020 school year.

Background

Projection and Enrolment:

The York Region District School Board continued to experience elementary and secondary enrolment growth for the 2019-2020 school year. This year the percentage of secondary growth was below the previous two years. The growth in elementary was comparable to the significant growth in 2018-2019. Staff continue to analyze the factors contributing to growth.

Ministry Class Size:

Elementary

The Ministry of Education mandates that each school board files a “Class Size” report that meets specific criteria, calculated after the first day of school and before September 30.

This year, the compliance date was September 24, 2019. Ninety per cent of the Primary classes are to be organized at 20:1, Kindergarten is to maintain an average of 26 or less and Junior/Intermediate classes must be at an average of 24.50.

Secondary

New for October 2019, the Ministry of Education required each school board file a “Preliminary Average Class Size” report by November 15, 2019 if OnSIS reporting in the secondary panel will not be completed by November 15.

Rationale

The system staffing team, supervisory officers and school administrators utilize historical trends, housing development updates and student pre-registration information to prepare school class organizations, student timetables and staff allocation in schools. These are adjusted in the fall in response to enrolment fluctuations across the system.

Enrolment is analysed in three different ways: Budget to Budget, Actual to Actual and Budget to Actual. The chart below represents Budget to Actual for October 31, 2019.

Elementary Enrolment

Budget to Budget: The 2019-2020 elementary school budgeted enrolment for October 31, 2019 was set at a two per cent increase when compared to the 2018-2019 projection. Regional enrolment data as of October 31, 2019 indicated that across the system, after accounting for the normal fluctuations of enrolment during the first two months of school, the October enrolment came in above the projection.

Actual to Actual: Regional enrolment data as of October 31, 2019 indicated an approximate 1.63 per cent increase in elementary enrolment growth when compared to the October 2018 enrolment, which is an increase of 1,405 students over the October 31, 2018 enrolment. Analysis will continue throughout the year on enrolment fluctuations and trends. Across the system, elementary enrolment will continue to grow throughout the school year.

Budget to Actual: Schools were staffed accordingly and within the budget allocated for staffing purposes. The enrolment of 86,254 FTE was used to set the budget and actual enrolment was 87,404.50 FTE which equates to 1,150.50 more students. Additional teachers were hired to ensure class size regulations were met.

Secondary Enrolment

Budget to Budget: The 2019-2020 secondary school budgeted enrolment for October 31, 2019 was set at a 2.71 per cent increase when compared to the 2018-2019 projection. Regional enrolment data as of October 31, 2019 indicated that across the system, after accounting for the normal fluctuations of enrolment during the first two months of school, the October enrolment came in below the projection.

Actual to Actual: Regional enrolment data as of October 31, 2019 indicated an approximate 0.35 per cent increase in secondary enrolment growth when compared to the October 2018 enrolment.

Budget to Actual: Staffing was allocated within the 2019-2020 budgeted allotment for secondary schools, taking into account Ministry calculations for attrition. The enrolment used to budget staffing was 41,132 FTE and actual enrolment was 40,921.89 FTE which equates to 210.11 fewer students than budgeted. In schools where enrolment is declining, staffing is monitored and redistributed to schools with increased enrolment as required. An analysis of school schedules will continue to address Semester Two

efficiencies with the goal of aligning staff allocation to enrolment estimates for February 1, 2020.

Ministry Class Size Compliance:

Elementary

Enrolment for elementary schools fluctuates during late August and early September. On September 24, the York Region District School Board’s elementary enrolment for class size compliance was 87,087 which was over the October 31, 2019 projection by 833 students. Additional teachers were hired to ensure class size regulations were met.

A successful Class Size compliance report was filed with the Ministry with a kindergarten average class size of 25.62, 90.2 per cent of primary classes at 20 students or less, 100 per cent of primary classes at 23 or less and a Junior/Intermediate (J/I) class size average of 24.50 (Appendix A).

As a requirement under Ontario Regulation 132/12, Class Size, a copy of the compliance report is to be shared with elementary school council chairs (Appendix B).

The system staffing team, supervisory officers and school administrators are committed to keeping the number of school reorganizations and overflow needs to a minimum while at the same time meeting Ministry class size and J/I class size average mandates for the 2019-2020 school year. Enrolment continues to fluctuate in some schools and class size will be monitored. Students will continue to be accommodated within the existing school organizations while remaining compliance with the Collective Agreement.

Secondary

The collection of a Preliminary Average Class Size as of October 31, 2019 for our secondary schools was required by the Ministry of Education and was submitted by the due date of November 15, 2019 (Appendix C).

The components that make up the process to distribute staff and monitor the size of each class is all about equity, inclusivity, well-being, mental health, building collaborative relationships and empowering leadership. The System Staffing Team, as part of Education and Community Services, works with Superintendents, administrators, Student Services, Curriculum, Finance and Planning Services to ensure the most appropriate level of funded staffing is allocated where needed by applying an equitable and critical lens in assessing relative and current data. Staffing practices are aligned with the priorities in the Multi-Year Strategic Plan and the goals in the Director’s Action Plan in relationship with the equitable distribution of school and staff resources to continually support student success.

Purpose

The Secondary Schools Closed to Transfers for 2020-2021 report identifies secondary schools to be closed to transfers for 2020-2021 school year. Closing a school to transfers ensures that students within the school attendance area can be accommodated within their community school.

Background

Historically in November, Secondary Schools Closed to Transfers are identified for the upcoming school year. This timing supports students in determining which secondary schools are open to the transfer process for the 2020-2021 school year.

Each year staff review system accommodation needs and determine available space in secondary schools. Balancing accommodation needs over time to ensure that students can be accommodated within their community school attendance area is a priority. Additionally, those accepted into courses and programs from outside the home school attendance area need to be accommodated without displacing or limiting opportunity for students who reside locally. Typically, schools that have an accommodation utilization over 115 percent are reviewed to determine if they should be closed to transfers for the upcoming school year. In certain circumstances exceptions are made when reviewing elementary feeder information, long-term projections and portable requirements.

Rationale

For the 2020-21 school year, there are no changes to the secondary schools ‘closed’ or ‘open’ to new transfer requests from the 2019-20 school year. In order to assist schools in their planning and students in their course selection and pathways choices, the following is provided which outlines the secondary schools ‘closed’ or ‘open’ to new transfer requests for the 2020-21 school year, categorized under one of the following headings:

B. Schools Open to New Transfer Requests

A. The following schools will not be accepting new student transfer requests for the 2020-2021 school year:
