Between 2010 and 2013, the stakeholders of the Upper Sacramento, McCloud, and Lower Pit River watersheds worked together to develop an Integrated Regional Water Management (IRWM) Plan. This planning effort was funded by the California Department of Water Resources (DWR) through the Proposition 84 Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006 through a grant awarded to The River Exchange (REX). Additional funding support for meeting participation stipends was provided through a grant to REX from the Rose Foundation. The IRWM Plan was subsequently updated by REX in 2018 to comply with California Department of Resource 2016 IRWM Grant Program Guidelines with funding provided by DWR in the form of a Proposition 1 IRWM Planning Grant.
The success of this plan belongs to all of the participants over the past five years who have made this process fruitful. The relationships developed through the planning process will benefit our region for years to come. Thank you to all regional participants, for the time invested and the expertise provided into this planning process. Those organizations and individuals identified below are listed as of their status on September 30, 2018; stakeholders acknowledge and hope that the status of many entities will change and that membership will grow in the future. IRWM Plan Process Design & Facilitation Team: Forsgren Associates The 2013 Integrated Regional Water Management Plan was prepared by Forsgren Associates, Inc. The Plan was prepared for the stakeholders in accordance with the California Department of Water Resources’ November 2012 IRWM Planning Guidelines and per the instructions and preferences of the stakeholder group.
Burdick & Co. Meeting facilitation for the majority of the 2012-2013 planning process was provided by Katie Burdick and Elizabeth Betancourt through Burdick & Co. In 2018, Burdick & Co led the plan update team in revising the Plan to bring it into compliance with 2016 IRWM Grant Program Guidelines.
Center for Collaborative Policy Initial facilitation for the first two regional planning meetings (in 2011) was provided by the Center for Collaborative Policy.
The River Exchange The Integrated Regional Water Management planning process for the Upper Sacramento, McCloud, and Lower Pit River (USR) region was conducted through a grant secured and administered by The River Exchange, a 501(c)(3) non-profit organization located in Dunsmuir, California. www.riverexchange.org
