Film Independent, Chicago Filmmakers, Kindling Group, Kirby Dick, Jeffrey Kusama-Hinte, J S Mayank, David Novack, Laurence Thrush IN RE: Docket No. RM 2011-07 RESPONSE TO PROPOSED CLASS 7D We, the undersigned organizations and individuals, write in support of the Comment of International Documentary Association, Kartemquin Educational Films, Inc., National Alliance for Media, Arts, and Culture, and Independent Film Project, petitioning for an exemption to the DMCA’s anti-circumvention measures for DVD, Blu-Ray, and digitally transmitted video for the purpose of documentary and fictional filmmaking (“Proposed Class 7D”).1 The undersigned organizations work to support and defend filmmakers nationwide through educational outreach, financial support, and advocacy. Through seminars, written resources, workshops, festivals, grants, and other means, we support filmmakers at every stage of the filmmaking process. The undersigned individuals are award-winning filmmakers with decades of experience who have spent their careers contributing to American culture and journalism through film and who deeply understand the increasing value of filmmaking to our civic discourse, educational system, and American society as a whole. As filmmakers and filmmaker organizations, we know that the doctrine of fair use is integral to the filmmaking process. Without it we could not tell our stories, comment on society and culture, or illustrate our themes and arguments effectively. We write in support of Proposed Class 7D because we are concerned that the DMCA is prohibiting access to source material we depend on in order to make fair use. The Librarian of Congress must renew the 2010 exemption for DVDs for documentary filmmaking in order to prevent substantial harm to our ability to make fair use. -

RESOLUTION TO SUPPORT THE CHEECH MARIN CENTER FOR CHICANO ART, CULTURE, AND INDUSTRY WHEREAS, LULAC is our Nation’s oldest, largest, and most respected Hispanic/Latino civil rights organization, established in 1929. Our mission is to seek the advancement of Hispanic Americans in the areas of education, employment, and civil rights; and WHEREAS, for over 50 years, the Riverside Art Museum (RAM) has been the place in Inland Southern California where families and friends come to be engaged and inspired by visual art; and WHEREAS, RAM is a steward of the art and stories of the community via its Permanent Collection, and builds public value through its mission driven work; and WHEREAS, the Chicano Art Movement represents the establishment of a unique artistic identity by Mexican Americans in the United States and Chicanos who have used art to express their cultural values, both as protest and for aesthetic value; and WHEREAS, the art has evolved over time to not only illustrate current struggles and social issues, but also to continue to inform Chicano youth and unify around their culture and histories. The collection consists almost entirely of manuscripts, some in many drafts, others fragmentary, the bulk of which date from the mid-1930s, when Siqueiros traveled to Los Angeles, New York, Buenos Aires, and Montevideo, returning intermittently to Mexico City. A significant portion of the papers concerns Siqueiros's public disputes with Diego Rivera; there are manifestos against Rivera, eye-witness accounts of their public debate, and newspaper coverage of the controversy. There is also material regarding the murals América Tropical, Mexico Actual and Ejercicio Plastico, including one drawing and a few photographs. Journal of American Studies of Turkey 20 (2004) : 17-27 Southern California Artists Challenge America Paul Von Blum After the terrorist attacks of September 11, 2001, America experienced an outpouring of international sympathy. Political leaders and millions of people throughout the world expressed heartfelt grief for the great loss of life in the wake of the unspeakable horror at the World Trade Center, the Pentagon, and in Pennsylvania. Four years later, America has had its world standing and moral credibility substantially reduced. In striking contrast to the immediate aftermath of 9/11, it faces profound isolation and disrespect throughout the world. The increasingly protracted war in Iraq has been the major catalyst for massive international disapproval. Moreover, the arrogance of the George W. Bush administration in world affairs has alienated many of America’s traditional allies and has precipitated widespread global demonstrations against its policies and priorities. Domestically, the Bush presidency has galvanized enormous opposition and has divided the nation more deeply than any time since the height of the equally unpopular war in Vietnam. Dissent against President Bush and his retrograde socio-economic agenda has become a powerful force in contemporary American life. Among the most prominent of those commenting upon American policies have been members of the artistic community. Musicians, writers, filmmakers, actors, dancers, visual artists, and other artists continue a long-held practice of using their creative talents to call dramatic attention to the enormous gap between American ideals of freedom, justice, equality, and peace and American realities of racism, sexism, and international aggression. In 2004, for example, Michael Moore’s film “Fahrenheit 9/11,” which is highly critical of President Bush, has attracted large audiences in the United States and abroad. -

In recent years, the shocking murders of unarmed African-Americans at the hands of police have horrified people throughout the nation and the world. The killings of Michael Brown in Ferguson, Mo., Eric Garner in New York City, Tamir Rice in Cleveland, Laquan McDonald in Chicago, Oscar Grant in Oakland, Calif., Walter Scott in North Charleston, S.C., and many others reveal the horrific pattern of police brutality and misconduct in the United States. The mysterious deaths of Freddie Gray in Baltimore after a rough ride in a police van and Sandra Bland’s so-called suicide in a Texas jailhouse only underscore the dangers that people of color have faced from police authorities for centuries. Most of these atrocities are well known because of extensive media coverage. Still, the public 1/4 should be reminded of the deeper historical roots of these tragic events in order to place them into a coherent yet disconcerting context. In that vein, two venerable Los Angeles public arts organizations have collaborated to present one of the most powerful and effective political art exhibitions in recent years. The Center for the Study of Political Graphics has organized an exhibit drawn from its massive collection of political posters, the most recent of 30 years of distinguished poster exhibitions on multiple themes (see Truthdig’s accompanyingphoto essay with posters from the exhibit.) THE VISUAL ARTS OF LINDA VALLEJO: Indigenous Spirituality, Indigenist Sensibility, and Emplacement Karen Mary Davalos Analyzing nearly forty years of art by Linda Vallejo, this article argues that her indigenist sensibility and indigenous spirituality create the aesthetics of disruption and continuity. In turn this entwined aesthetics generates emplacement, a praxis that resists or remedies the injuries of colonialism, patriarchy, and other systems of oppression that displace and disavow indigenous, Mexican, and Chicana/o populations in the Americas. Her visual art fits squarely within the trajectory of Chicana feminist decolonial practice, particularly in its empowerment of indigenous communities, Mexicans, and Chicana/os in the hemisphere. Key Words: Emplacement, hemispheric studies, aesthetic practice, spiritual mestizaje, decolonial imaginary, indigenous epistemology. Born in Los Angeles and raised by three generations of Mexican- heritage women, Linda Vallejo creates an oeuvre that is easy to understand as feminist and indigenist. Ancestral women, including three great-grandmothers, grandmothers, her mother, and several great aunts, were the artist’s first sources of feminist and indigenous knowledge. Vallejo describes one great- grandmother as “una indígena” because she was short, had dark skin, and wore trenzas and huaraches; she was also very strong, even fierce, having worked in the fields as she migrated north (Vallejo 2013).1 The appellation indicates the way in which Vallejo understands knowledge and subjectivity as emerging from material conditions, social forces, and affect, rather than biology. Vallejo is also a world traveler. Because of her father’s military service, she visited “all the major museums of Europe, many of them as a very young girl” (Vallejo 2013).
