‘GARNISH’ Garnish means to attach a debt. Thus the court may order that the maintenance monies due by a father be attached to his salary- that is, that it be deducted directly from his salary to the court for the child.

‘HOMICIDE’ Homicide is where one human being kills another.

‘ILLEGAL’ An act is illegal when it is one which the law directly forbids.

‘JURY’ A number of persons sworn to deliver a verdict upon evidence delivered to them touching an issue. Jurors in a criminal case are called upon to decide the guilt or innocence of an accused person. Jurors in an Inquest are called upon to determine who the Deceased was and by what manner the Deceased came upon his/her death.

‘KIDNAPPING’ The forcible abduction or stealing away of a human being.

‘LAW’ A rule of action to which men are obliged to make their conduct conformable. It is enforced by some sort of sanction. Thus, for example, the Law commands that drivers of motor vehicles must wear a seat belt while driving; failure to do so will attract a sanction or penalty of a fine imposed by the court.

‘MALICE’ A formed design of doing mischief to another. Thus he did the deed with ‘malice aforethought’ means that he planned the mischief and then did the deed.

‘NOLLE PROSEQUI’ To be unwilling to prosecute. Thus the Director of Public Prosecutions may legally nolle prosequi a case and withdraw the case against the accused person. This happens, for example, when there is not much ‘weight of evidence’ against the accused person.

‘OATH’ An appeal to God to witness the truth of a statement. A witness in court may give evidence after swearing on the Bible to speak the truth. This type of testimony is called ‘sworn testimony’. The witness has a right not to take the Oath on, for example, religious grounds. He will, in place of an oath, be allowed to affirm. An affirmation is a promise to speak the truth.

Travis Dowlin axed for Barbados Test

West Indies have dropped opening batsman Travis Dowlin and replaced him with Barbados opener Dale Richards in the squad for the third Test against South Africa at the Kensington Oval from June 26 to 30. Fast bowler was also not in the list of 13 because of a side strain. He has returned to Trinidad to continue rehabilitation.

The selectors retained Dowlin for the second Test after the opener had failed in the first - he scored only 4 and 1 in West Indies’ 163-run defeat. Dowlin did not impress in the high- Dale Richards has another opportunity to secure a place in the Test squad scoring draw in St. Kitts either and fell for 10 in West Indies’ only innings of 546.

The vicissitudes of the year are distinguished by two seasons- the dry season and the wet season. To the former the French have assigned the name of Carême-Lent being the principal period that marks its duration; and to the latter, for a similar reason, that of Hivernage, which corresponds with our hurricane months. Carême embraces the months of February, March and April and Hivernage those of July, August, September and October. But it must not be supposed that the dry or wet seasons only extend to those months. Indeed, drought and rain are not confined to any particular period of the year, and three months of incessant “pouring” are as likely to be succeeded by three months of uninterrupted drought, as that any other atmospheric contingency should occur.

The months of May and June act as precursors to the hurricane months, which they usher in with gradual manifestations of humidity and heat. The English compute this season from the 1st August to the 1st November and the French from the 15th July to the 15th October. A more correct computation than either is said to be that which fixes its duration between the full moon of July and the full moon of October.

St. Lucia was laid waste by six hurricanes, the most remarkable of which occurred on the 10th October 1780, 21st October 1817 and 11th August 1831. The hurricane of 1780 was probably the most destructive that has ever been experienced in this hemisphere. The most remarkable occurrence of the 1817 hurricane, as regards to loss of life, was the death of Major-General Seymour, who was buried in the ruins of Government House.
