Chapter 1 Reaching for a New Deal: Ambitious Governance, Economic Meltdown, and Polarized Politics Theda Skocpol and Lawrence R. Jacobs “The NEW New Deal—What Barack Obama can learn from F.D.R.—and what Democrats need to do” was the feature story in the Time magazine of November 24, 2008, which hit the newsstands soon after the historic 2008 elections. The striking cover portrayed a grinning Obama wearing a fe- dora and riding in an open car, a cigarette in a long silver holder jutting from his lips. The image nicely suggested that the newly elected president might be able to propel a shift in U.S. governance and politics comparable to that of Franklin Delano Roosevelt’s first New Deal in the 1930s. Put another way, it seemed that the Obama administration, working with Democrats in control of both chambers of Congress, might be able to fash- ion public programs and tax measures to mitigate and reverse trends to- ward greater social inequality that have marked American society in re- cent decades—and to do so in a way that could build majority support and electoral momentum for the future (Beinart 2008). Not just Time mag- azine writers, but many pundits reacting to the 2008 election as well, spec- ulated that Obama’s presidency could be pivotal in the same way as FDR and Ronald Reagan before him, shifting the role of government in U.S. life. By two years after Obama took the oath of office, the jaunty image was long gone—even though the record of accomplishments was impressive. -

[0022-0094(199907)34:3;337–364;008936] Patrick Renshaw Was there a Keynesian Economy in the USA between 1933 and 1945? The history of capitalist democracies like the USA between 1945 and 1975 was by and large a story of economic prosperity, full employment and steadily rising living standards. By contrast, the two decades between 1919 and 1939 had seen great economic instability. Nightmare inflation, collapsing banks, agrarian and industrial devastation, and mass unemployment brought fear and falling standards of living to millions. At different times and in different ways all the world’s major capitalist industrial nations — the USA, Britain, France, Germany — experienced high unemployment and at least one of these other problems. By the 1960s, however, the spectre of instability and chronic, mass unemployment which had haunted the capitalist system between the two world wars appeared to have been exorcized, and it became commonplace for economists and political commentators to ascribe this change to acceptance of what was somewhat loosely called ‘Keynesian economics’. This article examines the evolution of American economic policy between 1933 and 1945, concentrating on political events and discussing economists whose ideas influenced policy decisions. It argues that what could be called a ‘Keynesian approach’ to economic management had emerged by 1945, and that, because of the USA’s position as the powerhouse of world capitalism, this decisively shaped the postwar world economy. -

Weiss, College '09, History "A campaign promise is one thing, a signed pledge is quite another": A Political History of the 1994 Republican Revolution January 4, 1995, signaled a momentous change in American politics as Rep. Richard Gephardt (D-MO) handed the gavel of the House of Representatives to the newly elected Speaker of the House, Rep. Newt Gingrich (R-GA). For the first time in four decades, Republicans constituted a majority of the House. This research will examine the 1994 U.S. midterm elections, the so-called Republican Revolution, in which 54 seats changed hands. Was the Republican landslide truly a revolution? And, was it fundamentally a triumph of ideas or of partisan politics? To answer these questions, I will examine Republican strategy, the formulation of the “Contract with America,” the Democratic Party’s response, the Contract’s legislative implementation, and finally the stalling of the Revolution with the government shutdowns of 1995–1996.
