A. SURVEY OF ITS D~'VELO~

Congregation Or Hadash(New Light)* was follllded in Haifa in 1964 by Rabbi Robert L. Samuels, Cantor Maurice Scbellekes and a group of interested citizens.

Since its foundation Or Hada.sh ha.s gro~ to a current membership of 250 dues paying families.

Services are held f!Very Prida.y evenit;ig and Sba.bba.t morning in the small auditorium of Rothschild Cotmnmity Center, a rented hall whose 200 seat capacity is filled virtually every Shabbat evening. On tlie High Holy Days 1,000 people worship at a rented theatre. In a.ddi.tion to Sabbaths and Festivals, me.ey educa.tional and cultural programs continue to be regUlarly conducted.

Most important in the development of the congregation bas been the formation of its Youth Groups. P.ecognizing the fuhdamentl\l importance of assuring itself and the Progressive movement a viable future, the congregation, exploiting its close relationship with the Leo Ba.eek High School** began vith a group of 11th and 12th gra.ders five years ago. Most of the youth come from families ·1orhich had no previous connecti:on "'-i.th Progressive Juda.ism.

Since the inception of the first Youth Group for 11th and 12th graders, two addi'tional groups have been added for 9th and H:lth grade respectiv~ly . All three groups number some seventy-five students.

In addition, the congregation is pla.nning to open an eighth grade youth group this year (1973) a.nd the"" Israel ScoUt .Associ~tion has officially approached us for help in developing an entire framework of Scout Troops in Ha.if a based on Progressive Je~'ish ideology which would encompass fifth t.hrolJ8h tvelfth grades. This idea is a.t present being actively explored with realistic hope of its implementation 'Within the 1973- 1974 school y_ee.r.

Graduates of our youth groups n\l.Qibering some thirty young people currently serving in tJ.le Israel Defence Forces or going to various institutions of higher lee.ming in Haifa continue to hold services and meetings at -their O'\m initia.tive on every Sbabba.t that they are able to get home .

The foundations ha.ve been laid, and a vital nucleus has crystallized around Or Hada.sh congregation. '!'be urgent need nov is to broaden this base and builcl. upon it, spiritua.lly as well a.s materially.

B. THE POTPNTIAL :FOR :FROGRESSIVE JUDAISM IN HAIFA

The Jewish population of Ha.ifa numbers just. over 200,000*, or some forty to fi£ty thousand families. These divide approximately into 40% Israeli- born, 15% Edot Bamizra.ch and 45% Ashkenazim.

Of s;ynagogues, there a.re about 240 (at the ratio of ore Spbaradi to "tw .Asbkena.zi) all of them orthodox, except for tvol l>Joriah congregation (Conserva:tive, , and Or Ha.dash (Progressive) . These synagogues very in si?.e from 30 to over 500 seats. On the average, they a.re frequented the yea:r round by between 12, 000 and 15, 000 worshippers (on the High Holi~ this number is, of course , much luger}, i.ha.t is, rather less than 1o1- of Haifa' s adolescent e.nd adult populo.tion.

To educate Haifa' s Jewish children there are 315 schools, servicing some 45, 000 students from kindergarten through high school. Of these, 64 schools with 7 , 000 students (16.:, includiDg 6 Yeshi.vot with 363 students) are public or private religious schools of 811 levels, wherein the children receive orthodox: religious instruction. Then there is Leo Ba.eek Junior and Senior High SChool, rith some 1, 100 students. ill tba.t the remaining 38, 000 yoUJ;lgsters receive of Jewish education a.re the so-cal.lea f'Toda. ' rlh Yehudit11 classes ( ''Jevish Consciousness") in gra.de school, nnd little else.*;*

In other words , the Jewish cultural and religious heritl:.ge is defined in Haifa. (as elsewhere in Israel) by tne orthodox establishment. For the purpose of raising funds we have broken down the parts of the Synagogue as follows: (excluding such things as foundations, air-raid shelters, etc., which are considered to be unsaleabl 0 1 ) Entrance Hall - Mu:seum 11.300,000.- 2) Sanctuary 1,aoo,000.- 3) Pulpit 120,000.- 4) Rabbi. MAN POWER: It would seem to me that we should add a Rabbi to each of the existing viable Congregations of Beersheba, Nathan.ya, Upper Nazareth and Nahariya. We should also plan for the development of 2 Congregations a year for the next 10 years which including Rabbis would mean an addi­ tional. 24 Rabbis for this period of time.
