DISTRICT SHOPIAN

With the creation of eight new districts in J&K State, district Shopian came into existence administratively w.e.f April 2007. It has been carved out of erstwhile district . It is the smallest district of J&K State and is popularly known as Hill District. The district situates in the laps of foot-hills of Peer Panchal Range and most of its area is Hilly- terrain. The district derives its name from the town “SHOPIAN” about which “Frederic Drew”, while justifying the basis of its nomenclature, states that it is the distortion of word “ SHAH PAYAN” i.e, Royal Stay. Shopian has been an ancient town of , which among other factors in the past has historical importance, since it situates on the ancient imperial route commonly known as “”. In view of its location, trade and transit activities, Shopian was having one of the Wazarat Head- Quarters out of Six Wazarats of the time in Kashmir from 1872-1892 AD. Consequent upon the reduction in the administrative divisions of Kashmir three Wazarats including Shopian ceased to exit. The district, however, as investigated from its locals, derives its name from the Kashmiri word “SHINNEH –YEN” (Snow Defile) meaning an area which experiences heavy snowfall. Subsequently it lost its name and presently it is famous by the name “SHOPIAN”. As per census 2011, the district has a population of 266215 souls, consisting of 136480 males and 129735 females, with a sex ratio of 951 females per 1000 males as against sex ratio of 883 of J&K State. Main population of the district lives in its rural areas. Only 29924 souls live in Urban and 236291 in rural areas of the district. Population of the district is predominantly followed by and . The population comprises of various groups of diverse nature like Gujars, Bakerwals, Pustons, Dogarwals, Minels and predominantly . The district as per

census 2011 consists of 221 census villages out of which 03 are un-inhabited. These villages has been grouped into 07 Tehsils namely Shopian, Keller, Keegam, Barabugh (Imamsahib), , and Hermain, one Municipal Committee and 09 Community Development Blocks viz Shopian, Keller, Chitragam, Barabugh, Zainapora, Hermain, Kanjiullar, RAmnagri and . The geographical and revenue area of the district is 612.87 sq. Km and 312Sq.Km respectively (subject to further verification) and the administrative centre (Mini Secretariat) of the district situates at Arhama Shopian which is 03 Km far from town. The density of population for the district is 853 Per Sq-Km as against 124 per Sq-km at the state level. The district has two assembly constituencies viz Shopian and . The district is also known as Apple Bowl of J&K State, as the district is famous for Horticulture sector, particularly, for the production of apples, which is the main source of livelihood of the people. As the district is nestled in the laps of foot hills of Peer Panchal, it is as such called Hill District. Climatically the District remains under moderate cold throughout the year, except the peak season of summer (June- July). It has moderate climate in summer and severe cold in winter. The district has decades old road connectivity with its neighboring districts--- Pulwama and . The population of the district being of predominately Muslim Kashmiris speaks Kashmiri. Other languages of the district are Pahri, Gojjri, Dogri, Pastoo etc. There are important shrines and temples in the district like Khankah Pinjoora , Khankah Arhama , Khankah Shah-e-Hamdan (RHA) at Chowgam and Cripal mochan Temple at Nagbal. The district has a number of springs and streams, of which Hemal Nagrai and Dhobijan Spring are very famous.

I-Population

District Shopian is spread over an area of 612.87 Sq. kms. among which 312 Sq. Km is the revenue area. As per 2011 census, the district has 221 villages among which 03 villages are un- inhabited. The population of the district is 2, 66,215. During the decade 2001-2011,there has been a population growth rate of 25.85 in the district against 23.71of J&K State. Population is mostly in rural area and only 8.17% of it resides in town. As per 2011census Muslims account for 98.52% of population followed by Hindus1.17% and Sikhs 0.07%.Working force (main workers) accounts for 21% of population. The main occupation of the work force are cultivators, manufacturing, processing, other than house hold sectors. III-Agriculture

The major portion of cultivable land is under orchards but agriculture activity going side, is an important feature of district. Agriculture is of immense importance for providing food and livelihood for large portion of population directly or indirectly involved in this occupation. Much has been done to promote agriculture but much more is to be done to promote agriculture but much more is to be done to get potential yields from our agriculture lands. Principal crops grown in the district are fodder, rice, maize, pulses, vegetables, oil seeds and Potato. Besides plantation of willows, poplar’s and keeker is also small part of economy. In view of the geographical features and climatic stability, the district has tremendous scope of propagation of Medicinal plants. Major Centrally Sponsored Schemes: 1. Rashtriya Krishi Vikas Yojna (RKVY). 2. Sub- Mission on Agricultural Mechanization (SMAM). 3. Mission for Integrated Development of Horticulture (MIDH). 4. National Mission on Agricultural Extension and Technology (NMAET). 5. Agriculture Technology Management Agency (ATMA). 6. National Mission on Oil seeds and Oil Palm (NMOOP). 7. National Mission for Sustainable Agriculture (NMSA). 8. Pradhan Mantri Krishi Sinchayee Yojna (PMKSY).

Statistical data pertaining to different aspects of agriculture sector i.e. land holdings, land utilization, Area sown under different crops, fertilizer off-take improved seed distribution, machinery equipments distribution, plant protection machinery, achievements under different sponsored scheme etc. are given in this chapter.

IV-Horticulture The State of J&K is not just a tourist paradise but is home to some world famous varieties of fruit both fresh and dry. Horticulture has assumed great importance in the state and makes a handsome contribution to the state domestic product of the state. It is the fundamental strength of states economy with a yearly turnover of Rs. 1200 crores. In district Shopian, as most of the agricultural land has been converted into horticulture, it provides direct and indirect employment to majority of people. The apple of Shopian is famous in the world for its quality. Presently most of the orchard area is under traditional plantation which comes in bearing after 08 years. After a huge investment on traditional way of cultivation the farmers gains no returns during this period. Thus it becomes imperative to shift from traditional to modern type of fruit cultivation. The department of Horticulture in district Shopian has set a goal for shifting traditional plantation towards Imported High Density Plantation (HD Plantation) which when managed through scientific pattern can utilize the shrinking land by planting more trees i.e, more than 2000 plants/ Hect, thus exploiting land resource potential optimally.

The following schemes are presently in vogue for promotion of horticulture sector in the district which have shown best results for increasing/ enhancing the productivity of Horticulture crops for holistic development of the industry besides uplifting the economy of orchardist community. 1. Mission for Integrated Development of Horticulture (MIDH). 2. Pradhan Mantri Development Package (PMDP). 3. Pradhan Mantri Krishi Sinchayee Yojna (PMKSY). 4. Submission of Agriculture Machinery (SMAM). 5. State Plan Capex Budget. 6. Agriculture Technology Management Agency (ATMA). 7. Rashtriya Krishi Vikas Yojna (RKVY). V-Horticulture Planning & Marketing

The Department of Horticulture Planning & Marketing was established as separate department by the Government of and Kashmir in 1972 for the development of Agriculture/Horticulture Marketing System. Horticulture is main source of livelihood for the people of district Shopian and plays a significant role in the economy of the district. District Shopian is blessed with vast potential for growing all kinds of fruits. In view of the potential available fruit growing has become a major industry in the district Shopian which contributes largely to the state domestic products. The major fruits grown in the district are Apple, Cherry and Pear etc. Delicious Apple, Ambry and Nakh of the district are famous both in taste and appearance throughout the country. There is tremendous scope for expansion of fruit industry in the district Shopian. It will change the life style of all sections of the society as 95% of the population is directly or indirectly related in this industry. There is a well established fruit mandi at Arhama on a patch of land of 32 kanals which does not suffice the requirement of the district. Keeping in view this, Maga Modern Fruit and Vegetable Market has been inaugurated at Aglar Shirmal on which 50% of work has been completed.

VI-Floriculture Floriculture is the branch of agriculture concerning cultivation of flowering and ornamental plants for gardens and floristry. It includes cut flowers, cut greens, bedding plant, houseplants, flowering garden and pot plants etc. it is fast growing industry. Urbanization and rising living standards of the people has lead to steady increase in demand of flowers and flower products making floriculture as one of the most important commercial trades in agriculture. It has been found that commercial floriculture has higher potential per unit area than most of the field crops and is therefore a lucrative business.

VII-Irrigation

Irrigation is a crucial input for the development of agriculture in the district and the importa nce of irrigation statistics i n the mo dernization and revo lutionization of agriculture can hardly be under estimated. The main source of Irrigation in the district is through the network of canals. Other sources are also made use of to irrigate small area in the district. VIII-Flood Control

Department of Flood Control looks after different water bodies viz Rivers , Nallas of the state. Flood control division Anantnag wit h its one of the Sub -Division at Pulwama was previously looking after the juridisd iction of district Shopian. How ever in April 2012 another division has been created with its divisional office at which consists of four sub -divisions namely . Pulwama & Shopian. Among the mentioned four sub divisions Shopian has been created as a new one with its jurisdiction--- 1. Rambira Nallah ( head to Tail) 2. Vedji Nallah (Head to Tail) & 3. Flood Protection works on Tongri Nallah from village D.K. Pora to Zahidbagh (Litter).

IX-Animal Husbandry

District Shopian is hub of agricultural activities including horticulture and animal Husbandry. The District is also known for its quality apple production. Due abundance of fodder availability and huge open meadows and pastures, Animal Husbandry along with horticulture constitutes backbone of its economy. The tribal belt of district is exclusively dependent of cattle rearing. The district has handful population of Buffaloes, Ponies along with dominated number of cattle. The department of the animal husbandry Shopian was previously working under the control of Chief Animal Husbandry Pulwama, however with creation of the new district the department of animal husbandry Shopian was established independently with its district head as Chief Animal Husbandry Officer Shopian in 2007. During the year 2019-20 the department focused upon the below mentioned programmes: 1. Launch of FMD Control Programme. 2. Awearness Programmes regarding the prevention of the diseases attacking the live stock during the harsh weather conditions.

X-Sheep Husbandry

Sheep are raised all over the world and are very useful animals. Their thick, soft fleece wool is used for making clothes and blankets. Some sheep are raised for their meat. Valley Kashmir has been witness to great herds and flocks. Not only the local but the nomadic, gujjars and bakerwals moved and roamed joyfully and merrily with their herds and flocks. As this sector is the source of milk, milk products, red meat, manure, the sector is being arranged, managed, and improved on modern scientific and systematic lines. This chapter presents data on sheep population, meat and wool production, sheep farms, units, treatment etc.

XI-Forests

Forests are one of the most important components of the terrestrial environmental system and a complete resource base. They form an ecological system consisting of tree dominated vegetative cover. Forests have a multi dimensional role to play. They provide not only timber, f ire wood, pulpwood fodder and fiber grass and non wood forest produce and support industrial and commercial activitie s but also maintain the ecologica l balance and life support systems essential for food production, health and all round development of mankind. Forests have a direct bearing on environment as trees and vegetation are the basic requirements for a clean environment, healthy living and susta inable agricultural production. XII-Wildlife Protection

The Wildlife Protection department, Jammu & Kashmir Government, came into existence in the year 1978 to implement the Jammu and Kashmir Wildlife (Protection) Act, 1978 providing protection to the wildlife flora and fauna and management of Protected Areas in the state. The rare and endangered species found in the state include Kashmiri stag (Hangul), snow leopard, Tibetan antelope (chiru), Tibetan gazelle, , Musk deer, brown bear, black-necked crane and Western tragopan etc. The department is making all possible efforts for conservation and propagation of these species their habitat.

Hirpora Wildlife Sanctuary Hirpora Wildlife Sanctuary gets its name from the Village Hirpora, a small hamlet that lies on the northeastern out skirts of the protected area and forms its gateway. The sanctuary, spread over the undulating terrain of the Pir Panjal Mountains encompasses an area of around 341.25 sq. km. The

Sanctuary lies between 33 030’& 33 042’Noth Latitude and 74 033’& 74 43’ East Longitude, about 70km south of Srinagar city. It falls in the of the with the district Headquarter at a distance of 12 km. The nearest airport, Srinagar is 70km and the nearest railhead, Kakpora 40 km away.

The sanctuary came into existence through Government notification No. FST/WL/San/Hirpora/87 (SRO-153), dated 19th of March 1987. While framing the organizational set up of the department of Wildlife Protection, the Government of Jammu & Kashmir vide its order No 128-F.S.T of 1991 dated 13th of May 1991, again notified the establishment of Hirpora Wildlife Sanctuary. Later, the government through a notification issued under SRO 424, and endorsed under No. FST/WL/71/2007, dated 18th of December 2007, extended the area of the sanctuary to 341.25 sq. km. Hirpora Wildlife Sanctuary and the adjoining areas fall in the distributing range of the Markhor, Capra falconeri , a schedule I species & a member of the IUCN's Red Data Book. The distribution of Markhor in Jammu & Kashmir is restricted only to a few pockets namely Hirpora Wildlife Sanctuary which has a distinction of harboring major part of the remaining viable population of this rare species. The Department of Wildlife Protection has been actively implementing the recommendations of the “Species Recovery Programme for Markhor” in the sanctuary. The said project was formulated as per the recommendation of the Central Empowered Committee of the Hon’ble Supreme Court of to mitigate the effects due to the construction of the Mughal Road that passes through the sanctuary. The declaration of the eco sensitive zone shall help in creating a buffer around the sanctuary area and eventually lead in securing a suitable viable habitat for the last remnant population of Markhor.

XIII-Urban Development

The Municipal Committee Shopian was established in the year 1932 as Town Area Committee and converted in to Notified Area Committee in 1963. Latter on it was upgraded as Municipal Committee in the year 2003. The total existing population of the town is comprised upon 29924 souls. The committee has been divided into 17 wards. The town has its popularity for orchards of apples which is known as “Apple Town” of the valley. The Town has become great attractive due to historical Mughal Road for which it has tremendous load of tourists and Government has taken some major steps for development of the town by way of widening of roads and increasing the infrastructure of tourism to attract the people more and more. The Municipal Committee Shopian has played a vital role in the development of town by way of works, Sanitation, Electrification, etc. The sanitation standard of town is being upgraded day by day.

XIV- Rural Development

Rural areas and rural infrastructure are being developed to create not only modern amenities and durable assets but also to generate employment opportunities for driving the rural economy and checking rural migration. To realize these objectives MGNREGA has been launched and is under implementation for the last several years in the district. The scheme is contributing to the rural economy by generating person days and to rural infrastructure by crearing durable assests in the shape of rural connectivity, flood control/ protection, water conservation and water harvesting, minor irrigation, land development and renovation of traditional water resources. XV-Co-operative

Development is essentially a process of change from autonomous to organized optional change .The people trapped in illiteracy ,poverty and suffering from extremes of material and social deprivation tend to lose impulses of awareness and motivation and this deprivation makes them weak, isolated vulnerable and powerless. The Co-operatives play an important role in influencing these people towards social and economic changes and offers unlimited possibility of participation in economic insurgence. In terms of its size, operations and diversification, the achievements in co- operative sector since 1950-51 have been quite significant Co-operative movement in the state is responsible for inducing people to adopt new techniques in agriculture and allied fields. The efforts of the Co-operators have persuaded the farmers to use chemical fertilizers to increase their production levels thereby improve their living standards who were initially reluctant to the change from traditional farming practices to improved ones Co-operative banks and the co-operative credit societies have

served the farmers and enabled them to use better agriculture inputs for an optional production by providing them short ,medium and long term credit facilities Co-operative have also played an important role in the procurement of surplus produce with the farmers and thereby saved them from falling prey to the market forces . Similarly the consumer co-operatives have played a useful role in holding the price line and in providing the basic necessities to the people at reasonable rates .Year wise data on number of societies with membership, loans advanced ,amount overdue together with paid up share capital of central co- operative bank, credit societies are covered in this chapter.

XVI-Electricity Power holds a key to any developmental effort. It s an essential component for sustained economic growth and commensurate growth in power supply is required to ensure that economy keeps growing at 8-9 percent. The gradual increase in the industrialization and improvement in basic amenities culminating into quality of life. Jammu and Kashmir has immense potential for development of hydraulic powers. According to some estimates the state has a potential of 18000 Megawatts against which the installed capacity stands at just 537.76 megawatts which is about 3% of the harnessable potential and around 18% of the requirement at present. For the past four decades considerable work has been done in this behalf of course within the limitations imposed by the resource constraint. From a negligible base of 3 to 4 Megawatts in 1950-51, the installed capacity has risen to 537.76 Megawatts. Excluding a few diesel sets and the thermal unit the entire power is produced by the hydropower projects and Gas turbine. Most important projects are lower Jehlum with 105 Megawatts, Gas turbine Pampore with 175 Megawatts, Chinani with 23.30 megawatts, and Upper Sindh Kangan with 105.00 megawatts. Upper Sindh with 22.60 Megawatts and Kalakote(thermal) with 22.50 Megawatts. Power production in the state would get a boost when the central project of Salal is fully completed. Work is going on some other projects also. The important future projects are the Dulhusti Project and Baghliar Project etc. The chapter presents data on installed capacity electric infrastructure, generation, rural electrification, energy utilization, revenue realized etc. in the district.

XVII-Roads and Buildings

Connectivity, in the form of construction of roads, bridges, crossings, culverts and in todays parlance e- connectivity, is a cardinal and fundamental for the very survival of human race. Without connectivity there is no civilization, culture, language and evolution of new languages, assimilation of cultures, customs hearts and thoughts exchange of ideas and expertise, development of different and varied means of transport, movement of goods and services, development of agriculture, horticulture and industrial sectors, medical and educational facilities and vailing thereof and never the evolution and realization of a modern political state. Roads are mostly built in the district by the State Public works Department, though some road length is maintained by various state and central Departments. XX-Industries

The level of industrialization is the true indicator of the health of an economy and is rapidly ans systematically replacing agriculture sector. The industrialization is subject to suitable topographical conditions, availability of raw material, skill development, transfer and development of technologies and machineries. The state continues to be primarily an agriculture economy and only a nominal number of small and medium industries exist in J&K. However the efforts are being made to catch up with the industrialized state. XXI-Sericulture

Sericulture is an agro-based industry which is an important activity of rural population and is practiced as subsidiary occupation. The state of Jammu and Kashmir is famous for bivoltine silk and there is a huge scope in the state produce bivoltine silk to meet the requirement of bivoltine silk at national level. In the district Shopian Sericulture is practiced like other districts of the state since decades. At present about hundreds of families in district Shopian are directly associated with sericulture industry. The Sericulture Dev. Deptt. Shopian is engaged in propagating of exotic high leaf yielding Mulberry varities in different departmental nurseries of the district for distribution among farmers. Annually a large number of mulberry plants are distributed to the farmers in the district. The department also distributes high quality silkworm seed annually to the silkworm rearers on nominal charges. The silkworm seed is first incubated in departmental incubation cum chawki rearing centers and latter chawki reared worms are supplied to the silkworm rearers. The departmental staff as supervising the silkworm rearing in the field and providing technical guidance from distribution of worms up to the harvesting / drying of cocoons. The department also providing chemicals/

disinfectants like sanitech, vijetha, R.K.O, Bleaching powder, lime etc to silk rearers free of cost of diseases management. In addition to this there are number of centrally sponsored schemes under implementation in the state with the main objectives of improving/ upgrading silkworm rearing conditions and to make sufficient mulberry leaf available to the silk rearers for feeding to silkworms. The various schemes under implementation are as under: • Mulberry cluster plantation. • Support for Host development Mulberry plantation. • Scattered Mulberry Plantation. • Providing of rearing appliances (kits). • Assistance for “Construction of Rearing Sheds” in cluster form. • Providing of CGI sheets for construction / upgrading of rearing facilities.

• Introduction of Health Insurance Scheme for women farmers.

XXII-Handicraft The Kashmir Handicrafts Industry has a unique place in the world Handicrafts scenario. The industry has an important place in the economical development of Jammu and Kashmir State. The Handicrafts industry of J&K has a world -wide attraction for its designs , quality, crafts man ship and their functional utility presently in absence of large scale industrial set -up in J&K state. The industry is pollution free and pioneer industry of state. The industry is providing employment directly or indirectly to a large number of people of the state. In the overall export of our nation the crafts like carpet, crewel, shawal embroidery, wood -carving and paper-machie have played a significant role in earning the foreign exchange. The carpet industry of Kashmir has a speci al place in the international market. This may not be out of place to mention here that the carpet industry of Kashmir changed the economical condition of the state since 1965. District Shopian came into existence in April 2007 and the office of Assistant Director, Handicrafts Shopian started functioning from October 2007. As compared to other districts of state the number of training centers functioning in the District is very low. The training is being provided to female folk in the crafts like crewel em broidery, sozni embroidery, staple embroidery, chaichainn stitch and carpet weavi

XXIV-Labour

The Labour department is charged with the responsibilities of enforcement of Central Labour Laws and State Enactments for regulating the working conditions of the workers and their welfare in public/ private organized/ un -organized sectors. At the state level, the department i s headed by the Labour Commissioner with Deputy Labour Commissioner and Assistant Labour Commissioners are functioning as district heads of the department. Assistant Labour Commissioner has been appointed as the registering o fficers for Building and other Construction Workers. The said officer said also plays the role of Cess Collector. The schemes for the welfare of the workers are Educational Assistance Scheme, Marriage Assistance Scheme, Chronic Diseases Assistance, Death A ssistance etc.

XXVIII-Public Health Engineering

Supply of portable drinking water is one of the basic programmes of our development plans. Public Health department is entrusted with the responsibility of providing safe drinking water facility to all the human settlements, b y taping the available water resources and treating the same through filtrations and chemical through a network of pipes. The chapter deals with the number of connections, tube wells, coverage of habitations, filtration plants, water testing lab etc. Safe drinking water supply is being provided to villages on priority basis and the programme stands identified as a priority item of development. The details of villages given water supplies and number of installations in the district are given in this chapter.

XXIX-Social Welfare

The Department of Social Welfare came into existence in the state of Jammu and Kashmir in the year 1960. The department plays an important role in addressing problems of weaker sections of the society, like women in Distress, Old Aged Persons, Physically Challenged People, Schedule Caste, other Backward classes and Economically weaker sections. It provides direct benefit to the target groups through Scholarships, Hostel facilities, Re- imbursement of examination fee etc. The District Social Welfare Office, Shopian has been established in March 2007 and became fully functional from April, 2008 The Schemes run by department are as under: 1. Integrated Social Security Scheme (ISSS):- Under this scheme following categories of persons are being provided financial assistance by the department.

a. Women in Distress (WID) monthly pension @ Rs. 1000/pm. b. Old Age Pension (OAP) monthly pension @ Rs. 1000/pm. c. Physically Challenged Persons (PCP) monthly pension @ Rs. 400/pm.

2. National Social Assistance Programme (NSAP):- This programme has the following components.

a. Indra Gandhi National Old Age Pension Scheme (IGNOAPS) @ Rs. 1000/pm b. Indra Gandhi National Widow Pension Scheme (IGNWPS) @ Rs. 1000/pm. c. Indra Gandhi National Disability Pension Scheme (IGNDPS) @ Rs. 1000/pm. 3. National Family Benefit Scheme (NFBS): Under this scheme the department of Social Welfare provides onetime cash assistance of Rs. 20,000/- to the next kith and kin of the BPL family having lost their sole bread earner.

4. Contribution Social Security Scheme (CSSS): This scheme is meant for poor marginal workers above age of 18 years with maximum income of Rs. 75,000 per annum. The beneficiary contributes Rs. 200/- per quarter while as govt/department contributes Rs. 300/- per quarter in the beneficiaries account. The term of the scheme is 05/10 years depending upon the choice of beneficiary at the expiry of which the beneficiary can withdraw the whole amount (his share+ Govt contribution alongwith the intrest or re invest the same. 5. Minority Scholarship: a. Post-Matric Scholarship to minority students. b. Pre-Matric Scholarship to minority students.

6. OBC Scholarship: a. Post- Matric Scholarship to OBC students. b. Phari Speaking Scholarship. c. Pre-Matric OBC. d. Pre-Matric Scholarship to PCP students. 7. Rehabilitation of Militancy Victims (RMV): Under this scheme militancy affected families are being rehabilitated by providing monthly financial assistance under various schemes. a. Widow Pension @ Rs. 1000/pm. b. Old Age @ Rs. 1000/pm. c. Physically Handicapped @ Rs. 1000/pm. 8. National Foundation for Communal Harmony (NFCH): Financial assistance is being paid to school going students affected by militancy related violence up to the age group of 25 years. 9. Without Discrimination (WOD): under this scheme the monthly assistance of Rs. 750/pm is being provided to the school going or orphans whose parents/ parent were militants and got killed. 10. AASRA: Under this scheme those persons who are landless/ below poverty level (BPL) are being covered.

11. Markazi Falai Itfal (MFI): The Department of Social Welafre is running a Bal Ashram (MFI) at Pinjoora, Shopian having an intake capacity of 55 intimates. These intimates should be school going destitute/orphans who have nobody to support are being provided free boarding/ lodging and other facilities upto 10 th standard. 12. Social Welfare Centres: Ladies in the age group 18 to 45 years are being imparted training under various trades through social welfare centres run by the department to earn their livelihood.At present there are two social welfare centres functioning in the district. The number of trainees in each social welfare centres is 25 who are being provided with monthly stipend of Rs. 100 per month per trainee for the period of 11 months. 13. Cottage Industries Centre: Similarly like SWC’s professional training is being provided to the youth in the trades of carpentry and leather work through the cottage industries centres run by the department. At present in district Shopian there is one CIC in village Keller Shopian where trainees are being trained. 14. State Marriage Assistance Scheme (SMAS): State Marriage Assistance Scheme for poor girls is a social assistance scheme meant for those unmarried identified girls of the state living below poverty line who may not find themselves in a position to marry due to financial constraints.

XXXI-Fisheries

The maximum portion of district Shopian being hilly with excellent cold water sources in the form of cold water streams like Hirpora stream, Rambiara Nallah, Romshi stream, Tongri stream etc. with a network of tributaries and stream lets all over which provides a tremendous scope for the development of Fisheries and to boast the sport fisheries for accelerating the tourism activities in the district. The upper reaches of Rambiara Nallah has been already developed as “Hirpora Rainbow Trout Stream” which is considered one of the best trout stream in Kashmir valley for providing excellent result to the Anglers from all over the world. The Tongri and Romshi streams have been developed recently by way of stocking Brown Trout Seed procured from Dachigam Srinagar which will soon came up with excellent results too. The management of natural water bodies of the district including yearly stocking, round the clock watch and ward etc. is being carried out by the department of fisheries. In addition, the district is bestowed with large numbers of perennial springs having crystal clear water which also provides a tremendous scope for the development of cold water Fisheries in govt. sector. The achievements under this sector are as under: 1. Trout Rearing/ Sale Farm Aliyalpora. 2. Trout Rearing/ Sale Farm Zainpora. 3. XXXIV-Technical Education

In order to cope up with the challenges of handling technologies, materials and methods Govt. decided to establish one Polytechnic College in each district of J & K state to provide human resources having appropriate knowledge, professional skill and attitude. The establishment of new polytechnic in district Shopian is the outcome of above decision. The construction of the building at Chanchaward Shopian is under process. The institution has been started with the first admission in June 2012 in rented accommodation till the concerned agency shall handover the permanent institution building. The temporary campus for polytechnic Shopian is currently in Allyalpora Court Road which is less 0.5 Km from Bus Stand Shopian. In addition to Govt. Polytechnic College, Industrial Training Institute has been functioning since a long time in the district.

XXXV-Food, Civil Supplies & Consumer Affairs

The department of Food, Civil Supplies and C onsumer Affairs in every nook and corner of the state. Currently food grains are received by the state from the , for distribution of ration to the families of Above Poverty Line (APL), Below Poverty Line (BPL) and beneficiaries under AAY and Anpurna s chemes at affordable and subsidized rates. The department also plays an actiactivvee role in managing the supplies of other essential commodities and also keeping check on market prices. The department has also established the consumer redressal agencies to protect the rights of the consumers. These agencies have proved to be fruitful institutions for redressing the grievances of the consumers. The state and district consumer counsils have also been established under the consumer protection Act 1 987 to promote and protect the rights of the consumers. The department also has legal metrology wing responsible to bring uniformity in respect of weights and measures in trade and commerce and regulate sale o f go ods in package form. The office rs of legal metrology wing are authorized to institute complaints in the consumer fora on behalf of aggrieved consumers.

XXXVI-Youth Services and Sports

District Youth Services and Sports Shopian is one of the district Headquarters of the Department of Youth Services and Sports J&K, which was established with a view to promote the sports activities of the district at grass root level. Students hailing from various schools of the district participate in the sports competitions in different games & events, like Cricket, Volley ball, Kabaddi, Kho-Kho, Hand ball, Foot ball, Basket Ball, Athletics and so on, in the Inter School competitions organized by the concerned ZPEO’s in their respective Zones. The players selected from inter school tournaments then represent their respective zones by participating in the Inter-zonal tournaments, which are organized at the district, headquarter. The students competing in the Inter-zonal tournaments are being selected by the District Youth Services and Sports Office on the basis of their performances, who are later provided by a coaching facility in order to polish their talent and make them ready to represent the District and State in various Divisional and State level competitions, which are organized by the Directorate of Youth Services and Sports J&K. The Youth Services and Sports Office Shopian is also dealing with the development of school playfields and also distribute different games item to the schools of the district. Every year the office is developing a number of school playfields, thereby making all efforts for the overall development of the students of the district by providing such facilities. Fortunately the department was succeeded to get it with a new re-organizational setup along with the expansion and accordingly 04 Zonal Physical Education Offices were established in the district. 189 Statistical Handbook District Shopian 2019-20

Decentralized planning is in vogue in the state for several years now. The district plan has been claiming a respectable share in the total plans of the s tate.
