Application of Chinese Government Auditing Scholarship of Nanjing Audit University (Pilot Edition) Application of Chinese Government Auditing Scholarship of Nanjing Audit University (Pilot Edition) Chinese Government Auditing Scholarship of Nanjing Audit University is a full scholarship co-offered by the National Audit Office of China (CNAO), the Ministry of Education (MOE), the Jiangsu Provincial Government and Nanjing Audit University (NAU) according to the education exchange agreements between China and relevant governments, institutions, universities, and international organizations. The scholarship is mainly aimed at helping officials from SAIs of the developing countries in Asia, Africa, Latin America and the Pacific region to obtain master degree of auditing from NAU. By doing this, we are trying to contribute to the capacity building of related SAIs and promote and enhance exchanges and cooperation in the field of auditing among SAIs. China National Audit Office is responsible for the recruitment of students, and NAU for the teaching and administration affairs. I. Programme, sources of scholarship, the scholarship time-limit 1. Programme: Master Programme of Government Auditing 2. Name of scholarship The Scholarship is named as Chinese Government Auditing Scholarship. It is co-offered by the Chinese government to fully cover students’ tuition fees, accommodation, the cost of international travelling, medical insurances, living expenses and so on. 3 Duration of study: 2 years 4 The scholarship duration: 2 years II. Eligibility Applicants should be from the SAIs of countries on the aid recipient countries 1 list by the Ministry of Commerce, and meet the following requirements: 1. Applicants must be non-Chinese citizens and be in good health; 2. Applicant must obtain the recommendation from the head of SAI of his/her home country; 3. The applicant must get the approval from the Foreign Affairs Department of his/her home country; 4. Applicants for master program must have bachelor’s degree or certificate of university education and be under the age of 35. III. How and when to apply Applicants need to apply to China National Audit Office. The scanned copy of the requested application documents should be submitted to the CNAO at [email protected] (an automatic response will be sent to indicate your application has been duly received, and please resend the application in case of failure to receive such automatic response) before 30 July 2016 for 2016 programme and between 1st January and 31 March for 2017 and future programme. IV. Values of Scholarship Students admitted to study on the master programme of government auditing, being considering eligible, should obtain full scholarship, covering: 1. The tuition fee, registration fee, fee for basic learning materials and accommodation fee for dormitory on campus; 2. The cost for one round trip international airfare during the 2 years; 3. Fee for Comprehensive Medical Insurance and Protection Scheme for International Students in China; 4. Monthly allowance is granted to the students through Nanjing Audit University for CNY 3000 Yuan per month. The Finance Department of NAU gives a grant according to related standards to the bank account set up by the university for the scholarship students. Scholarship students shall receive their monthly living allowance after registration. New students who register before 15th (15th included) of the registration month will get the full amount of living allowance of that month, and those who register after 15th will get 2 half amount of that month. The allowance will be terminated from the following month after the students suspend their studies, drop school or complete schooling from the university. Monthly living allowance covers school holidays. V. Application documents The applicants must fill in and provide the following documents truly, correctly and completely and send the scanned copy to [email protected] before 30 July 2016. All the original documents should be handed to Nanjing Audit University upon registration on 8-9 October 2016. 1. English Recommendation Letter of Head of SAI; 2. Application form for Nanjing Audit University MAud Scholarship for International Students, filled in Chinese or English; 3. A notarized bachelor’s degree diploma. If the applicant is still a college student or has a job, applicants shall also provide certificate of studying or working on application. Documents in languages other than Chinese or English must be attached with notarized translations in Chinese or English. 4. Academic transcripts: transcripts in languages other than Chinese or English must be attached with notarized translations in Chinese or English. Materials in languages other than Chinese or English must be accompanied by Chinese or English translation; 5. Study or research plan. It must be in Chinese or in English for no less than 500 words; 6. Admission Notice of Nanjing Audit University; 7. Scanned copy of Foreigner Physical Examination Form (the original copy should be kept by the applicant. The form printed by Chinese quarantine authority could be downloaded from http://www.csc.edu.cn. The medical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital or a sealed photograph of the applicants are invalid. Please select the appropriate time to take 3 medical examination as it is valid for only 6 months. 8. Scanned copy of the applicant’s passport and e-photos (which is recently-taken, 2-inches, half-length, bareheaded and full-face) and eight photos (which is recently-taken, 2-inches, half-length, bareheaded and full-face) need to be handed over to Nanjing Audit University VI. Subject of the programme This master programme is only delivered by Nanjing Audit University and the subject of programme is government auditing and all teaching contents, field practices, degree paper will be related to government audit. Programme students could not transfer to other subjects unless otherwise approved and scholarship will be immediately suspended if the programme students are transferred to other subjects provide at Nanjing Audit University. VII.Admission and Notice 1. The applicant's admission qualification and materials should be reviewed by CNAO or other departments and agencies entrusted by CNAO. The Admission Notice of Nanjing Audit University will be issued upon the approval of the programme application. Nanjing Audit University will send the admission notice and “Visa application form for study in China” to applicant as well as his/her SAIs. 2. Admitted students will have the qualification for applying for the Chinese Government Auditing Scholarship. Scholarship will be granted to students upon his submission of the requested documents and review by China National Audit Office. 3. If the documents submitted do not meet the requirements, or is considered unqualified, the application will be treated as void and not be accepted. The applicant will be notified in such cases and all the application documents submitted will not be returned. 4. Subject of the programme is master of government auditing and students could not 4 transfer to other subjects unless approved by Nanjing Audit University; 5. Applicants obtaining the scholarship must fill in “Letter of Commitment for Chinese Government Auditing Scholarship”. VIII. Registration and Enrollment 1. After being admitted and scholarship application being approved, applicant must apply for the visa to study in China with the Chinese Embassy, Consulate General or visa office at their home countries /regions with original and photocopy of Admission Notice of NAU, Visa Application Form for Overseas to China and Foreigner Physical Examination Form. Applicant should go to NAU for registration according to the stipulated date after filling in Letter of Commitment for Chinese Government Auditing Scholarship. 2. Scholarship winners who cannot register on time due to personal reasons can apply for deferment, with the extension period no more than one month. Those who don’t register by then will be considered to quit the programme and scholarship. 3. The scholarship students should submit the original copy of Foreigner Physical Examination Form with local Health and Quarantine Department for confirmation within one week after arriving in China. Those who cannot provide Foreigner Physical Examination Form must carry out a physical examination in local health and quarantine department. Those who refuse to conduct physical examination or those who are diagnosed with diseases that Chinese law does not permit studying in China should leave China on the indicated day for physical examination or three days after diagnosis day. The scholarship and admission will then be suspended. All the expenses for applicants to go back to their country will be borne by applicants themselves. 4. NAU will review the original documents for applying the admission and scholarship within one week when scholarship students register. Qualified students should go to Nanjing Municipal Public Security Bureau of Exit and Entry Administration to apply for learning and residence permit within three weeks after they enter China. Fees occurring in this process will be supported by the scholarship. 5. Scholarship students are to live in the apartments for international students of 5 NAU. Living off campus without permission is regarded as giving up the qualification for scholarship. Living off campus with permission due to special reasons is regarded as giving up the part of accommodation in

    Tracing CO2 in China-US Trade: A GVC Perspective Feng Dai Nanjing Forestry University, Nanjing, Jiangsu, China, 210037 Nanjing University, Nanjing, Jiangsu, China, 210093 Ruixiang Liu, Dantong Chen, Xuguo Wang Nanjing Audit University, Nanjing, Jiangsu, China, 211815 Abstract: Based on the HEM method and EORA database, this paper traces the global CO2 emissions in 189 countries and 26 sectors generated by China-US trade in the GVC perspective from 1996 to 2015. The results show that, other than China and the US, China's exports to the US mainly generate CO2 emissions in Asian, European and African countries, while US’s exports to China mainly derive CO2 emissions in Asian, European and North American countries. China is a net importer of CO2 in China-US trade, but the statistics by traditional gross trade overestimate China’s BEET surplus. The share of CO2 emissions in China’s intermediate exports to the US is on the rise, while the share in US’s intermediate exports to China is on the decline. At the industrial level, China’s exports to the US cause more manufacturing CO2 emissions but its proportion is decreasing in China and other countries while increasing in the US. The CO2 emissions generated by US's exports to China are mainly in services in the US and other countries, while manufacturing in China, which indicates China’s GVC status as the world manufacturer. CO2 emissions in other countries are mainly in the sectors of electricity, gas and water, petroleum, chemical and non-metallic products, and mining and quarrying, which implies that China and the US are making use of the resource and raw materials of other countries to produce their exports.

    Chinese Government Scholarship-Auditing Master Program I About the Program The Chinese Government Scholarship Auditing Master Program is undertaken by Nanjing Audit University. This program mainly funds the auditors or audit-related working staff from respective SAIs as well as audit-related departments of developing countries with a bachelor degree, certain working experiences in auditing, as well as good English proficiency. It aims to cultivate high-level, inter-disciplinary and application-oriented audit professionals, who possess good professionalism, a strong sense of work ethics, a systematic command of knowledge and techniques in modern government audit and relevant fields, the ability to make sound audit judgment and solve practical audit problems. The 2-year program plans to enroll 50 full-time Master candidates in the major of government audit and all the courses will be taught in English. II Scholarship Coverage The Chinese Government Scholarship Auditing Master Program provides a full scholarship which covers tuition waiver, accommodation, living allowance, and comprehensive medical insurance.
