TREASURER The 5th Annual ASHE-Harrisburg/PennDOT Engineering District 8-0 Conference Dale Mellott, P.E., P.L.S. th ASSISTANT TREASURER was another success this year. The meeting was held on April 7 at the Four Points by Drew Bitner, P.E., P.L.S. Sheraton. Nearly 200 people attended this event. District 8-0 prepared an outstanding SECTION ADMINISTRATOR program covering many current topics designed to provide participants with a sense Jenni Woodworth, P.E. of what direction the District is heading. ASHE - 7 Fifth Annual ASHE-Harrisburg PennDOT Engineering District 8-0 Conference

Over fi ve years ago, ASHE–Harrisburg Section approached the staff at PennDOT Engineering District 8-0 to discuss the idea of holding a conference for the purpose of sharing information. The topics of the conference would include current issues and initiatives facing the transportation industry, as well as new directives from PennDOT and other resource agencies. It was mutually agreed upon that such a forum, a one-day conference, would be an excellent way to exchange information among those people for whom it is a part of daily life. A partnership, the Joint Conference, seemed a perfect way to bring all of the shareholders to the table. It had been a success for the past four years and as a result, the Fifth Annual ASHE-Harrisburg (Harrisburg) Section and PennDOT Engineering District 8-0 Joint Conference was held April 7, 2009 at the 4 Points Sheraton in Harrisburg, Pennsylvania. Now that the Fifth Annual Conference has concluded, it is obvious that both PennDOT District 8-0 and the consul- tant community agreed this was again another successful event and are looking forward to beginning planning next years conference! This year’s attendance was approximately 180, Mike Ryan, ASHE – Harrisburg Section’s President opened the conference with brief bios on each of the presenters. Michel Gillespie, PE, Acting District Executive at PennDOT District 8-0 expressed the Business Plan Overview as he began this year’s presentation. This year’s conference was another success, thanks to the efforts of the conference committee: Mike Gillespie, PE, John Kennedy, PE, Mike Keiser, PE and Rich Roman, PE – for their help in determining and providing presentations and speakers and their ongoing coordination with Doug George, PE, Highway Department Head at G&O and Past President ASHE–Harrisburg Section, Jenni Woodworth, PE, (Pennoni), Director, and Jennifer Hendricks (Herbert, Rowland and Grubic, Inc.), Director, Bryan Hoover, P.E. (G&O) and Jeff Robertson, P.E. (G&O). Continuing Edu- cation Units (CEUs) were also offered for participation again at this year’s conference. Jim Gutshall, PE, (G & O), Director, handled the appropriate distribution to those who requested CEUs. The conference was once again divided into three technical sessions to provide consistency among the topics that were presented. The fi rst technical session began with a Business Plan Overview. Mike Gillespie, PE, Acting District Executive gave the fi rst PowerPoint presentation: a Business Plan Overview of PennDOT District 8-0, along with strate- gies and focuses for the District. The fi rst technical session also included presentations Rich Roman, PE, who has been with the District for twelve years and has served as Design Services Engineer since 2004, gave a presentation on Environmental Mitigation Pro- cess. The next presentation on Consultant Agreements was presented by John Kennedy, PE, who has been with the District for twenty-three years and has held the position of Design Portfolio Manager since July, 2005. John is respon- sible for all transportation design project coordination; including project prioritizing, project manager assignments, budget allocations, and numerous other activities. Technical Session Two began with a presentation by Donna Newell, PE, (President, NTM Engineering) with an edu- cational presentation regarding DEP Permitting Update, Stormwater and E&S. The last presentation before lunch was on the ADA Update and was presented by Mike Keiser, PE, who has been with the District for the past twenty-two years and serves as the Acting Assistant District Executive for Design in charge of all highway and bridge design activi- ties. Scott Nazar (PennDOT 8-0 Traffi c Unit), continued Session Three after lunch with ITS/TMC Presentation. The fi nal presentation of the day was on the 15/581 Reconstruction Project located in Cumberland County and was pre- sented by Matt Nulton, PE (McCormick Taylor) and Brian Moore, PE (Baker).

ASHE - 9 Future Engineers Win Scholarships The Harrisburg Section of the American Society of Highway Engineers was pleased to present scholarship to six outstanding in- dividuals for their use in furthering their education. Each received a $1500 scholarship based on a competitive application process. Funds for this program are generated from the ASHE Harrisburg Section annual golf outing and 50/50 drawings at its monthly meetings. The Harrisburg Section is proud to play a positive role in helping the following aspiring and talented individuals to achieve their career ambitions.

Rémy Donahey is a 2009 National Merit Scholarship Finalist and will graduate from Pennsbury High School this spring. Rémy is a straight-A student and earned a class rank of one (out of 887). She was awarded a Rensselaer Medal for academic excellence in sci- ence and math, an Academic Achievement Award in Art, and is a member of La Société Honoraire de Français. She was one of only three juniors to be an offi cer in Pennsbury’s award winning Marching Band and traveled with the band to Hong Kong in March 2008. While Rémy excels in her school work, her passion is for the outdoors. She enjoys backpacking in the White Mountains of New Hampshire with her family, and, last summer, participated in remote wilderness training through the Appalachian Mountain Club. Rémy volunteers for various environmental conservation organizations and participates in building trails, monitoring land conservation easements, and eradicating invasive species. This fall, to blend her love of nature, science, and math, Rémy will en- roll in a Civil Engineering program and plans to pursue an emphasis in the environment. She believes that the most important challenge facing our world is environmental degradation. As a civil/environmental engineer, Rémy would like to lead efforts to reduce pollution through low-impact, sustainable, community-focused designs, which will alleviate global warming by reducing our dependence on fossil fuels. Rémy looks forward to living in a country with more town centers, fewer car trips, and more neighborly chats on the corner. Charles (Chas) Evans is currently a senior at Central Dauphin High School. His school activities are playing for the football team, attending Four Diamonds activities and being an active participant in the Central Football Community Connections program. Outside of school Chas is a member of St. Marks Youth Group where he partakes in trips to the gulf coast to rebuild homes. He is also a member of the East Shore YMCA’s Youth and Government program where he serves as the Vice President. In addition Chas is a Boy Scout (Troop 360) and has achieved the rank of Eagle Scout. Chas plans on attending Widener University in the fall where he will be majoring in Civil Engineering as well as playing for the football team. Kerry Johnson is fi nishing up her senior year at Susquehannock High School, where she plays fi eld hockey, swims, and plays la- crosse. She is currently serving as Vice President of her school’s National Honor Society, and she is Valedictorian of her graduating class. Kerry lives in Shrewsbury, Pennsylvania. She has a brother Eric, and both of her parents are civil engineers. This fall, she is starting her college career by pursuing a bachelor’s degree in Civil Engineering.

ASHE - 10 Katharine (Kasia) Oleske is a senior at Hempfi eld High School. Her list of extracurricular activities is quite long and includes all the performing arts (drama, choral, band, dance, etc.) as well as academic clubs (Student Historian, Quiz Bowl), athletics (Landisville Swim Team, Club Soccer) and community service (through NHS and her church, St. Leo the Great). Although Kasia truly enjoys all of her subjects, she has an absolute passion for math and the physical sciences. She has been an active participant in the Lancaster Newspapers Science and Engineering Fair every year since sixth grade. Over the years her projects have focused on fi nding ways to enhance the performance of materials while simultaneously making them both more environmentally friendly and economical to produce. In recognition of both her commitment and capabilities in this area she was admitted to the 2008 Penn- sylvania Governor’s School for Excellence in the Sciences (PGSS), joining an elite group of 100 top high school science and math students from across the state. In the fall she will be attending the University of Pennsylvania where she will major in Engineering, more specifi cally Materials Science. Nhan Phan is a freshmen at Pennsylvania State University - Harrisburg Campus, majoring in Civil Engineering. Nhan was an intern for PennDOT Engineering District 8-0 in the spring of 2008. He also interned at McMahon Associates during the summer of 2008. Nhan recently earned his Eagle Scout Award in the Boy Scouts of America Troop 54 in 2007, and is currently still active in many troop activities. He enjoys swimming, playing the cello, bike riding, and camping. John Schardt, a senior at Susquenita High School resides in Marysville, PA with his parents Timothy and Kimberly Schardt and his sisters Mary and Alex. At Susquenita, John is involved in Boy’s Varsity Soccer and Tennis. Additionally, he is active in school based clubs as the President of National Honor Society, a staff writer for the Susquenita Times, and a member of Student Council, Quiz Bowl, SADD, Peer Mediation, Seminar, and Band. The past summer John attended the Pennsylvania Governor’s School for the Sciences at Carnegie Mellon University. Outside of school, John attends Our Lady of Good Council church where he is active as an Altar Server; He also volunteer at the Marysville Lions Club. During the past 3 summers, he has been a lifeguard for the Marysville Borough Pool. In his free time, John enjoys playing sports and bicycling, having fun, and spending time with friends. After gradua- tion, he plans to attend a four year college majoring in engineering for which discipline he is currently undecided. Once you arrive at the Carlisle Pike Entrance, give the guards your name, tell them you are here for the ASHE Annual Banquet party, and have your photo I.D. ready. Once through the gate, proceed to the fi rst stop sign and turn left. Proceed to end of street and bare right around the last building. Proceed to the next stop sign and turn left. Offi cers’ Club is on your right. From Interstate 81: Take the PA 581 East/Camp Hill exit. Once you are on PA 581 take the Carlisle Pike Exit (Exit 3). From Interstate 76 (the Pennsylvania Turnpike): Take the Harrisburg West exit, Exit 242. Go north onto I-83 toward Har- risburg, following signs for PA 581 West and Camp Hill. Once you are on PA 581 take the Carlisle Pike (Exit 3). At the traffi c light with the Carlisle Pike, proceed straight across intersection. Stay in right lane up to entrance to the Main Gate.

From U.S. 15: From Gettysburg take the PA 581 West exit. Once you are on PA 581 take the Carlisle Pike Exit (Exit 3). At the traffi c light with the Carlisle Pike, proceed straight across intersection. Stay in right lane up to entrance to the Main Gate.

From Harrisburg International Airport: Follow Rt. 283 from the airport (follow signs toward Harrisburg). Take Route 83 South following signs for Harrisburg then York, PA. You will pass the City of Harrisburg and cross the Susquehanna River. At the 83S/York split, stay in the left lanes and follow signs for PA 581. Take the Carlisle Pike exit (Exit 3). At the traffi c light with the Carlisle Pike, proceed straight across intersection. Stay in right lane up to entrance to the Main Gate.
