Even if he had been invited, it is not clear if Iranian President Hassan Rouhani would have taken part. He has made clear he has different views to the Obama administration on fighting IS. However, the absence of an invitation to a critical meeting on violent extremist groups in Syria and Iraq, an issue in which Iran has a major stake, illustrates the remaining institutional and political barriers to U.S. cooperation with Iran even after the successful negotiation of a nuclear agreement on its nuclear programme in July. State department officials confirmed that Iran’s designation as a state sponsor of terrorism was the reason for its exclusion from the countering IS summit being chaired by Mr. Obama. Iran was first designated a state sponsor of terrorism by the U.S. state department in 1984 and the designation has been rolled over each year. The latest state department report said: “Iran continued its terrorist-related activity in 2014, including support for Palestinian terrorist groups in Gaza, Lebanese Hezbollah, and various groups in Iraq and throughout the Middle East.” The U.S. also accused Iran of increasing assistance to Iraqi Shia militias, one of which was designated a terrorist organisation, “in response to the Islamic State in Iraq and the Levant incursion into Iraq, and has continued to support other militia groups in the region.

    Dr. Syed Zahoor Qasim Dr. Syed Zahoor Qasim (31 December 1926 – 20 October 2015) was an Indian marine biologist. He helped lead India's exploration to Antarctica and guided the other seven expeditions from 1981 to 1988. He was a Member of the Planning Commission of India from 1991 to 1996. He was the Vice Chancellor of Jamia Milia Islamia from 1989 to 1991 and an Honorary Professor of universities including Aligarh Muslim University, Madurai Kamaraj University, Anna Malai University, Indian Institute of Technology Madras, and Jamia Millia Islamia. Dr Syed Zahoor Qasim was born on 27th December 1926 at Allahabad. He began his schooling from Majidiya Islamiya Intermediate College Allahabad. He took his B.Sc. in 1949 and M.Sc. degree in Zoology in 1951. He stood first in the order of Merit for which he was awarded University Gold Medal. For a few years, he was a lecturer in the Department of Zoology at Aligarh before proceeding to the United Kingdom for higher studies in 1953. He returned to India in December of 1956 and joined the Department of Zoology of AMU as a Lecturer. He became Reader in 1957 and started a new laboratory of Fish and Fisheries in the Department. In 1962, he joined the Central Institute of Fisheries Education, Bombay (Mumbai) as a Professor of Fisheries Biology and in 1964, moved to Cochin as Assistant Director in the Directorate of International Indian Ocean Expedition (IIOE) under the Council of Scientific and Industrial Research (CSIR). Here he extensively worked on biological oceanography especially on the primary productivity of Kerala Backwaters and on the atolls of Lakshadweep.

His Namaz-e-Janaza was held in Jamia Mosque after the Namaz-e-Zuhar today and he was buried in the graveyard of Jamia. Dr. Syed Zahoor Qasim was Vice-Chancellor of Jamia Millia Islamia from 1989 to 1991. Committed to secular and democratic Mohammad Mujeeb ethos, Mohammad Mujeeb served the nationalist cause through his commitment to academics and education and serving Jamia Millia Islamia (Delhi based Central University) since 1926 as Professor of History and as Vice Chancellor from1948–73. Mohammad Mujeeb mastered several languages including Urdu, English, Russian, German and French. Mohammad Mujeeb was widely travelled and represented India at the UNESCO and UN General Assembly. The Government of India honoured him with the Padma Bhushan in 1965 for his contribution in the field of literature and education. Meher Fatima Hussain is teaching in the Centre for the Study of Social Exclusion and Inclusive Policy, Jamia Millia Islamia since 2008. Her areas of specialization are Modern Indian History and Minorities Studies and her publications include Monograph Hussain Meher Fatima from Nehru Memorial and Museum Library, Teen Murti and two books titled, Celebrating India: Reflections on Eminent Indian Muslims: 1857–2007 and Syed Zahoor Qasim: The Man, Mission, Milestones.
