Professor of Law DEANELL REECE TACHA President Ronald Reagan appointed Judge Deanell Reece Tacha to the United States Court of Appeals for the Tenth Circuit in December of 1985, where she currently serves as a federal appellate judge. Named a White House Fellow in 1971, she was assigned as special assis- tant to Secretary of Labor James D. Hodgson. The following year, at the conclusion of her fellowship, she joined the law firm of Hogan and Hartson as an associate in Washington, D.C. Two years later, she returned to Kansas to engage in private practice. In the fall of 1974, she joined the University of Kansas School of Law faculty and in 1981 was elevated to the university position of vice chancellor for Academic Affairs. Tacha was a member of the United States Sentencing Commission from 1994 to 1998 and chaired the United States Judicial Conference Committee on the Judicial Branch from 1990 to 1994. She then chaired the Judicial Division of the American Bar Association in 1995-96. She is a past chair of the Appellate Judges Conference and a former member of the ABA's Commission on Women in the Profession. Having served as national president of the Kansas University Alumni Association, Tacha is also on the board of Trustees for Saint Paul School of Theology in Kansas City and remains active in numerous professional and civic organizations. A native of Scandia, Kansas, she received her bachelor's degree in American studies from the University of Kansas and her law degree from the University of Michigan. She and her husband, John Tacha, have two sons and two daughters and reside in Lawrence, Kansas. PIERRE-RICHARD PROSPER A Pepperdine University School of Law graduate from the class of 1989, Pierre-Richard Prosper successfully prosecuted the first case of genocide under the 1948 Genocide Convention. Appointed lead trial attorney by United Nations Chief Prosecutor Justice Louise Arbour, Prosper served for more than two years (1996-98) as a war crimes prosecutor for the United Nations International Criminal Tribunal for Rwanda. He advanced inter- national law with this historic conviction by convincing the international judge to recognize rape committed in time of conflict as an act of genocide. Prosper is currently working for the State Department as special counsel and policy advisor to the ambassador at large for War Crimes Issues, where he develops policy on government response to serious violations of international humanitarian law. He is currently detailed from the Justice Department, where he started working as special assistant to the assistant attorney general for the Criminal Division in January 1999. After graduating from law school, he joined the Los Angeles County District Attorney's office as a deputy district attorney, where he prosecut- ed gang-related murders in the Hardcore Gang Division of the Bureau of Special Operations. Previously he was an assistant United States attorney for the Central District of California in Los Angeles. Working in the Narcotics Section of the Drug Enforcement Task Force, he investigated and prosecuted major international drug cartels from Colombia and Mexico. Prosper, who speaks four languages, is the son of Haitian immigrants. He spent his early childhood in Haiti, and his family later moved to New York.
