The closure prevented Palestinians, including workers, with valid permits, from accessing East Jerusalem and Israel during the four days. It is a year – the start of the 2006 Purim holiday – since Palestinian workers from the Gaza Strip have been prevented from accessing jobs in Israel. West Bank: − On 28 February, the IDF re-entered Nablus for one day to continue its largest scale operation for three years, codenamed ‘Hot Winter’. This second phase of the operation again saw a curfew imposed on the Old City, the occupation of schools and homes and house-to-house searches. The IDF also surrounded the three major hospitals in the area and checked all Palestinians entering and leaving. According to the Nablus Municipality 284 shops were damaged during the course of the operation. − Israeli Security Forces were on high alert in and around the Old city of Jerusalem in anticipation of further demonstrations and clashes following Friday Prayers at Al Aqsa mosque. Due to the Jewish holiday of Purim over the weekend, the Israeli authorities declared a blanket closure from Friday 2 March until the morning of Tuesday 6 March and all major roads leading to the Old City were blocked.

    Annual Report Arab Educational Institute 1/9/2019-30/8/2020 Introduction In unprecedented times, AEI adapted to the emerging needs as the coronavirus crisis reached peaks in the occupied West Bank. AEI encouraged citizens and especially youths to be pro-active and supportive in responding to the various simultaneous crises. Various solidarity initiatives challenged the “unseen enemy” notwithstanding the impact of the lockdown, the unemployment, and the huge economic challenges due to among other things the collapse of the tourism sector in the Bethlehem area. Meanwhile, the institutions of the PNA and the civil population faced repression by the Israeli occupation forces, and ongoing ‘silent’ annexation by expansion of settlements and settlers taking over certain nature sites in the countryside. AEI’s work was again inspired by the Palestinian value of sumud which is about keeping the community on the land, bringing people together for the common good, caring for the vulnerable, and upholding the value of respect among people as well as for land and nature. Sumud, literally steadfastness or perseverance, has two general meanings in AEI’s work: (a) strengthening the moral fabric and internal community relations of a Palestinian society rooted in the land of Palestine, with a special attention to the prevention of violence against women, youths, and vulnerable groups. (b) strengthening the capacity of Palestinians to raise their voice in support of rights, including women’s and youth rights, out of a vision of peace based on justice. AEI’s two premises are the Sumud Story House in north-Bethlehem, and the head office quarters in Madbasseh, central Bethlehem.

    Hebron Governorate: The Governorate of Hebron is located in the southern part of the West Bank. It is the largest Governorate in the West Bank in terms of size and population. Its area before the 1948 Nakba (disaster) was 2076 km2 while its current area is about 1060 km2. This means that Hebron has lost 51 % of its original size due to the events of Nakba. The population of the Governorate is now half million according to the estimates of the Palestinian Central Bureau of Statistics (2005). The population density of the Governorate is 500 individuals per km2. The Governorate of Hebron contains many religious, historical and archeological sites, the most important of which are: the Ibrahimi mosque, the Tel Arumaida area of ancient Hebron which started in the Bronze age – 3500 BC- the biblical site of Mamreh where Abraham pitched his tent and dug a well after his journey from Mesopotamia in 1850 BC, Al Ma’mudiay spring (probable baptismal site of Saint John the Baptist in the village of Taffuh), Saint Philip’s spring in Halhul where Saint Philip baptized the Ethiopian eunuch. Extensive property damage and destruction resulted and a temporary relief camp was sheltering approximately 1,450 people. West Bank: − The PA health sector strike continues for more than one month in the West Bank. Employees of the health sector staged a sit-in in front of Alia Governmental Hospital in Hebron to protest the government’s inability to pay employees’ salaries. In Bethlehem, all municipality workers went on a one-day strike to protest non-payment of their salaries over the past four months. − Clashes at Qalandiya checkpoint (Jerusalem) have occurred on a regular basis on Friday afternoons following the construction work by Israel at the Mughrabi gate in the Old City area. This week, Palestinians threw Molotov cocktails and stones at IDF soldiers who responded with live rounds injuring one Palestinian. Gaza Strip − 18 homemade rockets, three of which detonated in a Palestinian area, and a Rocket Propelled Grenade (RPG) were fired at an IDF observation post east of Al Maghazi Camp.

In October of 2003, increasing concern about the construction by Israel, the occupying Power, of a Wall in the Occupied Palestinian Territory, including East Jerusalem, in departure from the Armistice Line of 1949 (the Green Line) and deep into Palestinian territory, brought the issue to the forefront of attention and debate at the United Nations. The Wall, as it has been built by the occupying Power, has been rapidly expanding as a regime composed of a complex physical structure as well as practical, administrative and other measures, involving, inter alia, the confiscation of land, the destruction of property and countless other violations of international law and the human rights of the civilian population. Israel’s continued and aggressive construction of the Wall prompted Palestine, the Arab Group, the Non-Aligned Movement (NAM) and the Organization of the Islamic Conference (OIC) to convey letters to the President of the United Nations Security Council in October of 2003, requesting an urgent meeting of the Council to consider the grave violations and breaches of international law being committed by Israel. 2. The Security Council convened to deliberate the matter on 14 October 2003. A draft resolution was presented to the Council, which would have simply reaffirmed, inter alia, the principle of the inadmissibility of the acquisition of territory by force and would have decided that the “construction by Israel, the occupying Power, of a wall in the Occupied Territories departing from the armistice line of 1949 is illegal under relevant provisions of international law and must be ceased and reversed”.

    13-26 July 2021 Latest developments (after the reporting period) • On 28 July, Israeli forces shot and killed an 11-year-old Palestinian boy who was in a car with his father at the entrance of Beit Ummar (Hebron). According to the Israeli military, soldiers ordered a driver to stop and, after he failed to do so, they shot at the vehicle, reportedly aiming at the wheels. On 29 July, following protests at the funeral of the boy, during which Palestinians threw stones Israeli forces soldiers shot live ammunition, rubber bullets and tear gas canisters, shooting and killing one Palestinian. • On 27 July, Israeli forces shot and killed a 41-year-old Palestinian at the entrance of Beita (Nablus). According to the military, the man was walking towards the soldiers, holding an iron bar, and did not stop after they shot warning fire. No clashes were taking place at that time. Highlights from the reporting period • Two Palestinians, including a boy, died after being shot by Israeli forces during the reporting period. Israeli forces entered An Nabi Salih (Ramallah) to carry out an arrest operation, and when Palestinian residents threw stones at them, soldiers shot live ammunition and tear gas canisters. During this exchange of fire, Israeli forces shot and killed a 17-year-old boy, who, according to the military, was throwing stones and endangered the life of soldiers. According to Palestinian sources, he was shot in his back. On 26 July, a Palestinian died of wounds after being shot by Israeli forces on 14 May, in Sinjil (Ramallah), during clashes between Palestinians and Israeli forces.

However, about 150 people of various nationalities were not allowed to enter Egypt through Salah Ed-Din gate. • The IDF carried out three land levelling and excavation operations in the North Gaza and Rafah governorates. • 50 rockets and 15 mortars were fired at Israel. In addition, 16 mortars were fired at IDF soldiers inside the Gaza Strip. • The IDF carried out three air strikes, compared to 15 during the preceding week. • Palestinians farmers and exporters of carnation flowers demonstrated at Sufa crossing on 14 and 15 February to protest against being disallowed to export their products. West Bank: • One 56-year-old Palestinian man died of wounds sustained on 7 February during an IDF military operation in Qabatiya town. • The IDF injured nine Palestinians, including a journalist, two men in their 60s, one woman and a 17-year-old boy.

    Since the beginning of the second intifada, in September 2000, Israel has imposed restrictions on the movement of Palestinians in the West Bank that are unprecedented in scope and duration. As a result, Palestinian freedom of movement, which was limited in any event, has turned from a fundamental human right to a privilege that Israel grants or withholds as it deems fit. The restrictions have made traveling from one section to another an exceptional occurrence, subject to various conditions and a showing of justification for the journey. Almost every trip in the West Bank entails a great loss of time, much uncertainty, friction with soldiers, and often substantial additional expense. The restrictions on movement that Israel has imposed on Palestinians in the West Bank have split the West Bank into six major geographical units: North, Central, South, the Jordan Valley and northern Dead Sea, the enclaves resulting from the Separation Barrier, and East Jerusalem. In addition to the restrictions on movement from area to area, Israel also severely restricts movement within each area by splitting them up into subsections, and by controlling and limiting movement between them. This geographic division of the West Bank greatly affects every aspect of Palestinian life.
