The Regents of the University met at 10:00 a.m. on Friday, May 14, 1982 in the Roberts Room of Scholes Hall. Affidavits concerning the public notice of this meeting are on file in the office of the Secretary of the University.

Carried. ****** It was moved by Mrs. Maloof, seconded Minutes of April 28, 1982 by Mr. Horn, that the minutes of the meeting of April 28, 1982 be approved as distributed. Carried. ****** President Davis said that a Administrative Report significant milestone in the history of UNM will be the meeting of the initial 52 members of the Tom L. Popejoy Society on May 26, 1982. Membership in the Society consists of • those persons who have donated, or pledged to donate, between $10,000 and $15,000 to the University.

Davis distributed to the Regents the composite Western Athletic Conference standings for the 1981-82 academic year and noted that UNM had advanced, from last to second place in the composite standing for all ten sports, and is in fourth place in the composite standings for those sports in which UNM participated.

He also said that Regent approval for several items is required today.

The first item. fer -: ~onsideration- was.. the proposed .five-year' plan and' capital outlay projects for 1982-83, 1983-84, 1984-85, 1985-86, and 1986-87. Mr. Perovich' stated that the Regents should prioritize only the items for which state funds are requested for 1982-83 because changes can occur in planning and the 1984-85 items will be prioritized next year. or I. -. Mrs. Jourdan asked if thought had been given to the possibility of including the Child Care Center in the College of Education/Manzanita Center. Mr. 'Jaramillo ·asked ~ow needs of the various schools and· colleges were assessed in order to prioritize the projects. Mr. Hooker .replied. that the Offices of the Provost and the University Architect sent a space needs questionnaire to all UNM departments and divisions each year and these needs were sent through the deans· to ··the Provost and thus to the University Architect. • 304

He graduated from George Peabody College and has professionalization ofdental health education and hygiene both in the U. Professor Ulrich is a Assistant Professor of Home Economics, became a member of the UNM graduate of the University of Minnesota. His research interests include faculty in 1952. She is a graduate of the University of Tennessee and is food preservation, bacterial skin populations and postoperative wound interested in the area of textiles and clothing, especially fashion mer infections. He has also worked with NASA regarding sterilization ofViking chandising. 1.

PERI T. MORI Professor of Management, came to UNM in 1951. He is a graduate of Northwestern University. Professor Mori specializes in accounting and his recent research interest has been in the area of personal bankruptcy cases. He is also very active in the area of income tax accounting.

President Davis suggested that Deans May and Sparks be invited to make presentations to the Regents at the next regularly scheduled meeting, or at a time set by the Regents.

The next item for Regent consideration was the Five-Year Facilities Plan for the Gallup Branch. Dr~ John Phillips, Director of the Gallup Branch, said that the Building Advisory Committee had approved the Plan and recommended that a bond election be called for the purpose of authorizing the local portion of funds for the project in the amount of $4,500,000 (the approximate amount of the total project is $7,155,000). He also said that the Boards of Education of the Gallup-McKinley County School District and Zuni Public Schools have reviewed and approved the building program.

It was moved by Mrs. Maloof, seconded by Dr~ Martinez, that the Regents approve the Five-Year Facilities Plan for the Gallup Branch and also the resolution requesting an election for a general obligation bond • issue in the amount of $4,500,000. Carried.

Dr. Herb Lyon, Director of the UNM Los Alamos Branch, and Mr. Hooker asked the Regents to approve the five-year plan for the Branch and this year's request for ~acilities to implement th~ basic laboratories skills program. Cost of these facilities is estimated at between $250,000 and $500,000.

It was moved by Mr. Horn, seconded by Dr. Martinez, that the Regents approve the Los Alamos Five-Year Plan and the request for facilities described above. Carried.

Mr. Hooker explained that the Five-Year Plan for the Medical Center included a multi-purpose building which would house several facilities now occupying temporary buildings and some type of student union facility for the entire north campus. The second priority for the medical center is additional parking space. He further stated that the Regents are asked to approve the plan only.

In addition to the faculty contracts, Faculty Contracts leaves, resignations, and retirement , presented in the agenda, the Regents considered leaves for Enid Howarth, Pedro David, Nicolai Cikovsky. Mr. Horn said that Professor David had been asked to fill a temporary position with the United Nations as an advisor in crime prevention and criminal justice, and that even though granting of the leave would mean making an exception to the rules, he and Mrs. Jourdan felt that such a singular honor deserved the exception. Professor David's leave would be for two years, and would be reviewed at the end of that time. Davis gave a brief outline of the appeal procedure to date: (1) Gary Gordon, ASUNM Attorney General, filed suit against the Elections Commission with the Student Court because of alleged irregularities in the election process. The Student Court found that the election should be invalidated because of irregularities; (2) The Elections Commission appealed the decision of the Student Court to the Student Standards and Grievance Committee which upheld the decision of the Student' Court; (3) The Elections Commission then appealed to Davis who ruled that elections which were affected by the outcome of the ballots--i.e., all except those where there was no contest--should be invalidated and another election scheduled. Tom Horan, Attorney for Michael Gallegos and Dan Serrano who won the president and vice-president election, has filed an appeal to the Regents requesting a modification of Davis' decision. • 342

After the statement by President Davis, the Regents discussed the matter in the light of whether or not they should hear the appeal of Gallegos and Serrano.

It was moved by Mrs. Maloof, seconded by Mr. Horn, that the Regents -hear the matter at the earliest possible date. Carried.

It was also decided that the hearing would be based upon the record· augmented by oral argument in a way that is fair and reasonable to all interested parties. - ****** The meeting adjourned at 11:45 a.m.
