Toiyabe Forest Plan Vista Towers Comm Site Amendment
DECISION NOTICE FINDING OF NO SIGNIFICANT IMPACT Vista Towers Communications Project USDA Forest Service Humboldt-Toiyabe National Forest Bridgeport Ranger District Mono County, California and Douglas County, Nevada Background Communications sites are one of the special uses recognized in the Toiyabe National Forest Land and Resource Management Plan (LRMP, 1986). New communications sites on the Humboldt-Toiyabe National Forest are required to be designated as such in the LRMP, as required by Forest Service Handbook (FSH) 2709.11, Chapter 90. The Forest Service has been given direction from the President and Congress to facilitate implementation of the Nation's strategy for wireless communications. • Title V of the Federal Land Policy and Management Act (FLPMA) of October 21, 1976 (43 U.S.C. 1761-1771) authorizes the use of National Forest System lands for telecommunications uses. • On August 1 0, 1995, President Clinton released a memorandum entitled "Facilitating Access to Federal Property for the Siting of Mobile Services Antennas." The memorandum requires, upon request, and to the extent permitted by law and where practicable, that executive departments and agencies make available, Federal Government buildings and lands for the siting of mobile service antennas. • The Telecommunications Act of 1996 (47 U.S.C. 332), Section 704(c) requires Federal agencies to facilitate the development and placement of telecommunications equipment on buildings and land they manage, when placement does not conflict with the agency's mission or current -

East Walker River Watershed Assessment March 2012 Contributors and Acknowledgements Assessment and plan written by Rick Kattelmann Ph.D., retired hydrologist who specialized in watershed management and snow hydrology. He worked and contracted for a variety of agencies, public utilities, and conservation groups. Rick was the principal hydrologist for the Sierra Nevada Ecosystem Project in the mid-1990s and authored more than 150 scientific and technical papers. He served two terms on the Mono County Planning Commission and wrote watershed assessments for the other principal watersheds of Mono County. Rick holds B.S. and M.S. degrees in forestry and watershed hydrology at U.C. Berkeley and a Ph.D. in snow hydrology from U.C. Santa Barbara. Toiyabe National Forest Land and Resource Management Plan Table of Contents
United States Department of Agriculture NATIONAL FOREST PREFACE This National Forest Land and Resource Management Plan (Forest Plan) was developed to direct the management of the Toiyabe National Forest. The goal df the Plan is to provide a management program reflective of a mixture of management activities that allow use and protection of Forest resources; fulfill legislative requirements; and address local, regional, and national issues and concerns. To accomplish this, the Forest Plan: SPECIFIES THE STANDARDS AND GUIDELINES AND THE APPROXIMATE TIMING AND VICINITY OF THE PRACTICES NECESSARY TO ACHIEVE THAT DIRECTION; AND ESTABLISHES THE MONITORING AND EVALUATION REQUIREMENTS NEEDED TO ENSURE THAT THE DIRECTION IS CARRIED OUT AND TO DETERMINE HOW WELL OUTPUTS AND EFFECTS WERE PREDICTED. The Forest Plan will be reviewed (and updated if necessary) at least every five years. It will be revised on a IO- to 15-year cycle. Preparation of the Forest Plan is required by the Forest and Rangeland Renewable Resources Planning Act (RPA) as amended by the National Forest Management Act (NFMA). Assessment of its environmental impacts is required by the National Environmental Policy Act (NEPA) and the implementing regulations of NFMA (36 WR 219). The Forest Plan replaces all previous resource management plans prepared for the Toiyabe National Forest. Upon approval of the Forest Plan, all subsequent activities affecting the Forest must be in compliance with the Forest Plan. In addition, all permits, contracts and other instruments for the use and 0 occupancy of National Forest System lands mst be in conformance with the Forest Plan. RELATIONSHIP TO OTHER PLANNINC LEVELS Development of this Forest Plan occurs within the framework of Forest Service regional and national planning. -

Holocene fault scarps are present in the Antelope, Little Ante lope, Smith and Bridgeport Valleys, and in the Sonora Basin. Two other vaguely defined zones, between Carson and Antelope valleys, and from the Bridgeport Valley east to Bald Mountain, may repre sent Mio-Pliocene zones of faulting which more recently have acted as conjugate shears releasing stress between fault basins in the Western Great Basin between the Sierra Nevada and Walker Lane shear zone. The northern portion of the Sierra Nevada-Great Basin Boundary Zone is less active than the south ern part in Owens Valley, as shown by lower slip rates, shorter fault lengths and lower levels of historical seismicity. Maximum Credible Earthquake magnitudes for the fault basins range from 6.3 to 7.2, with expected displacements of 3 meters or more. iii ACKNOWLEDGEMENTS The author would like to thank Dr. D.B. The repeated diversions of the Walker River to the Carson Sink and then back to Walker Lake caused Walker Lake–level fluctuations spanning ± 50 m. Low lake levels at about 1000, 750, and 300 cal yr BP are time correlative to the ages of fluvial deposits along the Walker River paleochannel, when flow was directed toward the Carson Sink. The timing and duration of large lakes in the Carson Sink were further refined using moisture-sensitive tree-ring chronologies. The largest lakes required a fourfold to fivefold increase in discharge spanning decades. Addition of Walker River flow to the Carson Sink by itself is inadequate to account for the required discharge. Instead, increases in the runoff coefficient and larger areas of the drainage basin contributing surface runoff may explain the enhanced discharge required to create these large lakes.
