5. COMMUNICATION FROM THE CHAIR The following Communication was issued regarding a visiting delegation from the Parliament of Ghana:- “Honourable Members, I wish to introduce to you a delegation from the Parliament of Ghana. The delegation, seated at the Speaker’s Row, comprises of Members and staff of the Parliament of Ghana. They are-

6. PAPERS LAID The following Papers were laid on the Table of the House:- a) The Reports of the Auditor-General and Financial Statements in respect of the following Institutions for the year ended 30th June, 2017 and the certificates therein: - i) Unclaimed Assets Trust Fund; ii) Garissa University; iii) Constituencies Development Fund Board; and iv) Kenya Revenue Authority.

b) The Reports of the Auditor-General and Financial Statements in respect of the following Constituencies for the year ended 30th June, 2017 and the certificates therein: -

i) ; ii) Rabai Constituency; iii) Turkana East Constituency; iv) Turkana West Constituency; v) Kajiado West Constituency; vi) Kajiado North Constituency; vii) ; viii) ; ix) ; x) ; xi) Chesumei Constituency; and xii) . (Deputy Leader of the Majority Party)

c) Reports of the Departmental Committee on Justice and Legal Affairs on its consideration of:

i) The Constitution of Kenya (Amendment) Bill (National Assembly Bill No. 4 of 2018 (Vol. 1 & 2); and

7. NOTICE OF MOTION The following Notice of Motion was given by the Chairperson of the Departmental Committee on Defence and Foreign Relations –

THAT, this House adopts the Report of the Departmental Committee on Defence and Foreign Relations on the inspection visit to Kenya’s diplomatic missions, laid on the Table of the House today, Tuesday, August 28, 2018.

8. STATEMENTS The Hon. Benjamin Washiali issued a Statement on the election of the Honourable Speaker of the National Assembly (Hon. J.B.N. Muturi, EGH) as the Chairperson of the Executive Committee of the Commonwealth Parliamentary Association –Africa Region (CPA-Africa), noting that it was a remarkable achievement and a historic milestone in the history of the Parliament of Kenya and the CPA Kenya Branch. Thereupon several Members proceeded to convey messages of congratulations.

9. PROCEDURAL MOTION - RESOLUTION TO HOLD A SITTING ON THURSDAY MORNING Motion made and Question proposed –

THAT, pursuant to the provisions of Standing Order 30(3)(b), this House resolves to hold a Morning Sitting on Thursday, August 30, 2018 commencing at 9.30 am for purposes of considering priority Business ahead of the recess.

10. MOTION – REPORT ON THE PUBLIC FINANCE MANAGEMENT (TOURISM PROMOTION FUND) REGULATIONS, 2018 Motion made and Question proposed –

THAT, this House adopts the Report of the Committee on Delegated Legislation on the Public Finance Management (Tourism Promotion Fund) Regulations, 2018 laid (No.79) TUESDAY, AUGUST 28, 2018 (723) on the Table of the House on Thursday, August 23, 2018 and pursuant to the provisions of section 15(1) of the Statutory Instruments Act and Standing Order 210 (4) (b) annuls in entirety the said Regulations.

11. THE FINANCE BILL (NATIONAL ASSEMBLY BILL NO. 20 OF 2018)

Motion having been made and Question having been proposed –

THAT, The Finance Bill (National Assembly Bill No. 20 of 2018) be now read a Second Time

Debate interrupted on Thursday, August 23, 2018 resumed;

[Change of Chair from the Speaker to First Chairperson of Committees]

Rising under Standing Order 95(1), the Member for Alego Usonga (Hon. Atandi Onunga) claimed to move that the Mover be now called upon to reply;

And the Speaker, having acceded to the request, called upon the Mover to reply.

Mover replied;

Question for Second Reading of the Bill deferred pursuant to Standing Order 53(3).

And the time being Seven O’clock the First Chairperson interrupted the proceedings and adjourned the House without Question put pursuant to the Standing Orders.
