PRESENT: Reeve Doris Splane; County Councilors Larry Speers, Denis Willcott, Paul Ponich, Christi Bilsky, Kevin Haines, Jack Dowhaluk, Larry Armfelt, and Warren Griffin; Director of Corporate Services Brian Pysyk; Communications Coordinator Karl Kopan; County Manager Ryan Maier; and Recording Secretary Leah Blair.
CALL TO ORDER: Reeve Splane called the meeting to order at 9:31 a.m.
APPROVAL OF AGENDA:
Resolution Moved by Councilor Griffin to approve the Agenda, with the following CC 16-358 additions:

APPROVAL OF MINUTES: May 26, 2016, Regular County Council Meeting
Resolution Moved by Councilor Armfelt to approve the Minutes of the May 26, 2016, CC 16-359 Regular County Council Meeting, as amended:
Reports from Joint Municipal Committees Physician Recruitment Committee Prior to leaving the meeting at 12:45 p.m., Councilor Willcott reported that the two young medical professionals that were scheduled to come work in Athabasca have now reconsidered. Carried.
ACCOUNTS PAYABLE: For the Period Ending May 25, 2016
Resolution Moved by Councilor Dowhaluk to accept the Accounts Payable listing for the CC 16-360 period ending May 25, 2016, as information. Carried. Mr. Pysyk left at the meeting at 9.38 a.m.

Resolution Moved by Councilor Willcott to accept the County Manager's Report for the CC 16-361 month of May, as information. Carried.
NEW BUSINESS: Canada 150 Grant
Resolution Moved by Councilor Griffin to support the application of the Canada 150 Grant CC 16-362 for the Pool Expansion Project. Carried.
Resolution Moved by Councilor Bilsky to support the second application of the Canada CC 16-363 150 Grant for the relocation of the Multiplex soccer fields. Carried.
Resolution Moved by Councilor Bilsky to authorize Administration to confirm with the CC 16-364 Aspen View School Board, the distribution and allocation of funds, contingent on the successful receipt of the Canada 150 Grant. Carried.
The Village of Boyle - Joint Meeting
This item was moved for discussion under Item 11.11.
Athabasca Ag. Society - Open Horse Show
Resolution Moved by Councilor Haines to authorize a $500.00 sponsorship from the ASB CC 16-365 Community Sponsorship grant line, for the Athabasca Horse Show scheduled for June 18, 2016. Carried.
Director of Planning & Development Jesse Ajayi entered the meeting at 9:55 a.m.
Buffalo Lake Metis Settlement - Telus Tower
Resolution Moved by Councilor Armfelt to authorize Reeve Splane to provide a letter of CC 16-366 support for the Buffalo Lake Metis Settlement to acquire a Telus Mobility Tower in their community. Carried.

PRESENTATIONS: Mr. Jason Ponto, Administrative Coordinator with the Athabasca Watershed Council, joined the meeting at 10:03 a.m. to discuss the AWC role.
Reeve Splane welcomed him to the meeting and introductions were made that time.

DELEGATION: Meanook Community Mailbox (Connie Ketchum) - 10:30 a.m.
Mr. Wayne Ketchum, Mrs. Connie Ketchum, and Ms. Helen Gordon residents of Meanook, joined the meeting at 10:32 a.m. to request from Council, support for the placement of a Community Mailbox in the Hamlet of Meanook.
Reeve Splane welcomed them to the meeting and introductions were made this time.

The following is a brief summary of the information provided: Requesting a letter from Athabasca County to Canada Post, in support of a community mailbox in the Hamlet of Meanook. 99% positive response from the residents of Meanook. Changing of mailing addresses, mailbox location, costs, maintenance, etc.

NEW BUSINESS: Meanook Community Mailbox (Item 6.1)
Resolution Moved by Councilor Willcott to make application for a community mailbox in CC 16-368 the Hamlet of Meanook. Carried.
Community Peace Officer Jeremy Oakes joined the meeting at 10:57 a.m.
PRESENTATIONS: Bylaw Clarification (Diane & Ole Ellefson) - 11:00 a.m.
Mr. Ole Ellefson and Mrs. Diane Ellefson, residents of Baptiste Lake, joined the meeting at 10:56 a.m. to seek further clarification on the Athabasca County Noise Bylaw.
Reeve Splane welcomed them to the meeting and introductions were made this time.
The following is a brief summary of the discussion that took place: Bylaw 14-2009 (Noise Bylaw). Civil issue between neighbours. Involvement of Community Peace Officer.
Reeve Splane thanked Mr. and Mrs. Ellefson for attending the meeting and they left at 11:15 a.m.

PUBLIC WORKS: County Construction - Division 6
Resolution Moved by Councilor Dowhaluk that the following projects be approved as CC 16-369 2016 Construction Projects for Division 6:
A shoulder pull on Twp Rd 720 from Rge Rd 173 eastward for 1.5 miles. A shoulder pull on Twp Rd 714 from Rge Rd 171 eastward for 0.5 miles. A shoulder pull on Twp Rd 704/Rge 174 from Hwy 63 westward and northward for 2.5 miles. Carried.
Reeve Splane clarified that the road complaint email she forwarded to all Council Members has been resolved.
INFORMATION: Municipal Safety Recognition Award

Council reviewed the Councilor Meeting Calendars for June/July, and it was agreed that Administration would adjust the calendars, as discussed.

Resolution Moved by Councilor Willcott to authorize Administration to cancel the Inter- CC 16-380 Municipal Meeting with Westlock County, scheduled on June 20, 2016. Carried.
Resolution Moved by Councilor Haines to authorize Administration to schedule a Joint CC 16-381 Meeting with the Village of Boyle on June 28, 2016, at 6:30 p.m. Carried.
ITEMS ADDED TO THE AGENDA: Red Cross
Councilor Armfelt expressed his concerns regarding the fire evacuees and their dealings with Red Cross. He suggested that Council meet with Red Cross Administrators regarding their policies in the near future.
Resolution Moved by Councilor Dowhaluk to authorize Administration to invite Canadian CC 16-382 Red Cross to a future County Council meeting. Carried.
