JOINT OPERATIONAL PROGRAMME BLACK SEA BASIN 2014-2020 “Zero Waste Strategy for Good Environmental Status” Project Acronym ZEWSGES Number BSB-257 http://zerowastebsb.net ZEWSGES 3rd CONGRESS/WORKSHOP ONLINE EVENT 11:00-14:00 Georgian Time 28 October 2020 Marine Litter Monitoring and Awareness Tools for the Black Sea hosted by International Association Civitas Georgica from , CONGRESS/WORKSHOP REPORT This document is reporting on the proceedings of the on the 3rd project Congress and Workshop entitled Marine Litter Monitoring and Awareness Tools for the Black Sea held in the framework of Zero Waste Strategy for Good Environmental Status project ZEWSGES, supported by the EU’s Joint Operational Cross-Border Cooperation Programme Black Sea Basin 2014-2020 and hosted on 28 October 2020 online by International Association Civitas Georgica from Tbilisi, Georgia. Back-to-back was project partner meeting as well, which is also reported in this document. Congress peaked at 76 participants and Workshop peaked at 67 participants from Georgia and partner and all other Black Sea countries, as well as even from outside the Black region. Participation of representatives of European agencies (EEA, CPMR) is particularly appreciated in this regard. All project partners fully participated in Project Partner Meeting as well. Meetings were hosted from the headquarter office of the Civitas Georgica from Tbilisi, Georgia. Meeting was meant to be organised by Civitas in person in March 2020, but due to onset of pandemic conditions, wise decision was taken by the project coordinator to project postpone already fully organised meeting, treating health and safety of participants is of paramount importance, and Civitas organise it the second time on October 28, 2020. Meeting was therefore dedicated to International Black Sea Day of October 31, but was organised bit earlier because of overloaded schedule of online meetings on the Black Sea Day. On International Black Sea Day all registrants received thank you message with meeting presentations, video link and all ZEWSGES e-Bulletins in English and Georgian! Agenda and participants of the Congress, Workshop and Partner Meeting are attached as annexes 1 and 2. Congress and Workshop proceedings presented in detail below follow agenda items and meeting script prepared in advance of the meeting and realised by the organisers. Congress and Workshop lasted 1:45 hours and 1:40 hours (total 3:25 hours). Civitas is taking this opportunity and acknowledges the great participation and support of project partners and other partner organisations from Georgia, Black Sea Countries and even European institutions. Particular thanks go to students and teachers from Georgia, Ukraine and Bulgaria for great participation! Meeting was held in English with simultaneous translation into Georgian.

CONGRESS: Overview of ZEWSGES Project

11:00 – 11:05 Online registration of participants Moderator of the online meeting, Mamuka Gvilava, ZEWSGES project coordinator for Civitas, welcomed all participants as they were completing online registration, allowing them into meeting room started the meeting.

11:05 – 11:15 Before proceeding, he informed Georgian participants that there is a synchronous translation channel available and you may choose between Georgian and English languages (repeating the same in Georgian). Moderator, introduced himself, stressing he is honoured facilitating event and informed, that Congress and Workshop is conducted within the framework of the European Black Sea Basin Cross-border Cooperation supported project “Zero Waste Strategy for Good Environmental Status”, or shortly ZEWSGES. This is the third international Congress and Workshop organised by the project, hosted this time from Tbilisi, Georgia, unfortunately online due to pandemic, but called to try and to make best of modern communication capabilities. Moderator introduced agenda of Congress and Workshop. After opening addresses of the Congress, participants hear form three speakers: project coordinator, Georgian hosts and from European Environment Agency on Marine Litter Watch. These three presentations were followed by short Q&A and press-conference session. Participants were instructed to use Chat to ask your questions, mentioning the addressee of your question to collect them and forward to respective speakers. Participants were asked to have microphones muted all the time – only speakers can unmute while presenting, but were welcome & encouraged to have videos on. This first session of the Congress will then continue with presentations from project partners from Bulgaria, Ukraine and Turkey and this will conclude the Congress again with short Q&A session and questions from journalists as well. The second part of our event is technical Workshop, presenting tools for Eco- Education and Marine Litter Watch, as well as will introduce brand-new Online Education Platform in third part of the event, which is a panel discussion with Georgian members of the project’s Ecosystem Education Advisory Council. Last but not least the moderator cordially welcomed quite impressive number of participants from Georgia and all-over the Black Sea and Caucasus regions, and even from far away countries such as Belgium, Denmark and even Uzbekistan. Event enjoyed wide range of participants form governmental and nongovernmental organisations, experts, policy makers and funding agencies, but importantly also students and teachers who are ultimate beneficiaries of

Welcome speeches Moderator started opening session giving the floor and microphone to Mr. Giorgi Meskhidze, President of our host organisation - Civitas Georgica. Mr. Giorgi MESKHIDZE, President, International Association “Civitas Georgica” cordially welcomed participants, explained importance of the project. Moderator thanked President of Civitas, for this brief insight and address. He then invited Mr. David Bujiashvili, Director of the EU Assistance Coordination and Sectorial Integration Department of Ministry of Foreign Affairs of Georgia, who is serving as Georgian national representative with the European Black Sea Basin Cross-Border-Cooperation funding programme. Mr. David Bujiashvili, explained the importance of BSB CBC programme and particularly stressed importance of European projects in light with regional initiatives, but also Eu-Georgian Association Agreement. Moderator thanked Mr. Bujiashvili for interesting overview of European perspective of Georgia and the overall Black Sea funding program! He then invited Mrs. Nino Chkhobadze, Chairperson of the Georgian Greens Movement and Friends of the Earth Georgia, ZEWSGES Eco-Education Council Member in Georgia and last but not least, Former Minister of Environment of Georgia, one of the best and longest serving in that position. Former Minister of Environment. Mrs. Nino Chkhobadze address participants sharing her vast experience how she sees importance of issues with marine and coastal litter for Georgia and the Black Sea. Moderator thanked Mrs. Nino Chkhobadze, stressing that her visionary experience would be very stimulating for participants and speakers and mentioned that we will hear more from Mrs. Chkhobadze during panel discussion session as well. Moderator introduced and invited with pleasure the first 11:15 – 11:30 speaker Mr. Ali OREN of Namik Kemal University from Tekirdağ Turkey, lead partner of ZEWSGES project, to tell participants more about the project, please share Mr Ali your presentation. Mr. Ali Sirri OREN, ZEWSGES Project Expert of the “Namik Kemal University”, Tekirdağ, Turkey introduced details of ZEWSGES Project. Moderator thanked Mr. Ali Sirri OREN for detailed presentation of the project, stressing, that partners indeed enjoy working on this project with skilful and dedicated management by Mr Oren. Moderator now gave the floor to Georgian partners as the 11:30 – 11:40 hosts of this event, inviting Mrs. Tamar TSAMALASHVILI, Marine Environment Coordinator for “Civitas Georgica”, to inform on marine litter monitoring and other activities of Georgian partner within ZEWSGES project, please Tamar, introduce her presentation. Mrs. Tamar TSAMALASHVILI, ZEWSGES Marine Environment Coordinator for “Civitas Georgica” from Georgia presented in detail ZEWSGES Project Activities in Coastal Region of Georgia. Moderator thanked Tamo Tsamalashvili for explaining some of the Georgian partner activities, stressing that it is pleasure to work together with her in this project, even to count marine and beach litter  , which is in so large volume on Georgian coast.

11:40 – 11:55 After hearing on marine litter issues from Black Sea regional and national perspectives, moderator with pleasure invite Mr. Mustafa AYDIN of the European Environment Agency to deliver his keynote presentation on marine litter watch from even wider European dimension, before giving the floor thanking Mr. Aydin for kind offer to deliver his interesting presentation. Mr. Mustafa AYDIN of European Environment Agency delivered very informative presentation EEA’s Marine Litter Watch: The Value of Citizen/Community Science, which is immensely important for Georgia and the Black Sea region. Moderator thanked presenter and congratulated to European Environment Agency with 25th anniversary! Moderator recalled, that it was exactly 25 years ago in 1994 when I’ve first heard of marine litter from my colleagues at Schleswig Holstein National Park Headquarters in German city of Husum. We are now also dealing with same problem 25 years later and EEA’s leadership in this task is indeed much valued and remarkable. This concluded first batch of presentations.

Moderator informed that It is now time for questions and answers session, 11:55 – 12:00 including those from some journalists which are among the participants, therefore Q&A session is considered as press-conference as well. Participants were invited to have short coffees break and have some rest as well, listening to questions & answers while Congress proceeds without break. Press conference and Q&A session Question for Tamar Tsamalashvili was if she is happy with representativeness of Georgian beach selection under the project. Question asked to Mr. Ali Oren was that as project is nearing completion whether project partners plan for continuation. The issue of sustainability will be discussed during last PANEL session as well. Mr. Mustafa Aydin was asked, what is planned by EEA as further steps in marine litter monitoring across the Europe, including development for the Black Sea. All speakers provided excellent feedback (video link) and Congress proceed to further presentations from partner countries of Bulgaria, Ukraine and Turkey.

CONGRESS: Overview of ZEWSGES Project Activities in Partner Countries

12:00 – 12:15 Next presentation invited by moderator is from Bulgarian Partner Tourism Development Council in Nessebar Municipality and this presentation entitled ZEWSGES Marine Litter Watch & Eco-Education Program in Bulgaria was delivered by Mrs. Fani Semerdzhieva, ZEWSGES Marine Environment Coordinator in Bulgaria. Moderator thanked you Mrs. Semerdzhieva for sharing Bulgarian insight from the project and on behalf of Civitas recalled that all project partners enjoyed Burgas and its beautiful beaches and hospitality of host partner during our Frist Congress and Workshop in Bulgaria. Moderator was particularly impressed by Boulevard of Burgas, which is excellent example of protecting coastline and coastal zone from urban expansion and development.

12:15 – 12:30 Congress now proceeded to next partner and nice coastal country of the Black Sea, moving to UKRMEPA from Odessa coast, Ukraine. Mykyta Karpenko was invited to share amazing experience with kids and teenagers and teachers, how they are involved in marine and beach litter management and education. Mr. Mykyta KARPENKO, ZEWSGES Project Coordinator in Ukraine, UKRMEPA, Odessa Ukraine shared UKRMEPA's experiences with Eco-Education Programme and Marine Litter Watch acquired in the ZEWSGES Project. Moderator thank you Mykyta Karpenko for reminding those nice events partners had in Odessa during the Second Congress and Workshop. Moderator particularly stressed how personally enjoyed sharing snacks and drinks with beach clean-up participants on Odessa beach, rewarding teenagers for their clean-up action

as well as unforgettable amazing Georgian school girl who was meeting guests together with schoolmates waving Georgian and other Black Sea country flags!

12:30 – 12:45 Finally, Congress moved to lead partner of the project. Prof. Dr. Fatih KONUKCU from Namik Kemal University and ZEWSGES Eco-Education Programme Coordinator in Tekirdağ, Turkey was invited by moderator to share experiences with marine ecosystem education. Prof. Dr. Fatih KONUKCU, ZEWSGES Eco-Education Programme, Coordinator in Turkey, “Namik Kemal University”, Tekirdağ, Turkey presented ZEWSGES Project Eco-Education Programme in Turkey. Moderator thank Prof. Konukcu, for your experience and for dedicated efforts in making this project well implemented and for all your methodological support. Moderator expressed concern that looked like partners will miss this time visiting beautiful Turkish coastline in person but partners look forward to 4th Congress and Workshop hosted remotely by Turkish partner and invited many participants of this event if interested to join online once it is announced. Press conference and Q&A session (continued) Moderator again invited short Q&A and press conference break. Asking participants again to have a coffee continuing listening to speakers’ feedback. Frist question asked to Mykyta Karpenko from UKRMEPA was on how project contributed into partner’s interest in addressing marine and beach litter issues in Ukraine and what are the plans of UKRMEPA to stay engaged in marine litter awareness after the project ends. Question asked to Professor Konukcu was to share plans of NKU in maintaining Marine Litter Watch and Ecosystem Education Portal for the benefit of project partners and actually all Black Sea countries. Question to Bulgarian partner, Fani Semerdzhieva and Sonya Enilova, was what is the impact of beach litter and its good management on coastal tourism and whether Bulgaria has beach award program in the country (e.g., Blue Flag). All speakers provided excellent feedback and meeting after the short break proceed to further presentations as part of the more technical Workshop. Moderator indeed thanked all speakers from ZEWSGES partners and partner countries for informing participants on project activities and achievements, as well as thanked European Environment Agency for sharing with participants European dimension and comparative characterisation of Europe’s Seas including now the Black Sea as well. With this the Moderator concluded project Congress, and invited all to small break to have cup of tea and to continue in couple of minutes with Workshop on tools for marine litter monitoring and applying the results in awareness raising on marine litter issues along the coasts, in catchments and in the sea as well.

WORKSHOP: Overview of ZEWSGES Tools for Marine Litter Awareness and Monitoring

12:45 – 12:55 First speaker in the Workshop part of the event after the small break was Prof. Lokman Hakan TECER from Namik Kemal University in Tekirdağ, ZEWSGES Marine Environment Coordinator in Turkey, who share results of the marine litter monitoring and watch, in the true spirit of Common Border - Common Solutions of the European Cross-Border Cooperation Programme for the Black Sea Basin. Prof. Dr. Lokman Hakan TECER, ZEWSGES Marine Environment Coordinator in Turkey, “Namik Kemal University”, Tekirdağ, Turkey presented the Results of ZEWSGES Marine/Beach Litter Watch Campaign in Turkey. Moderator thanked the presenter for see sharing results from more than 2 years of action on reference beach sites, with well validated and well harmonised approaches following European guidelines from the North-East Atlantic Coast of Europe. Methodology is indeed applicable in the Black Sea!

12:55 – 13:00 After learning about marine litter monitoring, moderator invited the short but interesting presentation on experience with marine education and awareness from Georgia, presented jointly by. Aleksandre Kalandadze from Civitas Georgica, ZEWSGES Eco-Education Programme Coordinator in Georgia and long-term project partner Mr. David Gogichaishvili, who is also Executive Director of NGO Lanchkhuti Information Centre from Guria Region as well as ZEWSGES Eco-Education Council Member from Guria region, jointly presented details of the ZEWSGES Eco-Education Programme in Georgia. Moderator thanked presenters, praising particularly genuine nature of Eco- Education Council meetings (including young students participating!) and efforts of Georgian partners for efforts of piloting Fishing for Litter campaign together with Georgian fishermen on their Seiner! Moderator also mentioned, that European expert in charge of preparing the Marine Environment Strategy and Action Programme for Georgia is the pioneer of Fishing for Litter in Nordic region of Europe, where this method is originating. Georgian stakeholders enjoyed presentation by Mike Manaart on this in visitor centre during Eco-Education Council meeting in . Particularly impressive were his recollections on Georgian prisoners of World War II on Texel Island in Netherlands and actually finding very close relatives of those Georgians in the audience. Moderator conclu7ded, that marine litter is not only about waste, it is about people and their aspiration to make the Black Sea the better place.

13:00 – 13:10 Next presenter was the meeting moderator. Mr. Mamuka GVILAVA, ZEWSGES Project Coordinator in Georgia Civitas Georgica and ICZM National Focal Point for Georgia presentation was entitled - What is in the ZEWSGES Toolbox for the Black Sea? Georgian Perspective – in which he considered marine litter monitoring dimension from regional, national and local perspectives, emphasising regional MLW action plan and guideline, marine litter provisions in national Marine Environment Strategy and Action Plan (draft) and achievements in marine litter monitoring for target Guria region coastline.

13:10 – 13:20 Moderator thanked audience for attention and invited to listen carefully to Alp TUNCER, consultant and partner from Turkish Software company SUM, as explaining functionalities of Marine Litter Watch web portal of the Eco-Education Programme portal developed within ZEWSGES project and both freely available on project website. Mr. S. Alp TUNCER, Business Analyst, Sum Yazilim Ltd presented presentation entitled Functionalities of Marine Litter Watch http://MLW.zerowastebsb.net & ZEWSGES Eco- Education Programme http://zerowastebsb.net/EEP portals. Moderator thanked presenter, informed audience the meeting could proceed to PANEL session.

PANEL: Sustainability of ZEWSGES Marine Litter Watch and Eco-Education Programme

13:20 – 13:50 Panel participants and discussions Moderator invited into the online room open discussion panel on sustainability of developed instruments. First panellist, Mrs. Nino Chkhobadze, ZEWSGES Eco- Education Council (EEC) Member in Georgia, Co-chair of Friends of the Earth - Greens Movement of Georgia, was invited to share her thoughts and in particular experiences with the Clean-up Georgia Program of Georgian Greens Movement. Next panellist and ZEWSGES Eco-Education Council (EEC) Member in Georgia, who shared opinion was the representative of the Fauna and Flora International Caucasus, Conservation Officer in Georgia Mr. Mikheil Potskhishvili, who was invited to share thoughts about the link between marine and riverine litter and aquatic biodiversity and to inform what FFI is trying to do in Georgia to address this impact and make our ecosystems managed more sustainably.

Next up was Mr. Giorgi Guliashvili, President of Georgian Waste Management Association and ZEWSGES Eco- Education Council (EEC) Members in Georgia, who was asked to elaborate whether or not we could manage marine and beach litter without addressing the riverine and catchment basin sources and if we could consider beach litter as indicator of waste (mis)management in upstream inland areas and in river catchments. Audience then heard from the Member of the Municipal Council from local authority level. Mr. Amiran Gigineishvili, President of the Georgian Rural Council and member of the Lanchkhuti Information Centre, as the champion of coastal management in Guria Region, shared what are your efforts to help address the problem and where he can see strategic solutions. It was fascinating that on a very short notice Panel discussion was addressed by Mr. Stavros Kalognomos, Executive Secretary of the Balkan and Black Sea Commission (BBSC), the Conference of Peripheral Maritime Regions (CPMR), who introduced participants with the Intergroup of the European Parliament on Seas, Rivers, Islands and Coastal Areas (SEARICA) and even proposed for consideration an invitation of ZEWSGES project to contribute one of the SEARICA session online devoted to marine litter in the Black Sea. Finally, Prof. Konukcu, Representatives Namik Kemal University (NKU, ZEWSGES Lead Partner and Coordinator), informed participants how international efforts can be combined with local efforts, and commitment of NKU to keep running ZEWSGES tools to contribute into sustainability of developed instruments such as MLW portal for the Black Sea, inviting all attendees to register with help of Civitas.

13:50 – 14:00 At the end of this interesting online meeting, moderator invited President of Civitas Georgica Mr. Giorgi Meskhidze and Project Expert and Coordinator Mr. Ali Oren to summarise results of Marine Litter Congress and Workshop. Both Georgian partner and Project Coordinator promised to apply efforts to seek for further funding of initiatives such as Black Sea ILMM, continued with ZEWSGES project, in order to sustain achievements under these projects.

14:00 End of Congress/Workshop Moderator thanked Mr Giorgi Meskhidze and Mr Ali Oren for summary analysis as well as all participants and all speakers and especially interpreters for excellent support in smooth communication, and concluded online meeting.

Partner Meeting Report

Project Partner Meeting consisting of Eco-Education Programme (EEP) Unit Meeting, Marine Clean-up Unit (MCU) Meeting, Project Coordination Unit (PCU) Meeting, and Project Steering Committee (PSC) Meeting was conducted the same day, half hours after the completion of the 3rd Project Congress and Workshop. Agreements were reached on all ongoing issues; particularly next 4th Workshop and Congress organised by Turkish partner and reporting issues and was completed efficiently in an organized manner. Partners also congratulated Georgian partner with successful 3rd Congress/Workshop. Finally, it is important to mention, that this was the first online project meeting organised with education webinar tool developed by NKU partner with help of Consultant SUM. Partners commanded NKU and Sum with this achievement and committed to organise forthcoming training event with this project tool. Screenshot of the online Project Partner Meeting is provided above. Partners agreed with satisfaction, that final 4th Congress/Workshop and Partner Meeting will be organised with this online video training tool. And with that Partner Meeting was completed.
