RESPONSE TO NEIGHBOURHOOD PLAN EXAMINATION – QUESTIONS OF CLARIFCATION FROM THE EXAMINER TO THE PARISH COUNCIL AND WC – PARISH COUNCIL RESPONSE

6. The adopted Site Allocations Plan does not include any land within Bremhill Parish (designated Neighbour Plan area).

8. In Part 2 we are using the term “Vision” in a generic way on the Section title pages. Some of these have subsequently been developed into “Vision Statements” in Part 1 from these and the supporting evidence. The Vision Statements in Part 1 are the definitive ones that should be considered in reviewing the Plan. We apologise for the confusion.

9. There was multiple input into reaching the 20 homes figure: The housing allocation for Rural area within Core Strategy. Housing Needs Survey conducted by Wiltshire Council. Questionnaire responses from Parishioners. Input from Parish Councillors and the public meetings. Review of potential sites in 2014 and correspondence with land owners ofn an expression of interest.

This background drove the figure of 20 homes.

10. There were two meetings with our Natural England Area Coordinator, one of these was on site at the Marden. At both meetings it was pointed out that the meandering nature of the River Marden and the fact that “wildlife does not recognise straight lines” meant that a 100m buffer would not be appropriate for this area of natural habitat and wildlife corridor movements.

In addition the Neighbourhood Plan took into account Wiltshire Councils Spatial Core Policy 8 for Calne Community Area where the River Marden should provide a “wider green infrastructure network linking Calne with Chippenham and the wider countryside” and it was not felt appropriate that a 100m buffer could provide this.

This buffer also applied to the River Avon as the Marden flows into it in the Parish and the Avon has an important SSSI within the Parish boundary.

The proposal for the 200m buffer was supported by Natural England and the Environment Agency in the consultation period.
