MINUTES OF THE PLANNING MEETING HELD 28 November 2012 @ 7:30pm

1. Chairman’s Welcome and Public Forum.

i. Housekeeping.Cllr Martin advised those present of emergency procedures, exits, local hazards and location of wc’s. Mobile phones and electronic equipment to be switched off or turned to ‘silent’. ii. Public Session : As there were no Members of the public present at that moment, Cllr Martin invited Ms Warwick to make her presentation to Members.

Ms Warwick explained that having heard and considered the Council’s objections to the density of housing proposed for the ‘Carloggas’ site, new plans had been drawn up by Dean Mutton who had made the original presentation, for fewer dwellings(46 instead of 60) and greater variety. However, if the Council has ideas on these designs they wish to put forward, the design is not set in stone she will take those ideas away and work on them to see whether they could be integrated.

This will not now be a phased project as that would mean the site being a constant building site.

Members discussed this project for some time and asked a number of questions regarding cupancy, access, parking etc. Making reference as they did to the Parish Plan which they advised could be downloaded from the Council website for information.

Cllr Martin thanked Ms Warwick for attending the meeting.

Cllr Heggie explained she would be declaring an interest asked that she be allowed to withdraw comments made previously when Plan E had been discussed as she had made enquiries regarding the plans and now had no objections. Members agreed this application would be discussed last in order that Cllr Heggie could withdraw from the meeting and leave.

Mr Calton apologised for his late arrival and asked to speak about the development proposed by Situ8. However during discussions it became apparent that the siteto which Mr Calton was different to that being discussed by Ms Warwick. Mr Calton apologised to Members for his error.

Members had issues with this application (Later found to be a Certificate of Lawful use and not a Planning Application as stated on the paperwork)

Plan C PA12/09692 Certificate of lawful use of land for the stationing of caravans for humans Support habitation Tregatillian Homes Park Tregatillian St Columb

Established residential site providing much needed local accommodation where there is plenty of space.

Plan D PA12/09908 : Change of use of land to domestic cartilage for dwelling approved under Object C2/10/00221 38 Trelawney Parc, St Columb

Members objected to public land which offers a green space in a residential site being taken over by a resident.

Plan E PA12/09388 : To re-open former coal shoot(sic) and insert a new timber sash window Support at basement level. To carry out damp proofing work and install a radon sump system. Insert a new timber staircase to access the basement. To close an opening in the Cllr Heggie basement that was re-opened under application C2/17/01904 declared 6 Retreat Court, St Columb interest and left All members’ previous concerns had been explained and addressed in full

Plan F PA12/09733 : Conversion of existing disused grain store to self contained holiday unit – Support renewal of C2/08/00701 Brooklands Farm, Tregaswith, Newquay

Improvement to this building, more aesthetically pleasing and an addition for the tourist industry.

Plan G PA12/09367 : Conversion and alterations of existing stable to holiday let Not accommodation supported Land to SW of Trebudannon Farm, Trebudannon, Newquay

History of this application concerned Members who did not know what the previous objections to the conversion were. More info required.
