1.0 BACK GROUND 1.1 Introduction The Proposed Jalalpur Irrigation Project (JIP) aims to bring about 168,684 acres (68,263 ha) of rain fed land under irrigated agriculture. Presently, the farmers in the command area of the proposed JIP mainly grow wheat and fodder under rain-fed conditions, whereas maize and sugarcane is cultivated using groundwater irrigation in some areas. Farmers in the project area get low agricultural production and low farm incomes as the result of frequent crop failure, low crop yields, low farm profitability and secondary sanitization.

The proposed project comprises a new non-perennial irrigation system off taking from the right bank of the Rasul Barrage which will irrigate areas of Tehsil of District and Tehsil Khushab of District Khushab. The main canal will have a length of about 117 Km and a design discharge of about 38.22 m3/s (1,350 cusecs) at Rasul Barrage. The 210 km long distribution system comprises 23 distributary canals and 10 minor canals, more than 827 structures of various kinds proposed to be constructed across the main canal, distribution system and flood carrier channels. The project components have been designed by taking into account the impact of climate change up to year 2050.

The project will primarily benefit more than 225,000 rural population of about 80 villages. Most of the beneficiaries will be the farmers through irrigation supplies and stabilized crop yield. The other beneficiaries will include farm labourer and women through enhanced farming activities.

The project area can be accessed through the Lahore-Islamabad Motorway by taking exit from Lilla Interchange. Alternatively, the area may be approached via the GT Road from Jhelum to Rasul Barrage. Location of the project area is shown in Figure 1, while layout is shown in Figure 2.

1.2 Project Authorization Feasibility Study was carried out under Project Preparatory Technical Assistance PPTA in November 2015. Detailed design has been developed through a Project Design Advance by ADB, by Design Consultants. The consultants were entrusted to prepare Detail Engineering Design, LARP, EIA Report, PC-I & Bidding Documents, Construction Drawings and to facilitate PMO during bidding process.

PC-I of project has been approved by ECNEC on February 07, 2018 for cost of PKR 32721.46 million. Loan of USD 274.63 has been approved by ADB and signing of loan agreement will be done shortly.

1.3 Project Details The physical components of project comprise main canal, irrigation distribution system, river protection and flood channelization works.

1.3.1 Proposed Irrigation System Initial reach of the proposed main Canal from Rasul Barrage to Jalalpur Sharif runs through hilly terrain after which the canal shifts slightly away from the hill toe. Numerous hill-torrents cross the main canal at various locations. The command area is mostly underlain by hazardous to marginally usable groundwater. Parts of the Project area are saline of varying degree. These aspects have been considered while carrying out layout of the canal distribution system.

The main canal with a total length of 117 Km has been proposed to be a contour channel, running at higher contour and irrigating areas only on its left side. Due to lower contours. The distributaries are aligned from the main canal from north towards the river in the south along the relatively steep natural slopes. The drainage lines are located on lowest contours between two distributaries and will form the boundary of command area of each distributary, fifty one (51) direct outlets are provided in the main canal out of which thirty four (34) are provided to command areas which could not be irrigated otherwise from the distributaries and 17 direct outlets have been provided for drinking water supply to villages at the request of Punjab Public Health Department and local communities.

The initial reach of the Main Canal upto Jalalpur Sharif (RD 5+000 to RD 40+350) runs through hilly terrain (RD is equal to 1,000 ft). On the right side is hill slope and on the left side is the . In order to adjust the canal prism in this reach, a concrete lined section is proposed. In order to avoid the incidence of flood damage, the left bank of the canal up to Jalalpur Sharif will act as Flood Protection Bund and is designed against the design flood of Rasul Barrage (850,000 cfs). Short Spurs/studs 200 to 300 ft long at variable interval are proposed in this reach for safety of Flood Protection Bund as a result of model study at Nandipur Hydraulic Research Station. As the right bank is in cut, a stable slope or retaining walls will need to be provided to support the cut slopes in this area.

The reach of the main canal from barrage to RD 82+350 is concrete lined for stability and safety reasons as canal section is in high fill, the remaining length of canal up to its tail at RD 379+500 shall be earthen. There are 23 distributaries off taking from the main canal, in addition to ten (10) minors. All distributaries and minors are designed as unlined channels. For safety of canal infrastructure against hill torrents, 18 number Flood Carrier Channels having 240 Km length will also be constructed.

The number of structures to be constructed along the irrigation system Are shown in the following Table.

In addition to irrigation component, the project also covers command area development works to be carried out through the Agriculture Department as mentioned here under:  Construction of 485 Watercourses: 50% lined with parabolic concrete section in addition to Outlets and turnouts (Pacca Nakas);  Establishment of 800 demonstrations centres;  Precise land leveling on 800 ha;  Installation of high efficiency irrigation system over 1,200 ha.

1.3.2 Flood Channelization Works It is observed that hill torrents originating from salt range do not have a very well defined path besides, they carry salty water from the salt range and spread over the proposed command area of JIP. This is the primary reason of surface salinity in the area. Secondly, the farmers also use saline ground water sometimes to save their crops, adding secondary salinization. Therefore, a network of flood carrier channels is proposed to dispose the saline water of hill torrents to River Jhelum.

The proposed flood carrier channels will not only alleviate the menace of soil surface salinity but also protect the command area and infrastructure in the area from danger of flooding. In addition, these channels will also act as seepage drains if the need of agriculture drainages arises in future. The flood carrier channels have been designed for the flood of 40 year return period. A number of bridges and other structures have also been provided across these channels.

1.4 Land Acquisition and Resettlement Plan JIP involves the construction of a new irrigation system to benefit over 225,000 rural population of 80 villages in Jhelum and Khushab districts. Its direct beneficiaries will be small farmers who would get regular irrigation supplies resulting increased agricultural production. The project would reduce land degradation and salinization being caused due to saline water flow from many hill torrents. Other beneficiaries will include farm laborers and women through enhanced farming activities.

For construction of main canal, distributaries, minor canals and flood carrier channels, the project will require acquisition of land resulting unavoidable involuntary resettlement impacts. A total of 8,105 acres of land will be acquired (2,180 acres for the main canal, 1,498 acres for the distributaries and minors, and 4,427 acres for the flood carrier channels). The resettlement plan will also include removal of more than 300 main residential and commercial structures permanently and displacement of small business structures of the owners, removal of 9,767 trees, crop losses, a few community facilities and public structures.

It is estimated that 8,000 persons will likely be affected. Of these, 2,920 persons will potentially lose 10% or more of their agricultural land and 308 structure owners and their households will need to relocate. Based on this, the Project is categorized as A for involuntary resettlement.

Draft Land Acquisition and Resettlement Plan (LARP) has been prepared to address these impacts in accordance with the ADB Involuntary Resettlement Policy SPS 2009 and Pakistan’s Land Acquisition Act (LAA, 1894) and meet ADB’s Project appraisal requirement. Updated / final LARPs

4 following the contract packages will be prepared following the detailed design and the notification of Section 4 of Land Acquisition Act (LAA).

The implementation of LARP will be synchronized with the construction schedule in the construction contract document. The Social and Environment Unit (SEU) under the PMO-Canals with handle the implementation of the LARP and supervise the resettlement activities at various stages of project design, implementation and operation. As per ADB’s Resettlement Policy, the estimated budget of PKR 5,009.010 (m) equivalent to US$ 47.79 (m) to compensate displaced persons (DPs) and LARP implementation is to be allocated.

1.5 Environmental Impact Assessment Environmental Impact Assessment has been carried out following Asian Development Bank Guidelines (SPS 2009) and Punjab Environmental Protection Act (2012) and Pakistan Environmental Protection Act 2012.

Baseline of the project has been established, which include, physical, biological, socio-economic and environment. Impacts during execution phase and during operation phase of the project have been identified. It is concluded that the project will not have any significant adverse impact on the existing conditions. An Environmental Management Plan (EMP) has also been prepared to highlight the remedial measures to be adopted during each phase of the project to mitigate or compensate any potential impacts.

1.6 Project Costs Capital cost of the project comprises civil, mechanical and miscellaneous works such as environmental management costs, cost of land acquisition and resettlement plan, cost of project implementation consultants (PIC), command area development (CAD) works, operating cost of project executing & implementing agencies, physical and price contingencies etc. Total cost of the Project is PKR 37721.46 million.

1.7 Procurement of Works Works for Output 1 will be procured in the following three (3) contract packages by PMO Canal, Provincial Irrigation Department (PID).

1.8 Project Implementation Arrangement The Project Steering Committee (PSC) would, review progress, and make key decisions for the project. The PSC will be chaired by the Chairman, Planning and Development Board (P&DB) and include secretaries of Irrigation, Agriculture, Environment and Finance Departments. Member Board of Revenue, Project Director of PMO Canals and Project Manager PIO, and the Team Leader of PIC will also participate in PSC.

Punjab Irrigation Department (PID) will be the Executing Agency (EA) for the entire project and PMO Canals will be responsible for overall management and implementation of the entire project on behalf of EA (including CAD works (output 2) and capacity development for improved On-Farm Water Management practices (output 3), to be handled by Provincial Agricultural Department), and construction of the irrigation system, river training and flood channelization works (output 1)

See Fig E1 for project organization structure. Following are the responsibilities of PID and PMO Canal:

Organizational structure of PMO-Canals is shown in Figure E2. Within PMO-canals, a nominated Director (Technical) will be dedicated for JIP. Head PMO as the Project Director, will perform high level management, manage overall project implementation, coordinate and directly manage implementation of irrigation system component, and facilitate PSC meetings to report implementation status and seek policy and management guidance for the project.

PMO Support Consultants will assist in discharge of PMO functions. Project Implementation Consultant will be mainly involved and responsible for construction supervision and contract administration (in the capacity of the Engineer). Some individual consultants will also be hired by PMO.

1.9 PMO Support Consultants PMO Support Consultants will augment the professional ability of PMO and enable PMO staff to discharge their functions such as review of engineering design, contract administration & construction claims, financial management, land acquisition & resettlement, geographic information system etc. more efficiently and confidently.

2.0 OBJECTIVE OF THE ASSIGNMENT The objective of the assignment is to provide a team of specialists in various fields, who will work by conglomerating with PMO Canal staff in conducive work environ, to assist PMO Canal in discharge of its functions, in a befitting professional manner, by watching interest of the Client, without creating a separate work compartment.

3.0 SCOPE OF SERVICES, TASKS AND EXPECTED DELIVERABLES The services of personnel belonging to Support Consultant will be dovetailed into PMO professional structure. Consultant’s personnel should essentially have considerable and valuable experience in relevant fields and a positive attitude to conglomerate their input with the PMO functioning. These personnel will work in complete harmony with PMO team, without forming a separate work compartment. The professionals thus inducted will perform the services by providing:

i. A vigilant effort to review and visualize the design exercise being carried out by Implementation Consultant; ii. A watch on the Client interest in handling of construction claims and represent the Client in DRB meetings; iii. A holistic view of the whole irrigation system with different presentations on GIS; iv. Assistance in establishing an interlinked system for financial management at PMU/PMO and at field offices and monitoring & tracking of all financial aspect; v. Watch that LARP is being carried out in accordance with the project documents, local legislations and ADB guidelines.

The Support Consultants will generally and specifically watch that all activities of the project are being carried out in accordance with ADB guidelines and Government requirements. In addition to forgoing, Support Consultants will also provide small amount of input for proposed ensuing projects with proposed financing by ADB.

4.0 TEAM COMPOSITION & QUALIFICATION REQUIREMENT FOR KEY EXPERTS To assist PMO Canals in day to day functioning and operations in relation to JIP and to perform review, check and recommendation to accept work results of various consultants and contractors in a befitting professional manner, and for that purpose, competent and able consultant’s team will be nominated. Consultant’s personnel should essentially have adequate and required experience in the relevant fields and possess positive attitude to amalgamate their input with the PMO functioning. These personnel will work in complete harmony with PMO team, without forming a separate work compartment.

The Support Consultants will provide the required professional support through various personnel and relevant contract staff covering a total of 469 person months, out of which 277 person months are for key personnel and 192 person months for non-key personnel.

Note: The support consultant will be under contractual obligation to deploy an office manager (61 person months), AutoCAD Operator (51 person months), Word & Spreadsheet Processing Operators (120 person months), networking & IT Specialist (61 person months), Quantity Surveyor (61 person months) and pool of office boys, drivers & guards (394 person months). All staff should have appropriate experience and relevant qualifications. These are contract staff positions and will be chargeable to the “reimbursable expenses”.

4.1 Job Description of Key Positions The following text describes the functions and services that key personnel are obliged to perform. In addition to the below mentioned tasks, the team members will perform all desired and relevant assignments requested by PMO Canal.

PMO SC-1 Contract & Claim Expert/Team Leader (National: 48 person-months) Contract & Claim Expert will generally perform the functions given below, but not limiting to the following :- i. Lead the Support Consultant team to deliver all requisite tasks, functions and assignments promptly on time, in accordance with agreed procedure and to the satisfaction of the Client; ii. Familiarize PMO with procurement procedures as per ADB guidelines for procurement iii. Advise and assist PMO in organizing and managing procurement activities of various contract packages as per ADB guidelines and Government procedures and ensure that nothing will be rendered as mis-procurement or ineligible; iv. v. Advise and assist PMO about procedures and requirements related to bid opening, evaluation and award of contracts; vi. Interprets various contract provisions as and when desired by Client; vii. Keep a vigilant watch on procurement risk register to forewarn PMO of any risk repose; viii. Keep vigilant watch on all contracts under JIP and advise the PMO as and when required to ensure that these are being implemented according to conditions of contract ix. Monitor the implementation schedules of contracts and keep the PMO well informed about any delays, revisions or non-compliances x. Monitor that PIC performs the contract administration as per consultancy agreement with them including the role of “the Engineer” being performed by the PIC, and keep the PMO well informed about their performance and point out weaknesses/suggestions for improvement xi. Monitor the physical and financial progress of contracts as compared to the schedules/financial plans and advise the PMO for taking requisite actions xii. Advise PD PMO about his responsibilities and obligations as “the Employer” under the contracts and assist him in performing these at various stages of implementation of contracts xiii. Assist PMO for preparation of documents/responses relating to contractual matters during correspondence with PIC (the Engineer) or the contractor xiv. Assist PMO in respect of preparing claims and disputes or replies of claims and disputes raised by the Contractor so as to defend these in accordance with the Contract Documents; xv. Attend meetings along with PD PMO or represent him during meetings with contractor and/or PIC related to contractual matters; xvi. Review the Monthly Progress Report of Works submitted by PIC and prepare an analysis of monthly planned and actual progress achieved under each of the civil works contracts. The issues that may hinder the planned implementation shall be described in these reports along with the suggested solutions.

PMO SC-2 Hydraulics / Irrigation Design Expert (National: 48 person-months) Hydraulics Irrigation Design Expert will generally perform given below functions and services, but not limiting to the following:- i. Develop a holistic view in respect of design of total irrigation system, indicate any design gaps and propose refinements; ii. Advise PMO on all design related issues and forewarn of any adverse consequences of any design fault and/or major flaw in design; iii. Critically review any special aspect of design with consideration to modern technology or river morphology etc; iv. Review critical Contractor’s design submittals; v. Review all relevant technical documents and examine design parameters and design criteria against the Client’s requirement; vi. Review adequacy of all hydraulic aspects of the works, relevant construction drawings and specifications; vii. Comprehensively review the plans for construction of distributary and minor canals including provision of control structures, their locations, and required supporting infrastructure including escapes etc. for the command of project area. xvii. Assists PMO in review and issuance of approvals for all proposed variations/revisions of design submitted by the PIC Contractor viii. Review the provision and adequacy for flow measurement structures throughout the system to facilitate both system management and monitoring of system performance; ix. Review operation and maintenance strategies for the irrigation infrastructure by PID; x. Review detailed design review report prepared by PIC; xi. Monitor and track performance of design services on time-baseline.

Assist PMO in complying with ADB’s Guidelines on Involuntary Resettlement in accordance with ADB’s Safeguards Policy Statement (SPS; 2009), and provide necessary advice whenever solicited by PMO; ii. Training of selected PID staff with a view to strengthening the PID’s capacity to adequately oversee resettlement activities; iii. Review all relevant documents, particularly the Environmental Impact Assessment study; iv. Review the site specific environmental management plan (SSEMP) for each contract and establish system to ensure its effective implementation; v. Review and monitor required appropriate actions to mitigate any negative environmental impacts associated with construction activities; vi. Review detailed reforestation plan for the Project and monitor its implementation during construction process as required in the IEE/EMP; vii. Review the adequacy of all mitigation measures for environment protection Review the environmental management and monitoring plans for reflecting full details regarding the estimated mitigation costs through SSEMP. viii. Review biannual environmental monitoring report and other consultants’ and contractors’ submittals.

PMO SC-4 GIS Specialist (National: 36 person-months) GIS Specialist will generally perform the given below functions and services, but not limiting to the following:-

i. Utilizes Geographic Information System techniques to provide a better understanding of certain variables in a given geographic location of project; ii. Extracts data from GIS software and uses varying analysis methods to arrive at results; iii. Recommends appropriate reactionary strategies in response to GIS analysis; iv. Knowledgeable of GIS software and technology v. Works in conjunction with AutoCAD drafters; vi. Generate mapping of the project area by super imposing design data to represent engineering proposal in most comprehensive and pleasing manner; vii. Make presentations when and where required by the client.

PMO SC-5 Social & Gender Specialist (National: 36 person-months) Social & Gender Specialist will generally perform given below functions and services, but not limiting to the following:- i. Provide oversight on Construction Supervision (Implementation) Consultants; ii. Coordination for project implementation with all agencies and stakeholders; iii. Advice policy and support to PMU on all social and gender issues; iv. Advice policy and facilitation of knowledge building on social on social gender issues; v. Compilation, analysis and interpretation of social and gender issues and review of reports submitted by the Implementation Consultants. Produce report wherever necessary; vi. Representation of PMO in different working groups and interagency working groups; vii. Provide policy advice and facilitation of knowledge building and management focusing on achievement of the project objectives; viii. Sound contributions to knowledge networks and communities of practice through identification of best practices and lessons learned; ix. Assessment of the country’s gender policies and their impact on the project outcomes like poverty reduction, growth, equity etc. x. Overview capacity building support for Project delivery team and Government officials, public institutions on gender issues; xi. Effective application of Results Based Management tools, establishment of management targets and monitoring achievement of results viz a viz implementation and all other consultants’ performance; xii. Analysis and research of information on stakeholders, preparation of substantive briefs on possible areas of cooperation; xiii. Production of periodic updates and briefs on project implementation in comparison to ADB relevant Guidelines; xiv. Participation in management of events and publications on gender issues in related to project implementation.

PMO SC-6 Financial Management Expert (National: 61 person-months) Financial Management Expert will generally given below functions and services, but not limiting to the following:- i. Review all documents relevant with the financial management of the project and propose modifications/amendments if needed; ii. Establish separate accounts for the project in accordance with Finance Department procedures and ADB guidelines; iii. Maintain separate project accounts under a comprehensive computerized financial management system adequate to reflect all procurements, payments, source of funding, reimbursements etc; iv. Coordinate all audits perform by any illegible agency;

v. Develop and put in place an appropriate MIS System for implementation of the project(s); vi. Arrange to make payments on behalf of PMO to vendors, consultants and contractors or else; vii. Prepare withdrawal or reimbursement applications; viii. Prepare position status financial reports; ix. Assist PMO in setting up and operating the imprest and other accounts for ADB loans funds and Government sourcing in manner acceptable to ADB and Finance Department.

PMO SC-7 Junior Engineers (Miscellaneous Positions National: 131 person-months) The responsibility for Junior Engineers is to provide technical assistance and support to PMO Canals and/or PMO Support Consultants in the respective engineering discipline to provide facilitation in performance of following functions:- i. To check whether project proceeds are performing within the governmental codal procedures, where ever applicable; ii. To see the ADB Guidelines are being followed; iii. Coordination with all stakeholders and agencies involved; iv. To have an overall oversight of the project activities and work results; v. Oversight for LARP, Social Safeguards and environment activities and check whether all standard and guideline are being met; vi. To track and follow up whether the project is being completed on schedule, within time schedule and with cost overrun; vii. Monitoring, control, reporting and making presentations; viii. Develop a cataloguing, storage and retrieval system for all project check and control documents and other record; ix. Documentation storage and issuance control; x. Keep a copy of set of latest drawings, project and contract documents; xi. Making desired presentations, briefs, notes etc.

PMO SC-8 Accountancy System Administrator (National: 61 person-months) The responsibilities Accountancy System Administrator are but not limited to the following:-

i. Manage technically the set ups of the accountancy system (end ensure consistency); ii. Manages the access and specific set up, users accounts etc.; iii. Monitors the Key Project Indicators related to financing and accounting processes for continuously improvement; iv. Enhance controls on specific system coverage like general ledger set up, posting group set ups, creation of new accounts/dimension after validation from group controller; v. Support all concerned entities with accounting system related questions; vi. Configure hardware, peripherals, services, settings, directories, storage etc., in accordance with standards and project/ operational requirements. vii. Develop and maintain installation and configuration procedures; viii. Develop and maintain system standards; ix. Recommend innovative, and where possible automated approaches for system administration tasks; x. Perform daily system monitoring, verifying the integrity and availability of all hardware, systems and key processes, reviewing system and application logs, and verifying completion of scheduled jobs such as backups; xi. Perform regular security monitoring to identify any possible intrusions; xii. Perform daily backup operations, ensuring all required file systems and system data are successfully backed up to the appropriate media, recovery devises are created;

15 xiii. Perform regular file archival and purge as necessary; xiv. Create, change and delete users accounts as per request; xv. Maintain operational, configuration or other procedures; xvi. Perform ongoing performance tuning, hardware upgrades and resource optimization as required. Configure CPU, memory and disk partitions as required.

5.0 REPORTING REQUIREMENT AND TIME SCHEDULE FOR DELIVERABLES The Support Consultants will have a dual function to deliver the tasks described in the scope of services and specific responsibilities of key specialists as well as to provide support PMO through their staff in all matters that will be assigned and referred to the Support Consultants from time to time by PMO.

5.1 Content of Reports In this regard the Consultants will prepare reports in English. The consultant will submit Table of Contents (TOC) for each report for prior approval of the Client. The consultant will provide these reports, with following content and details:

i. Inception Report: Within one month of commencement, the Consultants will present a Draft version of Inception Report, the final version will be generated subject to review by Client in two months’ time; till then services will be carried out according to draft version. In this report the Consultant will present their timeline, strategy, methodology, responsibility matrix, risk analysis, risk response methods etc. of the delivery of consultancy services.

ii. Monthly Progress Reports: Support Consultants shall prepare monthly progress reports of their assignment which shall indicate progress of execution of services required under their consultancy assignment. Support Consultants shall also review the Monthly Progress Report of Works submitted by PIC and prepare an analysis of monthly planned and actual progress achieved under each of the civil works contracts. The issues that may hinder the planned implementation shall be described in these reports along with the suggested solutions.

iii. Review Report of Design Review Report: Both draft and the final versions of the Design Review Report, prepared by PIC, shall be reviewed by the Support Consultants separately. The Report to be prepared by Support Consultants shall consist of the comments on design in all field for which staff has been provided to in this contract. The Consultants may proposed refinement in design with rationale.

iv. Quarterly Financial Reviews: Quarterly Financial Review of JIP shall be prepared and submitted on regular basis. The Reviews shall indicate revised cost estimates for each component of the project conveyed by PIC compared with the original budgetary provisions and recommendations for actions needed to control expenditure or seek additional funding, if so required.

v. Support Consultant’s Project Completion Report: Consultants shall prepare a Project Completion Report (PCR) describing the status of completion of all functions and services delivered by them. In the report the Consultants will make sure to include listing up major problems encountered and actions taken besides including review of the training needs for PMO staff and making appropriate recommendations. It shall also summarize the total person months consumption

in services delivery, accumulative financial statement and give a resume of (i) project implementation experience (ii) suggestions for improvement, sustainability and exit strategy; (iii) impact assessment and lesson learnt.

5.2 Reports and Deliverables: The schedule for various reports and documents that are likely to be generated has been prepared. Additional reports and presentations shall be prepared as required. The consultants will supply the deliverables as per schedule given below along with the respective soft copy thereof:

6.0 CLIENTS’ INPUT AND COUNTERPART PERSONNEL The Client shall make available to the Support Consultants at no charge the following input:- i. The Support Consultants will be housed in the furnished premises of Head PMO Canals , wherever it is located during currency of the consultancy contract. ii. Assistance to procure all necessary administrative documents; iii. Office premises to house all personnel with all utilities and amenities without charge’ iv. Free use of vehicles procured/rented by the Support Consultants for official purposes and approved personal use, during the currency of consultancy contract; v. Permission to use facilities such as Rest Houses, payable at the official rates, will be granted where possible, to members of the Support Consultants’ staff in connection with their official duties; vi. Any staff required by the Support Consultants for performance of any special assignment for which Support Consultants are not obliged to provide staffing, adequate counterpart staff will be provided, under supervision of Support consultants.

7.0 CLIENT WILL PROVIDE THE FOLLOWING INPUTS, PROJECT DATA AND REPORTS TO FACILITATE PREPARATION OF THE PROPOSALS  The Client will provide Feasibility Study of (November 2015) prepared by PPTA Consultants, Brief on Design, Draft Mid Term Report of PDA consultants, and one of recent Progress Report by Design Consultants.  The Client will also provide any other information available with the Client, that the Client considers is useful for preparing a meaningful response to RFP.  Project Administration Manual prepared by ADB.
