Noting a quorum of the Council being present, Chair Robert Wilford called the meeting to order at 7:00 p.m. with an invocation by Mayor Louie Davis.

VI. GUEST SPEAKER- C.J. Davila, Executive Director Florida Green Building Coalition

Scott Koons, Executive Director, introduced C.J. Davila, Executive Director, Florida Green Building Coalition. Mr. Davila gave a presentation concerning the Florida Green Building Coalition. He stated that the Coalition is a 501(c)(3) not-for-profit corporation dedicated to improving the built environment. Mr. Davila stated their mission is to lead and promote sustainability with environmental, economic and social

benefits through regional education and certification programs. He also stated the certification programs include single family homes, high rise residential buildings, commercial buildings, local governments and local government land development codes. Chair Wilford thanked him for his presentation.

VII. CHAIR'S REPORT - South Florida Climate Change Compact and Tampa Bay Resilience Coalition

Chair Wilford stated at their June 27, 2019 meeting, the Executive Committee discussed two regions in the state that are addressing climate change and resiliency. He noted that the south Florida region has formed a Climate Change Compact and the Tampa Bay region has formed a Regional Resiliency Coalition. Chair Wilford stated that a presentation concerning this topic will be scheduled for a future Council meeting.

VIII. COMMITTEE REPORTS

A. Executive Committee

1. Proclamation Declaring 2020 Census Awareness Month

Mr. Koons stated that the next Decennial Census will be taken this year and will be used to determine political representation to the United States House of Representatives, state legislatures and local governments. He stated that data from the Census provides the basis for distributing more than $675 billion in federal funds annually to communities across the country to support programs impacting the amount of funding that will be provided by the state and federal government for a number of programs, including housing, education, transportation, employment and healthcare. Mr. Koons stated April 1, 2020 marks the official, constitutionally-mandated Census Day where every resident is called on to "be counted." Mr. Koons stated the Executive Committee recommends that the Council join in a public outreach effort by designating the month of March 2020 as Census Awareness Month

ACTION: Commissioner Chestnut made the motion, with a second by Commissioner Arreola, to adopt a proclamation proclaiming the month of March 2020 as Census Awareness Month in the north central Florida region, which has been attached hereto and made a part of these minutes. The motion carried unanimously.

2. Resolution Naming the James H. Montgomery Certificate of Outstanding Attendance. Mr. Koons stated that Mr. Montgomery served on the Council from 1976 to 2004 as a member representing the Board of County Commissioners of Columbia County, Florida. From 2010 to 2019, he served on the Council as a gubernatorial appointee. Mr. Koons stated Mr. Montgomery provided 38 years of distinguished leadership and service to the Council. He stated Mr. Montgomery served three times as Chair of the Council from 1983-84, 1994-95 and 2001-03. He also stated Mr. Montgomery held other leadership roles during his service on the Council, including Vice-Chair, Secretary-Treasurer, Chair of the Clearinghouse Committee, Chair of the Finance Committee, Chair of the Program Committee and Chair of the Nominating Committee. Mr. Koons stated that the Executive Committee recommends that the Council name its annual Certificate of Outstanding Attendance the James H. Montgomery Certificate of Outstanding Attendance.

ACTION: Mayor Witt made the motion, with a second by Commissioner Demps, to adopt the attached Resolution Naming the James H. Montgomery Certificate of Outstanding Attendance. The motion carried unanimously.

3. Assigned Fund Balance - Capital Reserve

Mr. Koons stated that the Executive Council recommends encumbering as additional $4,000 of the Council's unassigned fund balance as part of the assigned fund balance to increase the Capital Reserve Fund balance for accumulated depreciation of building and equipment costs from 566,000 to $570,000.

ACTION: Commissioner Mortimer made the motion, with a second by Commissioner Chestnut, to encumber $4,000 of the Council's unassigned fund balance as part of the assigned fund balance to increase the Capital Reserve Fund balance for accumulated depreciation of building and equipment costs from 566,000 to $570,000. The motion carried unanimously.

4. Land, Warehouse and Office Building

Mr. Koons, stated pursuant to Council action, the Executive Director signed a site access agreement; engaged Emerson Appraisal Company, Inc. to prepare an appraisal of the land, warehouse and office building; and secured the assistance of Colliers International, a commercial real estate organization, to identify office space purchase and lease options for relocation. He stated the appraisal has been completed resulting in a value of $970,000. Mr. Koons stated the research of relocation purchase and lease options continues to be in progress. He stated that the Executive Committee recommends that the Council declare the · land, warehouse and office building located at 2009 NW 67th Place, Gainesville, Florida (Parcel Nos. 07878-008-000 and 07878-009-000) to be surplus property; set a minimum bid sale price for the land, warehouse and office building of $1,018,500, which is the appraised value plus five percent; and authorize the Executive Director to advertise for bids to sell the land, warehouse and office building.

ACTION: Commissioner Demps made the motion, with a second by Commissioner Chestnut, to declare the land, warehouse and office building located at 2009 NW 67th Place, Gainesville, Florida (Parcel Nos. 07878-008-000 and 07878-009-000) to be surplus property; set a minimum bid sale price for the land, warehouse and office building of $1,018,500; and authorize the Executive Director to advertise for sealed bids to sell the land, warehouse and office building. The motion carried unanimously.

B. Clearinghouse Committee

Commissioner Janice Mortimer, Clearinghouse Committee Chair, gave the Clearinghouse Committee report. She stated that the Clearinghouse Committee met earlier in the evening and reviewed the following local government comprehensive plan amendments which were included on the Council agenda for consideration.

Commissioner Mortimer stated that the Committee finds that, with the exception ofltem #25, Hamilton County Comprehensive Plan Draft Amendment, the local government comprehensive plans, as amended, are not anticipated to result in significant adverse impacts to regional facilities, Natural Resources of Regional Significance or adjacent local governments. She stated with regards to Item #25, Hamilton County Comprehensive Draft Plan Amendment, the Committee notes that significant adverse impacts may occur to a portion of the Regional Road Network. Commissioner Mortimer stated that the Committee recommends that Hamilton County include Transportation Planning Best Practices contained in the regional plan as an objective and policies in the County Comprehensive Plan. Commissioner Mortimer stated that the Committee recommends forwarding these findings to the respective local governments and the Florida Department of Economic Opportunity.

ACTION: Commissioner Mortimer made the motion, with a second by Commissioner Chestnut, to approve the Clearinghouse Committee recommendations concerning Item #22 -City of Gainesville Comprehensive Plan Adopted Amendment (DEO No. 19-3ESR); Item #23 - Columbia County Comprehensive Plan Adopted Amendment (DEO No. 19-2ESR); Item #24 - City of Alachua Comprehensive Plan Adopted Amendment (DEO No. 20- lER); Item #25 - Hamilton County Comprehensive Plan Draft Amendment (DEO No. 20-lESR); Item #26- Levy County Comprehensive Plan Draft Amendment (DEO No. 20-lESR); and Item #27 - City of High Springs Comprehensive Plan Draft Amendment (DEO No. 20-2ESR). The motion carried unanimously.

C. Regional Planning Committee - North Central Florida Strategic Regional Policy Plan Evaluation and Appraisal Report

Commissioner Tim Murphy, Regional Planning Committee Chair, gave the Regional Planning Committee report. He stated that Florida Statutes requires the Council to prepare an Evaluation and Appraisal Report of its Strategic Regional Policy Plan at least once every five years. Commissioner Murphy stated the last Evaluation and Appraisal Report was approved by the Council in December 2015. He stated that the Regional Planning Committee met earlier in the evening to begin preparing an Evaluation and Appraisal Report of the regional plan.

He stated the purpose of the Evaluation and Appraisal Report will be to evaluate progress towards achieving the goals and implementing the policies of the regional plan. Commissioner Murphy stated the evaluation and appraisal process is a two-step process. He stated the first step involves the preparation and adoption of the Evaluation and Appraisal Report. Mr. Murphy stated the second step involves the preparation and adoption of amendments to the Strategic Regional Policy Plan which implement the recommendations contained in the Evaluation and Appraisal Report. He stated that earlier this evening the Regional Planning Committee received a presentation from staff regarding the North Central Florida Strategic Regional Policy Plan and how it is used by the Council in fulfilling its review responsibilities.

IX. EX-OFFICIO MEMBER REPORTS

Daniel Penniman, Florida Fish and Wildlife Conservation Commission, stated that the Commission recently completed the 2019 Florida Private Land Survey. He also discussed the Commission's Land Owner Assistance Program and the Wildlife Recognition Program.

Tom Mirti, Deputy Executive Director, Suwannee River Water Management District, stated that local government river grant applications must be submitted to the District by April 20, 2020. He also discussed

the on-going impacts of the most recent City of Valdosta raw sewage spill. Finally, Mr. Mirti announced that the District will be initiating the update process for the District Water Supply Plan in the coming months.

XI. EXECUTIVE DIRECTOR REPORT

A. Florida Regional Councils Association Monthly Activity Report

Mr. Koons reported that the Florida Regional Councils Association is the statewide organization of the ten regional planning councils. He stated that the Association strengthens Florida's regional planning councils, partners with government and the business community to enhance regional economic prosperity and improves the consistency and quality ofregional planning councils programs to ensure they add value to state, regional and local initiatives. Mr. Koons stated that the Association strives to accomplish these goals by carrying out the activities listed in the February 2020 activities report included in the Council meeting packet. He reviewed the activities listed in the January 2020 report.

B. Florida Chamber Foundation Scorecard™

Mr. Koons reported that the Florida Chamber Foundation has developed the Florida Scorecard™ to provide Florida leaders the metrics needed to secure Florida's future. He stated that the Florida Chamber Foundation's objective to developing a 20-year, statewide strategic plan requires a commitment to measuring our current status and progress toward the stated goals of the Six Pillars 20- year Strategic Plan. Mr. Koons noted that the Scorecard reports metrics for each of the following Six Pillars: Talent and Supply Education, Innovation and Economic Development, Infrastructure and Growth Leadership, Business Climate and Competitiveness, Civic and Governance Systems, and Quality of Life and Quality Places. He reviewed the February 2020 Scorecard™thatwas included in the Council meeting packet.

E. Legislative Report

Mr. Koons reported that the 2020 Legislature Session convened on January 14, 2020 and is scheduled to adjourn on March 13, 2020. He reviewed bills of interest to regional planning councils and local governments.

F. Multi-use Corridors of Regional Economic Significance

Mr. Koons stated that the Suncoast Task Force met on February 11, 2020 in Madison and the Florida Turnpike Northern Extension Multi-use Corridors of Regional Economic Significance Task Force met on February 12, 2020 in Fanning Springs. He noted that both Task Forces received updates on public engagement activities and workforce development initiatives by the Florida Department of Transportation; heard from a panel of subject matter experts concerning economic and workforce development opportunities; received an overview of local government comprehensive plans from the Florida Department of Economic Opportunity and an overview of the corridor planning process and a map of avoidance areas from the Florida Department of Transportation; and continued their review of draft avoidance, minimization, mitigation and enhancement guiding principles. He stated the Suncoast Task Force will meet on March 24, 2020 in Monticello and the next meeting of the Florida Turnpike Northern Extension Task Force will be held on March 25, 2020 in Ocala. Finally, he

stated both Task Forces will continue their review of draft avoidance, minimization, mitigation and enhancement guiding principles at the upcoming meetings.

E. Dwayne L. Mundy Tributes

Mr. Koons stated Dwayne L. Mundy was an employee of the Council since October 22, 1984. He stated, following 35 years of service to the Council and communities throughout the north central Florida region, Mr. Mundy died on December 7, 2019. He stated Mr. Mundy served as the Public Safety and Regulatory Compliance Program Director for the Council and dedicated his career to making the citizens of the north central Florida region safe from hazardous materials, hazardous waste, natural disasters and acts of terrorism. Mr. Koons stated in recognition of his outstanding service several organizations recently recognized the legacy of Mr. Mundy.

Mr. Koons stated the State Emergency Response Commission is comprised of first responders, emergency managers, state agency officials and private sector representatives appointed by the Governor and is responsible for implementing the Emergency Planning and Community Right­ To-Know Act provisions in Florida. He reported on January 22, 2020, the Commission established the Dwayne L. Mundy Lifetime Achievement Award and granted the first ever award posthumously to Mr. Mundy.

He sated the Florida Emergency Preparedness Association is the statewide trade association of emergency managers that promotes the profession through training and education, and sharing best practices. Mr. Koons reported on February 6, 2020, the Association granted their Distinguished Service Award posthumously to Mr. Mundy.

Mr. Koons also stated the North Central Florida Local Emergency Planning Committee, comprised of local government first responders, local government emergency managers and private sector representatives, is responsible for implementing the Emergency Planning and Community Right­ To-Know Act on a regional basis. He stated Mr. Mundy provided staff support services to the Committee for 30 years. Mr. Koons also reported on February 20, 2020, the Committee named their annual hazardous materials training exercise the Dwayne L. Mundy Hazardous Materials Training Exercise.

XII. COUNCIL MEMBER ANNOUNCEMENTS

Chair Wilford announced that the Alachua County Fire Rescue Department recently opened a second fire station in the City of Alachua.

Please find attached a copy of the Monthly Financial Report for the Council's activities for February 2020. The following paragraphs discuss revenues and expenditures to the budget for the month and year to date.

Revenue

The total revenue for the Council for year to date is within budgeted figures. Revenue at the end of five months is 31 percent of budget.

The total expenditures for the Council for year to date are within budgeted figures. Total expenditures at the end of five months are 31 percent of budget.

Conclusion

In conclusion, staff is pleased with the financial condition of the Council. The adjusted general fund balance should remain at an acceptable level at the end of the fiscal year.

Overall, as is regularly reported, the financial condition of the Council is sound. Staff is not aware of anything in the current fiscal year that will change this situation.

RECOMMENDATION:

Approve the Fiscal Year 2020-21 Agency Regulatory Plan and authorize the Chair, Executive Director and Council Attorney to sign the letter transmitting the Plan to the Joint Administrative Procedures Committee.

BACKGROUND:

Effective July 1, 2015 Chapter 2015-162, Laws of Florida amended Section 120.74, Florida Statutes, regarding the procedures for submission and the content of agency regulatory plans.

The new requirements specify that the agency regulatory plan must include statements concerning laws enacted or amended during the previous 12 months related to rulemaking responsibilities, laws expected to be implemented by rulemaking prior to July 1 of the succeeding year, whether the agency desires to update the regulatory plan for the previous year, and that the agency officials with rulemaking authority have reviewed the plan and existing agency rules and whether existing rules are consistent with the rulemaking authority agency.

Ratify the Chair executing Modification No. 1 to the agreement with the Florida Division of Emergency Management for Fiscal Year 2019-20 waiving certain deliverable requirements related to providing services to the North Central Florida Local Emergency Planning Committee.

BACKGROUND:

This item concerns a modification to an annual contract which the Council enters into with the Division of Emergency Management to cover the costs of the Council's emergency planning activities.

These funds are used to provide Council staff support to the North Central Florida Local Emergency Planning Committee, including providing assistance with meetings, plan updates and training exercises.

Due to the COVID-19 Public Health Emergency, unusual circumstances exist throughout the State of Florida requiring mitigation strategies to preserve the health and well-being of the residents throughout the State. These mitigation strategies are affecting the ability of the Council to comply with the above referenced agreement. Thus, as provided in Modification No. 1 to the above referenced agreement, the Division is waiving certain deliverable requirements contained in the above referenced agreement, which cannot be completed due the existence of the State of Emergency that exists throughout the State.

BACKGROUND:

Each year, the Florida Division of Emergency Management provides funding to the Council to update hazards analyses for locations that contain extremely hazardous substances that if released could cause off-site injuries.

Sites located in the following counties will be included in the hazards analyses update: Alachua, Columbia, Dixie, Gilchrist, Hamilton, Lafayette, Madison, Suwannee and Taylor Counties.

RECOMMENDATION:

Authorize the Executive Director to submit an Application for Federal Assistance for a two-year Economic Adjustment Assistance Program grant to the U.S. Economic Development Administration in the amount of $400,000 and authorize the Executive Director to accept the grant award if the application is approved.

BACKGROUND:

The Council is designated by the U. S. Department of Commerce, Economic Development Administration, as an Economic Development District.

The Atlanta Regional Office of the U. S. Economic Development Administration has invited the Council to submit an Application for Federal Assistance for a two-year grant serving as an Economic Development District to assist the north central Florida region with economic recovery due the impacts from the COVID- 19 pandemic. This invitation in the amount of $400,000 of Coronavirus Aid, Relief and Economic Security Act (CARES) funds will not require any matching funds.

This program will consist of the following tasks.

• development of an economic recovery and resilience plan, tied to the North Central Florida Comprehensive Economic Development Strategy, to address the economic impacts of the coronavirus pandemic;

• deployment of an economic recovery coordinator to coordinate the response to the pandemic by the region;

• provision of technical assistance to local governments, businesses and other stakeholder organizations to assist with the response to the pandemic; and

• provision of funding for technology and staff support for pandemic response activities.

Authorize the Chair to sign the Bradford; Columbia, Hamilton and Suwannee; Dixie; Gilchrist; Lafayette; Levy; Madison and Union County Transportation Disadvantaged Local Coordinating Board Membership Certifications.

BACKGROUND:

The North Central Florida Regional Planning Council is the designated official planning agency for the Transportation Disadvantaged Program for Bradford, Columbia, Dixie, Gilchrist, Hamilton, Lafayette, Levy, Madison, Suwannee and Union Counties. As the designated official planning agency, the Council is required to annually certify membership of the local Transportation Disadvantaged Coordinating Boards.

The attached forms certify that the membership of the local Transportation Disadvantaged Coordinating Boards is established pursuant to Rule 41-2.012(3) of the Florida Administrative Code. These forms also certify that the membership of the local Transportation Disadvantaged Coordinating Boards represent, to the maximum extent feasible, a cross section of the local communities.

RECOMMENDATION:

Adopt the attached resolution recognizing the 175th Anniversary of Levy County.

BACKGROUND:

Levy County was formed on March 10, 1845 and became the 27th Florida county. One week earlier on March 3, 1845, Florida joined the Union as the 27th state. In recognition of the l 75th Anniversary of the establishment of Levy County, the attached resolution is recommended for approval by the Council.

The County was named in honor of David Levy Yu lee, a territorial delegate to the United States Congress prior to Florida statehood, one of the first two elected U.S. Senators from Florida and the developer of the .

The County provided for the long-term development of the state by being the western terminus of the first railroad across Florida, the Florida Railroad, linking the deep-water ports of Fernandina on the Atlantic Ocean and Cedar Key on the Gulf of Mexico in 1861. The County has a rich history which is intertwined with the lives of the early pioneers who made the County their home.

BACKGROUND

On August 4, 1999, the Council purchased the office building and warehouse located at 2009 NW 67th Place, Gainesville, Florida. The office building and warehouse of pre-engineered steel construction were constructed in 1980. The Council had been renting the office building and warehouse for the previous seven years beginning on November 1, 1992.

The purchase price for the 7,560 square foot office building and 1,989 square foot warehouse located on a 4.4-acre site was $490,400. Along with $3 I ,400 in cash, the Council secured a 15-year promissory note from SouthTrust Bank in the amount of $459,000 to purchase the office building and warehouse. Since the Council is a governmental agency and is prohibited from mortgaging real property to secure a promissory note, the Council pledged certain revenues to repay the promissory note.

The January 1, 2014 payment in the amount of $3, 134.95 constituted the final payment in full satisfying the promissory note. Thus, the Council currently does not have any outstanding long-term debt. The average annual building and grounds occupancy cost, including insurance; utilities; custodial services; heating, ventilation and air conditioning services; and termite and pest control services is $45,000.

The Alachua County Property Appraiser 2019 assessed value of the land is $499,632, and the assessed value of the buildings is $318,562. Thus, the total assessed value ofland and buildings is $818,194.

A commercial real estate broker, on behalf of a client, has contacted Council staff expressing interest in purchasing the land, warehouse and office building owned by the Council. The intent of the party interested in purchasing the land, warehouse and office building is to construct a parking lot for approximately 160 vehicles. The parking lot would be an accessory parking lot for an existing 95, 120 square foot distribution warehouse located at 2121 NW 67th Place, Gainesville, Florida.

Staff evaluated four options concerning the sale of the land, warehouse and office building owned by the Council. The four options are to sell the land, warehouse and office building; sell the land and warehouse; retain ownership of the land, warehouse and office building; or sell Lot 8.

On December 12, 2019, the Council authorized the Executive Director to sign a site access agreement; authorized the Executive Director to have an appraisal of the land, warehouse and office building completed; and authorized the Executive Director to research warehouse and office building relocation options.

Pursuant to that Council action, the Executive Director signed a site access agreement; engaged Emerson Appraisal Company, Inc. to prepare an appraisal of the land, warehouse and office building; and secured the assistance of Colliers International, a commercial real estate organization, Colliers International, to identify office space purchase and lease options for relocation.

The appraisal has been completed resulting in a value of $970,000 (see attached Property Summary and Appraisal Conclusions). The research ofrelocation purchase and lease options continues to be in progress.

On February 27, 2020, the Council declared the land, warehouse and office building located at 2009 NW 67th Place, Gainesville, Florida to be surplus property; set a minimum bid sale price for the land, warehouse and office building of $1,018,500; and authorized the Executive Director to advertise for bids to sell the land, warehouse and office building. The minimum bid sale price set by the Council was the appraised value plus five percent.

Due to the COVID-19 Public Health Emergency, research on evaluating office space relocation options has paused temporarily. However, the commercial real estate broker representing their client that has expressed an interest in purchasing the land, warehouse and office building owned by the Council has indicated that they would be interested in taking possession of the property on or about August 1, 2020 and proceed with constructing a parking lot on the southern portion of the property. However, he has indicated that his client would also provide the Council the opportunity to continue to occupy the office building and use the warehouse until April 1, 2021.

SUBJECT: North Central Florida Strategic Regional Policy Plan Evaluation and Appraisal Report

In a manner similar to the process required by local governments, every five years each regional planning council is required to perform an evaluation and appraisal of its Strategic Regional Policy Plan.

The evaluation and appraisal process is a two-step process. The first step involves the preparation and adoption of the Evaluation and Appraisal Report. The second step involves the preparation and adoption of amendments to the Strategic Regional Policy Plan.

The purpose of the Evaluation and Appraisal Report is to evaluate the progress of the regional plan at achieving the goals and at implementing the policies contained in the plan. The Evaluation and Appraisal Report should identify those areas of the plan in need ofrevision based on new information, changes to Florida Statutes, or changing regional trends and conditions. Subsequent to the adoption of the Evaluation and Appraisal Report, amendments may need to be prepared and considered by the Council for adoption based upon the recommendations contained in the Evaluation and Appraisal Report.

The Regional Planning Committee met on February 27, 2020 to review the purpose and function of the plan as well as the amendment history of the plan. The Committee will meet virtually via communications technology on May 28, 2020 to continue its review of the plan focusing on the Emergency Preparedness Element.

Introduction

The Overall Program Design is a planning and management tool which is used to assist the Council approach its work program in an orderly and comprehensive manner. It provides a detailed outline of the Council's work program for the fiscal year. Strategies, standards, objectives and long-range elements are re-evaluated, based upon previously identified problems and priorities. This is the 47th annual update of the work program.

The Program Committee is responsible for reviewing and evaluating the overall work program of the organization and making recommendations for alterations in it to the Council. Several indicators have been used to determine the future direction proposed by the Program Committee. However, primary guidance came from priorities established in past years with consideration being given to recent actions taken by the Council. · ·

During the current program year, Council activities and discussions at meetings have highlighted the need for continued emphasis on economic development programs and for the provision of technical assistance and support to local governments. Regional planning has also continued to be a topic of discussion.

These program areas are reflected in this Overall Program Design to the extent possible, as they have been in previous years.

Chapter I: Executive Management

In order to maintain and improve the effectiveness of the Council's operations, the proper administration of the several planning programs requires activities which are not directly attributable to any one program. Several tools are useful, including updating the Overall Program Design and periodic program evaluations. These and other activities ensure that the Council's goals and objectives are being implemented.

Goal: To implement the goals and objectives of the Council by:

Chapter III: Regional Planning

The Florida Regional Planning Council Act, passed in 1980 and subsequently amended in 1982, 1992 and again in 1993, requires that each regional planning council prepare and adopt a Strategic Regional Policy Plan. The Strategic Regional Policy Plan must be based upon studies of the region's resources and be consistent with the State Comprehensive Plan. The Act requires that once the Strategic Regional Policy Plan is adopted, it must be utilized by regional planning councils as "the basis for regional review of developments of regional impact, regional review of federally assisted projects, and other regional comment functions."

The Act directs that the Strategic Regional Policy Plan contain goals and policies specifically to address growth management issues. The plan must identify key regional issues, document trends, forecast future conditions, and analyze the problems, needs, and opportunities associated with growth in the region. Further, the regional goals and policies shall be used to develop a coordinated program of regional actions directed at resolving the identified problems and needs.

The Strategic Regional Policy Plan must, at a minimum, address affordable housing, economic development, emergency preparedness, natural resources of regional significance, and regional transportation. It may also address other subjects which relate to the particular needs and circumstances of the regional planning district as determined by the regional planning council. Furthermore, consideration must be given to existing state, regional, and local plans in preparing the Strategic Regional Policy Plan.

In addition to the preparation of the Strategic Regional Policy Plan and its maintenance, the Council also undertakes specific regional programs as are necessary or deemed appropriate. Other on-going programs include economic development, public safety and transportation disadvantaged program.

Goal: To address regional issues in a comprehensive way by offering realistic solutions to problems and providing leadership to take advantage of identified opportunities. A. Strategic Regional Policy Plan 1. Objective

To maintain a long-range guide for the physical, economic and social development of the region.

2. Work Element and End Product a. Strategic Regional Policy Plan

Work Element: The Strategic Regional Policy Plan "shall be developed through a collaborative process that emphasizes consensus and coordination between local governments, regional entities, state and federal agencies, other appropriate organizations, and the public. Thus, the plan is a plan for the region, not merely for the regional planning council. Regional goals and policies shall be used to develop a coordinated program of regional actions directed at resolving identified problems and needs. At a minimum, the plan shall contain regional goals and policies that address affordable housing, economic development, emergency preparedness, natural resources of regional significance, and regional

transportation, and shall identify significant regional resources and facilities. The Strategic Regional Policy Plan shall be strategic rather than comprehensive in nature and need not address all goals and policies in the State Comprehensive Plan. However, goals and policies included in the Strategic Regional Policy Plan shall be consistent with and further the State Comprehensive Plan." (Rule 27E-5, Rules of Practice and Procedure Pertaining to Strategic Regional Policy Plans)

During the 1995-96 program year, the Council completed the development of the Strategic Regional Policy Plan, and it was amended during the 1996-97 program year, 2002-03 program year, 2011-12 program year and 2017-18 program year. It is important to continually evaluate the plan to determine when further changes are necessary for it to remain as an appropriate document to guide the development of the region. The Council updates its Strategic Regional Policy Plan every five years.

B. Economic Development 1. Objective

To study the regional economy, to plan for its diversification and to make it more resilient through business attraction, business retention and expansion, and business entrepreneurship economic development strategies; and to analyze the fiscal and environmental impacts of development and redevelopment.

2. Work Elements and End Products a. Comprehensive Economic Development Strategy

Work Element: The Council is an Economic Development District designated by the U.S. Economic Development Administration. To maintain this designation, the Council updates its Comprehensive Economic Development Strategy every five years. (Continuing Activity)

End Product consists of a Comprehensive Economic Development Strategy Update, maintenance of current data files, meetings, correspondence, grant and loan applications, conferences and reports.

b. Program for Tourism Development

Work Element: In 1992, the Council, with grants provided by the U.S. Economic Development Administration and in conjunction with facility owners, local governments, other agencies and environmental organizations, developed a comprehensive program to promote increased tourism in the region and established an implementation program. From 1993 through 1998, this program was pursued by The Original Florida Tourism Task Force, which was created as part of the Council.

In 1998, the Council, in cooperation with members of the Task Force, county tourist development councils and facility owners assisted the counties of north central Florida with creating The Original Florida Tourism Task Force, as a separate, stand-alone task force, through an interlocal agreement.

End Product consists of providing staff support to the Task Force to implement its regional tourism marketing program by coordinating Task Force representatives attendance at travel shows, printing brochures, as well as maintaining its website. c. Regional Economic Impact Modeling

Work Plan: The Council has a license to use an econometric model which provides the Council, its local governments, economic development agencies, and others with a dynamic tool for economic and demographic analysis and forecasting. The model can be used to review system-wide effects over both short- and long-range time horizons, including economic and fiscal impact analyses, policy impact analyses, and economic development/redevelopment analyses. The model can be configured to either address the entire region, any number of county-based subsets of the region or an individual county.

End Products consists of providing economic and fiscal impact analyses for local governments, analyses of specific projects for economic development partners.

C. Public Safety 1. Objective

To study and plan for the safety and security of the population of the region.

2. Work Elements and End Products a. North Central Florida Local Emergency Planning Committee

Work Element: Council staff provides staff services for the North Central Florida Local Emergency Planning Committee, which was established by the State Emergency Response Commission. The North Central Florida Local Emergency Planning Committee is responsible for data gathering and management, and establishing a structure to coordinate emergency response activities within the region by preparing a plan which compliments county emergency preparedness planning efforts.

End Product consists of a comprehensive emergency response plan for the region and the development of a regional emergency response capacity.

b. North Central Florida Regional Hazardous Emergency Response Team

Work Element: In 2000, three cities and five counties in the region, at the request of the North Central Florida Local Emergency Planning Committee, adopted an interlocal agreement creating the North Central Florida Regional Hazardous Materials Emergency Response Team. The Team provides equipment and training to first responders within the jurisdictions of its members.

End Product consists of providing staff support to the North Central Florida Regional Hazardous Materials Emergency Response Team by assisting with the provision of hazardous materials training for each participating local government and maintaining fully equipped trailers to be used by participating county and city first responders.

c. Homeland Security Activities

Work Element: The State of Florida has created seven Regional Domestic Security Task Forces of which two serve parts of the region. A primary goal of these organizations is to help enable local governments to respond to terrorism threats effectively. The Council staff provides support to the Regional Domestic Security Task Forces in carrying out their mission.

End Product consists of providing staff support to the Regional Domestic Security Task Forces in implementing homeland security training exercises, and in evaluating site-specific facilities for the purpose of recommending solutions to terrorism vulnerability.

D. Transportation Disadvantaged Program 1. Objective

To assist in securing resources for counties in the region to provide increased services to citizens determined to be transportation disadvantaged because of age, disability or income status by serving as the designated official planning agency, staffing local coordinating transportation disadvantaged boards, preparing annual transportation disadvantaged service plans and recommending the designation of community transportation coordinators.

2. Work Element and End Product a. Designated Official Planning Agency

Work Element: The Council, as the Designated Official Planning Agency, is responsible for appointing coordinating board members for Bradford; Columbia Hamilton Suwannee; Dixie; Gilchrist; Lafayette; Levy; Madison; and Union Counties. As the Designated Official Planning Agency, the Council provides staff services for those boards. The Designated Official Planning Agency is to ensure, through this structure, that there is a review and analysis of the transportation disadvantaged problems, and further, that the program is continuously monitored.

End Product consists of providing staff support to local coordinating boards by assisting with preparation of transportation disadvantaged plans and development of recommendations regarding designation of community transportation coordinators.

Chapter IV: Plan Implementation

The Council performs several activities to implement regional plans.

Goal: To implement regional plans and programs by reviewing and commenting on federal grant and loan applications that may have an impact on the physical environment, local government comprehensive plan amendments, and other agency plans. A. Review Responsibilities 1. Objective

To review and comment on applications for Federal assistance, local government comprehensive plans and other agency plans concerning their potential impact on regional resources and facilities as identified in the North Central Florida Strategic Regional Policy Plan.

2. Work Elements and End Products a. Federal Assistance

Work Element: The Council, through its Clearinghouse Committee and staff, reviews applications for Federal assistance, direct Federal projects and some State plans as provided for under Federal Office of Management and Budget guidelines in accordance with a program developed by the Governor's Office, to identify conflicts and duplications between programs and inconsistencies with local and regional plans. Chapter V: Council Assistance

The Council responds to requests for assistance from local, State and Federal agencies.

Work Element: The services of the Council to local governments include grant application preparation and project administration, including bid specifications, legal notices, progress reports, and compliance with Federal regulations and State rules. RECOMMENDATION:

Approve the Fiscal Year 2020-21 budget as recommended by the Finance Committee.

BACKGROUND:

The Finance Committee met virtually via communications media technology on May 20, 2020. The purpose of the meeting was to consider a recommendation to the Council for the Fiscal Year 2020-21 budget. For your information, please find attached a proposed budget as prepared by staff.

As you can see, the anticipated expenditures for next year will be $2,102,500 which is $1,800 more than the current year budget.

As usual, almost all funds to be expended by the Council are received through contracts for services and grants. There is one exception: Member local governments pay dues, which are proposed to remain at $0.30 per capita for the 39th year, and will produce approximately $164,200.

The most significant policy decision that must be made with respect to the budget is related to personnel. There is provision for a total of 12 full-time staff positions, plus funds for part-time positions, which is one more full-time staff position than budgeted for the current year. The budget includes a recurring increase across the board for all employees, including the Executive Director, equal to two percent of the salary for each employee and one percent of the salary budget for merit increases for all employees, except the Executive Director.

Overall, this budget provides for significant services to be rendered to member cities and counties. This is to be done by effectively using resources, and at the same time, ensuring that the Council remains in a sound financial condition.

All indirect costs are accumulated in a pool and distributed as charges to each program by use of an indirect cost rate. The indirect cost rate is the total indirect cost divided by total direct personnel dollars. Thus, indirect costs are distributed based upon the number of salary dollars for each program. This method provides an equitable distribution of costs. The Indirect Rate for Fiscal Year 2020-21 is estimated to be approximately 55.97 percent.

BACKGROUND:

The Nominating Committee met virtually via communications media technology on May 20, 2020, to develop, for the Council's consideration, recommendations concerning the Executive Committee positions, including the Executive Committee member position. A list of those recommendations is attached.

Also attached, for your information, are excerpts from the Bylaws which govern the election of officers. Specifically, the Council is to elect individuals to the following positions.

(1) The members of the Council shall elect a Chair, Vice-Chair and Secretary-Treasurer to serve as officers of the Council. The officers shall be elected from among the members of the Council and may be elected or gubernatorial appointees no more than one (1) of who may be from representatives appointed by the same general purpose local governmental unit and no more than one (1) may be a gubernatorial appointee from the same county as another gubernatorial appointee. When a vacancy occurs among the officers, the vacancy shall be filled in the same manner in which the preceding officers were originally elected.

(2) The officers shall perform the duties enumerated below and other duties prescribed by the Council:

(a) The Chair shall preside at meetings of the Council and of the Board; sign, with the counter-signature of the Secretary-Treasurer, or Executive Director, as authorized by the Council, any contracts or other instruments which is deemed in the Council's best interest; and perform such other duties incident to the office as may be prescribed by the Council. (b) The Vice-Chair shall assist the Chair in the performance of the Chair's duties, and either in the absence of the Chair or in the event of the Chair's inability or refusal to act, shall have the powers and shall perform the duties of the Chair. (c) The Secretary-Treasurer shall see that minutes of the meetings and the records of the Council are kept; attest the signatures of the Council officers; and see that notices are duly given in accordance with the provisions of these Bylaws or as required by law. (d) The Secretary-Treasurer shall, see that proper financial records of the Council are maintained in accordance with generally accepted governmental accounting principles. Further, the Secretary-Treasurer shall, in general, perform all duties that may be assigned to him/her by the Chair or the Council.

(3) Each member elected to an office shall serve for one (1) year or until a successor is elected, and shall not be eligible for reelection to the same officer position in a succeeding year once their service for the one (1) year term of office has been completed and provided that the immediate past-Chair shall not be eligible to be elected to another officer or Executive Committee member position until two (2) years have elapsed following the end of their term as immediate past-Chair nor shall an elected official immediate past-Chair be succeeded in the office of Chair by a representative appointed by the same general purpose governmental unit or a gubernatorial appointee from the same county as another gubernatorial appointee.

(4) Newly elected officers shall be declared installed following the election, and shall assume the duties of office upon adjournment of the Annual Meeting at which they are elected.

SUBJECT: Middle and Lower Suwannee River and Withlacoochee River

On September 19, 2018, Council staff convened and facilitated a meeting of county commissioners, and county administrators, coordinators and managers at the Madison County Agricultural Extension office in Madison. Representatives from Columbia, Dixie, Hamilton, Lafayette, Levy and Madison Counties were in attendance at the meeting.

By consensus, the county commissioners present requested the Council to establish a task force comprised of a county commissioner from each of the following counties, Alachua, Bradford, Columbia, Dixie, Gilchrist, Hamilton, Lafayette, Levy, Madison, Suwannee and Union Counties, in the Suwannee River Basin, including the Santa Fe River Basin, to address the issues of raw sewage spills by the City of Valdosta, Georgia. The county commissioners present also requested that the Council authorize its Executive Director to provide administrative support to the Task Force and to develop, in conjunction with county administrators, coordinators and managers, a strategic action plan to address the issue of raw sewage spills by the City of Valdosta, Georgia.

On October 25, 2018 the Chair appointed the following county commissioners to the newly formed Middle and Lower Suwannee River and Withlacoochee River Task Force; Commissioner Ken Cornell, Alachua County; Commissioner Daniel Riddick, Bradford County; Commissioner Ronald Williams, Columbia County; Commissioner Gene Higginbotham, Dixie County; Commissioner Kendrick Thomas, Gilchrist County; Commissioner Beth Burnam, Hamilton County; Commissioner Anthony Adams, Lafayette County; Commissioner John Meeks, Levy County; Commissioner Rick Davis, Madison County; Commissioner Don Hale, Suwannee County; Commissioner Thomas Demps, Taylor County; and Commissioner James Tallman, Union County; with Commissioner Rick Davis appointed Chair and Commissioner Beth Burnam appointed Vice-Chair.

Due to the COVID-19 Public Health Emergency, the Task Force and the City of Valdosta did not meet for a previously scheduled joint workshop session on April 8, 2020 in Valdosta. However, due to the COVID-19 Public Health Emergency, the Task Force met virtually via communications media technology on May 20, 2020. At the meeting, the Task Force heard a report from the Suwannee River Water Management District concerning the condition of the Withlacoochee River and Suwannee River following the most recent raw sewage spill by the City of Valdosta and prepared written comments to be submitted to the Georgia Environmental Protection Division concerning the Division's proposed consent order with the City of Valdosta related to measures for addressing the ongoing raw sewage spills by the City of Valdosta (see attached letter).

RE: City of Valdosta Sewage Spills Proposed Consent Order No. EPD-WP-8904

Dear Mr. Hays:

In response to the City of Valdosta, Georgia discharging raw and partially treated sewage for over a decade into the Withlacoochee River which flows across the state line into Florida and into the Suwannee River, the North Central Florida Regional Planning Council formed the Middle and Lower Suwannee River and Withlacoochee River Task Force. The Task Force consists of a county commissioner from each of the 12 counties within the north central Florida region.

The Task Force requests that the Division remove the one-year limit in proposed Consent Order No. EPD-WP 8904 on water quality testing to the state line and require the City to perform continuous testing with no specified termination date.

The Task Force also requests that the Division include in proposed Order EPD-WP-8904 a requirement that the City implement a plan to budget and expend the necessary funds to reimburse those citizens impacted downstream for expenses they incur for water testing, water well treatment and installation of water treatment systems. In addition, the City should also be required to reimburse counties and municipalities for expenses related to well testing to determine water quality and continuous water quality testing of the Withlacoochee River and the Suwannee River.

The Florida Regional Councils Association is the statewide organization of the ten regional planning councils. The Association strengthens Florida's regional planning councils, partners with government and the business community to enhance regional economic prosperity and improves the consistency and quality of regional planning councils programs to ensure they add value to state, regional and local initiatives.

The Association strives to accomplish these goals by carrying-out the following objectives.

• Ensure regional planning councils are effective service organizations to the State of Florida, its local governments, and the citizens they serve;

• Ensure regional planning councils are consensus builders and problem solvers, and serve as conveners of the region by helping to articulate those multijurisdictional issues that need resolution;

• Encourage and promote opportunities for regional planning councils to become partners in state programs and initiatives, while promoting the unique themes of each region within the state and legislative environments;

• Monitor substantive state and federal legislative issues for the benefit of its members, and promote mutually supportive policy positions among the regional planning councils;

• Represent regional planning councils in national organizations, such as the National Association of Regional Councils, National Association of Development Organizations, and SouthEast Regional Directors Institute; and

• Foster relationships and partnerships and coordinate with state, regional, and national associations and organizations; non-profit entities; public-private partnerships; the Governor's Office; state agencies; and others, on issues of mutual interest and concern, and with whom the Association shares mutual goals and programs.

The Florida Regional Councils Association is the statewide organization of the ten regional planning councils. The Association strengthens Florida's regional planning councils, partners with government and the business community to enhance regional economic prosperity and improves the consistency and quality of regional planning councils programs to ensure they add value to state, regional and local initiatives.

The Association distributes an electronic newsletter each month to approximately 2,600 elected officials, state agencies, partner organizations and interested individuals statewide. Please find attached an excerpted article from the February 2020 monthly Forward Newsletter featuring the activities of the Council serving as a Census Affiliate organization. In particular, the activities highlighted the recent visit to the Council offices by the United States Census Bureau Director Steven Dillingham and Atlanta Assistant Regional Census Manager Marilyn Stephens to discuss Census preparations by the Council and local governments in the north central Florida region.

-141- North Central Florida RPC Prepares for 2020 Census

Once a decade, America comes together to count every resident in the United States, creating national awareness of the importance of the census and its valuable statistics. It counts our population and households, providing the basis for reapportioning congressional seats, redistricting, and distributing more than $675 billion in federal funds annually to support states, counties and communities' vital programs impacting housing, education, transportation, employment, health care and public policy.

Dr. Stephen D. Dillingham, U. S. Census Director, Washington, D. C. Central Office, along with Marilyn Stephens, Assistant Regional Census Manager, Atlanta Regional Office, recently visited the offices of the North Central Florida RPC to discuss preparations for the upcoming 2020 Census. The Council, along with the other nine regional planning councils in Florida, is a Census Affiliate agency. Affiliate agencies partner with the Census to coordinate with local governments to prepare for the decennial Census and disseminate Census information.

During the visit, Census officials were briefed by Council staff on their outreach efforts concerning preparation for 2020 Census. These efforts include working with local Census complete count committees, adopting a proclamation declaring March 2020 as Census Awareness Month in the north central Florida region, encouraging all counties and municipalities in the north central Florida region to adopt similar proclamations, posting information concerning 2020 Census on the Council website and issuing press releases to inform the public about the importance of 2020 Census.

Dr. Dillingham discussed the process for implementing 2020 Census. He indicated that the goal is to have 80 percent of the 2020 Census responses completed online with telephone and mail options also being available for the initial count during Phase 1. During Phase 2, enumerators will canvass neighborhoods to count non-respondents. While April 1st is the official Census Day and the residency count day, 2020 Census will continue for several months with an anticipated completion by July 2020.

Senate Bill 410 by Senator Perry requires a local government comprehensive plan to include a property rights element; provides a statement of rights that a local government may use; and requires each local government to adopt a property rights element by a specified date. WATERQUALJTYIMPROVEMENT (CLEANWATERWAY ACT)

Senate Bill 712 by Senator Mayfield requires the Florida Department Health to provide a specified report to the Governor and the Legislature by a specified date transferring the Onsite Sewage Program within the Florida Department of Health to the Florida Department of Environmental Protection by a specified date; creating an onsite sewage treatment and disposal systems technical advisory committee within the Florida Department of Environmental Protection; requiring the Florida Department of Environmental Protection to adopt rules relating to the underground pipes of wastewater collection systems; requiring basin management action plans for nutrient total maximum daily loads to include wastewater treatment and onsite sewage treatment and disposal system remediation plans that meet certain requirements. Referred to Community Affairs Committee; Appropriations Subcommittee on Agriculture, Environment, and General Government; and Appropriations Committee. Passed by Community Affairs Committee and Appropriations Subcommittee on Agriculture, Environment and General Government. This bill is now in Appropriations Committee. House Bill 1343 by Representative Payne requires Florida Department of Health and Florida Department of Environmental Protection to submit reports and recommendations relating to transfer of Onsite Sewage Program from Florida Department of Health to Florida Department of Environmental Protection; transfers Onsite Sewage Program from Florida Department of Florida Health to Florida Department of Environmental Protection; requires water management districts to submit consolidated annual reports to Florida Office of Economic and Demographic Research; removes provisions relating to Florida Department of Health technical review and advisory panel and research and review advisory committee; directs Florida Department of Environmental Protection to determine that hardship exists for certain onsite sewage treatment and disposal system variance requests; creates Florida Office of Economic and Demographic Research technical advisory committee; requires county health departments to coordinate with Florida Department of Environmental Protection to administer evaluation programs; requires basin management action plans to include treatment and remediation plans; requires Florida Department of Environmental Protection to submit cost estimates to Florida Office of Economic and Demographic Research; provides for management of biosolids and water quality monitoring; and establishes clean water grant program. The Decennial Census began on April 1, 2020 and will be used to determine political representation to the United States House of Representatives, state legislatures and local governments. Data from the Census provides the basis for distributing more than $675 billion in federal funds annually to communities across the country to support programs impacting the amount of funding that will be provided by the state and federal government for a number of programs, including housing, education, transportation, employment and healthcare.

Due to the COVID-19 pandemic, the Census Bureau has extended the window for field data collection and self-response to October 31, 2020, which will allow for apportionment counts to be delivered to the President by April 30, 2021, and redistricting data to be delivered to the states no later than July 31, 2021. All north central Florida region households are encouraged to complete their Census questionnaire either on line or by telephone.

The following is a ranking list of the self-response rate as of May 9, 2020 for north central Florida counties, the State of Florida and the United States. Also, please find attached the self-response rate for all 67 Florida counties.

SUBJECT: Multi-use Corridors of Regional Economic Significance

Pursuant to Senate Bill 7068, the Florida Department of Transportation has established three Multi-use Corridors of Regional Economic Significance corridor task forces. The task forces include state and local officials, environmental stakeholders and members of the community.

Each task force will make high level recommendations for their respective area which include:

• Southwest-Central Florida Connector, extending from Collier County to Polk County; • Suncoast Connector, extending from Citrus County to Jefferson County; • Northern Turnpike Connector, extending from the northern terminus of the Florida Turnpike northwest to the Suncoast Parkway.

The purpose of the Multi-use Corridors of Regional Economic Significance program is to revitalize rural communities, encourage job creation, and provide regional connectivity while leveraging technology, enhancing quality of life and public safety, and protecting the environment and natural resources. The objective of the program is to advance the construction ofregional corridors that are intended to accommodate multiple modes of transportation and multiple types of infrastructure.

The study area for the Suncoast Parkway north extension includes Dixie, Gilchrist, Lafayette, Levy, Madison and Taylor Counties. The study area for the Florida Turnpike northern extension includes Levy County.

Due to the COVID-19 Public Health Emergency, the Florida Turnpike Northern Extension Task Force met virtually via communications media technology on April 29, 2020 and the Suncoast Task Force met on April 30, 2020. Both Task Forces heard from a panel of subject matter experts concerning the need for rural broadband and the Florida Department of Transportation concerning new geographic information system data layers to assist the Task Force in identifying avoidance areas.

Due to the COVID-19 Public Health Emergency, the Suncoast Task Force also met virtually via communications media technology on May 12, 2020 and the Florida Turnpike Northern Extension Task Force also met on May 14, 2020. Both Task Forces heard from a panel of subject matter experts concerning automated and connected vehicle technology.

The next meeting of the Florida Turnpike Northern Extension Task Force will be held virtually via communications media technology on June 3, 2020. The next meeting of the Florida Suncoast Task Force will be held virtually via communications media technology on June 9, 2020. All members of the Council are required to file a financial disclosure form by July 1st of each year.

The financial disclosure forms filed by county commissioners and city commissioners for their elected offices fulfills this requirement. Gubernatorial members must file a financial disclosure form with the Supervisor of Elections office in their respective counties to fulfill this requirement. Council members will be receiving a copy of the financial disclosure form in the mail within the next few weeks.
