Chris Dawson Commissioner of Police, Western Australia Police Force Twitter: @WA_Police

Chris Dawson joined the Western Australia Police Force as a cadet in February 1976, going on to provide 38 years of continuous service in country and metropolitan positions across a range of portfolios. Appointed to the rank of superintendent in 1999, he became the inaugural principal of the WA Police Academy in Joondalup. The Queen’s Birthday Honours List in 2002 saw him awarded the Australian Police Medal for distinguished service.

From May 2008 he had overall management of all operational policing within metropolitan and regional areas, including the specialist portfolios of serious and organised crime, counter terrorism and state protection.

After ten years as Deputy Commissioner, Mr Dawson left the WA Police Force in April 2014 to take up the role of Chief Executive Officer of the Australian Criminal Intelligence Commission, formerly the Australian Crime Commission. He has also served as Director of the Australian Institute of Criminology. This experience was a key factor in his return to the WA Police Force in August 2017, when he was appointed Commissioner.

Michael Blythe Chief Economist and Managing Director, Commonwealth Bank Twitter: @CommBank

Michael Blythe is the Chief Economist and Managing Director of Economics at the Commonwealth Bank (CBA). His extensive experience as an economist reflects more than thirty years working in economic policy and financial market- related areas.

Michael’s role encompasses monitoring, analysing and forecasting trends in the Australian economy and financial markets. In addition, he prepares a wide range of research material on matters of current interest. In his capacity as the CBA’s Chief Economist, he is a regular conference presenter and media commentator on major economic developments and themes. Michael and his team have consistently ranked in the top three for macroeconomic analysis advice in various industry polls.

Michael works in the Institutional Banking and Markets division of the Commonwealth Bank. This division is responsible for managing the Group’s relationships with major corporate, institutional and government clients and providing a full range of capital raising, transactional and risk management products and services.

After graduating in economics from the University of Sydney in 1982, he spent a total of 13 years in various roles within the Economic Group of the Reserve Bank of Australia (RBA). This included a stint at the International Monetary Fund in 1988. He was the RBA's Senior Economist from 1991-95.

Rick Newnham Chief Economist, Chamber of Commerce and Industry – Western Australia Twitter: @RickNewnham

As Chief Economist of the Chamber of Commerce and Industry WA (CCI) Rick is responsible for advocacy on behalf of the WA business community. He leads CCI's economics, policy, government relations, marketing and events teams.

Rick led the WA industry campaign to fix the GST which was described by Prime Minister Scott Morrison as being "the most successful lobbying effort over the last few years". Rick was credited by The West Australian newspaper as having provided the “intellectual grunt” necessary to achieve the change which resulted in an additional $4.7 billion being returned to WA.

Prior to joining CCI Rick worked as an economist for Shell around the world, including postings in Australia, the UK and the Middle East. Rick is recognised by the World Economic Forum as a Global Shaper and is an Ambassador for Australia Day. In 2011, Rick was awarded Young Western Australian of the Year for establishing Australia’s first non-partisan think-tank of young minds.

Rick completed his undergraduate studies at UWA and post-graduate studies at Oxford University. His thesis at Oxford evaluated Uber and Airbnb’s government relations strategies worldwide for which he won the Oxford Business School prize.

Rob Nicoll Chief Executive Officer, Australian Office of Financial Management

Rob commenced as Chief Executive Officer in January 2011 and currently sits on the OECD debt management working group steering committee.

He studied economics at both of the Universities of Tasmania (Australia) and Alberta (Canada) – the latter from which he holds a Masters Degree.

Before commencing at the AOFM Rob held a number of senior public sector executive appointments – the longest being in the Tasmanian Treasury (with 10 years as a Deputy Secretary for which he had responsibility for a range of economic and fiscal related policy areas, including superannuation, energy and Federal financial relations). Rob also has extensive commercial and regulatory experience from lead roles in major whole-of-government projects while working within government. He also has ministerial advisory experience (mostly connected with some large energy infrastructure projects).

Prior to working in government Rob worked as a research fellow at the University of Tasmania on a study of the economics of tuna fisheries management for the South Pacific region (having before that lectured in resource and microeconomics at the University of Alberta in Canada). He has also worked as an independent consultant on a number of projects both in Canada and Australia.

The Hon. Eric Ripper AM Chairman, GRA Partners Twitter: @EricSRipper

Eric Ripper AM provides a valuable insight into government, politics and public policy in WA.

Eric had a long and distinguished career in the WA Parliament over 25 years as a member of the Australian Labor Party, including time as Deputy Premier; Treasurer; Minister for Energy; and Minister for State Development, as well as Leader of the Opposition.

From 2001 to 2008 Eric was Deputy Premier and Treasurer of WA, engaging in the reform of State taxes and government procurement, the implementation of competition policy; as well as overseeing the development and management of eight State budgets. Eric was also responsible for WA’s participation in recognising the native title rights of Aboriginal people.

As Energy Minister, he implemented a major electricity reform program, including a competitive electricity market, and in the State Development portfolio, Eric negotiated on large LNG and iron ore projects.

Eric was recognised in the 2017 Australia Day Honours as a Member of the Order of Australia, for his service to the people and Parliament of WA, particularly for his work on budgetary reform, native title policy and energy sector developments.

He is a non-Executive Director of the Fairbridge Festival and regularly presents to the business and community sectors on WA and Australian public policy issues.

She is in her second term as a non-executive director of Surf Life Saving WA. Previous board roles include the Salvation Army of WA and the Starlight Children’s Foundation.

Jarrod Ball joined CEDA as Chief Economist in 2017 with over 15 years of experience as an economist across the public and private sectors. He has held senior roles at the Business Council of Australia, in EY’s advisory services practice and more recently at BHP.

Jarrod also worked in the Federal Government and was a lead adviser on microeconomic reform for the Victorian Departments of Premier and Cabinet and Treasury and Finance. He is a member of CEDA’s Council on Economic Policy and the Melbourne Economic Forum. Jarrod holds a Masters degree in Economics from Monash University and undergraduate degrees in Business (Economics) and Arts from the University of Southern Queensland.

David Harrison Chief of Staff, Murdoch University Twitter: @davharro

David joined Murdoch University in June 2018.

He was previously employed at the University of Western Australia as the Director of Government and Corporate Communications.

He has also held a senior leadership role with the Chamber of Commerce and Industry, where he served as the General Manager of Advocacy.

Prior to that, David had a nine-year career with ABC News as a senior radio and television reporter based in Perth and Sydney, specialising in State and Federal politics.

Prior to joining the ABC as a cadet in 1998, David studied at the Western Australian Academy of Performing Arts, graduating with an Associate Degree in Broadcasting. David has also completed post graduate studies at The University of Western Australia acquiring a Graduate Certificate in Business.

David is also a 2011 Graduate of the Leadership WA signature program; a member of the CEDA State Advisory Council, Chair of CCI’s Economic Development Forum, and a member of the Falls Road Primary School Board.

Debra Blaskett Chief Corporate Services Officer, Perth Airport Twitter: @PerthAirport

Debra joined Perth Airport in November 2009 and was appointed to the position of Chief Corporate Services Officer in October 2016 after previously managing the aviation security, airport operations, emergency planning and risk areas at Perth Airport.

Debra is responsible for the areas of human resources, corporate affairs, marketing and customer experience, business transformation, corporate risk and corporate compliance.

She has held a number of senior positions in the Commonwealth public service across the portfolios of Australian External Territories Administration, aviation security regulation, and offshore oil and gas security regulation.

Debra holds a Bachelor of Jurisprudence, Bachelor of Laws, and Bachelor of Arts (Hons) degrees. She is a Board Member of the Tourism Council Western Australia.

copland leadership program reflections

Detective Senior Sergeant Rhonda (Ronnie) Alexander Officer in Charge – Coronial Investigation Squad, Western Australia Police Force Twitter: @WA_Police

In the last 23 years, Ronnie has swapped between uniform, detective and specialist roles in metropolitan Perth and Regional Western Australia including three ‘tours of duty’ to the Goldfields and a deployment to Barrow Island as the first female Fly in Fly Out Officer in Charge (OIC). As such, Ronnie is well placed to speak about operational policing, leadership and management, being brave and making the most of opportunities – even when they don’t appear to be obvious.

She has a particular interest in investigating offences against the person and working with people in the community who have been exposed to critical incidents, together with supporting those who are eager to join the police family.

Ronnie is the newly appointed Officer in Charge of the WA Police Force’s Coronial Investigation Squad and is a recent graduate of the CEDA 2018 Copland Leadership Program.
