Bowman* I. INTRODUCTION Between 1975 and 1979, the Khmer Rouge killed between one and three million Cambodians.1 Twenty-four years later, on March 17, 2003, the United Nations and the Cambodian govern- ment reached an agreement to establish a criminal tribunal de- signed to try those most responsible for the massive human rights violations which took place during the Khmer Rouge reign of terror. 2 Another three years later, on July 4, 2006, international and Cambodian judges and prosecutors were sworn in to begin work at the Extraordinary Chamber in the Courts of Cambodia ("ECCC"). 3 To quickly grasp the Cambodia court's prospects for success, one only need know a few basic facts. Introduction Out of Cambodia’s total population of approximately 7 to 8 million, it is estimated that 1.5 to 2 million died of starvation, disease, and execution during the reign of the Democratic Kampuchea (DK) regime, which lasted from 17 April 1975 to 6 January 1979 (Kiernan 1996, 456-460). Following the fall of the DK (also known as the Khmer Rouge Regime), ‘a truth commission, lustration policies, amnesty programmes, and domestic or international trials were all considered or attempted’ to provide justice and peace for Cambodians (Ciorciari and Heindel 2014, 14). Out of these responses, the Extraordinary Chambers in the Courts of Cambodia (ECCC), a hybrid court established jointly by Cambodia and the United Nations (UN) is the only internationally recognised judicial mechanism established to address Khmer Rouge crimes.2 The ECCC is, however, the product of a political compromise, resulting from protracted negotiations between the Cambodian government and the UN, whose relationship was characterised by ‘bitter -

This research combines insights from the process and the context of thought reform informed by local cultural norms with the social type of the convert in a way that captures the KR phenome- non in both its general and particular dimensions. -

EVEN WARS HAVE LIMITS EVEN WARS HAVE LIMITS EVEN WARS HAVE LIMITS EVEN WARS HAVE INTERNATIONAL COMMITTEE OF THE RED CROSS About the People on War project To mark the 50th anniversary of the modern Geneva Conventions (on 12 August 1999), the ICRC launched its People on War project with the aim of building greater respect for fundamental humanitarian principles. At centre stage is a worldwide consultation giving the general public a chance to air their views on the many facets of war. The idea was that civilians and combatants alike would be able to share their experiences, express their opinions on what basic rules should apply in war, discuss why those rules sometimes break down and look at what the future holds. With this in mind, the ICRC commissioned Greenberg Research, Inc. to design a research programme that would enable people to be heard in the most effective way possible. Under the guidance of Greenberg Research, ICRC staff and Red Cross and Red Crescent volunteers carried out this consultation in 12 countries (Afghanistan, Bosnia-Herzegovina, Cambodia, Colombia, El Salvador, Georgia/ Abkhazia, Israel, the occupied territories and the autonomous territories, Lebanon, Nigeria, Philippines, Somalia and South Africa), conducting in-depth, face-to-face interviews, group discussions and national public opinion surveys. Surveys on the basis of a questionnaire only were conducted in a further five countries (France, Russian Federation, Switzerland, United Kingdom and United States) in order to reflect these people’s perceptions of war. -

Working Paper No. 7 Economic history of industrialization in Cambodia 1 2 Sokty Chhair and Luyna Ung Abstract The industrialization which started in 1953 had been completely disrupted by the chronic civil war and closed-door policy of successive communism/socialism regimes. Since 1993 Cambodia has embraced a market economy heavily dependent on foreign capital and foreign markets. As a result, the economy has experienced high economic growth rate yet with low linkage to domestic economy. The government’s Rice Export Policy introduced in 2010 to diversify its economy, maximize its value added and job creation was highly evaluated to bring those benefits under the environment of weak governance. Whether similar kind of such a policy for other sectors is successful remains to be seen. UN Representation Disputes: A Case Study of Cambodia and a New Accreditation Proposal for the Twenty-First Century Suellen Ratlifft The United Nations approves and accepts the representatives of its member states through a procedural accreditationprocess involving its Credentials Committee and the General Assembly. In 'most cases, the CredentialsCommittee verifies that the representative'scredentials are in order and the GeneralAssembly approves the representative as a matter of course. Complications arise, however, when a member state experiences an internal dispute resulting in rival governments that each indicate their intent to represent the member state in the UN. Faced with multiple sets of credentialsfor a single member state, the Credentials Committee and the GeneralAssembly must choose which government will represent the mem- ber state. Though the GeneralAssembly addressed the resolutionof repre- sentation disputes almost fifty years ago, it failed to adopt sufficiently structured guidelines to achieve a consistent process for resolving these disputes. As a result, member states within the CredentialsCommittee and the GeneralAssembly may manipulate the process by applying completely different guidelines to each representation dispute. Such manipulations may further the political interests of individual member states, but they also may harm the UN's integrity by seating representativeswho do not truly representthe interests of the member state'spopulation. President Obama’s Letter to His Majesty King Norodom Sihamoni on the Occasion of the 60th Anniversary of Diplomatic Relations between the United States and Cambodia Your Majesty: On behalf of the American people, I wish to congratulate the Kingdom of Cambodia on the Occasion of the 60th anniversary of the establishment of diplomatic relations between our two countries. This important milestone presents us with the opportunity to reflect on our shared past and to plot a course for the future based on the strong foundation we have built together. Both Cambodia and the United States have changed immensely since July 11, 1950, when our first Ambassador to your country presented his credentials to King Sihanouk. As with any bilateral relationship, there have been times when we have not agreed, but the overall growth in the depth and breadth of our engagement reflects a maturing partnership. Over the last several years, for example, we have seen many positive developments, including the establishment of the Peace Corps program in Cambodia, the creation of the Extraordinary Cambers of the Courts in Cambodia and completion of its first trial, and the inauguration of Cambodia’s peacekeeping force, a truly momentous achievement for a coutry that was the beneficiary of peacekeepers less than two decades before. The United States is now the top market for Cambodia’s garment exporters, forming a pillar for the country’s economic growth. Military-to-military and counterterrism cooperation between our two countries has grown as well, creating a safer environment for both Americans and Cambodians. In the coming years, we look forward to taking advantage of the positive momentum that has been created and to see the patnership between our two nations grow stronger and deeper in areas such as food security, climate change, health, education, human rights, and strengthening democratic institutions.
