Page 2 INTRODUCTION LINCOLN MEMORIAL REHABILITATION SUMMARY BACKGROUND SITE ACCESS Located within the National Mall and Memorial Parks (NAMA), the Lincoln Memorial anchors the National Mall Access to the site and circulation within the site are important to understanding how the Memorial functions in on its western end and is one of three icon memorials that define the Mall.The United States Capitol anchors the its context. JUNE 2017 INITIAL NCPC REVIEW Shortly after the Memorial opened, it became apparent that toilet facilities were lacking and “comfort stations” JULY 2017 INITIAL CFA REVIEW (restrooms) were installed in 1928. Two single door openings were made in the east terrace retaining wall on OCTOBER 2017 INITIAL SD SUBMISSION either side of the main stair. Similar to the vent openings on the north and south sides, these door openings are free of embellishment and reflect the unadorned design of the Terrace base. Entry into the “comfort stations” was DECEMBER 2019 REVISED SD SUBMISSION down steep ramps immediately inside the doorway. JULY 2021 CFA & NCPC REVIEW SUBMISSIONS JULY 2021 DESIGN DEVELOPMENT SUBMISSION In 1974, the southeast restroom area was renovated to include a Visitor Center and an elevator to the Chamber NOVEMBER 2021 CONSTRUCTION DOCUMENTS ISSUED FOR BID level. In order to provide an accessible entry at grade level, a new floor slab was constructed.The Visitor Center included a small window which provided views into the Undercroft. This window was removed in later renovations. The northeast door, also installed for the 1928 restrooms, serves as another entry point to the Undercroft, but currently is only used by staff for access to storage, mechanical services and the main Undercroft space. The southeast door was widened in 1974, while the north door remains at its original width. The visitor’s center was renovated in 1994. Today, visitors enter the Lincoln Memorial Chamber by the stairs at the east side of the Memorial and by the elevator, located in the southeast corner.

WIDENING OF EAST ENTRANCES FOR EGRESS CAPACITY In the summer of 2020, both CFA and NCPC approved the widening of the existing entrance in the east face of the Terrace wall to meet life safety requirements. This submission provides additional detailing at those entrances.
NEW EXIT IN THE NORTH FACADE In the summer of 2020, both CFA and NCPC approved the insertion of a new exit in the north face of the Terrace wall to meet life safety requirements. The new exit expands an existing vent opening below grade to accommodate the exit and will not be highly visible to the public. This submission provides additional detailing at the exit.
NEW APPROVAL REQUEST
TEMPORARY FACILITIES Continuous construction is anticipated to last thirty months from about January 2022 to June 2023. During construction, access to the existing elevator to the Chamber, the retail shop, and public toilets within the building will be eliminated. Therefore, the NPS will be providing a temporary lift/ ramp assembly for access to the Chamber and temporary trailers for both a retail shop and public restrooms.
ACCESSIBLE ROUTE It is anticipated that work on the main stair will occur early in the project and the existing elevator will remain in use. Once work on the main stair is completed, a temporary lift/ ramp assembly will be in place for the duration of the project or until one of the two new elevators is available for use. The design of the lift/ ramp assembly presented in this document was used previously in other construction projects at the Memorial.
BOOKSTORE AND PUBLIC TOILETS The temporary trailers will be located to the south-east of the Memorial, adjacent to an existing kiosks off of Daniel French Drive. Both trailers will be fully accessible. It is anticipated that the public toilet and retail shop trailers will be in use for the duration of the project.

Due to the intermediate landing on the main stair, the accessible route utilizes two enclosed lifts. The pathway to the lifts will comply with all accessible code requirements.

- Due to the unknown Means & Methods determined by the General Contractor, the temporary lift configuration could change as construction progresses.
