Page 2 INTRODUCTION LINCOLN MEMORIAL REHABILITATION SUMMARY BACKGROUND SITE ACCESS Located within the National Mall and Memorial Parks (NAMA), the Lincoln Memorial anchors the National Mall Access to the site and circulation within the site are important to understanding how the Memorial functions in on its western end and is one of three icon memorials that define the Mall. The United States Capitol anchors the its context. The site is split on its north-south axis; the west is dominated by cars, while the Mall facing east is eastern edge of the Mall and the Washington Monument in the center. reserved for pedestrian access. The primary access for visitors arriving by vehicle is from the south on Daniel French Drive. From these points visitors make their way around the Memorial Circle to the eastern Approachway The Lincoln Memorial is one of the most recognizable and beloved in the United States. Originally and ramps. The accessible entry is located in the southeast retaining , and serves as the only conceived as a place to honor and contemplate Abraham Lincoln and his achievements, the Lincoln Memorial accessible path to the Chamber. The low retaining wall surrounding the Lincoln Memorial Circle was added in has also become a symbol of the struggle for civil rights in America. The Memorial is open 24 hours a day and 2005, emphasizing the east as the entrance to the circle. is one of the most visited sites in the National Park Service system. It was designed by Henry Bacon and was dedicated in May of 1922. The landscaping around Memorial Circle at the north, west and south sides, acts as a barrier that limits visitor approach to the Memorial. The vegetation within the Lincoln Memorial Circle has remained mostly in place, with MEMORIAL DESIGN the biggest change being the removal of planting at the east elevation in the location of the accessible paths to Henry Bacon envisioned the Memorial as an open-air pavilion raised on a plinth that is accessed from the the southeast and northeast . When the south and north doors were introduced to the structure in 1928, the Reflecting Pool up a series of stairs and terraces. Within the Memorial, the space is separated into three vegetation was kept in place to camouflage the openings. As accessible paths were added to the south and north chambers; the central chamber holds the statue of Abraham Lincoln, designed by Daniel French, while plazas, landscaping was removed, revealing the bronze doors within the terrace retaining wall. the side chambers hold simple, yet elegant, engravings of the Gettysburg Address and Lincoln’s second inaugural address. Above the engravings are oil-on-canvas murals painted by Jules Guerin, protraying governing principles PROJECT SUMMARY in Lincoln’s life; unity and freedom. In the corners of the Chamber are where services for the Memorial are The Lincoln Memorial Rehabilitation project renews this American icon for the next 100 years on the National Mall located, including a small retail store and access to the existing , which was installed in 1974. and has been broken into two phases.

The exterior of the Memorial is constructed of Colorado Yule marble and it is surrounded by 36 fluted Doric Phase 1: Revitalization – completed in 2019 . Inscribed on the frieze above the are the names of the 36 states in the Union at the time of Phase 2: Undercroft Revitalization - current project Lincoln’s death. The remaining states, with the exception of Alaska and Hawaii, are inscribed on the penthouse. ~ Interpretive Center - Renovate and expand the intrepretive experience in the Undercroft to provide the The white marble temple rests on a tall rusticated base in the form of a retaining wall. This base, along with public a richer understanding of the Memorial’s construction, as well as the symbolism of the Memorial other site features, is constructed of Milford Pink Granite from Massachusetts. The entire Memorial is built around the world. on a concrete supported on very large concrete cast-in-place columns. This space containing the foundation columns is known as the Undercroft. The Undercroft is divided into three areas – the Statuary ~ Code compliant egress – Access to the Undercroft is being increased to allow for safe ingress and Chamber Undercroft, Raised Terrace Undercroft, and Approachway Undercroft. Within the Undercroft, egress of visitors and staff from the interpretive area. The existing east entrances are being widened and a new emergency exit is being provided on the north side of the to meet modern egress a mezzanine level wraps around the perimeter of the Statuary Chamber Undercroft. It is the view of this codes. construction that will be the highlight of the Undercroft visitor experience. ~ Enhanced Accessibility - Replacement of the existing elevator and the addition of a second elevator UNDERCROFT ACCESS will provide continual access to the Chamber for all visitors. Originally only two openings, ventilation grilles on the north and south sides, existed in the granite terrace retaining wall. These openings are simplistic in form; comprising of only a single “missing” course of granite PROJECT SCHEDULE with a metal grille installed for ventilation. In the original 1913 drawings by Henry Bacon, the interior Undercroft mezzanine extended to these vents, possibly as entry and exit points for construction; these exit extensions were TIMEFRAME MILESTONES never built. JUNE 2017 INITIAL NCPC REVIEW Shortly after the Memorial opened, it became apparent that facilities were lacking and “comfort stations” JULY 2017 INITIAL CFA REVIEW (restrooms) were installed in 1928. Two single door openings were made in the east terrace retaining wall on OCTOBER 2017 INITIAL SD SUBMISSION either side of the main stair. Similar to the vent openings on the north and south sides, these door openings are free of embellishment and reflect the unadorned design of the Terrace base. Entry into the “comfort stations” was DECEMBER 2019 REVISED SD SUBMISSION down steep ramps immediately inside the doorway. JULY 2021 CFA & NCPC REVIEW SUBMISSIONS JULY 2021 DESIGN DEVELOPMENT SUBMISSION In 1974, the southeast restroom area was renovated to include a Visitor Center and an elevator to the Chamber NOVEMBER 2021 CONSTRUCTION DOCUMENTS ISSUED FOR BID level. In order to provide an accessible entry at grade level, a new slab was constructed. The Visitor Center included a small which provided views into the Undercroft. This window was removed in later renovations. The northeast door, also installed for the 1928 restrooms, serves as another entry point to the Undercroft, but currently is only used by staff for access to storage, mechanical services and the main Undercroft space. The southeast door was widened in 1974, while the north door remains at its original width. The visitor’s center was renovated in 1994. Today, visitors enter the Lincoln Memorial Chamber by the stairs at the east side of the Memorial and by the elevator, located in the southeast corner.

Page 3 REQUESTED APPROVALS LINCOLN MEMORIAL REHABILITATION

PRIOR APPROVAL BY CFA (JUNE 2020) AND NCPC (JULY 2020)

WIDENING OF EAST ENTRANCES FOR EGRESS CAPACITY In the summer of 2020, both CFA and NCPC approved the widening of the existing entrance in the east face of the Terrace wall to meet life safety requirements. This submission provides additional detailing at those entrances.

NEW EXIT IN THE NORTH FACADE In the summer of 2020, both CFA and NCPC approved the insertion of a new exit in the north face of the Terrace wall to meet life safety requirements. The new exit expands an existing vent opening below grade to accommodate the exit and will not be highly visible to the public. This submission provides additional detailing at the exit.

NEW APPROVAL REQUEST

TEMPORARY FACILITIES Continuous construction is anticipated to last thirty months from about January 2022 to June 2023. During construction, access to the existing elevator to the Chamber, the retail shop, and public toilets within the building will be eliminated. Therefore, the NPS will be providing a temporary lift/ ramp assembly for access to the Chamber and temporary trailers for both a retail shop and public restrooms.

ACCESSIBLE ROUTE It is anticipated that work on the main stair will occur early in the project and the existing elevator will remain in use. Once work on the main stair is completed, a temporary lift/ ramp assembly will be in place for the duration of the project or until one of the two new is available for use. The design of the lift/ ramp assembly presented in this document was used previously in other construction projects at the Memorial.

BOOKSTORE AND PUBLIC TOILETS The temporary trailers will be located to the south-east of the Memorial, adjacent to an existing kiosks off of Daniel French Drive. Both trailers will be fully accessible. It is anticipated that the public toilet and retail shop trailers will be in use for the duration of the project.
