    Evaluation du SCOT : synthèse des retours des communes et des partenaires INTRODUCTION Durant l’été 2017, un questionnaire d’évaluation du SCOt a été transmis à l’ensemble des communes d’Arlysère, afin de recueillir leurs avis quant à la mise en œuvre du SCOT, au travers des PLU notamment. Dans la mesure où la révision des PLU intégrant la mise en compatibilité avec le SCOT est à cette date à des stades relativement différents (du PLU « SCOT compatible » depuis plusieurs années au PLU ayant tout juste délibéré pour engager la révision), ce questionnaire a été décliné sous différentes versions (voir page ci-après), selon l’état d’avancement des PLU. Un questionnaire a également été adressé aux partenaires ayant eu à « utiliser » le SCOT. Le présent document constitue une synthèse des retours obtenus. Cette synthèse a d’autant plus de sens que la quasi-totalité des communes et partenaires ont retourné leur analyse. Qu’ils en soient ici remerciés. A noter que les enseignements tirés de ce travail concerne la perception de la mise en oeuvre du SCOT, à mettre en parallèle des analyses chiffrées « objectives » réalisées par ailleurs. Ils permettent de mesurer le niveau d’appropriation du SCOT, le «capital confiance » dont il bénéficie ou non. Il permet également de confirmer, ou d’infirmer, les sujets qui posent difficulté, et ceux qui font consensus, et de formaliser les attentes ou propositions issues de l’expérience de terrain des différents acteurs interrogés. With this framework in mind, and to ensure that seasonal workers « have a good season », the regions of Pays du Mont Blanc and Chablais have mobilized to welcome these employees by means of the Chamonix « Espace Saisonnier » (centre for seasonal workers) and the Chablais « Point Accueil Saisonnier » (information desk for seasonal workers). On a larger scale, Haute-Savoie strives to inform seasonal workers more thoroughly by publishing this guide.
