Such shifts have included not just regime change but also social revolution. The modernity of the modern Philippines is precisely the effect of the contradictory dynamic of imperialism.     MMARAS Metro Manila Accident Reporting and Analysis System Annual Report January to December 2006 Produced by the Road Safety Unit (RSU) Traffic Operations Center (TOC) Metropolitan Manila Development Authority (MMDA) 1 Introduction The Metro Manila Accident Reporting and Analysis System (MMARAS) is operated by the Road Safety Unit (RSU) of the MMDA-Traffic Operations Center (TOC), with the cooperation and assistance of the Traffic Enforcement Group under National Capital Regional Police Office (TEG-NCRPO) Philippine National Police (PNP). The objective is to compile and maintain an ongoing database of „Fatal‟ and „Non Fatal‟ including the „Damage to Property‟ road accidents, which can indicate areas where safety improvements need to be made. The system will also allow the impact of improvement measures to be monitored. This report is intended to be an annual analysis of „Fatal‟, “Non Fatal‟ and „Damage to Property‟ road accidents that have been recorded by the PNP Traffic Accident Investigators for the year 2006. The information is presented in graphical and tabular form, which provides a readily identifiable pattern of accident locations and causation patterns. Annual comparisons of traffic accident statistics are also included in this report. The Road Safety Unit currently has 9 data researchers who gather traffic accident data from different traffic offices and stations of the Traffic Enforcement Group (TEG-NCRPO) within Metro Manila. Previously, only those incidences involving Fatal and Non Fatal are gathered and encoded at the MMARAS database. But for the year 2005 up to present, we included the Damage to Property incidence so that we can see the significance and the real picture of what really is happening in our roads and also it gives us additional information in analyzing the causes of accident.

    DAIRY DELIGHTS If you happen to be in the vicinity of Rizal province, you will find a packet of farmers engaged in carabao raising. The place is in Jalajala, Rizal. To oldies, it bespeaks of the many foregone memories when it was still under the now defunct KKK Program of the Ministry of Human Settlements. To the vetereran technicians, they called it “Saudi Arayat’ in reference to Saudi Arabia, local form since it seems far flung if you get to have this as your assignment. It is near Manila but, if you are lucky to be assigned there, you’d feel like in some remote places. Lights are not so common despite its proximity to geothermal plants. The land area is vast, but come to think of it, it’s mostly rocks and the river beds are dried up. Circling the Laguna de Bay on the south side, it’s lacking in activity. Not so many people could be seen except for some barrio folks with some goats lagging behind them. The teenagers are playing basketful, but they are quite a handful. By 5 in the afternoon, it seemed the sky has turned to grey with amber streaks of the sun already folding with the clouds in cover. Nothing could be as boring if you’d look at it. However, if you traverse some more kilometers after Pillia Rizal, you will see the town of Jalajala. In it, is a peculiar barangay of Llano. Some people have cows, goats and carbaos. They happen to comprise the Llano Farmers Multi-Purpose Cooperative, Inc.
