Republic of the Philippines ENERGY REGULATORY COMMISSION San Miguel Avenue, Pasig City IN THE MATTER OF THE APPLICATION FOR THE APPROVAL OF THE TAGUIG EXTRA HIGH-VOLTAGE SUBSTATION PROJECT, WITH PRAYER FOR THE ISSUANCE OF PROVISIONAL AUTHORITY ERC CASE NO. 2014-134 RC NATIONAL GRID CORPORATION OF THE PHILIPPINES (NGCP), Applicant. )(- - - - - - - - - - - - - - - - - - - - - - - -)( NOTICE OF PUBLIC HEARING TO ALL INTERESTED PARTIES: Notice is hereby given that on September 10, 2014, the National Grid Corporation of the Philippines (NGCP) filed an application for approval of the Taguig Extra High-Voltage Substation Project, with prayer for the issuance of a provisional authority. In the said application, NGCP alleged, among others, that: 1. It is a corporation created and existing under the laws of the Philippines, with principal office address at NGCP Building, Quezon Avenue corner SIR Road, Diliman, Quezon City. It is the concessionaire which assumed the power transmission functions of the National Transmission Corporation (TRANSCO) pursuant to Republic Act No. 9136 (R.A. No. 9136) otherwise known as the "Electric Power Industry Reform Act of 2001" or the EPIRA; 2. Under R.A. No. 9511, entitled "An Act Granting the National Grid Corporation of the Philippines a Franchise to Engage in the Business of Conveying or Transmitting Electricity Through a High- Voltage Back-bone System of ERC CASE NO. 2014-134 RC NOTICE/February 2, 2015 Page 2 of 8 Interconnected Transmission Lines, Substations and Related Facilities, and For Other Purposes," NGCP was granted a franchise to construct, maintain, rehabilitate, repair and refurbish the present nationwide transmission system of the Republic of the Philippines; STATEMENT OF THE CASE 3. One of its function and responsibilities enumerated in Section 9 of the EPIRA is to improve and expand its transmission facilities, consistent with the Grid Code and the Transmission Development Plan (TOP) to be promulgated pursuant to this Act, to adequately serve generation companies, distribution utilities and suppliers requiring transmission service and/or ancillary services through the transmission system: Provided, that NGCP shall submit any plan for expansion or improvement of its facilities for approval by the ERC; 4. In accordance with its mandate to ensure and maintain the quality, reliability, adequacy, security, stability, and integrity of the grid, it seeks authority from the Commission for the immediate implementation of the Taguig Extra High- Voltage (EHV) Substation Project (Project), aimed among others to meet the transmission capacity requirements of capacity additions and load centers; Brief Background 5. The power requirement of the Luzon Grid is highly concentrated in Metro Manila, with about fifty-three percent (53%) of its total demand. To meet this demand, power is imported from generating plants in the northern and southern parts of the Luzon Grid, which is then delivered to Metro Manila through various 230 kV and 500 kV transmission line corridors; 6. The majqr transmission corridor, the 500 kV network, delivers the bulk power generation to Metro Manila through San Jose EHV Substation in Bulacan and Dasmarinas EHV Substation in Cavite. With the increase in power transfer in Metro Manila, it is expected that these two (2) major EHV drawdown substations will become heavily loaded; ERC CASE NO. 2014-134 RC NOTICE/February 2, 2015 Pa.ge 3 of 8 7. Within Metro Manila, the loads are being served by Doria Imelda, Quezon, Taytay, Duhat, Paco, Muntinlupa and Las Pirias 230 kV drawdown substations. The only transmission line traversing within Metro Manila is the single-circuit 230 kV line from Muntinlupa to Quezon serving the Muntinlupa, Paco, Doria Imelda and Quezon substations. This line has become heavily loaded and will become more critical as load continues to grow; 8. To provide security and reliability of supply to Metro Manila, the development of a new EHV substation and the augmentation to the existing transmission line configuration are necessary; Justifications 9. The Taguig EHV Substation Project aims to provide a new drawdown substation for Metro Manila and to address the criticality of the single-circuit 230 kV transmission line from Quezon to Muntinlupa substations during single-outage contingency; 10. The Project will address the severe low voltage issue in the 230 kV substations within Metro Manila which is brought about by the single-circuit configuration of the existing transmission line and its heavy loading condition; 11. The Project will also provide another EHV substation to decongest San Jose EHV Substation and to provide higher levels of reliability even during maintenance or prolonged outage of one of the existing transformers at San Jose EHV Substation; 12. The Project will also address the criticality of the San Jose EHV Substation as a merging point of bulk power from the North and the South and as a ring-bus configured substation. Components of the Project 13. The project involves the construction of a new EHV (500/230 kV) drawdown substation in Taguig City including its associated transmission lines to interconnect the ERC CASE NO. 2014-134 RC NOTICE/February 2, 2015 Page 4 of 8 substation to the 500 kV and 230 kV systems of the Luzon Grid; 14. The project component are as follows: 1 PROJECT COMPONENT DESCRIPTION Substation Taguig EHV Substation 8 - 500 kV PCBs (GIS) + Associated Equipment 10 - 230 kV PCBs (GIS) + Associated Equipment 2 X 1000 MVA, 500/230-13.8 kV Power Transformers and Accessories 1 X 90 MVAR, 500 kV Shunt Reactor and Accessories 3 X 100 MVAR, 230 kV Capacitor Banks and Accessories Transmission Line Taguig 'cut-in' to San Jose - 500 kV, ST-DC, 4 X 795 MCM Tayabas 500 kV line ACSR/AS, 37 km Taguig 'bus-in' to Muntinlupa 230 kV, SP-SC, 2 X 410 mm2 - Paco 230 kV line TACSR/AS, 2 X 2.4 km Conceptual Design for the Substation 15. The proposed Taguig EHV Substation is to be located along a gravel-based road connected to the C-6 Road in Barangay Sta. Ana, Taguig City. It shall be designed as an indoor Gas-Insulated Switchgear (GIS) with the 500 kVand 230 kV GIS equipment to be arranged in one-and-a-half breaker and double-bus scheme, respectively. A GIS building will be constructed to house the 500 kV and 230 kV GIS equipment including associated substation control, protection and communication systems. ERC CASE NO. 2014-134 RC NOTICE/February 2, 2015 Pag~ 5 of 8 kV GIS power circuit breakers and ten (10) 230 kV GIS power circuit breakers including 2 X 1000 MVA, 500/230- 13.8 kV Power Transformers and 1 X 90 MVAR, 500 kV Shunt Reactor and 3 X 100 MVAR, 230 kV Capacitor Banks to provide voltage support to the substation; Conceptual Design for the Associated Transmission Facility Taguig 'cut-in' to San Jose - Tayabas 500 kV Line 16. The proposed Taguig EHV Substation will be linked to the 500 kV system of the Luzon Grid through 'cut-in' connection to one circuit of the existing San Jose - Tayabas 500 kV line. This will serve as an initial connection scheme until the development of Antipolo EHV Substation Project; 17. From the proposed substation, the transmission line will be routed northward following the coastline/reclaimed areas of the Laguna Lake. The line will then traverse the flatlands of Binangonan and the hilly terrain of Morong, Rizal, cross the Manila East Road going towards the interior barangays of Cardona and Morong, Rizal, before it will deflect in Barangay Darangan, Binangonan, Rizal. From this point, a portion of the transmission line route will traverse Brgy. San Guillermo, Morong, Rizal before it will cross between Towers 132 and 133 of the existing Malaya - Taytay (Dolores) 230 kV line in Sitio Taghangin, Barangay Maybancal, Morong, Rizal affecting residential structures therein. The line route will also traverse Brgy. Pantay, Teresa, Rizal before it will cross towards Roman - Rojas and Pantay Buhangin Roads. The line route will pass through the right side of M. Tanuan, then will deflect northeast going towards Sitio Paenaan, Baras, Rizal. From this point, the line will be routed further northeast going towards the 'cut-in' connection point at Tower No. 109 of the existing San Jose - Tayabas 500 kV line located in Sitio Kitangan, Brgy. San Jose, Antipolo City. The total length on the line is thirty-seven kilometer (37 km.); .(. L ERC CASE NO. 2014-134 RC NOTICE/February 2, 2015 Page 6 of 8 Taguig 'bus-in' to Muntinlupa (Sucat)-Paco 230 kV Line 18. The 230 kV side of Taguig EHV Substation will be linked to the 230 kV system of the Luzon Grid through 'bus-in' connection to the existing Muntinlupa - Paco 230 kV line; 19. From the proposed substation, the 230 kV line will be routed parallel to the C-6 Road until it approaches the 'bus- in' connection point at Tower No. 25 of the existing Muntinlupa - Paco 230 kV line. The line route will traverse Barangays Sta. Ana, Wawa and Hagonoy all in Taguig City. The 230 kV line covers about 2 X 2.4 km will utilize steel pole, single-circuit (SP-SC), 2 X 410 mm2 TACSR/AS power conductor to be installed on both sides of the C-6 Road using special foundation or bored piles; Cost and Period of Implementation 20. The estimated cost of the Project is Nine Billion Six Hundred Eighty Two Million Two Hundred One Thousand Nine Hundred Forty-Eight Pesos and 39/100 Pesos (PHP9,682,201,948.39); 21. The estimated duration of the implementation of the project is sixty (60) months including the preparation of the bidding documents, the actual bidding and the construction of the Project.
