Defense Institution Building PME Bi-Monthly Report Defense Education Enhancement Program (DEEP) Africa Military Education Program (AMEP) September-October 2018

1. EXECUTIVE SUMMARY A visit to the U.S. by Ukraine’s First Deputy Minister of Defence, Ivan Rusnak, from 9-17 September represents a key highlight of this reporting period. Sponsored by DEEP, the visit profiled best U.S. practices to inform Ukraine’s ongoing PME transformation. Deputy Minister Rusnak, accompanied by the Ukraine National Defence University (NDU) Commandant and the Ukraine Armed Forces Command Senior Enlisted Leader, took advantage of this long duration visit to explore a wide range of U.S. professional military education institutions:

• The USA Sergeants Major Academy • USA Command and General Staff College, • Army University, School of Advanced Military Studies (SAMS) • National Defense University • U.S. Naval Academy

The delegation also participated in meetings to address PME-related human resource challenges with senior-level U.S. Department of Defense officials in Washington, DC.

DEEP also launched new curriculum development efforts with two Ukrainian PME institutions by completing two workshops:

• A Cyber Security Course Curriculum Development Workshop in late September for the Zhytomyr Military Academy, a pre-commissioning institute that focuses on technical specialties such as signal and electronic warfare. • A Logistics Course Curriculum Development Workshop in mid-October for the Ukraine NDU, which provides war- and staff college-level courses.

In other highlights, DEEP demonstrated continued support for the Tunisian War College with the delivery of its second curriculum development workshop in late September. And in Uzbekistan, the Uzbek Armed Forces Academy, a war- and staff- college equivalent, requested DEEP multi-hour curriculum development support for the first time in order to create a new course focused on leadership.

For AMEP, three Mozambique Military Academy faculty members traveled to the U.S. Military Academy (USMA), West Point, in late September for an introduction to a variety of curricula to determine what USMA academic and military training program elements they would like to adopt. The delegation agreed to start a

1 curriculum development program for leadership and physical education, with AMEP support.

In late October, U.S. Naval Academy experts conducted an AMEP review of the Madagascar Military Academy (MMA) Physical Education program. The AMEP team observed MMA faculty deliver the curriculum without external support, and provided a course critique and additional instruction to the faculty in specific areas. Of note, the AMEP team learned the President of Madagascar visited the MMA after an AMEP team engagement earlier in the year, and was so impressed with the new curriculum that he authorized funding to build a new athletic facility and purchase necessary training equipment. Construction on the new athletic facility has already begun.

Finally, an updated review of the Benin NCO Academy program conducted in late September by experts from the U.S. Army NCO Leadership Center of Excellence determined that the are no longer interested in U.S. support for their NCO Academy. As a result, the NCO Academy component of Benin’s ongoing program has been suspended by AMEP.

The following summarizes the overall numbers of events executed during September and October 2018, as well as those planned over the next 4 months (November 2018- February 2019).

2. DEEP: RECENT EVENTS, MILESTONES & SENIOR LEVEL MEETINGS – 9 events and 1 senior-level meeting in 6 countries and the U.S.

Kazakhstan Curriculum Development Workshop 4-6 September 2018, Norfolk, VA Six Kazakh NDU faculty members, including the new section head of the Strategic Planning Department, traveled to the U.S. Joint Forces Staff College for a workshop that is a component of a DEEP strategic planning course development process. They observed the sharing of strategic planning lessons, and engaged faculty on curriculum development and required class preparation for a strategic planning course.

Mauritania Curriculum Development Workshop 10-14 September 2018, Nouakchott Two AMEP experts delivered a curriculum development workshop for the Language Institute faculty.

Moldova Faculty Development Workshop 29 September - 5 October 2018, Chisinau A multinational senior NCO expert team delivered a workshop on Institutional Design for the Moldovan NCO Academy.

Tunisia (2 events) Leadership Curriculum Development Workshop 17-21 September 2018, Tunis A multinational DEEP expert team delivered a second Leadership Curriculum Development workshop for the Tunisian War College faculty.

Master Instructor Program Assessment 17-18 September 2018, Tunis Two DEEP faculty development experts conducted meetings with Tunisian War and Staff College faculty and staff members to assess the viability of a Master Instructor Program (MIP) for both institutions. The Tunisian MIP will prepare partner school faculty to deliver a faculty development program emphasizing modern teaching methodologies to new faculty members.

Ukraine (3 events and 1 senior-level meeting) Command Senior Enlisted Leader Pilot Course Observation 16 September - 6 October 2018, Kiev One DEEP expert observed and assessed the delivery of the Ukraine NCO Command Senior Enlisted Leader Pilot Course at the NDU in Kiev.

1st Deputy Minister of Defence (DMOD) Visit to the U.S. (senior level meeting) 9-17 September 2018, El Paso, TX, Leavenworth, KS, Washington, DC, Annapolis, MD First Deputy Minister of Defense Ivan Rusnak traveled to the U.S. to review components of the PME system for potential adaption by Ukraine. The Ukraine National Defence University Commandant and the Ukraine Armed Forces Command Senior Enlisted Leader accompanied him. They visited: the USA Sergeants Major Academy; USA Command and General Staff College (CGSC); Army University, School of Advanced Military Studies (SAMS); U.S. NDU; and the U.S. Naval Academy. The delegation also participated in senior-level Washington, DC meetings on PME- related human resource challenges.

Cyber Security Curriculum Development Workshop 24-28 September 2018, Zhytomyr Experts from the Partnership for Peace Consortium Cyber Security Curriculum Working Group delivered the first of several workshops to support creation of a multi-hour cyber security course for the Zhytomyr Military Academy, a pre- commissioning school for technical specialties (e.g., signal, electronic warfare, etc.).

Logistics Course Curriculum Development Workshop 15-19 October 2018, Kiev Two multinational DEEP experts delivered the first of several curriculum development workshops intended to create a multi-hour logistics course for the Ukraine National Defence University (NDU). The U.S. lead representative is Professor George Topic, Vice Director, Center for Joint and Strategic Logistics, U.S. NDU.

Uzbekistan DEEP Program Review 21-23 October 2018, Tashkent Two experts conducted an annual review of Uzbekistan’s DEEP country program. For the first time since the Uzbek program’s inception in 2013, the Armed Forces Academy (AFA – war college/staff college-equivalent) requested curriculum development support for the creation of a multi-hour course – in this case – on Leadership.

3. DEEP: UPCOMING EVENTS – 14 events will be conducted in 7 countries over the next 4 months

Afghanistan Faculty Development Workshop 10-14 December, Brasov, Romania A multinational team of DEEP experts will deliver a faculty development workshop as part of a series of events to form a cadre of Afghan NDU instructors who will utilize modern teaching methodologies.

Armenia (2 events) Building Integrity Curriculum Development Workshop 5-9 November 2018, Yerevan A multinational team of DEEP experts will deliver the second in a series of curriculum development workshops to create a Building Integrity course for the Armenian National Defense Research University. This workshop will address officer/NCO relations and principles of military leadership.

Annual DEEP Program Review 5-9 November 2018, Yerevan A multinational expert team will conduct the annual review of the Armenian DEEP country program. 4

Kazakhstan (3 events) Review of the NDU Logistics Course 13-15 November, Astana U.S. DEEP program Logistics Lead Professor George Topic, Vice Director, Center for Joint and Strategic Logistics, U.S. NDU, will observe and assess the delivery of the DEEP-supported Kazakh NDU Logistics course.

Observation/Assessment of the Pilot NDU Civil-Military Relations Course 4-7 December, Astana Dr. Marybeth Ulrich, US Army War College, will observe and assess the delivery of the full pilot Kazakhstani NDU Civil-Military Relations course.

Annual DEEP Program Review 10 December 2018, Astana The DEEP program lead for Kazakhstan will conduct the annual program review.

Macedonia Master Instructor Program (MIP) Workshop 26-29 November 2018, Skopje Two experts will travel to Macedonia to deliver an MIP workshop designed to prepare several Macedonian educators to become the pedagogy faculty development experts for the Macedonian Military Academy.

Mauritania Counterterrorism Curriculum Development Workshop 10-14 December 2018, Nouakchott A multinational expert team will deliver a counterterrorism curriculum development workshop for the Staff College faculty.

Tunisia (2 events) Cyber Security Curriculum Development Workshop 11-14 November 2018, Tunis Three experts will deliver a second workshop designed to create a cyber security course for the War College.

Geopolitics Curriculum Development Workshop 10-14 December 2018, Tunis Two experts will deliver a curriculum development workshop to support development of a multi-hour War College course on Geopolitics, Strategy, Defence Planning, International Security Affairs, and International Relations.

Ukraine (4 events and 1 milestone event) Basic Faculty Development Workshop 29 October - 2 November 2018, Zhytomyr DEEP experts will conduct the second MIP workshop for faculty at the Zhytomyr Military Institute (pre-commissioning for technical specialties). 5

Ukraine PME Reform Conference (milestone event) 5-8 November 2018, Kiev Multinational experts will participate in a conference on Ukraine PME reform. COL Tim Teague, Joint Staff J7, will represent the U.S.

Master Instructor Program (MIP) Workshop 17-21 November 2018, Kharkiv Three DEEP experts will conduct the third and final MIP workshop for the Ukraine Air Force Academy faculty. This workshop will include observation and provision of feedback to academy faculty delivering the MIP curriculum to their instructors without external support.

NCO Development Annual Review 19-23 November 2018, Kiev A multinational NCO team will conduct an annual review of the Ukraine NCO education system. SGM Jason Leeworthy, U.S. Army NCO Center of Excellence, Ft. Bliss, TX, will represent the U.S.

Leadership Development Course Curriculum Development Workshop 25-30 November 2018, Odessa Experts from the U.S. Naval Academy Annapolis, led by Dr. Joe Thomas, will deliver the first of several workshops to support creation of a multi-hour leadership course for the Ukraine Naval Academy (pre-commissioning).

4. AMEP: RECENT EVENTS AND MILESTONES – 3 events in 2 countries and the U.S.

Benin Review of the Initial Benin Request for NCO Academy Support 17-21 September 2018, Cotonou SGMs Jason Leeworthy and Johnnie Bryant-Johnson, U.S. Army Sergeants Major Academy, El Paso, TX, traveled to the Benin NCO Academy to review the initial requests made for AMEP program support. After they determined that the Benin NCO Academy leadership was unwilling to request any additional support, AMEP leaders made the decision to suspend the NCO Academy component of the ongoing program with Benin.

Madagascar Military Academy Physical Education Curriculum Review 28-31 October 2018, Antsirabe Two U.S. Naval Academy, Annapolis faculty experts conducted a review of the Martial Arts component of the Madagascar Military Academy’s (MMA) AMEP- supported physical education program. The AMEP team observed MMA faculty deliver the curriculum without external support. Based on their observations, the AMEP experts provided a course critique and additional instruction to the faculty in specific areas.

Class participation was enthusiastic and highly constructive, and the MMA Commandant personally participated in each of the training sessions. Class participants remained after class ended and dedicated extra time for training. Once finalized, this part of the curriculum will be mandatory for all MMA students.

NOTE: The AMEP team learned the President of Madagascar visited the MMA after their previous 2018 trip and was so impressed with the new curriculum that he authorized funding to build a new athletic facility and the purchase of necessary training equipment. Construction of the facility has already begun.

Mozambique Military Academy Curriculum Review 22-27 September 2018, West Point, NY Three Mozambique Military Academy faculty members traveled to the U.S. Military Academy (USMA), West Point, for an introduction to a variety of curricula areas, including: leadership; upper class cadet training for freshman cadets; physical education; and other military training and faculty development classes. The overall objective of the visit was for the Mozambique delegation to determine what USMA academic and military training program elements they would like to adopt for the Military Academy. At the conclusion of the visit, agreement was reached to begin AMEP support for leadership and physical education curriculum development.

5. AMEP: UPCOMING EVENTS –19 events in 16 countries and the U.S. over the next 4 months

Botswana (2 events) Observation of the Pilot Air Arm Junior Officer Course 28 October - 9 November 2018, Molepolole Two U.S. Air University experts will observe and assess the BDF faculty deliver the pilot Air Arm Junior Officer Course, the Squadron Officer School (SOS) Basic Course for newly commissioned lieutenants.

Air Wing NCO Academy Curriculum Development Workshop February 2019 (exact dates TBD), Molepolole Two USAF experts will work with the BDF Air Wing NCO Academy (BNCOA) Directing Staff to review the NCO Basic Course curriculum outline and further develop the content of the Basic NCO Course. This workshop will feature curriculum design instruction.

Burkina Faso Leadership Curriculum Development Workshop 2-8 December 2018, Ouagadougou U.S. Military Academy West Point experts will deliver a Leadership Curriculum Development Workshop for the Military Academy.

Cameroon Intelligence School Initial Site Survey 3-4 December 2018, Yaoundé USAF Intelligence School experts will conduct an initial site survey to support curriculum development for the Cameroon Intelligence School.

Chad Master Instructor Program Workshop 28 October - 3 November 2018, N'Djamena Two experts will deliver the first of three Master Instructor Program (MIP) workshops for the Chadian Military Academy (pre-commissioning). The workshops will develop internal capacity to train incoming faculty to use modern teaching methodologies.

Djibouti Basic Faculty Development Course Workshop 7-15 November 2018, HollHoll Three Kentucky National Guard experts will meet with the new NCO Academy Commandant and his senior staff to plan the development of a U.S.-led basic faculty development course to begin in February 2019.

Kenya (2 events) Review of the Kenya Military Academy 14-16 January 2019, Nakuru One expert from the faculty of USMA, West Point, will conduct a review of the Kenya Military Academy AMEP plan in support of a transformed leadership program.

Curriculum Development Workshop 29 October - 2 November 2018, Nairobi Experts from the USA Intelligence Center of Excellence, Ft. Huachuca, AZ, and Army Africa will meet with Kenyan School of Military Intelligence (SOMI) leadership to discuss and provide guidance on required content for developing a new curriculum. The workshop will determine whether a new course for captains and majors is created as a result of the new curriculum or if it is instead integrated into already established courses.

Ghana NCO Academy Program Review January 2019 (exact dates TBD), Accra USAFE NCO Academy experts will conduct a review of the NCO Academy support program, with a focus on the need to determine the way ahead for curriculum development.

Madagascar Madagascar Military Academy (MMA) Curriculum Review 10-18 November 2018, Antsirabe U.S. Naval Academy experts will conduct a review of the MMA’s Military curriculum as well as its Leadership curriculum to determine next steps for an AMEP-supported curriculum development effort for the MMA.

Malawi Operational Planning Curriculum Development Workshop 7-11 or 14-18 January 2019 (exact dates TBD), Lilongwe Experts from the Joint Forces Staff College, Norfolk, VA, will deliver the first of several curriculum development workshops in support of an Operational Planning Course for the Staff College.

Mozambique NCO Academy Faculty Development Initial Site Survey 29-30 November 2018, Experts from the USAF NCO Academy, Ramstein, Germany, will conduct an initial site survey of the Mozambique NCO Academy in preparation for faculty development support.

Niger Military Academy Leadership and Physical Education Curriculum Development Workshop 26 January-1 February 2019, Niamey U.S. Military Academy (USMA), West Point experts will deliver Leadership and Physical Education curriculum development workshops for the Military Academy. Based upon the outcome of these workshops, DEEP country program work in these two curriculum areas may be determined to have achieved capacity, with no further support required. If so, the program would then transition to a sustainment focus with annual monitoring of the two curriculum subjects that were supported.

Nigeria (2 events) Nigerian National Defence Academy (NDA) Curriculum Development Workshop 9-15 December 2018, West Point, NY Three or four NDA faculty members will travel to the U.S. Military Academy, West Point, to participate in a curriculum development workshop and discussions to inform institutional curriculum development at the pre-commissioning level. This engagement will also develop future objectives for this AMEP partnership, along with corresponding activities and workshops.

Nigeria Army War College (AWC-N) Faculty Development Workshop February 2019 (exact dates TBD), Abuja U.S. Army War College experts will deliver the first in a series of faculty development workshops designed to produce a Master Instructor Program (MIP).

Creation of a MIP will enable AWC-N to develop faculty without external support using modern teaching and methodology-based faculty development concepts.

Rwanda Defence Force (RDF) Military Hospital Sustainment Review 26-28 November 2018, Experts from the Defense Institute for Medical Operations, JBSA Lackland, TX, will conduct a sustainment review to support the RDF Military Hospital’s International Trauma Life Support (ITLS) training at its Medical Modeling and Simulation (MMS) Center. One challenge the AMEP team will address is developing capacity for the RDF Military Hospital to deploy in support of UN peacekeeping missions.

Senegal Air Force NCO Academy Initial Site Survey 6-7 December 2018, Dakar Vermont Air Guard experts will conduct an initial site survey in preparation to support creation of a Senegal Air Force NCO Academy.

Sierra Leone NCO Course Observation and Assessment 11-16 November 2018, Freetown SGM Jason Leeworthy, USA Sergeants Major Academy, will observe and assess the Sierra Leone Armed Forces delivery of select NCO courses: Platoon Commanders Course (PCBC); Platoon Sergeants Course (PSBC); and Section Commanders Battle Course (SCBC).

Uganda Curriculum Development Workshop 10-14 December 2018, Jinja Faculty from the US Army Command and General Staff College, Leavenworth, KS, will deliver a second Logistics Curriculum Development workshop for the Staff College.
