Jackie Baillie (Dumbarton) (Scottish Labour): To ask the Scottish Government how many (a) unoccupied wheelchair-accessible properties there are and (b) people are on a waiting list for wheelchair-accessible property in each local authority area. Jackie Baillie (Dumbarton) (Scottish Labour): To ask the Scottish Government whether it will provide additional financial support to people with muscle-wasting conditions to pay for home adaptations to meet their accessibility requirements. (S4W-28661) Margaret Burgess: The Scottish Government provides a range of support for individuals who need home adaptations. Direct financial support is provided through Registered Social Landlords (RSLs), the Help to Adapt pilot and self-directed support: During the current financial year £10 million is available to RSLs to carry out housing adaptations that will help their tenants live safely and independently at home. The Help to Adapt pilot is a Scottish Government scheme designed for homeowners over 60 who need an adaptation now or in the near future. They can apply for a loan of up to £30,000 by using the equity in their home. All the paperwork and adaptations will be organised for them by the Link Group who are the appointed managing agents for the pilot. The scheme is not intended to replace the Scheme of Assistance. Under self-directed support, an individual’s personal support budget can be used for adaptations in certain circumstances. In addition, Scottish Government general funding to local authorities supports them in providing funding through their Schemes of Assistance. Local authorities must provide assistance by way of grant for most work to adapt homes to meet the needs of disabled people, other than for home extensions. In 2014-15, 6,487 Scheme of Assistance grants totalling £22.3 million were paid to householders for disabled adaptations. The Scottish Government is also supporting other initiatives to improve the provision of adaptations: Adapting for Change – in 2012 the independent Adaptations Working Group recommended fundamental changes to the existing tenure based systems for adaptations. We are taking forward the group’s recommendations for a more personalised and tenure neutral approach. To test the viability of this approach, and as recommended by the working group, work is underway in five demonstration sites: Aberdeen; Scottish Borders; Falkirk; Fife and Lochaber. The test sites will continue until the end of 2016-17 when they will be evaluated and the evidence used to inform consultation with stakeholders and thereafter to shape new guidance. Home2Fit is a database developed by the Glasgow Centre for Inclusive Living with funding from the Scottish Government; this national register of accessible housing helps disabled people to more easily find suitably adapted and accessible housing. The Scottish Government provides funding support to Care and Repair Scotland and Housing Options Scotland, organisations that work to help older and disabled people meet their housing needs. Jackie Baillie (Dumbarton) (Scottish Labour): To ask the Scottish Government how much funding it has provided to each (a) local authority and (b) housing association in each local authority area to pay for home adaptations to meet the accessibility requirements of disabled people in each year since 2007-08. (S4W-28662) Margaret Burgess: a) Local authorities fund adaptations to their own stock from the Housing Revenue Account. Funding for adaptations to owner occupied and private rented properties is part of the block grant made available to local authorities by the Scottish Government. b) The Scottish Government does not collect the information on adaptations funding provided to each housing association (Registered Social Landlord (RSL)) by local authority area. Table 1 provides details of adaptations funding provided to each RSL for the period 2007-08 to 2010-11. Table 2 provides funding to each RSL from the period 2011-12 until 2014-15.
