Monday 14 December 2015 SCOTTISH GOVERNMENT Communities Alison McInnes (North East ) (Scottish Liberal Democrats): To ask the Scottish Government, further to the answer to question S4W-27521 by John Swinney on 29 September 2015, what discussions it has had regarding changes to the NHS Central Register (Scotland) Regulations 2006 since the answer was provided. Holding answer issued: 1 December 2015 (S4W-28463) John Swinney: I refer the member to the answer to question S4W-28458 on 2 December 2015. All answers to written parliamentary questions are available on the Parliament’s website, the search facility for which can be found at: http://www.scottish.parliament.uk/parliamentarybusiness/28877.aspx.

Jackie Baillie (Dumbarton) (Scottish Labour): To ask the Scottish Government how many (a) unoccupied wheelchair-accessible properties there are and (b) people are on a waiting list for wheelchair-accessible property in each local authority area. (S4W-28660) Margaret Burgess: The information is not held by the Scottish Government.

Jackie Baillie (Dumbarton) (Scottish Labour): To ask the Scottish Government whether it will provide additional financial support to people with muscle-wasting conditions to pay for home adaptations to meet their accessibility requirements. (S4W-28661) Margaret Burgess: The Scottish Government provides a range of support for individuals who need home adaptations. Direct financial support is provided through Registered Social Landlords (RSLs), the Help to Adapt pilot and self-directed support: During the current financial year £10 million is available to RSLs to carry out housing adaptations that will help their tenants live safely and independently at home. The Help to Adapt pilot is a Scottish Government scheme designed for homeowners over 60 who need an adaptation now or in the near future. They can apply for a loan of up to £30,000 by using the equity in their home. All the paperwork and adaptations will be organised for them by the Link Group who are the appointed managing agents for the pilot. The scheme is not intended to replace the Scheme of Assistance. Under self-directed support, an individual’s personal support budget can be used for adaptations in certain circumstances. In addition, Scottish Government general funding to local authorities supports them in providing funding through their Schemes of Assistance. Local authorities must provide assistance by way of grant for most work to adapt homes to meet the needs of disabled people, other than for home extensions. In 2014-15, 6,487 Scheme of Assistance grants totalling £22.3 million were paid to householders for disabled adaptations. The Scottish Government is also supporting other initiatives to improve the provision of adaptations: Adapting for Change – in 2012 the independent Adaptations Working Group recommended fundamental changes to the existing tenure based systems for adaptations. We are taking forward the group’s recommendations for a more personalised and tenure neutral approach. To test the viability of this approach, and as recommended by the working group, work is underway in five demonstration sites: Aberdeen; Scottish Borders; Falkirk; Fife and Lochaber. The test sites will continue until the end of 2016-17 when they will be evaluated and the evidence used to inform consultation with stakeholders and thereafter to shape new guidance. Home2Fit is a database developed by the Centre for Inclusive Living with funding from the Scottish Government; this national register of accessible housing helps disabled people to more easily find suitably adapted and accessible housing. The Scottish Government provides funding support to Care and Repair Scotland and Housing Options Scotland, organisations that work to help older and disabled people meet their housing needs.

Jackie Baillie (Dumbarton) (Scottish Labour): To ask the Scottish Government how much funding it has provided to each (a) local authority and (b) housing association in each local authority area to pay for home adaptations to meet the accessibility requirements of disabled people in each year since 2007-08. (S4W-28662) Margaret Burgess: a) Local authorities fund adaptations to their own stock from the Housing Revenue Account. Funding for adaptations to owner occupied and private rented properties is part of the block grant made available to local authorities by the Scottish Government. b) The Scottish Government does not collect the information on adaptations funding provided to each housing association (Registered Social Landlord (RSL)) by local authority area. Table 1 provides details of adaptations funding provided to each RSL for the period 2007-08 to 2010-11. Table 2 provides funding to each RSL from the period 2011-12 until 2014-15. Cara Hilton (Dunfermline) (Scottish Labour): To ask the Scottish Government how much money it has allocated to shovel-ready projects that have completed the (a) planning and (b) procurement process stage in (i) Dunfermline, (ii) Fife and (iii) Scotland in each of the last three years. Holding answer issued: 17 November 2015 (S4W-28279) John Swinney: The Scottish Government initially provided the UK Government with a list of projects totalling £302 million on 2 March 2012. A further detailed list of projects totalling £820.8 million was subsequently provided on 23 November 2012. The majority of the projects within these lists have been taken forward despite significant cuts to our capital budgets. Some projects were subsequently taken forward which did not receive ‘shovel ready’ funding. Information relating to the projects provided to the UK Government is detailed in the following two tables: List of projects provided to the UK Prime Minister on 2 March 2012: Project name ‘Shovel Status Funding Funding Funding ready’ allocated allocated in allocated in project (£ Dunfermline (£ Fife (£ million) funding million) million) requested (£ million) Ullapool Pier – 4 Completed 4 - - Passenger access system, traffic management, new berthing dolphin and replacement linkspan Gourock-Dunoon 2 Cancelled 0 - - Pontoons Kennacraig Phase 4 Completed 4 - - 2 A75 Hardgrove to 10 Completed 9 - - Kinmount A96 Threapland 6 Statutory 0 - - procedures complete A68 Pathhead to 6 Statutory 0 - - Tynehead procedures Junction complete A95 Lackgie 4 Statutory 0 - - procedures complete A702 Candymill 4 Statutory 0 - - Bend and procedures Edmonstone Brae complete A737 Head Street 1.5 Superseded by 0 - - Roundabout A737 Improvements at Beith project which is currently in preparation. (S4W-28742) John Swinney: The Scottish Government will publish the Draft Budget 2016-17 on 16 December 2015, which will set out detailed spending plans for the next financial year and the government’s vision for the longer term direction of the public finances in Scotland.

Neil Bibby (West Scotland) (Scottish Labour): To ask the Scottish Government what the (a) size and (b) value is of public sector land that has planning permission. (S4W-28772) John Swinney: The information requested is not held centrally by the Scottish Government.

Neil Bibby (West Scotland) (Scottish Labour): To ask the Scottish Government what information it has on the (a) size and (b) value of public sector land not in use in each year since 2011. (S4W-28778) John Swinney: The information requested is not held centrally by the Scottish Government.

Neil Bibby (West Scotland) (Scottish Labour): To ask the Scottish Government what the (a) size and (b) value is of public sector land that is for sale. (S4W-28780) John Swinney: The information requested is not held centrally by the Scottish Government. Health and Social Care Jim Hume (South Scotland) (Scottish Liberal Democrats): To ask the Scottish Government whether each NHS board has hepatitis C treatment targets for 2016 and, if so, what they are. (S4W-28817) Maureen Watt: The hepatitis C treatment target for each NHS board is set out in the following table: NHS board Hepatitis C Treatment Target 2015-16 Ayrshire and Arran 98 Borders 14 Dumfries and Galloway 41 Fife 58 Forth Valley 96 Grampian 168 and Clyde 506 Highland 56 Lanarkshire 126 Lothian 215 Orkney 2 Shetland 4 Tayside 114 Western Isles 2 Scotland 1500

Jim Hume (South Scotland) (Scottish Liberal Democrats): To ask the Scottish Government what the overall spend has been on hepatitis C treatments in each of the last three years. (S4W-28818) Maureen Watt: The Scottish Government has provided NHS boards with £26.7 million in each of the last three years under the Sexual Health and Blood Borne Virus Framework to support its implementation, which includes provision of hepatitis C treatment. These funding allocations do not represent the entirety of spend on hepatitis C treatment by the NHS, as hepatitis C treatment activity will also be supported by NHS board core allocations. The total spend on hepatitis C treatments in each of the last three years is therefore not held centrally. Transport Scotland Liz Smith (Mid Scotland and Fife) (Scottish Conservative and Unionist Party): To ask the Scottish Government how much (a) it has and (b) each of its agencies have spent on commissioning (i) opinion polls and (ii) research by focus groups in each year since 1999. Holding answer issued: 10 December 2015 (S4W-28680) John Swinney: Opinion polls: (a) (i) The Scottish Government has not commissioned opinion polls during this period and therefore does not hold the cost information requested. (b) (i) We are unable to provide information on opinion polls commissioned by Scottish Government agencies. This information is not held centrally and could only be obtained at disproportionate cost. Focus groups: (a) (b) (ii) It is not possible to provide cost information on the use of focus groups for either the Scottish Government or its agencies. Where focus groups are used in research they normally form one element of a programme of work and costs are not separately available.
