Tsunami Recovery Status Report

Introduction

The Tsunami Recovery Status Report is a compilation of statistics about the recovery process. It has been designed by Badan Rehabilitasi dan Rekonstruksi (BRR), the national agency charged with overseeing recovery, and the Office of the United Nations Recovery Coordinator for Aceh and Nias (UNORC) as an information tool for planning and monitoring purposes.

UNORC has used a set of indicators to gather data from a wide range of sources. It is important that there are common data sets agreed between BRR, the UN Country Team, and International Financial Institutions.

Where possible, data has been disaggregated to district level and by gender. And where appropriate, damage data has been provided in absolute terms and as a % of the total asset.

Data includes damage sustained by the Earthquake of March 28 2005, but for ease of reporting it has been included under the title of Tsunami Recovery.

Approaching one year after the Tsunami, there are still significant gaps in the data. BRR plans to further develop collection arrangements that measure progress of the recovery on an on- going basis.

Data Sources and Definitions

BPS – Badan Pusat Statistik Indonesia

P4B - Pendaftaran pemilih dan Pendataan Penduduk Berkelanjutan, Special Election and Population Registration 2004. Conducted in every region in Indonesia, P4B was published in September 2004 to comply to the need for total electors’ data for the President and Representative Direct elections. This registration also recorded individual characteristics (similar to SPAN 2005) that was used as the population data for Nanggroe Aceh Darusalam. Response to the P4B only covered 59% of the population.

SUSENAS - Survey Sosial Ekonomi Nasional, National Economy Social Survey. SUSENAS is an annual survey conducted by BPS. The last survey was carried out in 2004 in Nanggroe Aceh Darussalam, and included social economics data, demography characteristics, health, fertility, health of children under 5 years, education and livelihoods.

PODES - Statistik Potensi Desa, Village Potential Survey. This census was carried out at the end of 2002 in preparation for the 2003 Agricultural Census; and in the middle of 2005 in preparation for the 2006 Economy Census. The data included in this indicator pack is from both the 2003 and 2005 PODES, and covers the following topics: Geography and Government, Population and Economic Activity, Housing and Basic Needs.

SPAN - Aceh Nias Population Census – Sensus Penduduk Aceh Nias. The UNFPA-funded Population Census in Aceh and Nias (SPAN) was published in Jakarta on Tuesday 29 November 2005. The main objective of the census was to record individual and housing characteristics across Nanggroe Aceh Darussalam and Nias. Data was collected from mid- August to mid-September 2005.

BRR - Badan Rehabilitasi dan Rekonstruksi, the Rehabilitation and Reconstruction Agency for Aceh and Nias.

BRR was established on April 16 2005, and its mandate is defined by Regulation in Lieu of a Law (Regulation / Perpu) No. 2/2005 issued by the President of the Republic of Indonesia. On April 29, 2005, President Susilo Bambang Yudhoyono signed Presidential Regulation (Perpres) No. 34/2005 detailing the organizational structure and mechanism of the Agency. BRR has a fulltime staff and two Oversight Boards. The Agency, which will operate for a four-year period, is based in , with a branch office in Nias and a representative office in Jakarta, carried out a Garansi Survey in November 2004 which collected information from government sub-district offices and village leaders.

Satkorlak - Satuan Koordinasi Pelaksana Penanggulangan Bencana Dan Penanganan Pengungsi Provinsi Nanggroe Aceh Darussalam and Nias Province.

Satkorlak is the Executive Coordination Unit for Disaster and Refugees Handling. It collects data on the number of people that are missing, were evacuated or died, and also reports on the progress of natural disasters in Nanggroe Aceh Darussalam and Nias, submitting a report regularly based on the Regional Secretary’s report in each District / City. The most recent report used in this indicator pack is the October 2005 Week II Report.

TNI - Tentara Nasional Indonesia.

TNI, Indonesia's armed forces (formerly ABRI) includes the army, navy, marines and air force. The army is by far the largest, with about 196,000 active-duty personnel.
