Daventry Part 2 Local Plan Traffic Modelling

Explanatory Note

August 2018

1 Introduction

1.1 This explanatory note has been produced to provide additional analysis of the modelling outputs from the traffic modelling contained within the WSP Daventry Part 2 Local Plan Technical Note (second Issue 18th July 2018).

1.2 The modelling outputs from the traffic modelling comprise plots of actual flows (in Passenger Car Units1), actual flow difference plots between the baseline year and forecast year as well as plots of volume over capacity (V/C).

1.3 The V/C assessment helps to identify junction ‘hotspots’ i.e. locations where the volume of traffic is near or exceeds the maximum capacity of the junction. Any junctions with a V/C of 85% and over are considered to be operating over capacity. These junctions are the locations at which congestion and queuing is most likely to occur, constraining the local and strategic highway network.

1.4 Three scenarios have been modelled in the AM peak (08:00 to 09:00) and PM peak (17:00 to 18:00):

 2015 Baseline;  2031 Do Minimum (referred to as Reference Case in WSP report) (all committed growth within West Northants Joint Core Strategy); and  2031 Part 2 Local Plan (all committed growth within West Northants Joint Core Strategy plus Part 2 Local Plan allocations)

1 Passenger Car Units (PCUs) is a measure used to primarily assess highway capacity for modelling purposes. Different vehicles are assigned different values according to the amount of road space they take up. A car has a value of 1, with smaller vehicles having lower values and larger vehicles higher values.

1.5 Although the Plan end year is 2029, the forecast year for the traffic model is 2031, this is because the traffic model covers both West and North (where the Plan end year is 2031), and so a consistent forecast year has been used.

1.6 The key outputs from the traffic modelling are summarised below.

2 2015 Baseline

2.1 In the AM peak baseline scenario, the traffic modelling demonstrates that broadly speaking the highway network within Daventry can accommodate existing traffic flows. One exception to this is the transport modelling highlights existing capacity issues along the A45 Road. At this location, the traffic modelling indicates that the volume of flows on the A45 is causing issues for traffic joining from the more minor roads at the A45/Poets Way (V/C of 103%) and A45/B4037 junctions (V/C of 104%). At the A45 Stefen Way/A425 South Way/ A45 London Road roundabout and junction of High March/A45 London Road the congestion is more moderate (76% and 79% respectively). In the PM peak, the congestion on the A45 is not highlighted as a major issue in the baseline scenario.

2.2 The only other junction highlighted as an issue in the baseline traffic modelling is the A45 Braunston Road/Timken Way/Prospect Way roundabout (V/C of 103%), but only in the PM peak. Examining the actual flows at this location, it appears that there is a significant increase in traffic flows between A45 Braunston Road/Timken Way/Prospect Way roundabout and the A45 Braunston Road/Leamington Road roundabout in the PM peak compared to the AM peak, which is leading to this roundabout being highlighted as overcapacity in the PM peak.

3 2031 Do Minimum (all committed growth in West Northants Joint Core Strategy)

3.1 The evidence base and transport strategy to support the Joint Core Strategy was undertaken in a traffic model that only covered West Northants (as the countywide Northamptonshire Strategic Traffic Model had not been built at the start of work on developing the evidence base for the Joint Core Strategy).

3.2 The same committed sites (updated to include any windfall sites) and infrastructure from the adopted Joint Core Strategy have been used to produce the 2031 Do Minimum scenario for this assessment.

3.3 The Joint Core Strategy assessment did not identify any junction improvements within the town of Daventry itself to be included in the 2031 Do Minimum scenario. However, the Daventry Development Link (DDL) and a junction improvement at the A5/B4036 were identified as two pieces of infrastructure located within Daventry District and were identified in the West Northants Joint Core Strategy Infrastructure Delivery Plan. These two pieces of infrastructure are therefore included in this traffic modelling as part of the 2031 Do Minimum. DDL is anticipated to be open by the end of 2018.

4 2031 Part 2 Local Plan Scenario (all committed growth within West Northants Joint Core Strategy plus Part 2 Local Plan allocations)

Introduction

4.1 To understand the additional impact of the allocated sites in the Part 2 Local Plan on the highway network, a comparison of actual traffic flows and volume over capacity figures has been undertaken between the 2031 Do Minimum and 2031 Part 2 Local Plan Scenario. The actual flow plots, flow different plots and V/C ratios are all available in Appendices A to C.

4.2 Table 1 summarises the actual flow difference (in PCUs) between the two scenarios on the key traffic corridors, with the percentage figures shown in brackets. Where there has been an increase of 100 PCUs or more in the AM or PM peak, these are highlighted in light grey.

4.3 The difference in actual flows shown in Table 1 is a result of additional growth from the specific development sites modelled in the Part 2 Local Plan scenario and changes that are largely determined by the capacity of the roads in question. When the volume of traffic gets close to capacity, other routes become more attractive. For this reason, increases in trips on particular roads can be significantly impacted by the existing congestion on the network which can lead to the differing flow increases as seen in Table 1.

4.4 Flow increases or decreases can also vary between the AM and PM peak as trips do not necessarily mirror each other between the AM and PM peaks and can vary depending on trip type/land use (e.g. school AM and PM trips). As only one peak hour period is being modelled and not trips over the entire morning and entire evening, the peak hours are not intrinsically linked.

4.5 Growth factors can also be different for the AM/PM peaks which also creates difference between the AM and PM peak and may result in a greater impact where there are more existing trips. The level of reassignment will be impacted by the current congestion of the network, which can easily differ between the peaks. Larger developments also have a large impact on local traffic and the routes that will be taken.

AM Peak analysis 4.6 In the AM peak, one of the highest increases in traffic flows can be seen on the A425 adjacent to the Daventry South West allocation as a result of traffic entering and exiting the development.

4.7 The traffic modelling run assumed one access from the Daventry South West development onto the A425, resulting in all traffic that heads north, south, or into Daventry from the development using the A45 Stefen Way/A425 roundabout.

4.8 To determine the change in traffic distribution with two access points (one on the A425 and one on the A45 as proposed in the Plan) a select link analysis was undertaken. The select link analysis identifies the distribution of traffic from the Daventry South West development only in the traffic model, based on the one access point onto the A425 (see Appendix D). This distribution has then been used to identify the change in traffic movements on the network that would be expected with two access points; one on the A425 and one on the A45.

4.9 The select link analysis identified that in the AM peak 64 percent of traffic from the Daventry South West development travels northwards and 11 percent travels southwards.

4.10 As the majority of the traffic has been found to be travelling north, with two access points, whilst there would be a slight decrease in impact on the A425 arm (based on the assumption that traffic going south would use the A45 and an even split between the access points for traffic travelling north), there would be an increase in traffic using the A45 Stefen Way arm. However, although the traffic flow distribution would change between the arms of the roundabout based on two access points into the development, the outputs of the traffic modelling still indicates that mitigation will be required at the A45/A425 roundabout.

4.11 Another of the highest increases in traffic in the 2031 Part 2 Local Plan scenario compared to the 2031 Do Minimum is on the A45 Braunston Road, which sees an increase of 253 PCUs northbound in the AM peak. Around half of the additional traffic flows northbound on the A45 Braunston Road continue on to destinations north of Daventry and the remainder appear to be using the A361 to access the new employment allocations in the north of the town, with a limited number continuing northwards on the A361 to destinations north of Daventry.

4.12 In the AM peak the transport modelling is also showing an increase in traffic flows on the A361 into Daventry which is likely to be trips attracted to Daventry from destinations north of Daventry and to a lesser extent trips generated from allocation HO2 and appears to be travelling either into the town centre or to the new employment allocations to the north of Daventry.

4.13 Traffic flows in the AM peak on the A45 London Road in both directions in the 2031 Part 2 Local Plan scenario remain broadly similar to the 2031 Do Minimum scenario.

4.14 In the AM peak the difference between the 2031 Do Minimum scenario and the 2031 Part 2 Plan scenario on the A425 Northern Way and A425 South Way is not particularly significant, however the modelling is showing higher flows heading southbound on Admirals Way which suggests that traffic is avoiding the A425 Eastern Way/Northern Way roundabout due to congestion, this is supported by the volume over capacity ratio figures.

PM Peak Analysis

4.15 In the PM Peak the patterns are similar to that seen in the AM Peak. The highest increase in traffic flows is on the A425 adjacent to the Daventry South West allocation and on the A45 northbound to destinations north of Daventry.

4.16 The outputs also demonstrate an increase in traffic re-routing along Tennyson Road adjacent to the A45 Braunston Road which is suggestive of increased congestion on the A45 and traffic re-routing to avoid journey time delay.

4.17 In this area of the model, due to the strategic nature of the Northamptonshire Strategic Transport Model (NSTM), the highway network has been simplified to a certain degree, therefore in the traffic model, the link along Tennyson Road appears as an attractive alternative. The actual highway network in this area would not be so direct; therefore these traffic flows would probably not occur to the extent that the model predicts. Notwithstanding this, the increase in traffic flow in this area is suggesting capacity issues in this area.

4.18 There is also a more than a 100 vehicle increase in traffic flows on the A361 heading northbound – the opposite movement to that which is seen in the AM peak.

4.19 On A425 South Way, there is a decrease in traffic flows relative to the 2031 Do Minimum scenario, with some traffic appearing to re-route through the town centre, again suggestive of traffic seeking to avoid congestion at the A425 Eastern Way/ Northern Way roundabout.

4.20 In the PM peak there is an increase in traffic flows on the A45 around the Daventry South West site and coming in from the direction. The traffic flows on the A45 London Road section are beginning to approach the requirement for a higher quality single carriageway according to the Design Manual for Road and Bridges (DMRB). This is supported by further interrogation of the model which has also revealed that the V/C figures on the A45 mainline are over 85 percent in 2031 PM peak.

Volume over capacity 4.21 Table 2 outlines the junctions where the volume over capacity values are identified as approaching or over capacity in the 2031 Do Minimum and 2031 Part 2 Local Plan scenario.

4.22 A volume over capacity ratio of 75-85% is highlighted yellow, 85-99% is highlighted amber and 100 and over is highlighted red.

4.23 As explained earlier, the traffic modelling that supported the West Northants Joint Core Strategy was undertaken in a traffic model that covered West Northants, and the same committed sites and infrastructure have been used to produce the Do Minimum in this assessment in the Northamptonshire Strategic Traffic Model which covers the whole county.

4.24 Due to the different ways in which the two transport models are built and operate, there are slight differences between the outputs, which explains why the junctions that are highlighted as overcapacity in Table 2 were not identified in the previous modelling exercise for inclusion in the West Northants Joint Core Strategy Infrastructure Delivery Plan (IDP).

4.25 In the AM peak, the junctions highlighted and volume over capacity ratios have stayed broadly the same between the 2031 Do Minimum and 2031 Part 2 Local Plan, with no additional junctions being highlighted as issues. The junctions highlighted as over capacity are located along the A45 London Road corridor, and the Eastern Way/ Northern Way roundabout.

4.26 In the PM peak, a similar pattern can be seen to the AM peak, with the same junctions being identified in both the 2031 Do Minimum and 2031 Part 2 Local Plan scenarios, apart from the addition of B4036/High Street which is identified as over capacity. The Northern Way/ A361 and A45 Braunston Road/ Shakespeare Avenue are also highlighted as additional junctions compared to the 2031 Do Minimum scenario.

5 Conclusions

5.1 In conclusion, the traffic modelling has demonstrated that the following junctions have been identified as operating very close to, or over capacity in either the AM or PM peak in the 2031 Part 2 Local Plan based on their volume over capacity ratios:

 A45 Stefen Way/A45 London Road/A425 South Way roundabout  High March/A45 London Road  A45 London Road/Poets Way  A45 London Road/B4037  A45 Braunston Road/Timken Way roundabout  A45 Stefen Way/A425 roundabout  Eastern Way/Northern Way roundabout  B4036/ High Street 5.2 Based on reviewing the volume over capacity ratios, together with the actual traffic flows, the flow differences between the 2031 Do Minimum and 2031 Part 2 Local Plan Scenario, the following junctions will require mitigation to accommodate the additional housing and employment growth allocated in the Part 2 Local Plan scenario:  A45 Braunston Road/Timken Way roundabout  A45 Stefen Way/A425 roundabout  Eastern Way/Northern Way roundabout

5.3 In addition, the junctions along the A45 London Road are starting to approach capacity at the end of the Plan period. However, no specific mitigation is required during the Plan period.

6 Recommendations

6.1 It is recommended that the three junctions identified above are subject to individual junction traffic modelling to identify the scale of improvements required to accommodate the increased traffic flows at the junctions identified above, and to identify whether the junction improvements deemed necessary can be accommodated within the highway land available.
