Thai Enquirer Summary

COVID-19 News

 There could be no bigger news today than the infection numbers as the death numbers has surpassed the usual 50+ to 75 today.

 To make matters worse the new infection has also surpassed the 7,000 mark to 7,058.

 Total New Infections = 7,058  Community Infection = 6,990  Prison Infection = 68  Total New Death = 75  Total New Discharge = 4,978  Total Infection for July = 48,929  Total Death for July = 439

 The Centre for COVID-19 Situation Administration (CCSA) itself has warned that it is not far for Thailand’s daily new cases to hit 10,000 in the next week or so.

 The CCSA said that a recent study on the spread of the Delta variant in other countries, saying that based on the data found, the number of Covid-19 cases could double every 2 weeks.

 Meanwhile Erawan Emergency, the emergency service organization, has come out to say that it can only handle up to 500 cases per day to transfer to and from hospitals but the demand currently stands at more than 700 per day.

 This comes as insiders say that the numbers being announced are far less than the actual numbers.

 The numbers that could be in the system could be as high as 4x the numbers being announced.  https://www.thaienquirer.com/29512/thailand-may-have-infection-numbers-3-4- times-higher-than-the-government-declared-total/

 This comes as the highly contagious DELTA variant, continues to spread across the country, thanks to the move by the Prayut govt. to announce workers camp closure a few days after the announcement, thus prompting the exodus of workers.

 Currently as many as 40 provinces have detected the Delta variant. The spread of the Delta variant is now 50% in Bangkok and peripheral provinces and the rest of the country accounting for 50% of the Delta variant detected in Thailand.

 Health officials are preparing for the potential spike in COVID-19 infections and a new field hospital is being set up at Bangkok’s Suvarnabhumi Airport to help prepare for increased numbers of cases while more community isolation centres are being set up in northern Bangkok.

 The Public Health Ministry is now setting up the 5,000-bed field hospital at the airport’s Satellite 1 terminal building covering 216,000 square metres of space spread over 4 stories. It is said that 1,360 beds will be for severe cases.

 To put in context the current situation, people are lining up to be among the 1st to get the queue to test at government hospitals around Bangkok and peripheral areas.

 The center accepts 900 people to test therefore the long line as people who cannot afford to pay 3,000 baht per test in private hospitals want to get tested there.

 In Bangkhaen area at Wat Phra Si Rattana Mahathat, the queuing starts at around 22:00 hrs for possible testing that is set to start the following day at 08:00 hrs

 All this comes as the number of people in the intensive care unit (ICU) continue to reach new highs.

 As of yesterday those in ICU beds has risen to around 2,500 while those on ventilators stand at 676 people.

 The statistics shows that 10-20% of those on ventilators do not make it out alive.

 As for comparative data between April and July the severity of infection are as follows

April 2021 July 2021  Green (less severe) @ 80% of patients @ 70%  Yellow (severe) @ 15% of patients @ 20%  Red (very Severe) @ 5% of patients @ 10%

 As for vaccination the inoculation rate has fallen drastically and on a working day when the numbers are supposed to be in excess of 300,000 or 400,000, yesterday’s number was a mere 269,653 doses.

 This brings the number of doses to be administered per day for the remaining 178 days of this year (December 31st) to achieve the 100 million doses (50 million people) to 498,158 doses/day.

 The total number of doses administered since day 1 of the inoculation in Thailand until July 6, 2021 stands at 11,328,043 doses.

 Thailand is now among the worst countries that is to recover from the pandemic according to Nikkei Asian Review’s ratings.

 Yesterday, a group of doctors who call themselves “Mor Mai Thon” submitted a petition to Prime Minister Gen Prayut Chan-o-cha, as the CCSA’s director, via Parliament, demanding the government to procure mRNA vaccines as the main type used for mass inoculations.

 The petition bears 215,409 signatures collected on change.org, to Thailand’s House of Representatives, calling for mRNA vaccines to be the main type administered in Thailand for free, as well as for transparency in the government procurement processes.

 The group also predicted a worsening situation over the next three months, judging by the current rapid spread of the virus in the capital.

 Meanwhile, a report has come out that international arrivals have surpassed 2,000 people, the 1st COVID-19 infection from abroad has been found on day 7 of the Phuket Sandbox

scheme. The infected man is from the United Arab Emirates. He is the 1st person in the Sandbox scheme to be infected.

 The man who has been fully vaccinated and the tour group he was travelling with have been put under quarantine immediately.

 17 new infections have been detected in Phuket province.

 Chulaborn Research Institute has come out to say that it was looking to get another 1 million doses of SinoPharm next week and will also allow citizens to register for the vaccine starting next week.

 Until now Chulaborn had only allowed the registration by companies for their employees.

 Chulaborn Research Institute also said that during the course of this month, they expect to receive a total of 4 million doses after receiving 1 million doses duering last month.

 The institute says that it had about 4.7 million registrations from companies therefore the minimum it needs is about 10 million doses as of current bookings.

 As for the plans to have the country reopened by October 14th 2021 as per the 120 days announcement by General Prayut on June 16th in a televised address to the nation, seems like a red herring due to the worsening situation.

Political News

 The opposition has threatened to seek impeachment proceedings against cabinet ministers if they fail to attend a parliamentary meeting today to face fresh questions concerning the government’s management of the outbreak among other issues like the development project for a dual-track railway.

 Pheu Thai MP for Chiang Mai Julaphan Amornwiwat said before a parliamentary session yesterday that the opposition whip is mulling decision to seek impeachments against cabinet ministers who failed to attend a parliamentary session to answer 3 questions concerning the outbreak crisis, the development of dual-track railway projects and the spread of the Lumpy Skin Disease last week.

 Last week, Prime Minister Gen Prayut Chan-o-cha instructed Public Health Minister Anutin Charnvirakul to clarify the management of the outbreak on his behalf but Anutin instead assigned his deputy minister Sathit Pitutecha to deal with the task while Dr Rawee Maschamadol, leader of the coalition New Palang Dharma Party, filed a fresh question concerning the development project for a dual-track railway to Transport Minister Saksayam Chidchob to answer but Saksayam did not show up at the meeting. Pheu Thai MP for Sakon Nakhon Sakuna Saranan submitted questions about the spread of the Lumpy Skin Disease to Agriculture and Cooperatives Minister Chalermchai Sri-on but he did not show up.

 The Deputy House Speaker told the opposition that these ministers did not attend the parliamentary session due to important missions. He told opposition MPs to postpone the questioning to this week.

 Parliament Speaker Chuan Leekpai gave a greenlight to the opposition’s plan to file a no- confidence motion against the government this year. Chuan reportedly said the opposition is able to proceed with a censure debate either with or without a vote.

 Pheu Thai MP for Nakhon Ratchasima and secretary-general Prasert Jantararuangtong confirmed that his party plans to file a no-confidence motion against the government over the mishandling of the COVID-19 outbreak and the jab rollout plan but said the party has to discuss with other opposition parties again because the public can no longer put up with this government for its failure to bring the outbreak under control.

 Former prime minister Yingluck Shinawatra took to her Facebook page to attack the government of coup-leader and Prime Minister Gen Prayut Chan-o-cha for failing to solve economic hardships for those living hand-to-mouth and the slow inoculations amid the escalating outbreak situation.

 Yingluck said she is worried about the mental state of Thai people, citing an alarming suicide rate in the country as increasing numbers of people were driven to suicide by economic hardship, citing that 7.37 people per every 100,000 Thais killed themselves in 2020, close to the suicide rate during the Tom Yum Kung financial crisis more than 20 years ago.

 Yingluck claimed that the figures are set to rise further this year. She called for the government to pay more attention to the people’s mental health.

 Meanwhile, a large sign with a message “Prayut Get Out…” has been put up in Roi Et province, sending the military’s Internal Security Operations Command (ISOC) unit in the province to try to bring it down.

 Col Sathit Oun-kai, deputy chief of the Roi Et ISOC, yesterday rushed to meet Warawong Pansila, a Pheu Thai MP for Roi Et, to ask him to bring down the large sign which has been put up in front of his law office since July 6.

 The ISOC earlier asked the commander of the 2nd Army Region in Roi Et province to seek coordination from the Pheu Thai MP but Warawong promised to bring down the sign today. Despite ISOC’s warning, Warawong said he will put up another sign calling for Gen Prayut’s ousting if there is no progress on the government’s vaccination rollout plan..

 Parliament Speaker Chuan Leekpai has come out to deny any knowledge of calls for the government to provide a 3rd dose of a COVID-19 vaccine to MPs and senators. The call is said to come from the 3 whips---the government, the opposition and the Senate.

 Chuan said he was not present at a meeting of the 3 whips but speculated that the talk about a 3rd jab is just a proposal. He said it is the government’s priority to provide jabs to medical personnel first due to limited numbers of vaccines in the country.

 Commenting on the matter, Phalang Pracharat Party (PPRP) MP for Bangkok Sira Jenjaka said he personally thinks that MPs, who earn a monthly salary of 100,000 baht, should use their personal fund to book for a 3rd dose. They must make a sacrifice for the general public as a large number of people have yet to receive jabs.

 The protest movement is already gathering momentum and another gathering is planned for July 18th despite the widespread Covid-19 infection.

 This gathering is being backed by all the factions of the student moment and other movements that have gained momentum in the past few weeks.

 The Committee Campaigning for a People’s Constitution (CCPC) yesterday invited the public to join its planned rally on July 18 in protest against an unelected leader and a constitution that does not come from the people.

 The National Anti-Corruption Commission (NACC) said it will soon reveal its decision over its investigation into a graft-plagued futsal pitch construction project in the Fang district, Chiang Mai, according to Niwatchai Kasemmongkol, NACC deputy secretary- general and spokesman,

 The alleged irregularities in this project involve an MP of a politician party.

 Niwatchai said NACC members have unanimously accused the MP in question of abuse of authority in this graft case along with a large number of chairman of the tambon administration organisation in the district and state officials. The NACC will hold a press briefing to reveal its findings soon,

 Niwatchai said this graft case shares some similarities to a graft case concerning the construction of futsal fields at schools in the Nakhon Ratchasima in which a government MP was found guilty.

 Meanwhile General Prayut continues to remain quarantined and working from home as he awaits the 14-days period to be over. He has been in direct contact with an infected person when he went to the opening of the ‘Phuket Sandbox’ on July 1st.

 Nobody, not even the media, has raised the question of him signing the papers and the papers being infected (if he’s infected) and thus spreading of the virus.

Economic News

 The Joint Standing Committee on Commerce, Industry and Banking (JSCCIB) has downgraded the country’s economic growth projection for the year to a range of 0-1.5% from the previous 0.5-2%, warning of more cutbacks if the outbreak remains unresolved.

 At its meeting to reassess the economic situation yesterday, the private body said the Thai economy is still facing high risks as the latest Covid-19 outbreak, exacerbated by Delta variant, has dampened domestic demand, calling for an expedited vaccine policy and a clear stance on an alternative 3rd jab to build confidence from foreign tourists and investors.

 The JSCCIB revised up its Thai exports outlook for 2021 to an expansion of 8- 10% from 5-7% in April, under the assumption that the factory worker clusters can be controlled.

 However, the industrial sector remains vulnerable due to the uncertainties caused by the pandemic and the uneven distribution of vaccines, the JSCCIB warned.

 The Thai economy still needs more support from government policies, says Payong Srivanich, chairman of the Thai Bankers’ Association.

 Most CEOs are downbeat about the economic outlook over the next few years, according to a survey by the of Thailand (SET).

 According to the poll, 46% of listed firms’ chief executives thought business earnings will overall be lower this year compared to 2020 while only 34% thought the situation will improve and 21% thought it will remain stable.

 The survey identified the outbreak, a sharp drop in tourists and a decrease in purchasing power as the top 3 risk factors for businesses.

 The positive factors are the lenient fiscal policy and government spending which will help boost purchasing power and accelerate global economic recovery.

 Some 43% of respondents expect the economy will take another 2 years to recover while 20% believe it will recover within a year.

 Some 67% of chief executives think stimulus measures will indirectly benefit businesses in all industries because they will increase consumers' purchasing power. The sectors that will benefit most from the measures are commerce, tourism, logistics, property and construction.

 AirAsia announced that it will acquire Gojek’s Thai business for US$50 million in shares.

 Malaysian budget carrier AirAsia Group (AIRA.KL) said it will buy Indonesian ride-hailing and payments firm Gojek’s Thailand business in a stock swap, giving Gojek a 4.76% stake in the airline’s lifestyle platform.

 This deal is expected to rev up expansion of the airasia Super App in Asean, while enabling Gojek to increase investments in its Vietnam and Singapore operations.

 In return, Gojek will receive shareholding in the airasia Super App whose market value is around $1 billion. The deal provides both parties with a strong foundation

to explore additional opportunities for collaboration and synergies in one of the fastest-growing regions in the world.

 The Asian Development Bank (ADB) has announced mover to endorse a new 5-year country partnership strategy (CPS) to help the Government of Thailand achieve its goal of becoming a high-income nation through sustainable economic growth.

 ADB’s Director General for Southeast Asia Ramesh Subramaniam said ADB’s programs and projects will help Thailand recover from the coronavirus disease (COVID-19) pandemic, strengthen sustainable growth, improve physical and digital connectivity, address inequality and resolve constraints to private sector expansion.

 The strategy will be supported by a 2021–2023 lending program of 5 projects totalling US$1.58 billion in sectors such as transport and energy.

 The Covid-19 pandemic has presented an unpleasant picture for new factory registrations, with a sharp decrease in new factories and facility expansions in the third quarter of 2021, according to the Department of Industrial Works (DIW).

 From October 2020 to June 2021, factory expansion projects decreased by 70.23% year-on-year to 209 factories while the number of factory registrations went down by 6.33% year-on-year to 1,894 factories. New registrants were interested in the food, metal and non-metal businesses.

 Industry Minister Suriya Jungrungreangkit said many businesses have delayed new investment plans or factory expansion projects since last year when Thailand was hit by the pandemic.

 The Stock Exchange of Thailand (SET) Index closed down 14.83 points or 0.93% at 1,576.60 points, with total transactions of 82.477 billion baht on concerns of a renewed

lockdown by this Friday. Investors are concerned by the daily infection rate that puts a heavy burden on the public health system and may hinder the government’s goal of opening the borders within 120 days. The falling oil price, the weakening baht, volatile foreign fund flows and the higher number of COVID-19 cases are key factors that pushed down the market
