...and Jim Brainard knows it. Mayor Brainard has held the line on taxes, proposed conservative budgets and fought for job growth, economic development and a quality of life second to none. Strong Fiscal Leadership Jim Brainard has a proven track record of holding down taxes. Today most Carmel residents are paying less in property taxes than they were twenty years ago. Carmel has the lowest tax rate of any Indiana city its size or larger. Job Creation and Economic Development As Mayor, Jim Brainard has fought tirelessly to promote job creation, economic development and redevelopment of our downtown which continues to diversify our tax base, keeping our tax burden on homeowners low. Balanced Budgets Jim Brainard is a fiscal conservative that has streamlined government and protected our tax dollars. The City of Carmel had a cash balance of over $56 million dollars in the bank at the end of 2018, well more than almost all other cities in Indiana. Jim Brainard for Mayor. Strong Management. “Go Teal” with Prevail! 9 TODAY’S BIBLE READING And he put forth a parable to those which were bidden, when he marked how they chose out the chief rooms; saying unto them. When thou art bidden of any man to a wedding, sit not down in the highest room; lest a more honourable man than thou be bidden of him; And he that bade thee and him come and say to thee, Give this man place; and thou begin with shame to take the lowest room. But when thou art bidden, go and sit down in the lowest room; that when he that bade thee cometh, he may say unto thee, Friend, go up higher: then shalt thou have worship in the presence of them that sit at meat with thee. For whosoever exalteth himself shall be abased; and he that humbleth himself shall be exalted. Luke 14:7-11 (KJV)

Boles explained how this new tradition was a twist from 1909, when Indiana Gov. Thomas Marshall helped IMS founding partner Carl Fisher place a commemorative brick at the start/finish line when the original 3.2 million paving bricks were installed. In 1961, that tradition continued when IMS owner Tony Hulman placed a gold brick at the start/finish line, joined by Ray Harroun, winner 50 years earlier of the first Indy 500, and Louis Schwitzer, the first winner of a 5-mile, two-lap race at the track in 1909. Boles reminded this is the second time Foyt has placed a brick among the 573 remaining on the track. He joined IMS chairman to do the honors in 2011 in commemoration of the centennial anniversary of the . "The driver bricks are going to be in the fourth row, four rows from the center," Boles said.
