EXECUTIVE SUMMARY

1.0 Introduction Govt of has granted the mining lease for minor mineral (stone) in Mouza - Serengdih, Thana – (Ichagarh), Thana No. – 131, District – Saraikela-Kharswan, Jharkhand, over an area of 8.00 Acres (3.24 Ha), in favour of M/s Madhucon Projects Ltd. on 16.03.2017 for a period of 2 years from 16.03.2017 to 15.03.2019.

The proposed rate of production is 2,59,902 TPA of Stone. The lease area comprises of G.M. Land. The estimated project cost is Rs.44 lakhs. The expected life of the mine is 5 years.

This mining project falls under Category “B2” Project or activity 1(a) as per EIA Notifications 2006 and amendment done so far.

1.4 Conclusion India possesses a wide range of dimensional stones that include granite, dolerite, basalt etc., spread out all over the country. Stones are still the mainstays of civil instruction in India, with stones being used extensively in public buildings, roads, hotels, and temples.

2. INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION 2.1 Identification of Project and Project Proponent Govt of Jharkhand has granted the mining lease for minor mineral (stone) in Mouza - Serengdih, Thana – Chandil (Ichagarh), Thana No. – 131, District – Saraikela-Kharswan, Jharkhand, over an area of 8.00 Acres (3.24 Ha), in favour of M/s Madhucon Projects Ltd. on 16.03.2017 for a period of 2 years from 16.03.2017 to 15.03.2019.

The proposed rate of production is 2,59,902 TPA of Stone. The lease area comprises of G.M. Land. The estimated project cost is Rs.44 lakhs. Proposed plan period is 5 years and the expected life of the mine is 5 years.

2.2 Brief Information about the Project The project has been proposed for mining of 2,59,902 TPA of Stone by mechanized method. The lease area is 8.00 Acres (3.24 Ha.). The expected life of the mine is 5 years. Blasting will be done for mining activity. Water requirement for the proposed project for drinking use, dust suppression and other use will be 9.0 KLPD, which will be taken from nearby Serengdih, Ratai, etc villages.

Details Requirement of water(KLPD) 1. Dust Total length of haul road 1 Km out of which is about 260m is connected from Suppression Tikar Road and 740m within the area for haulage activities. Requirement of water =6.0 KLPD 2. Drinking & Water requirement for drinking & domestic per person is 20 liter/day. Domestic Therefore requirement is 33x20 = 660 liter / day say 1.0 KLPD 3. Greenbelt 2.0 KLPD Development

2.3 Need for the Project and Its Importance to the Country or Region Achieving a huge infrastructure as being envisaged by Government of India particularly in road and housing sector requires basic building materials. The stone is one of primary building material required for the purpose. The stone mining activities as proposed are the backbone of all construction and infrastructure projects as the raw material for construction is available only from such mining. The stone extracted is in high demand at the local market for road construction and real estate industry.

2.4 Demands-Supply Gap The demand for stone is ever growing with the growth of the infrastructure sector in our country. The mineral is used in the construction activities like roads, buildings, bridges etc. The requirement for the mineral is always high in the nearby cities and towns. Therefore there is always a good demand of the mineral in the domestic market.

2.5 Imports vs. Indigenous Production Development needs will be met only through indigenous produced stone material against the high cost of imported material.

2.6 Export Possibility There is no proposal to export the Stone as there is huge gap in demand and production.

2.7 Domestic/ Export Markets DOMESTIC MARKET The finished product of Stone will be used as raw materials for all construction work.

EXPORT MARKET The proposed mining activity is for indigenous consumption only for real state, road making etc.

2.8 Employment Generation The proposed mining activity will provide employment to about 33 (approx) workers. The workers will be hired mostly from the nearby villages.

3. PROJECT DESCRIPTION 3.1 Type of Project Including Interlinked and Interdependent Projects, If Any. The mine is over an area of 8.00 Acres (3.24 Ha.). The proposed production is 2,59,902 TPA. This is an independent mining project and there are no interlinked projects involved.

The project falls under Category “B2” Project or activity 1(a) as per EIA Notifications 2006 and amendment done so far.

3.2 Location Serengdih Stone Mine is situated in Saraikela-Kharswan District and the site is situated near about 14.01 Km away from Tiruldih Railway Station. The nearest Airport is Ranchi is about 63.52 Km away & the nearest highway NH-33 is near about 4.80 km and SH -3 is near about 21.14 km away from the area.

3.3 Details of Alternate Sites Mining is site specific project.

3.4 Size or magnitude of operation The mineable reserve would be 12,99,240 tonnes. This mineable reserve will be worked out in 5 years of plan period @ 2,59,902 tonnes/year. Thus, the life of mine will be 5 years (plan period).The mine will be worked on the day time only. The average number of working days in the year would be 300.

3.5 General Geology:

3.5.1 Physiography The lease area represents a sloppy hillock like land with rock mass of Dolerite. The highest RL is of 211m from Mean Sea Level and the lowest RL is of 200m from MSL. There is no settlement within the area. There is no nala flowing within or near the area.

3.5.2 Regional Geology The detailed study reveals that the sector consists of several major lithologic groups of sedimentary and igneous origin ranging in age from Archean to the Younger Proterozoic. The major lithological units of the area comprising of mainly the newer dolerite boulders. Generalized Chrono-stratigraphic sequence of the area (Based on Dunn and Dey.1942; Sarkar 1980 and Sarkar and Saha, 1982)

3.5.3. Local Geology :

During the preliminary investigation occurrences of Doleritic rocks could be observed in the area of Serengdih village, situated about 23 km away from Chandil Railway Station. Doleritic rock of the area is exposed in the form of sheet rock and occurs also in flat land from the surface. The doleritic rock in the Lease area is found in the form of small mound and found in the form of batholithic mass. Large scale mapping on 1:2000 has been carried out in the area in and around the area of doleritic rock deposit; it comprises only one type of deposit of doleritic stone. Then the area was gridded on square pattern at intervals of 50m. Effort was made to plot each and every characteristics of rock formation. A contour plan having 1 meter interval is also prepared showing relative elevation and depression from ground level. In this way a geological map is prepared (Plate-4). The geological sequence of rock type in the area is as follows:-

3.6 PROJECT DESCRIPTION WITH PROCESS DETAILS

3.6.1 Method of Mining Standard Cross Sectional Area method a) Sections have been drawn from boundary to boundary across the lease area considering the litho units of the area. The sectional area has been estimated on the basis of the cross sections. b) Length of influence has been measured by taking half of the section interval distance on both side of each section. c) Bulk density 2.7 has been taken.

3.7 Raw Material Required Along With Estimated Quantity, Likely Source, Marketing Area of Final Product/S, Mode of Transport of Raw Material and Finished Product No raw material will be required for production of Stone. In the operational phase stone will be excavated by machinery method and loaded directly into trucks/trolleys to stone crusher from the mine site. Eventually the finished product will be supplied to the market.

3.8 Resource Optimization/ Recycling and Reuse Not envisage

3.9 Availability of Water Its Source, Energy/ Power Requirement and Source 3.9.1 Water Requirement Water required is 9.0 KLPD. It is proposed to obtain water (1.0 KLD) for drinking from nearby Serengdih, Ratai, etc Village’s Dug well.

3.9.2 POWER The operation will be done only from sun rise to sun set hence there is no power requirement for the project at site. Only diesel equipment will be used. Diesel will be outsourced from nearby diesel pumps.

3.10 QUANTITY OF WASTES TO BE GENERATED (LIQUID AND SOLID) AND SCHEME FOR THEIR MANAGEMENT/ DISPOSAL

3.10.1 Solid Waste Generation & its Disposal The area is covered with a layer of gritty soil, during quarry development gritty soil will be removed and that will be dumped within the lease area with suitable precaution like construction of parapet wall and garland drain, and then total removal gritty soil will be backfilled within the exhausted quarry.

3.10.2 Liquid Effluent Not applicable

4.5 Existing Infrastructure Temporary shelter will be constructed for the workers outside the lease area.

4.6 Soil Classification Top soil is gritty in nature.

PLANNING BRIEF 5.1 Planning Concept Since the deposit in this area is massive in nature, it is proposed to carry out only opencast mechanized mining during this plan period, i.e. five years. The operations like digging, excavation and removal of stone in conjunction with deep hole drilling and blasting will be done with the help earth moving machineries (100mm dia wagon drill, Excavators, tippers etc.) Muffle blasting will be adopted as precautionary measure having burden and spacing of 3 m x 3.5 m in stagger grid pattern.

5.3 Amenities/Facilities Mines Office, Workshop etc. The road facility is already available which shall be used and properly maintained. Preference will be given to local labor from nearby Mouzas. Other requisite infrastructure as transport of mine labours is available by way of jeep, auto two-wheeler.

The following activities are proposed for the welfare of labours engaged in the extraction of stone mining I. Tankers will be deployed for the supply of drinking water in the project site. II. Organizing of Health Camps III. First Aid Kits shall be kept at mine site.

IV. Anti snake venom injections bought and kept for emergency. V. Temporary rest shelter and Mobile toilet will be there for the workers. VI. Power requirement is not needed as mine will be working in day time i.e. in general shift (8 hrs.).

5.4.2 Management Scheme of Floral & Fauna:- A. Management Plan for Flora  Local species will be planted for the better survival rate in consultation with the forest department.  Plantation will be done before monsoon mostly as per the need so that water requirements will be automatically fulfilled.  Proper Manuring and taking care of the sapling will be done regularly.  Manpower will be engaged for manuring, watering and taking care of the plantation.

 Fencing around the plantation will also be done. B. Management Plan for Fauna  Proper wire fencing will be done all around the lease area of project site to restrict the common animals to enter into the activity area.

6. Transport of Men and Material: Workers from nearby villages will be engaged for mining and transportation purposes. They will come for work on foot. The material from the mine will be transported by trucks / dumpers.

6.1 Industrial Area (Processing Area) No infrastructure is proposed.

6.2 Residential Area (Non Processing Area) As local workers from nearby areas will be engaged for the mining activity, no residential area/ housing are proposed.

6.3 Green Belt The 7.5m safety barrier zone along the periphery of the mine lease area.

 The choice of species will be done according to the plants, growing suitable to the environmental conditions, prevailing in the area. The plantations shall be done in the safety zone area.  The safety barrier shall be used for green belt development so that air pollution from the mine can be arrested.  For development of green belt only local species will be taken for plantation, green belt plantation will be protected properly, will be maintained daily by watering and nursing. Rate of survival of the sapling on this area will be examined before plantation and suitable precaution will be taken.  Conceptual Plantation will be done along the approach road.

6.4 Social Infrastructure The following rural activities are being proposed to be done in the region under Rural Development Programme.  Rural Health service  Educational Development Programme  Self-employment, resource development  Conservation of cultural activities of Jharkhand  Agricultural development & environmental protection

6.5 Connectivity Serengdih Stone Mine is situated in Saraikela-Kharswan District and the site is situated near about 14.01 Km away from Tiruldih Railway Station. The nearest Airport is Ranchi is about 63.52 Km away & the nearest highway NH-33 is near about 4.80 km and SH -3 is near about 21.14 km away from the area.

6.6 Drinking Water Management Water for drinking is required to be 1.0 KLD. It is proposed to obtain water from nearby Serengdih, Ratai, etc, Village’s dug well.

6.7 Sewerage System Domestic waste water will be treated into septic tank followed by soak pit.

6.8 Industrial Waste Management Not applicable

6.9 Solid Waste management The area is covered with a layer of gritty soil, during quarry development gritty soil will be removed and that will be dumped within the lease area with suitable precaution like construction of parapet wall and garland drain, and then total removal gritty soil will be backfilled within the exhausted quarry.

6.10 Power Requirement & Supply/Source The operation will be done only during the day light; hence there is no power requirement for the project at site.

7. REHABILITATION AND RESETTLEMENT (R&R) PLAN Not applicable as no person or family will be up rooted, needing any resettlement of rehabilitation.

8 PROJECT SCHEDULE & COST ESTIMATES 8.1 Likely Date of Start of Construction and Likely Date of Completion

No construction activities are proposed. The mining activity will commence only after receiving environmental clearance and other statutory clearance.

8.2 Estimated Project Cost Along With Analysis In Terms of Economic Viability of the Project

The 5% of total estimated cost of approx. Rs 44 lakhs as mentioned in the report, comes as Rs. 2,20,000/- to be spent under CSR plan annually.

9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)

The proposed mine will bring economical benefits to the state by the way of Royalty for mineral and to the local people by way of direct and secondary employment opportunities. The mining activities as proposed are the backbone of all construction and infrastructure projects as the raw material for construction is available only from such mining. The stone material is in high demand at the local market for real estate industry. The project will bring about socio-economic improvement of the area and will prove beneficial to the area.
