CARRIED. 4 Approved by Resolution #244//2018 Municipality of McCreary Regular Meeting July 18, 2018 c) Financial Statements as at May 31, 2018 COPIED: #224/2018 BE IT RESOLVED THAT the Municipality of McCreary Draft Financial Statements as at May 31, 2018 be approved by Council as prepared by the Chief Administrative Officer on the understanding that these statements are subject to audit by Meyers Norris and Penny and do not include consolidated entities. CARRIED. d) 2017 Audited Financial Statements: The 2017 Audited Financial Statements for the MLA Regional Planning Service have not yet been received. These statements are necessary to complete the municipality’s consolidated audited financial statements for 2017. BY-LAWS: a) None. UNFINISHED BUSINESS: a) Property Consolidation: A further follow up has been sent to our lawyer. b) Development and Building Permit Applications: Development Permit 2018-04-03-147-DP08, Development Permit 2018- 04-18-147-DP09, and Development Permit 2018-04-04-147-DP010 were reported on. c) Fire Safety Inspections: The Office of the Fire Commissioner has provided information about fire safety inspection options available to the Municipality of McCreary. d) Water Meter Upgrading Project – Cost Sharing Agreement – Manitoba Water Services Board: As the water meters and materials which are to be provided by the Municipality of McCreary will received July, 2018, the tendering of this project was discussed. #225/2018 BE IT RESOLVED THAT the Municipality of McCreary proceed with requesting invitational tenders for the Water Meter Upgrading Project with a closing date of August 10, 2018, at 12:00 p.m. CARRIED. e) Municipal Procurement Policy – TABLED. 5 Approved by Resolution #244//2018 Municipality of McCreary Regular Meeting July 18, 2018 f) Rural Civic Addressing: The signs have arrived and will be installed as time permits. Reporting to E911 and Bell MTS is be completed once the signs have been installed. g) Tax Sale: Properties qualifying for 2016 Tax Sale have been sent to TAXervice. h) Insurance: McCreary Swimming Pool: Final invoice for the Pump Room Claim has been received. #226/2018 BE IT RESOLVED THAT the Municipality of McCreary authorizes signature of the Final Proof of Loss for Municipality of McCreary Property Claim for the Pump Room at the McCreary Swimming Pool File No. B7-8854-06 in the gross amount of $43,077.91 less the deductible of $2,500.00 for a net claim receivable of $40,577.91. BE IT FURTHER RESOLVED THAT the Municipality of McCreary authorize final payment to McCreary Plumbing & Electrical for the invoice amount of $43,077.91 less two interim payments of $32,199.05 for the total payable $10,878.86. CARRIED. i) Sale of Lots 46 and 47, Plan 6271 – 417 and 421 Jonasson Crescent: The funds have been received from the Purchasers and we are waiting for the evidence that the property has transferred from the Municipality to the new owners. j) Hutton Memorial Cemetery Project: We are waiting for a quote and drawings for the proposed gazebo and washroom. k) Un-Sightly Properties – By-Law Enforcement: #227/2018 BE IT RESOLVED THAT the Municipality of McCreary authorizes its By-Law Enforcement Officer to proceed in accordance with By-Law #9/2004, including property clean up, and its Chief Administrative Officer to add those expenses to property taxes as may be required pertaining to Lot 10, Block C, Plan 500. BE IT FURTHER RESOLVED THAT a court order be obtained to proceed with the clean up of the above property. CARRIED. #228/2018 BE IT RESOLVED THAT the Municipality of McCreary authorizes its By-Law Enforcement Officer to proceed in accordance with By-Law #9/2004, including property clean up, and its Chief Administrative Officer to add those expenses to property taxes as may be required pertaining to Lot 3 Plan 807. CARRIED. l) Fletcher Park Electrical Project: Waiting on the Contractor and Manitoba Hydro to proceed. 6 Approved by Resolution #244//2018 Municipality of McCreary Regular Meeting July 18, 2018 m) Tree Care Project: Tree Care Project is complete. n) Manitoba Household Hazardous Waste Program: #229/2018 BE IT RESOLVED THAT the Municipality of McCreary make a Dangerous Goods Handling and Transportation Act Application to Manitoba Conservation at a cost of $250.00 which is required to proceed with entering a Manitoba Household Hazardous Waste Program Paint and Light Depot Agreement with Product Care Association of Canada. GENERAL BUSINESS: a) Sewer Mains – Pressure Flushing – See PW Report: #230/2018 BE IT RESOLVED THAT the Municipality of McCreary authorizes Tyler McFadyen, Operations Foreman to obtain services from the City of Dauphin to pressure flush the sewer mains at a cost of approximately $1,800.00 per day for 3 days. CARRIED. #231/2018 BE IT RESOLVED THAT the Municipality of McCreary provide sponsorship to the McCreary Ag Society for the Heartland Rodeo taking place on August 4 & 5, 2018 with Signage at the event for $200.00. CARRIED. #232/2018 BE IT RESOLVED THAT the Municipality of McCreary purchase 4 baby/toddler swings for Fletcher Park to total $456.47. 1. The Municipality of McCreary will be responsible for the installation and assembly of the swings; CARRIED.

Lee Repko and John Everitt Brandon University Abstract: In the past few years, the previously neglected Assiniboine River corridor within the city of Brandon has shown signs of significant change and development. These changes have largely been the result of a realization, by both city officials and community members, that an important local recreational resource has been neglected or ignored by the majority of Brandon’s inhabitants for many years. A series of public meetings sponsored by the city led to the acceptance of a plan for the riverbank and the formation of a not-for-profit group to bring planned changes into reality. In the past three years, pre-existing developments have been brought under the auspices of Riverbank Inc. and a series of new initiatives have been started. This paper briefly describes the past and contemporary development of Brandon’s Assiniboine river corridor. Introduction The purpose of this paper is to outline and report upon the development of the Assiniboine River Corridor by “Riverbank Inc.” Riverbank Inc. is a non-profit “arms length” organisation incorporated by the Province of Manitoba in 1994. The aim of the organisation is to develop the tract of land along the banks of the Assiniboine River within the city of Brandon as a recreational area for the city and its region, and as a possible ecological focal point for tourist activity within southwest Manitoba (Figure 1). The ongoing transformation of the river valley has the potential to be one of the major changes to the face of Brandon since its incorporation in 1882.

These individuals, in addition to all the above reasons, will also see their property value decline - as " documented by local realtors. The true beneficiaries of this operation are those selling the land and getting access to the manure, and the corporation that owns the operation and their shareholders. This is a for profit operation and producing pork products at the lowest cost possible in order to maximize profit is the priority. Hylife does not have our local towns and communities' interests at the forefront. They are simply looking for sites where they can produce product at no risk to themselves while others absorb all the risk. This is just the tip of the iceberg and without doubt the emphasis needs to be on sites. This is not a "one off' development project but a multi-pronged effort to expand their operations in the area to support their feed mill in Killarney and packing plant in Neepawa. It will substantially change the face of not only the RM of .A.rgylebut the surrounding RMs within the targeted development range. It is for these reasons that I am 100% opposed to this operation and do not want to see it established in the RM of Argyle.
