Introduction The Planning and Compulsory Purchase Act 2004 replaced the existing legislation and introduced the Local Development Framework (LDF). 21 It is a requirement of the Planning and Compulsory Purchase Act 2004 to publish an Annual Monitoring Report (AMR), by the end of December of each year, to report on the previous financial year. The report is intended to measure the degree to which local authorities have successfully applied the policies set out in their development plans and measure the progress towards the LDF. The Brighton & Hove City Council Annual Monitoring Report 2008/09 will measure the performance against policies in the Local Plan, adopted 21st July 2005. Measurement against the council's policies will help to judge whether current policies are useful, need revision or comprehensive review and advise the council's work under the new planning system. The report will also assess progress in the preparation of the Brighton and Hove City Council LDF. The AMR includes a range of Local and Core Output indicators in order to achieve this. The AMR offers a great opportunity to present information about the city and particularly on the city's development. This AMR and those in the future will describe the effect of the current economic situation upon the city. This AMR relates to the following guidance: Local Development Framework Monitoring: A Good Practice Guide. Regional Spatial Strategy and Local Development Framework: Core Output Indicators - Update 2/2008 The council welcomes comments on the information set out in this report and how it is presented. Key Facts: 32 In 2008/09 721 net dwellings were completed of which 35% were affordable and 100% were on previously developed land. According to population estimates the population of the City has risen by 6,700 since 2001 The 256,600 Brighton and Hove residents live in approximately 115,000 homes. Those of working age that live in the city account for 67.5% of the population. The proportion of persons of working age in the city that are self-employed reduced from 12.6% to 9.3% between 2007/08 and 2008/09. The average house price in the city has fallen from a high of £235,844 in March 2008 to £191,144 in March 2009, The proposed construction of 443 housing units was approved through 196 planning applications during 2008/09 Since 2004 the number of homeless applications has reduced from around 3,000 to 1,000 a year. There has been a large net increase in employment floorspace of 9446 m² in 2008/09 79.41% of major planning applications were decided within 13 weeks The level of crime of four of the seven key offences fell in Brighton & Hove between 2007/08-2008/09. The city accommodates approximately 32,000 students through its two universities and five colleges of further education. There were 108,605 tonnes of waste arisings in Brighton and Hove in 2008/09 Household recycling now averages 28% which puts Brighton and Hove among the top performing councils in the country Over a third of households in the city do not own a car Six Green Flags were awarded to individual parks in 2009 Brighton and Hove is currently a national exemplar Cycling Town until 2011 The Labour Party held their conference in the city, at the Brighton Centre, in 2009. 2. Data Collection The data for this AMR has primarily been compiled from the annual monitoring undertaken by the Strategic Planning & Monitoring Team within City Planning. 63 The data collected has been used to respond to the Core Output Indicators. The Strategic Planning & Monitoring Team monitors all residential and commercial/industrial permissions for each financial year. The information is collated from planning applications registered with the planning authority which is taken from the information entered into the MVM planning database and directly from the planning applications and related documents. All new permissions are mapped using the ArcView GIS package. Site visits are carried out on an annual basis to assess the progress of development on each site with planning approval. Other areas monitored by the team include appeals, retail centre and industrial site 'health checks', and a broad range of sustainability issues. The monitoring for each of these areas is constantly evolving and improved upon during each monitoring year to better meet the needs of each indicator and to develop as new indicators evolve. The Local Output indicators relate to policies in the Local Plan and were derived by the council's Sustainability Strategy (2002) which sets out the council's commitment to sustainable development. The original Sustainability Strategy has since been updated. Much of the information for the Contextual Indicators is related to the Census 2001 which is available electronically via the Brighton & Hove Local Intelligence Service website; www.bhlis.org subsequent updates have been sourced from the Office for National Statistics. Brighton & Hove City Council undertakes Waste and Minerals Planning in cooperation with East Sussex County Council (ESCC). Further data regarding waste and minerals can be found in the ESCC AMR 08/09 found here; www.eastsussex.gov.uk/environment/planning/development/mineralsandwaste/amr1 3. Local Development Scheme Implementation This section of the Annual Monitoring Report provides a progress report against 74 the timetable and milestones for the preparation of documents set out in the agreed Brighton & Hove Local Development Scheme. The Local Development Scheme (LDS) is the three-year work programme to prepare the local development documents that will make up the Local Development Framework (LDF). The LDS identifies the main Local Development Documents to be prepared over a three year period including their coverage and status. It also explains the status of policies and plans in the transitional period from local plan to local development documents and the status of supplementary planning guidance notes. The most recently approved version of the Brighton & Hove LDS is April 2009. For the purpose of this AMR, this is the version that must be used in order to monitor progress for the financial year 2008-2009. The main changes made to the July 2008 version of the LDS were: Updating the programme - The following documents were completed and have been removed from the updated programme: Annual Monitoring Report submitted in December 2008 The following background documents were completed in May 2009: The Strategic Housing Land Availability Study The Revised Transport Assessment of the Core Strategy Update to the Employment Land Study Green Infrastructure Network Study Open Space, Sport and Recreation Study Changes to the Timetable - Major changes have been made to the timetables for preparing the Core Strategy. This was due to the need to undertake further background research due to the Shoreham Harbour Growth Point announcement in July 2008, advice from the Planning Inspectorate and the publication of PPS121 in June 2008. The Waste and Minerals Core Strategy timetable is also under review due to the requirement during 2009 for substantial technical background information alongside consultation with key stakeholders. 1 Planning Policy Statement 12 'Local Spatial Planning' July 2008. A revised Minerals and Waste Development Scheme will be published in early 2010 with the city council's partners East Sussex County Council. A timetable to 5 deliver a Shoreham Harbour Joint Area Action Plan was added to the Local Development Scheme in April 2009 following the award of conditional Growth Point status to the Harbour by the government. However, the withdrawal of relevant funding by SEEDA2 means that the timetable for this Area Action Plan is now under review by the City Council, Adur District and West Sussex County Councils. There have also been revisions made to all of the timetables for Supplementary Planning Documents (SPD) production, mainly due to the need to concentrate staff resources on Core Strategy preparation. Three Best Value Performance Indicators relate to the LDF.     Brighton & Hove City Council CityParks Ranger and Countryside Services Annual Report 2012 – 2013 CONSERVATION Grazing The main conservation work that Rangers are involved with is the maintenance and reclamation of chalk grassland habitat within the city. Much of this conservation work is done as sheep grazing. Last year grazing as part of this project started for the first time on 19 Acres Tenantry Down Home Farm Road section of Wild Park Permanent fencing was established at 19 Acres Parts of Wild Park Tenantry Down Wild Bank (Bevendean) Parts of Waterhall Clearance work for fence lines was carried out by the CityParks Volunteers, Brighton Conservation Volunteers, and Community Payback. Over the past year eleven sites covering nearly 100 Ha where grazed these include Wild Park Stanmer Park Bevendean Waterhall Green Ridge Tenantry Down Whitehawk Hill Benfield Hill Beacon Hill Sheepcote Valley 19 Acres Over 100 lookeres or urban shepherds volunteered to help check the fences and the welfare of the sheep used to graze the sites. Woodland Woodland conservation increased over the last year with two sites setting up conservation groups to help with the management of this habitat. Hazel coppicing has continued in Stanmer Great Wood with Rangers organising the Sussex Wildlife Trust and the Cityparks Volunteers to carry out the work. The most significant woodland management work has been carried out by contractors in Coney Wood as part of the project funded by Keep the Ridge Green who where awarded nearly £30,000 from the Heritage Lottery Fund. This has included installation of steps and handrail, glade creation, tree planting, and wildflower planting.

The aim was to invest in cycling infrastructure, supporting the Coalition Government’s vision to achieve a step change in cycling. The Government sees that greater levels of safe cycling in and around National Parks can unlock a range of cross cutting economic and social benefits that enable growth, such as improved health and wellbeing, higher productivity through improved fitness, improved public realm and attractive spaces, unlocking capacity on road and public transport networks, creation of new social enterprises and businesses which support cycling services and better linked communities enabling more choice for getting around within and between neighbourhoods. 2. The Department continues to be keen on supporting initiatives which are part of a strategy geared to supporting more cycling in rural areas. The Department looks favourably on schemes that have a strategic approach, are sustainable and support the future development of the local cycling infrastructure. Successful schemes should: • encourage and enable recreational visits to, from and around National Parks by cycle; • encourage and enable people living and/or working in and around National Parks to travel for day-to-day journeys by cycle. 3. Grants provided to Authorities - partnered with National Parks - were to deliver infrastructure improvements to enable more people to cycle in and around the National Parks. Four National Parks (and eight Cities) were funded in 2013 through the CAG programme. 4. The Department has now identified a surplus of capital funds to the value of £1.575m, which it wishes to re-allocate through a mini-competition.

    Resource Centre support for East Brighton groups doubles in 2018 Resource Centre support work with volunteer run community groups in East Brighton area has almost doubled in the last year. We have continued to provide essential support with our Accounts Examination and Design & Print service. In addition, demand for one-to-one support and consultancy, in all aspects of running a group, has more than doubled. It has been inspiring to see so many new groups, run entirely by local people, emerging and finding their feet over the last year. This adds to the many groups that continue to do what they do so well, understanding the needs of their community and taking action to support local people and bring them together. One-to-one support and consultancy We provided 56 one-to-one support sessions (compared to 22 in the previous year) to 20 different groups. Seven of these groups are either new or had never used the Resource Centre before. Collectively, they help and improve the wellbeing of a wide range of local people from ‘the cradle to the grave’ and lots of people in between. They help improve the local woods, parks and outdoor spaces; provide lunches for children, families and older people; organise events that are free to local people; provide art and dance activities; run community buildings; investigate local history; create newsletters; and provide a hub where local people can come together to build networks and friendships. We supported groups to draft constitutions, policies and procedures; think about legal structures and report to the Charity Commission; keep their accounts and prepare their budgets; improve their communication and use of social media; apply for funding and evaluate their projects.
